TECHNICAL PROPOSAL:

SUPPORT CONSULTANT
(Project Reference: IC/UNDP/UNODC/076/2022 - Support Consultant to Deliver
Simulated Trial on Maritime Crime)

Dear Sir/Madam,

I would like to submit my technical proposal for the position of Support Consultant to Deliver
Simulated Trial on Maritime Crime under contract number: IC/UNDP/UNODC/076/2022 as
advertised by UNDP. My name is Fatmah Noer, I have had experience as a police/investigator
for more than 30 years with the Indonesia national Police (INP), as evidenced by a completed
P-11 form attached to this technical proposal. I believe that my vast experience as investigator
in handling investigation of various criminal cases, including those which are related to the
enforcement of the maritime laws, would allow me to provide valuable contributions as a
support consultant in the above-mentioned project.

Please kindly find below my technical approach for the job description as Support Consultant,
based on the requirements and expected deliverables, as follows:

1. Deliverable 1: At a minimum of one case scenario of maritime crime such as trafficking

of drugs, or smuggling of migrants, or trafficking in persons, or trafficking of
contraband, etc., developed for simulated trial;

For the above deliverable, I will prepare one case scenario of maritime crime, based on
my experience as long-time investigator. My choice of cases would be based on their
complexities, possible weakness on the law implementation and types of the parties
involved. When necessary, I would adjust the case and change the names, locations etc.,
if the information provided is sensitive and needs to be protected. In this regard, I will
prepare the case based on past cases that I handled as investigator in the past and modify
it as necessary for the needs of the simulated trial.

2. Deliverable 2: Investigation report (including evidence collected), forensic report,

statements, chain of custody document and other case files for submission to
prosecution team to be used for simulated trial are developed;
 For the above deliverable, upon the selection of 1 case, I will compile the files from the
investigation dossier, including reports, evidence, forensic report, statements, chain of
custody document and other relevant case files. In a more detailed compilation, the
documents would include investigation order (Surat Perintah Penyidikan/Sprindik),
Notification on the Commencement of Investigation (Surat Pemberitahuan Dimulainya
Penyidikan/SPDP), Order for Arrest and/or Detention (Surat Perintah Penangkapan
dan/atau Penahanan), Confiscation documents, transcripts of examination on
witnesses, transcripts of examination of experts (when needed), transcripts of
examination on suspects and resume/summary of the case. For the completion of
dossier consisting documents such as reports, evidence, forensic report, statements,
chain of custody document, I will provide the existing documents from police file with
some modifications, and whenever necessary, I am going to create a custom
investigation dossier if a required document does not exist.

I hope that this technical proposal meets the requirements as set out by UNODC in the
abovementioned position, and I would like to thank UNODC for considering and accepting
this proposal.
