CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

House Bill No. 8961, also known as the Reserve Officers Training Corps

(ROTC) Act, seeks to institutionalize, develop, train, organize, and administer basic

ROTC in Grade 11 and 12 in all public and private educational institutions. This bill

mandates a two-year basic ROTC program for all students in Grades 11 and 12, which

will be part of the basic curricula for senior high school education and will qualify

students for graduation.

President Rodrigo Roa Duterte has renewed his call for mandatory military

training for the youth. Duterte said in a speech delivered by Army Reserve Command

(ARESCOM) in Cavite that he would again urge Congress to pass legislation making

Reserve Officers Training Corps (ROTC) mandatory in K to 12 curricula.

June 3, 2019, Senator Vicente C. Sotto III, under the provisions of Article VI,

Section 26 (2) of the 1987 Constitution, certifies the necessity of the immediate

enactment of Senate Bill No. 2232, entitled: “An act mandating the

institutionalization, development, training, organization, and administration of basic

Reserve Officers Training Corps (ROTC) in grade 11 and 12 in public and private

educational institutions, further amending Republic Act NO. 7077, otherwise known

as the Citizen Armed Force or Armed Forces of the Philippines Reservist Act as

amended by Republic Act No. 9163, otherwise known as the “National Service

Training Program (NSTP), and Appropriating Funds Therefor” this is to revitalize

basic military leadership training for the youth to invigorate their sense of nationalism

and patriotism necessary in defending the State, and to promote their vital role in

nation-building.

Researchers discovered that this topic was a timely issue in Senior High

School, and they also found that many students were unaware of the Reserve Officers

Training Corps (ROTC) Program. Through this study, the readers would be able to

read the perceptions of all the students about the Reserve Officers Training Corps

(ROTC) and know the importance and seal of approval and legal authority of the

program.

This study will answer the following questions about the perception of the Research

Officers Training Corps program among Libertad National High School grade 11

students:

1. What is the profile of Libertad National High School grade 11 learners in

terms of:

a. Age

b. Gender

c. Strand

2. What is the possible impact on the respondents of the Research Officers

Training Corps (ROTC)?

a. Patriotism

b. Physical Changes

3. What are the benefits of respondents in the Research Officers Training Corps?

4. Are you in favor of making ROTC mandatory for Senior High School

students?

Significance of the Study

This research/study is important because it can provide additional information

and knowledge to students, mostly puzzled about what the government desires for the

sake of society. It can also be used to determine if the LNHS senior high school

students

are. Aware of what is happening in own country.

senior high school students of Libertad National High School (LNHS) who are

assigned to the ROTC program they will be ignored if the students are prepared to the

participants and informed regarding the Mandatory Program.

RESEARCHERS: This will also allow other researchers to significantly contribute

to having these characteristics of the work to help the reader understand the topic of

the Research Officers Training Corps (ROTC).

READERS: We conduct this study to help the reader become more aware of

government persons will to achieve and learn about the topic of ROTC.

Scope and Delimitation

This study covers grade 11 students of Libertad National High School since

they have been involved in re-implementing this program. This study aims to assess

grade 11 students' perspectives and knowledge of the effects of ROTC on their

academic performance. The research will be conducted at Libertad National High

School beginning in the month of April 2022.

Definition of Terms

To make the reader understandable, we are required to provide the following terms as

the basis for how each of us uses this timely role.

The Reserve Officers Training Corps (ROTC) - is a program that trains and

develops college students in the fundamentals of military service to produce

competent Armed Forces of the Philippines reservists.

Mandatory - is a mandate or order that usually takes the form of a law, rule, or

regulation.

Hazing - is defined as any activity expected of someone when joining or participating

in a group that humiliates, degrades, abuses, or endangers them, regardless of the

person's willingness to participate.

Discipline (Military Discipline) - is defined as the state of order and obedience

among personnel in a military organization.

CHAPTER II

THE REVIEW OF RELATED LITERATURE AND STUDIES

Related Literature

On June 27, 1991, the 8th congress of the Philippines passed a law Republic

Act No. 7077 otherwise known as the Citizen Armed Forces of the Philippines

Reservist Act.

It provides organization, training, and use of reservists referred to as "Citizen

Soldiers" in the Act. Graduates of the ROTC basic and advanced courses are the

primary source of manpower for the reservist organization. In section 38 and 39 of the

law, all college students are required to complete two years of military education

(Basic ROTC), with an additional two years of ROTC programming (Advance

ROTC) available on a voluntary basis. (Official Gazette, 1991)

On January 23, 2002, congress passed a law Republic Act No. 9163 also

known as the National Service Training Program (NSTP) Act of 2001. It is an act

establishing the National Service Training Program (NSTP) for tertiary students, it

amends the purpose of Republic Act No. 7077. ROTC used to be mandatory but later

became optional and voluntary for college students when this law was created.

However, in the month of February 2017, President Rodrigo Roa Duterte

approved the proposal to revive the mandatory nature of the ROTC program for

senior high school students in both public and private schools. Duterte certified the

proposal as urgent and forwarded it to the Congress of the Philippines. (Trisha Macas,

GMA news, 2017)

Win Gatchalian, a former Congressman from Valenzuela City, filed and

sponsored House Bill No. 2338, which seeks to make Reserve Officers' Training

Corps (ROTC) mandatory for all male students in tertiary education and even Senior

High School. He stated that the bill aims to prepare students for service by providing

them with appropriate physical and mental training. He also revealed that he was an

ROTC member in college. "We must assist them in developing their national spirit, as

well as promote self-confidence and camaraderie." "Our youth should be physically

strong and alert without having to pay for a gym membership," Gatchalian said.

The House of Representatives approved the third and final reading of their

version of the ROTC bill, House Bill 8961, with 167 affirmative votes, 4 negative

votes, and no abstentions. ROTC training would be required for graduation under

House Bill 8961 and would apply to "all students in Grades 11 and 12 in all senior

high schools in public and private educational institutions.
