1. The Bill of Quantities shall be read in conjunction with the Instructions to Tenderers,
Conditions of Contract, Specifications and Drawings.
2. The quantities given in the Bill of Quantities are approximate and provisional and are given
to provide a common basis for tendering. The basis of payment will be on the actual
quantities or work ordered and carried out, as measured by the Employer and valued at the
rates and prices quoted in the Bill of Quantities where applicable, or otherwise at such
rates and prices as the Employer may fix within the terms of the Contract.
3. Work shall be measured net, notwithstanding any general or any local custom, without
allowance for waste or surplus except where otherwise specifically described or prescribed
in the Contract.
4. Work shall be measured from the latest revision applicable to the work being measured
from approved for construction drawings.
5. The rates and prices in the Bill of Quantities shall except insofar as it is otherwise provided
under the Contract include all plant, labour, supervision, materials, design, erection,
maintenance, insurance, profit, together with all general risks, liabilities and obligations set
out or implied in the Contract.
6. Each item whether quantities are stated or not shall have a separate rate or price and
extension set against it and Items of which the prices are the same shall not be bracketed.
Items against which no prices or percentage are entered shall be deemed to be covered by
other prices and rates in the Bill of Quantities.
7. The whole cost of complying with the provisions of the Contract shall be included in the
Items provided in the Bill of Quantities, and where no Items are provided shall be deemed
to be distributed amongst the rates and prices for the related Items of work.
8. General directions and description of work and materials are not necessarily repeated in
the Bill of Quantities. Reference to the relevant sections of the Conditions of Contract,
Specifications and Drawings shall be made when entering prices against each item in the
Bill of Quantities.
9. No separate or additional payment shall be made for work for which there is (are) unit rate
(s) if such work is deemed to be included in and is paid for under a lump sum item.
10. If there is a discrepancy between the Rate and the Amount entered for any Item in the Bill
of Quantities, the Rate will be taken as correct.
11. Provisional Sum Item shall cover variation and additional works incidental to those
originally specified at all areas as directed by the Employer at any time during the
execution of the Works.

BILL OF QUANTITIES
1.1 GENERAL :
1.1.2 Provide all general and special insurance of damages to L.S Sum -
persons and property, third party, workmen’s compensation,
accident, fire etc.
1.2.2 Supply, install and maintain Employer's site office, L.S Sum -
telecommunication facilities, office equipment, and other
facilities and services etc as specified in the specification.
Dismantle, remove from site and make good the site on
completion.
1.2.3 Provision of services for compliance with the requirement of L.S Sum -
the Station including safety aspect, access, machinery
movement, etc. and to the requirement of DOSH and OSHA.
Provide for cost of training at site for CIDB’s green card and
NIOSH-TNB Safety Passport (NSTP), PAMSAFE, E-Vetting,
paying all fees and taxes for conforming to by-laws,
enactments, regulations, etc that were required.
1.2.4 Allow for all necessary levy, payment and compensation L.S Sum -
imposed by the local authorities and government agencies
such as but not limited to: CIDB, Forestry Department, DOE,
etc.

BILL OF QUANTITIES
1.2.6 Provision for providing services of a full time qualified Safety L.S Sum -
Officer at site and Safety Guard to safe guard Contractor's
and Employer's equipment and materials.
1.2.7 Protection and maintenance of existing public and private L.S Sum -
properties, all utilities and public roads used by the
Contractor for access to the Site, including sequence of
construction as specified. The provision shall include traffic
safety, control and diversion of any local access road during
the period of construction.
1.2.8 Allow for all temporary works at the site and ESCP including L.S Sum -
engaging PEPC for the temporary works and CPESC for
ESCP. The Contractor's temporary works shall be in
accordance with the regulations by the Board of Engineers
Malaysia (BEM) and the ESCP submission by CPESC under
JPS requirements.
1.2.11 Allow for conditional dilapidation survey of the existing L.S Sum -
structure, all the site access, designated dump sites, site
camp/office, storage areas with necessary reinstatement
works after the work completion.
1.2.12 Provide for, maintain and remove at completion of the L.S Sum -
Works temporary electricity & water supply line for the
works, all temporary works i.e. temporary access road,
hoardings, project signboards, garbage disposals etc. as per
Specifications/Contract
Notes: Allow for all expenditure in complying with any
clause in the Contract Document considered necessary. If
not covered in the bills, please specify.

