“AN ACT ESTABLISHING THE NATIONAL SERVICE TRAINING PROGRAM (NSTP) FOR
THE TERTIARY LEVEL STUDENTS, AMENDING FOR THE PURPOSE REPUBLIC ACT NO
7077 AND PRESIDENTIAL DECREE NO 1706 AND FOR OTHER PURPOSE”

Be enacted by the senate and House of Representatives of the Philippines in Congress


assembled:

SECTION 1. Short Title. – This Act shall be known as the National Service Training Program
(NSTP) Act of 2001.

SECTION 2. Declaration of Policy. – It is hereby affirmed the prime duty of the


Government to serve and protect its citizen. In turn it shall be the
responsibility of all citizens to defend the security of the State and in
fulfillment thereof, the Government may require each citizen to render
personal military or civil service.

Recognizing the youth’s virtual role in nation building, then state shall
promote civic consciousness among the youth and shall develop their physical
moral, spiritual intellectual and social well-being.

It shall inculcate to the youth patriotism, nationalism and advance their


involvement in public and civic affairs. In pursuit of this goals the youth the
most valuable resource of the national shall motivate trained organized and
mobilized in military training, literacy civic welfare and other similar
endeavors in the service of nation.
SECTION 3. Definition of Term. – For purpose of this Act the following are
hereby defined as follows:

The Republic Act 9163, also known as the “National Service Training Program
Act of 2001,” signed by Gloria Macapagal-Arroyo, provided the establishment
of the program. The law made ROTC optional and made it as one of its
components.

Definition and Purpose of NSTP

What is NSTP? NSTP or the National Service Training Program is a program


aimed at enhancing civic consciousness and defense preparedness in the
youth by developing the ethics of services and patriotism while undergoing
training in any of its three service components. It is specifically designed to
enhance the youth’s contribution to the general welfare.

NSTP shall form part of the curricula of all baccalaureate degree courses and
of at least two (2) year technical – vocational courses and is a requisite for
graduation. College students, male or female, may opt to choose any of the
three components, which shall be taken for two semesters.

The implementation of NSTP shall be overseen and monitored by CHED and


TESDA regional offices, together with the Department of National Defense.

(THE THREE PROGRAM COMPONENTS OF THE NSTP)

“Reserve Officer Training Corps” (ROTC) – in the Philippines is one of


three components of the National Service Training Program, the civic
education and defense preparedness program for Filipino college
students.

responsibility; provides opportunity to inculcate the values of
patriotism, nationalism, and character-building; provides training that
will develop students' leadership skills.

“Literacy Training Service” – is a program designed to train students to


become teacher literacy and numeracy skills to school children, out of school
youth, and other segments of society in need of their need.

Literacy is crucial to the success of individuals in both their career aspirations


and their quality of life. It is more than a basic reading ability, but rather an
indication of “how adults use written information to function in society.”

“Civic Welfare Training Service” This course was designed for non military
component of NSTP. It was aimed to acquire skills most especially in times of
emergency, disasters and calamities through different activities. Weather this is done
individually, by pair or by group. NSTP- CWTS teach students as an innovator of change
whereas CWTS students responds to the needs of the community and youth as
innovators of social change. Committed to render service to the community that help to
increases students knowledge and awareness about the environment and associated
challenges, develops the necessary skills and expertise to address the challenges and
fosters attitudes, motivations, and commitments to make informed decisions and take
responsible actions. -

(DIFFERENCES OF THE THREE COMPONENTS OF NATIONAL SERVICE

The Civic Welfare Training Service is geared towards activities that have social impact through
activities that could contribute to “health, education, environment, entrepreneurship, safety,
recreation and morals of the citizenry”, thus the CWTS component of the NSTP stressed the
importance of youth involvement in broad programs or activities that will benefit the people.
While the CWTS focused on programs to enhance the living conditions of the people,
the Literacy Training Service has a more limited yet equally useful objective that is to “train
students to become teachers of literacy and numeracy skills to school children, out of school
youth, and other segments of society in need of their service”. LTS thus specializes in the
education of the people, strengthening the education sector to empower the people through
education.

-The primary objective of the NSTP law is to promote the role of the youth in nation-building. As such, it
aims to encourage the youth to become civic and/or military leaders and volunteers whom could be called
upon by the nation in cases their services are needed.

preparedness and ethics of service while undergoing training in any of
its three program components.
