SINILOAN INTER-COMMERCIAL BASKETBALL LEAGUE 2022

1. DATE AND VENUE

The Inter-Commercial Basketball League will start on March 20,


2022 (4:00 PM) at Siniloan Town Plaza.

2. OBJECTIVES

a. To promote Basketball as integral part for holistic development


of the people in the Municipality of Siniloan, Laguna

b. Inculcate the spirit of discipline, teamwork, honor, excellence,


fair play, solidarity, sportsmanship, and other values inherent
through playing Basketball;

c. Promote and achieve peace by means of playing Basketball

3. ELIGIBILITY

Local Players

a. Registered Voter of Siniloan, Laguna (Voter’s Certification).

Import Player

a. Import is mandatory for every team. A team who will play


without import will have a fine of Php. 1,500.00.
b. Import can be replaced throughout the tournament.
c. If not eligible to play as local player, considered as import
player.
d. Import from the other team who are being replaced cannot
play to the other team. However, he can still play on his team.
e. The height limit is 6-feet and below. In case of doubt in height,
please contact Mr. Geron Serrano, Mr. Marlon Certifico or Mr.
Ramon Sanchez. RHU will conduct the height measurement
and the said measurement from RHU is final and irrevocable.
f. PBA player is allowed.
g. Pure foreign import is not allowed. Filipino heritage (may
dugong pinoy) import is allowed.
h. In case the Import of any team has been thrown out for
unsportsmanlike conduct or with intention to hurt other players
or officials, shall be suspended for the succeeding game
without prejudice of having penalties as the organizer may
deemed decided. However, the team can get another import to
replace the suspended import.
i. A team without import before the start of every quarter will be
penalized by bench technical. The opposing team will receive
one free throw and the ball arrow possession will still remain.
j. A team without import player before the end of the 2nd quarter
is considered as no import. (Referring to rule letter A of import
players)

4. REQUIREMENTS

a. The final line-up is to be validated by the Screening


Committee.
b. We highly encourage every player to be vaccinated.
c. Last day of submission of requirements for all players is on
March 15, 2022. Only the 15 local players listed on the official
line-up can play, reserve player/s is/are not allowed. If a player
is proven that he is not qualified, a new qualified player will be
accepted on or before the opening ceremony on March 20,
2022.
d. All players are required to know the rules of the games of
amateur basketball and to abide by the rules. There will be a
scheduled orientation for discussion of guidelines and
officiating.
e. There will be a Php. 5,000.00 cash bond to be given before
the opening ceremony and to be refunded after the league
subject to the penalties of this bylaws.

5. TEAM BENCH COMPOSITIONS

a. 15 Local Players (No reserve players allowed)


b. 1 Import Player
c. 1 Head Coach
d. 1 Assistant Coach
e. 3 Managers

Note: Team bench compositions mentioned above are the only


personnel allowed to be in the bench during the game; other
persons found not allowed on the bench during the game will be
automatically charged bench technical.

6. UNIFORMS

a. Each team must have their complete basketball uniform.


Players with improper/incomplete uniform are not allowed to
play.
b. Color of each uniform will be based upon draw lots.
c. The members of the team/bench, as enumerated in the team
composition, except for the players should wear appropriate
dress. Slippers are not allowed.
d. Any number will be allowed in the jersey
e. Import can play without surname at the back of his jersey.
f. Import can use the uniform of their previous import.
g. Each team can use another set of uniform provided that it is in
contrast to the color of their opponent’s uniform.
h. Each team can play without their official uniform for their first 1
game provided that it is contrast to the color of their
opponent’s uniform.
i. Each team members shall wear a jersey (top) numbered on
the front and back in contrast to the color of jersey.

7. PLAYING REGULATIONS
a. FIBA Basketball rules of 2018 will be used.
b. To strictly followed and abide the Minimum Standard Health
Protocol implemented by the Local IATF.
c. Forfeit- Both teams will be given fifteen minutes grace
period from the scheduled time to have at least five players;
Team unable to do so is considered forfeited and loses the
game. The winning team will be given positive twenty (+20)
points while the forfeited team is subject to penalty.
d. The team unable to have five players after the scheduled
game time but able to have the grace period of 15 minutes
will automatically charge bench technical.
e. Php. 1,500.00 fine will be charged to the team that will be
defaulted.
f. A team that will be defaulted twice will not be allowed to
play again. All their remaining games will be considered lost
and their scheduled opponent will win, with plus (+20)
points.
g. In case of a tie, triple tie or quadruple tie;

Two-Way Tie

A. Win over the other.

Multiple-Team Tie (3 or more teams) Elimination and Semifinals

Head-to-head

A. For single round-robin sports, three or more teams tied are


viewed as a “mini-conference” when comparing head-to-head
results. The team with the best record vs. the other teams in
the mini-conference gains the advantage.

Example:
1. A vs B = 91- 90 A vs C = 88 -79 B vs
C = 77 - 75

Team A wins tiebreaker against B and C via best head-to-


head record. Team A is 2–0; B is 1–1; C is 0–2.

