1. Introduction
Theintentofthissafetyprocedureistoestablishsafeworkingpracticesandstandard,whichs
hallbeemployedonthesiteandtodetailtheorganizationalrequirementsandobligationsof
EnnconSynergiesworksthereat.

The purpose of this project Health, Safety and Environment (HSE) Plan is to
providemaximumsafetyofpersonnelandproperty,andtoavoidanyadverseimpactonth
eenvironment.

2. HSEObjective
 Meetallstandardlocalandnationalapplicablelaws,rules,regulations,andrequi
rementssetbytheEnnconSynergies/Clientin site.
 Ensurehealthandsafetyinordertoeliminateoratleastminimizetheriskofaccide
ntsand/orincidents,providingasafeandhealthyworkplace.
 Takethenecessarymeasurestopreventandreduceenvironmentalimpactbyappl
yingtheprinciples ofpreventioninall activities.
 PromotingandpursuingcontinuousimprovementofHSEManagementSys
tem,workershealthandprotectionoftheenvironment.

3. Roles&Responsibilities
Managementacceptstheresponsibilityforimpressinguponallemployeesthatsafetyand
injurypreventionhaveahighpriorityatEnnconSynergiesandthatallrulesandpolicieswillbefollow
ed.

• Providesleadershipandguidancetomiddlemanagementfortheacceptance,mai
ntenance,andenforcementoftheLossPreventionProgram.
• ProvidesresourcesfortrainingandmonitoringtheLossPreventionProgram.
• Periodicallyreviewsthesafetyrecordsandreportingfunctions.
• Promotesandattendssafetyfunctionalities.
• Maintainsopenlinesofcommunicationbetweenemployees,supervisors,andma
nagementrelativetothefreeexchangeofsafetysuggestionsand
information.
• Monitorsthefollow-
uponrecommendationsmadetoimproveperformanceandpreventaccidents.

• Havetheoverallaccountabilityforconstructionsitehealthandsafety.
• Beaccountableforachievingsafetygoals.
• BeresponsibleforensuringthatSubContractorsimplement,administer,plan,trai
n,and enforcethehealthand safety plan.
• SetupsiteHSEPlanandberesponsiblefortheirimplementationbeforestarti
ngsiteactivities.
• Useonlycompetentpersonneltoworkonsite.
• Issuethewritteninstructionssettingoutthemethodofhealthyandsafeworkinacc
ordancewiththepolicyonhigh-riskactivitieswherenecessary ͘
• Planandmaintainhousekeepingtohighstandards.

• ConductregularsiteinspectionsandpreparereportsforConstructionMa
nagerforcorrective actions.
• Checkandadviceoneachworkplanorproceduresforhealthandsafetypriorto
workcommencement.
• Coordinatewithhealthandsafetysectiononmattersregardinghealthandsafet
y.
• LiaisewithSub-ContractorsSafetyEngineeronmattersregardingthehealthand
safetyofallworkersunder Sub-Contractors ͘
• ActinthecapacityofsecretarytoHealthandSafetyCommittee.

5. SafetyControl
A. TrainingProgram

 Orientation/Inductioncourse
Each (group of) employee(s) of ENNCON SYNERGIES will be given an
orientation/inductioncourseunderdirectionoftheirSafetyEngineerpriortostartofanywork.The
employeeshallnot be deployed on the job unless introductory briefing from PMC’s Safety
Manager/SafetyOfficertolocateprojectfacilities,channelsofcommunicationrelatingtoaccident
prevention&reporting,fireprevention &firefighting,personalresponsibilities,etc.isgiven.

 Toolboxtalk
Tool box talk will be conducted periodically in a group of workers of by respective
SafetyEngineerforspecificworkasrequiredtoreachtherequiredlevelofcompetencies.Duringt
hismeetingthehazardsinvolved intheactivityandpreventivemeasureswillbe
highlighted.Alltopicsinconnectionwithsiteactivitieswillbecoveredinthemeetingtocreate
awareness among the workers regarding safe practices. It will be done as
perjob/specificsiterequirement.

 Training
EnnconSynergiesshallarrangetrainingprogramfortheiremployeestoreachtherequiredlevelofco
mpetency in:

 HSErequirements
 Use ofPPE’s
 PermitSystem
 Heavyplant&equipmentoperations
 FireFighting&Control
 EmergencyProcedures

Inadditiontotheabove,traininginElectricalSafety,Scaffolding,FirstAid,Materialhandlingetc.will
alsobegiventotheemployees.

B. Safetymeeting
ObjectivesofthesafetymeetingtobeconductedbytheSafetyEngineeris

• ToEnsureapplicationofSafetynorms,Rules&Regulation.

• ToZerodowntheriskfactorstoavoidtheaccidents.

