SCOPE
This procedure concerns the safety provisions, aimed at accident prevention and occupational
hygiene, provided for in the case of work in confined spaces.
A workplace constitutes a confined space that has the following three characteristics:
- amplitude sufficient for a worker to enter it with his or her body for the purpose of carrying
out a work activity
- restricted or limited entry and exit possibilities
- space not conceived for continuous employment
The need for access to confined spaces concerns both ordinary activities (inspections, periodic
cleaning) and extraordinary ones (maintenance and / or repairs in the face of unforeseen events,
failures or, more generally, unwanted events).
The characteristics of these places constitute a significant criticality as regards the implementation
of any emergency and rescue interventions; they are therefore places that can become extremely
dangerous if all safety procedures are not followed.

OPERATING MODES
PREMISE
All operations that are carried out in confined space must be carried out in full compliance with
Presidential Decree 177/2011 mainly for the following points:

 the characteristics of the operating company


 training of the employer and staff
 methods of intervention
 work procedures
 methods of intervention in case of emergency

When carrying out work in closed environments, the presence of at least one external worker must
always be guaranteed, with the task of constantly and with the utmost attention to the activities and
the status of the personnel, to ascertain the absence of signals. due to a state of malaise and being
able to intervene in case of emergency in case there is a need.
During this activity it is advisable that frequent verbal communications to ascertain the state of
supervision should take place between the external operator and those inside. A pair of radio
transmitters must be available for use during the stay in the confined space
Before starting the work, they must be:

TRAINING
The personnel who will be authorized to enter the confined spaces must be qualified personnel
trained with a specific course that can be carried out both internally and by external training
companies (the duration of the course will be 8 hours and it will be valid for five years).
It will be the task of the executing company to train its employees on the rules to be implemented
within confined spaces and on the risks present (DVR / RA)
The personnel who will access the confined spaces will in any case be informed by the Antonini
Spa Group on the methods of access and behaviour.
In some cases, if foreseen, by the type of work in progress after this training, the Antonini Spa
Group, following a request by means of a work permit, will issue a special card with permission to
access confined spaces (not a substitute for the personal identification card)

In the case of processes that may involve many personnel, the personnel authorized to access the
confined spaces will be equipped with a special tag, as shown below, to insert it in a special case

PERSONAL PROTECTIVE EQUIPMENT


To carry out work activities in closed environments, the employees must wear the safety devices
inherent to the specific activity to be carried out.
The Site Managers of the companies and their managers must verify the effectiveness of the
aforementioned PPE and their correct application; they also undertake to carry out periodic training
meetings, in addition to those held by the Antonini Spa Group, to instruct operators on operating
procedures in a closed environment and on the necessary PPE.
To carry out work activities in closed and underground environments, the workers must at least
wear the following safety devices:

 safety shoes / safety boots in the presence of water or anti-slip devices


 gloves
 helmet with chin strap
 tyvek suit sewn or heat-sealed.
 filtering facepiece with exhalation valve in case of use of vaporized substances
(paints and / sandblasting powders)
Before accessing the environments, the operator must also wear a protective helmet and safety
harnesses.

If for unavoidable reasons it is not possible to use these harnesses, it is essential that the
surveillance activity outside is carried out by at least two people, to guarantee the possibility of
rescuing the employee.
If necessary, the following personal protective equipment is used:
respiratory tract:
- Semi-facial mask with suitable filters.
- Full-face respiratory mask, with suitable filter (airway protection
respiratory and face), in case of high concentration of dust, organic vapors
and chemicals;
- Ear protectors,
- At the end of the operations, throw the disposable overalls in the appropriate containers.

GENERAL REQUIREMENTS
This section indicates the general requirements. Highlighting the possible risks, the operating
methods and the generic prescriptions in case of emergency to be implemented for each work
in confined space. In the following sections we will go into the details of each prescription.
The greatest risks to the health and safety of workers come from confined spaces that have at
least one of the following four characteristics:
- presence inside, actual or potential, of a dangerous atmosphere
- presence inside a material capable of submerging a person who enters it: this risk can be
exerted by a liquid or a finely divided solid, which can be lethal by saturating or occluding
the respiratory tract or exert sufficient force on the human body death by strangulation,
constriction or crushing to be determined.
- internal configuration such as to be able to trap or asphyxiate a person who enters it, due to
the effect of internally converging walls or a sloping floor with a tapered section
- presence within any other serious recognized health or safety hazard.
For confined spaces that have one or more of the characteristics described above, a work
permit is prepared, as required by the specific procedure of the GA, filled in and signed by the
workers involved, including a person responsible for supervising the entrance.
A person in charge must be appointed who, based on his personal abilities, supervises the
work activity and ensures the application of the work procedures.
The following safety procedure for entering a confined space subject to a work permit
requirement includes the following rules:
1. no one should be allowed to enter a container or other confined space without suitable
safety equipment and until such container or confined space has been made safe for entry,
through interception, evaporation, complete ventilation and analysis of the gas present

2. The opening of access to these places must be large enough to allow the easy recovery of an
unconscious worker.
3. If necessary, the lock-out / tag-out procedures must be present and followed: as an
indication, proceed with the mechanical and electrical isolation of the devices, isolation
which will be essential if they may be activated inadvertently. If it is possible that gases,
fumes or vapors enter the confined space, it will be necessary to provide for the physical
insulation of the pipes and other systems.
4. in environments where the atmosphere is potentially flammable or explosive, it is essential
to use non-sparking devices and to use shielded lighting systems
5. check the concentration of pollutants in the air to be completed before entry.