2. A vs B = 91- 90 A vs C = 88 -79 A vs D=
75-77

B vs C = 88-87 B vs D = 79-77

C vs D = 86-81

Team A and B wins tiebreaker against C and D via best head-


to-head record. Team A and Bare 2–1; C is 1–2; D is 0–3. Since
Team A wins against B, then A will be placed as the highest rank,
followed by B, C and the last is D.

If 3 teams in the mini-conference remain tied, proceed to B.

Point system
B. If there’s still three-way tie after comparing the head to head
results, then we will use the point system.

Example:

A vs B = 91- 90 A vs C =78 -79 B vs C = 77 - 75


A=1–1=0 B=2–1=1 C = 1 – 2 = -1

Team B wins tiebreaker against A and C via point


system. Team B is 1; A is 0; C is -1.
A vs B = 91- 90 A vs C = 88 -79 A vs D= 75-77

B vs C = 88-87 B vs D = 79-77

C vs D = 81-86

Since A, B and D has 2-1 in the head to head result and C has
0-3, then the quotient system will be applied in this scenario. Team
C will not be included in the quotient system.

A = 1+9-2 =8 B = 1+2-1 =2 D = 2+5-2 =5

Team A wins tiebreaker against D and B via point system.


Team A is 8; D is 5; B is -2. A will be placed as the highest rank,
followed by D, B and the last is C.

If all teams in the mini-conference remain tied, proceed to C.

C. The next step is to compare the point differential in all league


matches. The tied teams shall be seeded in order of point
differential. The team with the best point differential is seeded
highest. If all teams in the mini-conference remain tied,
proceed to D.

If all teams in the mini-conference remain tied, proceed to D.

D. The next step is to compare the total point in all league


matches. The tied teams shall be seeded in order of total
point. The team with the best total is seeded highest. If all
teams in the mini-conference remain tied, proceed to General
Tie Breaking Rules.
General Tie Breaking rules

E. If ties still exist after step D, then the Commissioner or his


designee shall use a playoff match to the last spot.

h. Players who will not be able to join the parade will not be
able to play in their first game. However, for some case,
valid excuse letter will be entertained and subject for the
approval of the technical committees.
i. Individual players with 5 accumulated number of
unsportsmanlike conduct/behaviors except non-violent that
resulted to technical foul for the whole duration of the
league will not be allowed to play again.

Note: Disrespectfully dealing with the table officials, the


executive committees and referees and intention to hurt
player or officials.

j. Any player who is thrown out of by the referee for


unsportsmanlike conduct or with intention to hurt other
players or officials shall be suspended for the succeeding
game without prejudice of having penalties as the organizer
may deem decided.
k. Any player under the influence of liquor or drugs will not be
allowed to play. Siniloan PNP might conduct random drug
testing on some of the players.
l. Any player who leaves the bench and participate in a fight
shall be thrown out in that game and suspended for the
next game without prejudice of having penalties as the
organizer may deem decided. A repetition of the same
offense shall bar him from further participation for the rest
of the tournament.
m. Aside from in game situation, the committee will use the
Facebook Live Stream to review the game for possible
suspension if available.
8. TEAM & PLAYERS PENALTY
 Unsportsmanlike foul and Disqualifying foul
o 1st offense – 3 mins. suspension on the game
o 2nd offense – out of the game plus 1 game suspension
o 3rd offense – out of the game plus tournament
suspension
 Fighting – will be asses by the technical committee.

9. OFFICIATING AND TABLE OFFICIALS

a. There will be three officiating referees (as much as possible 1


local referee and 2 import referees) in every game.
b. The table officials are composed of a tournament manager,
scorer, announcer, recorder, statistician and a
photographer/videographer with honorarium.
c. There must have contract of agreement between referees and
the executive committees.

10. PRIZES

Champion: Trophy, Medals and Php. 50,000


1st Runner-up: Trophy and Php. 25,000
2nd Runner-up: Trophy and Php. 10,000
3rd Runner-up: Php. 5,000

11. UNFORSEEN CIRCUMSTANCES


a. Any technical matters not mentioned in the technical rules
and regulations shall be decided by the technical
committees and other matters by force majeure shall be
decided in consultation with the proper authorities.
b. In case of electricity failures, heavy rains or any unforeseen
circumstances that cause of the stoppage of the game, the
team and player score, personal fouls, team fouls, quarter,
and minutes of the quarter will stand still and the game will
be rescheduled by the committees.

12. TECHNICAL COMMITTEES

The technical committees are composed of 11 members and as


follows:

13. TOURNAMENT FORMAT

ELIMINATION ROUND

-Single round robin for each bracket. After elimination round, teams
per group will be ranked according to number of wins.
-Rank 1st to rank 4th in both brackets shall advance to the
Quarterfinals.
-Rank 5th – 7th in both brackets will be eliminated in the tournament.

QUARTER FINALS

-Rank 1 to rank 4 of both brackets will be undergo to Crossover


Knock Out game. The team without loss will gain a twice to beat
advantage