• EnforcetowearthePersonalProtectiveEquipmentbyallemployeesworkforce.
• Tomeettheemergencyasandwhenarisesatsite.

• Tocarryoutperiodicallysafetyinspection,discusstheshortcomings&actiontosetitright.

• To carry out investigation of all the accidents, review & recommend


preventivemeasurestoavoidsuchrecurrenceandensuretheimplementationofthes
ame.
• Todiscuss&resolvesafetyobservationsatsite.

RecordsofSafetyMeetingsandTrainingProgramshallbemaintained

C. SafetyInspections,PatrolandAudit
InordertomonitoreffectiveimplementationofHSErequirementsatsitethefollowingperiodicin
spections,audits andreview shallbecarriedout.

•Dailysiteinspection
Inspectionsofsiteshallbecarriedoutregularly,priortothecommencementofdailyactivity,whileex
ecutinganewactivityorduringanytimeofthedaybytheSite Engineers/
Supervisors,SafetyEngineerandallothersitemanagementpersonnel.ThehighpotentialHSE
deficiencies shall be recorded and forwarded to the Project Manager for immediateaction.

•WeeklySitesafetypatrol
WeeklySiteSafetyPatrollingshallbecarriedoutbyEnnconSynergies’sSafetyEngineer ͘
General Manager and Project Manager can join depending upon the
requirement/sitesituation.Thefindingswillberecordedandforwardedtoallconcernedforremedia
laction.

•Sitesafetyauditprocedure
Safety audit is a detailed and organized process. It could be time consuming and
requiresmoneybutitismorebeneficialatthelongrun.Italsohelpsimprovetheoverallhealthandsafe
typerformanceandsafety culture.

Theauditproceduresfollowfive(5)simplesteps:

• Preferforaudit:Hereyouwilldeterminewhowilldotheaudit,the
scope/objectiveoftheaudit,reviewapplicablestandards,andtheresultofprevious
audit.
• Conductaudit:Ashighlightedintheaudittechniqueabove.
• Createanauditreportwithrecommendations:Thereportshouldhighlightthefi
ndings.Thefindingsshouldbebothpositivesandnegatives.The
summaryoftheauditreportshouldincluderecommendedactionsandareasthatne
edimprovementpointed out.
• Setprioritiesforcorrectiveaction:Recommendedactionsshouldbe
prioritizedandexecutiontimeattachedtoit.Somemayneedimmediateaction
whileothersmaynot.
• Publish the audit result: The recommendations and corrections should
beadequatelycommunicated.Thiswillhelpeveryoneunderstandthenecessaryc
hangesandhowthe changecould affectthemandtheirwork.

Safety audit will be carried out by Enncon Synergies Safety Engineer on monthly basis.
Thecomprehensivereportofauditwillbepreparedwithactionplanandgiventoallconcernedfor
compliance.

D. WorkPermitSystem
RequiredworkpermitshallbeobtainedbyEnnconSynergiesfromContractorforspecificwork as
required in the document of client. Concerned employees at site will be
madeawareregardingthebasicacquirement oftheworkpermitsystem.

Thepermitshallbekeptatworksiteduringtheexecutionofwork.Thefollowingarethepermits,
which shallbeobtained asper thestandardrulesandjobrequirement.

•HotWorkPermit
Ahotworkpermitisrequiredtocarryoutanyworkinvolvingtheuseofalocalsourceof
ignitioncapableofignitingflammableofgases,liquids,oranyothermaterialsinarestrictedhazard
ousarea.Example:Welding,burning,grinding,blasting,soldering,openfire,openingofelectrical
equipmentin gaseous area

•Heightworkpermit
Heightworkpermitisrequiredtoworkattheheightabove1.8meters.

•ElectricalPermit
Anelectricalpermitisrequiredforanyworkonenergizedelectricalsystem

E. Health
MedicalandFirstAid
EnnconSynergiesshallmaintainadequatenumberofFirstAidKitinaweatherproofmetalorplasticb
oxforinitialmedicalcare.EnnconSynergiesSafetyEngineerwillcheckdressings,
splints,&coldpacksonceamonthtoensuretheexpireditemsarereplaced.Enncon

SynergiesIndiaPvtLtdshouldreportallaccidentsandnearmissestoConsultant’sSafetyManager/S
afetyOfficer.
Firstaidismedicalattentionthatistypicallyadministeredimmediatelyafteraninjuryor
illnessoccursItusuallyconsistsofone-time,short-termtreatment,suchascleaningminorcuts,

treating minor burns, applying bandages, and using non-prescription medicine ͘
Theoverallgoals offirstaidare:
• Keepthevictimconscious.
• Preventthevictim’sconditionfromcritical ͘
• Givefirstaiduntilhelparrives.
• Ensurethatthevictimreceivesneededmedicalcare.

