1.0 SCOPE

The intent of these specifications is to define the requirement for a system of


navigational aids and associated equipment to be mounted on offshore well
platforms. The equipment described herein, when installed in accordance with
vendor’s instructions shall form an integrated Navigational Aid System and
provide adequate and complete safeguards to all vessels navigating the area of
installation.

2.0 CODES AND STANDARDS

2.1 All applicable standards and maintenance regulations, such as those published
by the International Association of Lighthouse Authorities (IALA) and the
supplied equipment shall meet local laws.

2.2 Apart from “IALA”, codes / standards specified in design criteria and special
notes also form a part of this specification.

2.3 Any other recognized international standards may be used in lieu of the above,
subject to the approval of Company or his authorized representative.

3.0 SCOPE OF SUPPLY

3.1 The scope of supply through, this speciation shall include, but not limited to the
following:

3.1.1 Obstruction / Warning devices incorporating obstruction lights.

3.1.2 Junction Boxes and Nickel / Chromium plated brass double compression type
cable glands and tinned copper lugs as required.

3.1.3 Flame Retardant Low Smoke (FRLS) type interconnecting cables between solar
panels and junction boxes as required.

4.0 TECHNICAL REQUIREMENTS

Incase of oil well platforms, the obstruction lights and junction boxes will be
located in Class I, Division I, Group D Hazardous area. The surface temperature
of these equipments shall be limited to 2000C, T3 class maximum and shall be
certified by UL or any other equivalent testing authority from the country of
origin for use in this area.

4.1.1 Obstruction Lights

The lights shall be equipped with clear acrylic Fresnel lenses and have a range
of at least 10 Nautical miles 360 degree circuit. Unless specified otherwise a
transmissivity factor of 0.74 shall be taken for selecting the luminaries. All the
lights on the platform, the interconnecting bridges shall be synchronized to flash
the Morse letter “U” in unison at an interval of 15 seconds. The flash cycle shall
be as given below:

0.4 Sec. - ON

0.5 Sec. - OFF

0.4 Sec. - ON

0.5 Sec. - OFF

1.2 Sec. - ON

12 Sec. - OFF

Each light shall be equipped with six-place automatic lamp changer and
controlled by sun switch mounted inside the lantern. Lights shall be designed to
flash continuously in the event of failure of sun switches and shall burn steadily
if the polarity is accidentally reversed during hook-up / rewiring. In the event of
failure of one or more lights, continued operation of remaining lights with
specified flash code shall be strictly maintained. For this, each flashing units
shall be provided with a flasher and automatic synchronization feature. The
lights shall operate satisfactorily for an input of 12 volts DC + 5% at the base
of lamp changer / flasher assembly without any loss in performance or range.

4.2 The load requirement per day shall be determined considering the following:

a. Obstruction lights operating for 14 hrs a day

b. Actual time of current drain shall be considered to achieve the Morse


Code “U”

c. Any surge factor for obstruction lights.

5.0 TESTING AND INSPECTION

All tests shall be carried out as per relevant standards at Vendor’s works.

Company reserves the right to witness all tests and carry out inspection or
authorize his representative to witness tests and carry out inspection. For this
purpose, vendor shall notify the company at least 20 days in advance giving
exact details of tests, dates and addresses of location where the tests would be
carried out.

Testing and Inspection shall include but not necessarily limited to the following:

5.1 Solar Panels

5.1.1 Following environmental tests shall be carried out on photovoltaic modules on


sampling basis. Minimum 2% of ordered modules or 1 No. module whichever is
higher shall be subjected to following tests and performance of module before
and after each test shall be tabulated and furnished. The tests shall be carried out
sequentially on each module selected for testing and the tested module shall be
discarded after tests.

In case on account of testing:

i) The overall deterioration in the performance of the tested modules


after tests exceed 5% of rated performance or

ii) The tested module exhibits any open circuits and or ground faults, or

iii) The tested module develops cracks or mechanical damage.

iv) The tested module fails to pass the electrical isolation tests of JPL
Block V

The entire ordered lot of modules shall be rejected.

5.1.2 The following design gratification tests as listed in JPL Block V shall also be
conducted

i. Earth Continuity Test

ii. Electrical Isolation Test

iii. Hot Spot Endurance Test

Note: Type test certificate can be accepted for the tests marked with asterisks (*).

5.2 Battery

5.2.1 All routine tests as per applicable standards shall be conducted on the batteries.

5.2.2 Test certificates in lieu of actual type tests can be accepted.

5.3 Solar Controller

Tests in the following order shall be conducted for both type of panel.

1. General

2. Earth Continuity Test

3. Functional Test

4. Insulation Resistance Measurement

5. Heat Run Test

6. Functional Test

5.4 Burn out test for 120 hrs on battery chrger.

6.0 SPARES

6.1 Vendor shall recommend and provide spare parts needed for startup. In addition
vendor shall furnish a separate price list of recommended spares for one (1) year
of normal operation and maintenance. Recommended spares shall take into
account the related factors of equipment reliability, effect of downtime upon
production, safety, cost of parts and the availability of equipment service
facility.

7.0 WARRANTY

Vendor shall have final and total responsibility for the design and performance
of all equipment supplied under this specification. The equipment and the
system shall be guaranteed for trouble free operation for a period of 12 months
from the date of commissioning or 18 months from the date of arrival at site
whichever is earlier. Any defect discovered during this period shall be rectified
free of charge.

information. They shall be checked during detailed engineering
stage. Any change in size of battery, solar panel or charger etc
shall be done without any implication.

9.0 CERTIFICATION

All offered equipments or equipments of similar design manufactured by the


same supplier:

- Shall have been type tested by an authority approved by the Company

- Shall have been in continuous satisfactory service on offshore for a


minimum period of two years

- Shall be having current certification / approval / listing by an approved


agency or UL or FM