This verification must consider at least the following contaminants:

If the checks carried out on the air of the confined space show levels higher than the limits
listed above, it is necessary to ventilate the space itself for at least three air changes.
After this ventilation, the air contained in the space must be re-checked: only after compliance
with the above limits can entry be allowed.
In any case, favor ventilation by increasing the number of openings in the work environment
or by using a forced ventilation system to ensure an adequate supply of clean air.

6. maintain air quality monitoring during the entire stay of workers inside the confined space
(initial surveys must be carried out before entry and recorded on the permit, while
subsequent surveys must be conducted at regulated intervals of two hours )
7. there must be a sufficient lighting system in relation to the characteristics of the
environment and the type of intervention to be carried out; where there may be explosive or
flammable atmospheres, it is necessary to use tools capable of not producing sparks and to
have suitably protected lamps
8. an adequately trained and trained supervisor must be stationed outside the confined space,
for the entire time spent inside one or more workers. The overseer must be able to alert (for
example via mobile phone or two-way radio) the members of the rescue team who have
been identified and trained in advance if an emergency arises within the confined space.
9. Between the overseer and the occupant, communication must be maintained continuously.

10. Workers in charge of carrying out work within a confined space that may cause a change in

procedure and in the DVR and monitoring equipment during their stay in the confined
space. The works falling within this area are the following:
- Welding, cutting and brazing
- Painting
- Cleaning with solvents
- Removal of sludge
- Any work within sewers
11. For situations that require rescue team members to rescue an occupant, they must at least be
equipped with a bridle harness attached to the dorsal attachment, lifeline and insulating
respiratory protective equipment (APVR). The methodology of the rescue intervention
depends on the access to a given place. If feasible, an intervention without entry to the place
concerned is preferable. Below are the criteria that must guide rescue plans in three
different situations:
- Rescue in normally accessible premises
- Rescue in confined spaces
- Rescue in pits, wells or excavations
In each of the above situations, the rescue plan must contain elements on the following
aspects:
 How to raise the alarm
 Definition of possible intervention scenarios (not only with respect to the effects of oxygen
deficiency)
 Any scenario related to adjacent workplaces that may require immediate exit from the zone
(for example, evacuation of the site in the event of a fire in another zone)

 A person on call, prepared to maintain visual and verbal contact with anyone entering the
confined space and to ensure that he can leave the confined space if symptoms of oxygen
deficiency are suspected or observed.
 The assistance to be provided from outside the place concerned to help the person inside to
get out of it without the need for others to enter.
 Re-check / confirm the composition of the atmosphere before saving.
 Personnel and equipment needed to recover unconscious victims.
 Providing medical care / first aid interventions (e.g., resuscitation and / or oxygen
administration) within the confined space, if necessary.
 Risk-free entry by rescue personnel and / or health personnel, if necessary.
 How to secure the space and prevent further harm to people after the rescue
12. Overseers are not allowed to enter the space itself to rescue or assist the occupant, unless
they have been trained to perform rescue operations and another overseer has arrived to
replace them. The person on guard outside must be provided with the necessary safety
equipment (rescue ropes linked to the personnel inside, self-contained breathing apparatus,
lifting equipment).
13. Upon completion of the work activities within the confined space, the entrance supervisor
concludes the operations by indicating the date and time of completion on the permit and
also affixing his signature.
The above listed generically describes the procedures for managing works in a confined
environment by all the personnel concerned.
More specifically, based on the type of work to be performed, procedures must be drawn up
that:

2. identify the people, skills and specializations needed

PRELIMINARY OPERATIONS FOR ACCESS AND AT THE END OF THE WORK


Before starting an activity in a confined environment, specific assessments must be carried out.
In particular, the work permit must be drawn up as required by the dedicated procedure of the GA
and the Method statement and the risk assessment must be defined as required for the specific
works.
The person in charge of the activity, whose operators are engaged in the closed environment, must
check, before allowing personnel to enter, that there are no hoses or equipment.
Furthermore, he / she must imperatively remove any work equipment from the environments with
particular reference to the hoses at the end of the work.
The Company Manager must always check the presence and functionality of the lighting, suction
and ventilation system.
Before accessing the spaces, however, the work permit must be drawn up 24 hours in advance of
the execution of the works

There may be cases in which the substances contained inside the containers and / or compartments
can give rise to the development of vapours or gases of various kinds that are dangerous, because
they are explosive or harmful.
In the case of the absence of substances there may be a lack of oxygen.
In this case, before introducing the operator inside the building, with an instrumental gas

The employee who remains outside with the task of supervising the status of the employee who is

the internal environment.

LIGHTING AND VENTILATION


Before starting the activities, proper and suitable lighting must be ensured by means of a temporary
low voltage system.
The environments must be equipped with suction and fans to ensure a continuous exchange of air
during the entire duration of the operations.
We remind you that the Company Manager must always check the presence and functionality of the
lighting, suction and ventilation system before starting work.

EMERGENCY CONDITIONS
In order to guarantee the safety of the operators employed inside the work rooms, a control person
must always be present outside, equipped with a radio, in constant communication with the
employee (s) inside.
In any case, the employee will have to periodically check the conditions of the operators personally.
In the event of an emergency outside the confined space, the external attendant immediately
evacuates the personnel from the confined space.
In case of illness of any operator, immediately activate the rescue measures by alerting the
emergency team and external rescuers. (115 and 118)
In the event of an accident with minor injuries, the employee immediately calls the Antonini Group
site manager.

In all cases:

and an emergency extractor at a height)

 accurately communicate the position and status of the injured person to the rescue

 in the case of painting, welding or sandblasting activities, interrupt the flows of technical
gases or filler material
SANCTIONS
Gruppo Antonini Spa undertakes to take heavy measures towards those companies that do
not apply the aforementioned procedure and towards those operators who will be repeatedly
reported as non-compliant with these directives.
The operator will be removed from the site and the external company concerned will be
declared unwelcome.