F. VehicleandRoadsafety
EnnconSynergiesSafetyEngineershalltakecarethatalltheirvehiclesenteringtheprojectsitesh
ouldhavenecessarydocuments&registerthenecessarydetailsatthesecuritygaterecordatthes
ite.

EnnconSynergiesSafetyEngineershallstipulatesitetrafficregulations:
• Displayedspeedlimitsmustbecompliedwithallrimes.
• ThespeedLimitsforallvehicleswithinProjectAreashallbe20km/hourorasspecifie
d
• Specifiedroutesmustbeadheredto-undernocircumstancesmayavehicleleave
thehard toproadsurface.
• Thenumberofpassengersinavehiclemaynotexceedtheseatingcapacityoftheve
hicle.
• Vehicleshouldparksidetosideincarparksandnotnosetotail.Thiswillreduce
injuriescausedby vehicle manoeuvring.
• Avehiclemaynotbeloadedbeyonditsloadcapacity.
• Overhangingloadsshallnotbecarriedwithoutauthorization.Suchloadsshallbe
markedbyredflagsduringdaylightandbylight atnight.
• Thegrossweightofavehicleusingabridgemustnotexceedthestipulatedmaxim
um permissibleload.

• Parkvehiclesonlyatdesignatedplacessothatitdoesnotcreatehindrancetoother
vehicles.

6. Housekeeping
 GoodhousekeepingwillbealwayspracticedbyEnnconSynergiespersonnelwhilewithi
n the construction site. During and after completion of the work, they are
toensure that their work area is kept clean and tidy. Flammable materials shall
notbescatteredoverandshallbecollectedanddisposedofinsufficientfrequency
 Woodenplankswithprotrudingnails,sharpobjectrisingabovegroundshouldberemo
vedimmediatelyfromtheWorkareawherepeoplearelikelytostepon
them.
 Temporaryelectricalcablesshallbesoinstalledasnottocauseatrippinghazardtopers
onnel,norbeliabletoMechanicaldamagebyequipment.
 Elevatedcablesshallbeinstalledatsuchheightastoallowunrestrictedmove
mentofconstruction,Equipmentand Vehicles.
 Emphasisshallbeplacedonmaintainingplatforms,scaffolding,stairways,oroth
er elevated placesfree ofConstructiondebris.
 Shutteringmaterials,platformsorscaffoldingsegmentsshouldbekeptinorderlyman
nerbeforeuseaswellasafterdismantlingsothattheydonotcause
hindrancetothemovementofmanandmaterials.
 Equipmentormaterialsstoredatsiteshallnotobstructtoessentialfacilitiesand
/OrEquipmentsuchasfireExtinguisher,firehydrants,valvesgauges,emergencyexitset

7. Accident&Incident
All accidents causing injury and/or property damage will be thoroughly investigated by
theSupervisor and Safety Engineer of Enncon Synergies or of the work place of the
propertydamage, with the assistance of the Client Safety Manager/Safety Officer and
report on
thestandardaccidentinvestigationforms”Nearmisses"willalsobeinvestigatedandreportedo
͘
nthesameform.

Themainpurposeoftheseinvestigationsandreportsistodeterminetheunderlyingcausesoftheac
cidentornear-missandtoprovideforcorrectivemeasuresinordertoavoid
recurrenceaswellasoccurrenceofasimilarincidentelsewhereontheprojectsite.Anadditional
purpose is to determine the responsibility for the incident and
disciplinarymeasuretobetakenifrequired.

A. Procedure:
• Injuredpersonorthefirst-
aidertoreportaccidenttoSafetyEngineergivingallrelevantdetails.
• SafetyEngineertoenterthedetailintheaccidentbooktakingcaretoascert
ainexactly whatoccurred.
• Injurieswhichrequirethefirstaidertorefertheinjuredpersontohospitalorto
their doctor should be immediately notified to the Safety Engineer on
siteandnotifiedtothe companyofficebytelephone.
• InsuchcasestheSafetySupervisor,accompaniedbyarepresentativeoftheempl
oyees, must investigate all the circumstances of how the injury
wassustainedandacompanyaccidentinvestigationreportcompleted.
• The findings of the investigation will be examined by the
SafetyManager/SafetyEngineerandthechiefexecutivewiththeobjective
ofidentifyingmeasurestoavoidarepetition.
• ThesecontrolmeasureswillbeintroducedafterconsultationbytheSafetyMan
ager/SafetyEngineeronsite.
• Injuriesorincidentsatworkleadingtoillhealthwhichresultinanabsencefrom
work of more than 3 days must be notified to the Health and
SafetyExecutive immediately.
• Injuries or incidents leading to ill health which are more serious than
thosementionedabove(includinginjuriesleadingtodeath)mustbenotifiedtothe
SafetyDepartmentimmediatelybythequickestpossiblemeans(i.e.by
telephone).Thiscallmustbefollowedbyawrittenreportwithinsevendays.Thechief
executive mustalsobenotified assoonaspossible.