BILL OF QUANTITIES
1.3.1 Provide cost for submission of drawing approved and signed L.S Sum -
by Licensed Surveyor for all completed works, etc.
1.3.2 Provision for pre, interim & post hydrographic, topographic L.S Sum -
and engineering survey works to be carried out by approved
licensed surveyor to determine exact condition of the project
site for measurement, design, progress payment,
measurement of actual construction works and as-built
surveys completion of works.
1.3.3 Provision for demarcation survey and submission drawings L.S Sum -
for local authority submission and approval.
1.3.5 Provide Cost for Submission of Drawings (Hard Copies & Sets 5
Soft Copies)
All drawings shall include cross section, plans, profile of
excavated area, water levels and sediment profile, etc.
Softcopies shall also inlcude all relevant raw data files in
spreadsheet compatible format;
1.4.1 Mobilisation and demobilisation of all plant and equipment L.S Sum -
necessary for the geotechnical investigation Works.
1.4.3 Provision for water sampling for quality control, laboratory L.S Sum -
investigation/ other field test and to prepare complete
geotechnical report endorsed by Professional Engineer with
Practicing Certificate (PEPC)

BILL OF QUANTITIES
1.5.1.1 Staff cost to provide design for the Works, slope stability L.S Sum -
analysis and preparation of construction drawings, method
statements, design reports (signed & duly stamped by
Professional Engineer) for the Works including all
submission, arrangement and fees required for obtaining
approval, permits & licences from Local Authorities as per
Contract including:
1.5.2 REIMBURSABLES
1.5.2.5 Miscellanous Allowance (Mob, Demob & Storage Allowance) L.S Sum -
1.6.1 Design, supply & deliver sediment other control structures L.S Sum -
such as drums, silt traps, sand bags, etc.
1.7.1 As-built survey drawings for all completed works to be L.S Sum -
approved and endorsed by Licenced Surveyor
1.7.2 As-built drawings, design and completion reports for all L.S Sum -
completed works and to be approved and endorsed by a
Professional Engineer with Practicing Certificate (PEPC)
1.7.3 Prepare and submit monthly progress report c/w digital L.S Sum -
colour progress photographs as directed by the Employer

1.3.2 Supply and install 300mm x 300mm x 150mm thick nail head inclusive of L.S Sum -
200mm x 200mm x 12mm thick galvanised MS Plate, nuts
galvanised T12 reinforcement cage, concrete (Grade 30) etc and all
other works necessary to produce a complete installation and to give a
finished result as specified in the drawing allow for provision of steel
formwork to be used formation of nail head.
1.4 Guniting
1.4.1 Supply and construct 100mm thick guniting or sprayed concrete L.S Sum -
(Grade 30), with double layer of mesh reinforcement (BRC) on slope
surface inclusive of weep holes (50mm) diameter, 300mm length ,
2.0m c/c spacing and wrapped with non-woven geotextile (TS30) or
techincally equivalent inclusive dowel bar, etc and all other works
necessary to produce a complete installation and to give a finished
results as specified in the drawing.

1.6.1.1 Ditto, carry out working pull out test as per directed by the Engineer. The L.S Sum -
soil nail shall be tested to 150% of the designed working load as specified
by the Engineer.
1.7 Drainage
1.7.1.1 Supply and install cast in situ Grade 25 reinforced concrete L.S Sum -
interceptor/cut off drain at any inclination with top width minimum
600mm and depth to invert level minimum 300mm comprising 75mm thick
Grade 25 concrete, one layer mesh reinforcement BRC A6, 50mm thick
lean concrete Grade 15 including all necessary excavation, formwork,
reinforcement, jointing, rendering, backfilling and dispose or surplus
material and all other works necessary to produce a complete installation
and to give a finished results a specified in the drawing including
interconnection to existing drain.
1.7.3 RC Sump
1.7.3.1 Supply and install cast in situ Grade 25 reinforced min. 900 x 900 concrete L.S Sum -
sump with width to invert level minimum 1000mm comprising of
100mm thick Grade 25 concrete, 50mm thick lean concrete Grade
15, double layer of BRC AB reinforcement including all
necessary excavation, formwork, reinforcement , rendering, backfilling
and dispose of surplus material and all other works necessary to produce
a complete installation and to give a finished results as specified in
the drawing.

1.2 Earthworks
1.2.1 Trimming or excavation in all material by mechanical m3 1,000
equipment/manually to obtain formation level and dispose all material to
Contractor's own dumping ground.
1.4 Guniting
