CHAPTER I
Introduction
House Bill No. 8961, also known as the Reserve Officers Training Corps
(ROTC) Act, seeks to institutionalize, develop, train, organize, and administer basic
ROTC in Grade 11 and 12 in all public and private educational institutions. This bill
mandates a two-year basic ROTC program for all students in Grades 11 and 12, which
will be part of the basic curricula for senior high school education and will qualify
training for the youth. Duterte said in a speech delivered by Army Reserve Command
(ARESCOM) in Cavite that he would again urge Congress to pass legislation making

basic military leadership training for the youth to invigorate their sense of nationalism
and patriotism necessary in defending the State, and to promote their vital role in
nation-building.
Researchers discovered that this topic was a timely issue in Senior High
School, and they also found that many students were unaware of the Reserve Officers
Training Corps (ROTC) Program. Through this study, the readers would be able to
read the perceptions of all the students about the Reserve Officers Training Corps
(ROTC) and know the importance and seal of approval and legal authority of the
program.