• The accident location should be barricaded off pending an investigation


intothecircumstancesoftheincident,whichledtotheinjuries.Thisinvestigations
houldincludestatementsfromallwitnessesandanyplantorequipment
involvedintheincidentshouldnotbetouchednormoveduntiltheinvestigationhasb
een concluded.
• Theinvestigatorswilldiscusstheirfindingswiththechiefexecutivetoidentifymeas
ures needed to avoid a repetition. These measures will be introduced
assoonaspossibleafterconsultationwiththeconstructionworkers.

B. Investigation&Analysis
Accidentsmustbeinvestigatedandanalysedfromthreedifferentpointsofview

 Directcauseofinjury:
Aharmfultransferofenergythatproducesinjuryorillness.
Example:Theworkersufferedtwobrokenlegswhenthetruckcrashedintothewall.

 Surfacecausesofaccident:
Specificunsafeconditionsorunsafebehavioursthatresultinanaccident.

Example:Thetruckcrashedintothewallbecausethebrakesfailed.

 Rootcausesoftheaccident:
Commonconditionsandbehavioursthatultimatelyresultinanaccident.
Example:Thecompanydidnothaveamaintenanceprogramforitsvehicles.

D. ActionstobeincaseofAccident
• WhoeverfirstnoticethatanincidenthasoccurredshallimmediatelynotifyEnnc

onSynergies SafetyEngineer oftheoccurrenceoftheincident.

• Enncon Synergies Safety Engineer shall determine whether the area of


theaccident remains hazardous and if so, take immediate steps to evacuate
allpersonnelandremovetheinjuredpersontoasafeplace.TheSafetyEngineerthr
oughtheEnnconSynergiesSiteRepresentative/ProjectManagershall
immediatelynotifytheClientSafetyEngineeroftheincident.
• TheSafetyEngineershalldeterminetheextentofthevictim’sinjuriesIfanindivi
͘
dual cannot walk, move unaided or is unconscious, do not attempt
torelocatehimwithout firsttaking medicaladvice.
• The Safety Engineer shall make necessary arrangements for
medicalassistancetoimmediatelyattendthelocationtodeterminetheseriousnes
softheinquiriesandadvice furtherrequired treatment.
• TheSafetyEngineershallimmediatelyhaltallworksintheareauntilsuchtimes
asadequateinvestigationshave beenconcluded

• TheSafetyEngineershallmakesucharrangementofcallingambulancesoralter
nativetransport.
• TheSafetyEngineershallsubmitreporttohisProjectManagerforthecauseof
accident.TheProjectManagershallanalysethe problemandtryto
implementthewaytoavoidreoccurrence.

E. ActionstakenincaseofIncidentlikefire
• WhoeverfirstnoticesafireatthesiteshallimmediatelynotifytheEnnconSynergiesSafety
Engineeroftheoccurrence.ItshallbeimmediatelyinformedtoContractor.

• TheEnnconSynergiesSafetyEngineershall,underinstructionoftheirSite
Representative/ProjectManager,contactthefirefightingorganizationandengagetofirefig
htingaction.

• Ifnecessary,theSiteRepresentativeshallcontactthelocalfirestationandrequestthem
tosendtheir fire-fighting Organization ͘

• EnnconSynergiesshallfullyinvestigatethecausesandresultsofthefire,andshallsubmit
detailedreportstotheSiteRepresentativeandthecontractorfortheir
review.

8. SafeWorkingPractices
A Safe working practices should be followed by all Enncon Synergies at the site and
EnnconSynergiesSafetyEngineershallstrictlyobservethesafeworkingproceduresdetailedbelow. A
Risk Assessment/JSA shall be made of each activity.Method of procedure prior
tocommenceitsoperationactivityinordertoarriveatthesafeworkingprocedure.SuchRiskAssessm
ent/JSAmaybeincorporatedintotheWorkMethod Statement.

A. PersonalProtectiveEquipment(PPE)
AllemployeesshallwearPersonalProtectiveEquipment(PPE)attheprojectsite,exceptinsideoffic
es,rest-room,andaccommodationbuildings ͘

EnnconSynergies/Sub-ContractorshallarrangeappropriatePersonalProtectionEquipmentfor
their individual employees that include helmets, safety shoes, and safety belts with fullbody

Supervisory Staffs must be posted to access areas at the perimeter of the affected area

howtobestcontrolthem.ThecontrolmeasureslistedinthisSWMSmustbe
implementedonsite.TheKeySafetymessagesprovideasummaryoftheessentialcontrolmeasures. If
other hazards are identified that are not identified in this SWMS a
riskassessmentforthenewhazard mustbecompleted.

from one level to another and because of which it is reasonably
