1. Reference: Memorandum from RIDMD, dated September 6, 2023, with the

same subject as above.

2. In view of the above reference, please be informed that upon receipt of the
herein memorandum, this office immediately disseminated to lower units for their
appropriate action through radiographic message with CNR: DORWCPD 9-6-2023-124.

3. Likewise, submitted herewith are the consolidated reports from lower units
regarding the approval of the TG PCR IMPLAN to PNP MC No. 12-2023 setting forth
the operational guidelines and procedures in carrying out police community affairs and
development (PCAD) initiatives across the country through the Task Group on the
Police Community Relations (TG PCR) of the PNP Security Task Force (STF) for the
BSKE 2023.

4. Attached are the data and action pictures with caption of the activities that
were undertaken by this PPO.

The personnel of Governor Generoso MPS led by PMAJ MARVIE P SINGAYAN, Acting COP, conducted distribution of flyers in view of BSKE 2023 election and about the
things to do and not to do in during the election particularly the implementation of COMELEC gun ban, Crime prevention and awareness on health protocols.

PICE Conducted

The personnel of Governor Generoso MPS led by PCPT JOEFREE Q NARIDO, Deputy COP, conducted PICE to all concerned personnel to remind the
prohibited acts include the bearing, carrying, or transporting firearms or other deadly weapons in public places including any building, street, park, private
vehicle, or public conveyance, unless authorized in writing by the COMELEC and also prohibited during this period is the use of security personnel or
bodyguards by candidates.
 Interagency Coordination/ Stakeholders Engagements

The personnel of Governor Generoso MPS led by PMAJ MARVIE P SINGAYAN, Acitng COP, conducted visitation and coordinate towards inter-agency about plans relevant to the peace
and order situation in the upcoming BSKE 2023 local election. Our engagement towards the community stakeholders is sustain through our constant coordination and participation in the ground when
there are activities conducted. We continuously take the full responsibility in maintaining peace and order situation the up-coming of local campaign period.

Private Armed Group (PAG) Since every local candidate or political party has private armed group for security purposes, we conducted information drive, posting
in social media of template on DPAG’s and coordinated them to have mutual understanding about ensuring the protection and security of candidates and voters in
the upcoming election. We tried to established harmonious relationship with the PAG of every candidate and party in order that the respect and understanding
shall prevail as very essential in attaining peace and order in the community every now and then most especially in the election period.
The personnel of Governor Generoso MPS led by PMAJ MARVIE P SINGAYAN, Acitng COP, Provincial Director, disseminated relevant information and documents in
relation to the existing of Communist Terrorist Group. We gathered facts about CTG and posted it in our FB Page to help the public be aware of the threats and
coercion that might be done by the CTG that will affect BSKE local election process in our country.
