It has come to the attention of this Office that there are officials and employees who are not observing the prescribed office hours and are not recording their daily attendance in the proper form. Moreover, unauthorized absences, tardiness and loafing from duty during regular office hours are detrimental to public service. . On Government Office Hours, Section 5, Rule XVII, Omnibus Rules Book V of EO 292 states that: “Officers and employees of all department and agencies shall render not less than eight (8) hours of work a day for five days a week or a total of forty (40) hours a week, exclusive for time of lunch. As a general rule, such hours shall be from eight o'clock in the morning to twelve o’clock noon and from one o'clock to five o'clock in the afternoon on all days except Saturdays, Sundays and Holidays.” DepEd employees shall capture their time and attendance through the Biometric machine, and office attendance logbook to serve as backup and reference. Employees will be required to key-in four transactions in the biometric machines per day except when on official business (locator slip / travel authority). An employee who has no biometric transaction for the day, as reflected in the DTR, and is not supported by any document that he/she is present or on official business, may be considered absent. Schools are encouraged to procure and utilize biometric machine to monitor the daily attendance of its personnel Late / non-submission of DTR is a violation of CSC/Office rules and regulations that could lead to cancellation of salary or be declared AWOL. School Heads and Administrative Officers shall strictly monitor the monthly submission of CSC Form No. 48 or Daily Time Record of all teaching and non-teaching personnel. Moreover, they are tasked to encode the names of employees with incurred absences, tardiness, and undertimes and affix electronic signature of School Head using the online monitoring of Monthly Payroll Worksheet and Report of Service. 3. On Frequent Unauthorized Absences (Habitual Absenteeism), Tardiness in Reporting for Duty and Loafing from Duty during Regular Office Hours, Section 22, Rule XIV, Omnibus Rules Book V of EO 292 states that: “An officer or employee in the civil service shall considered habitually absent if he incurs unauthorized absences exceeding the allowable 2.5 days monthly leave credit under the Leave Law for at least three (3) months in a semester or at least three (3) consecutive months during the year.” “In case of claim of ill-health, heads of department or agencies are encourage to verify the validity of such claim, if not satisfied with the reason given, should disapprove the application for sick leave. On the other hand, in cases where an employee absents himself from work before approval of the application, said application should be disapproved.” Frequent Unauthorized Absences (Habitual Absenteeism), Tardiness in Reporting for Duty and Loafing from Duty during Regular Office Hours are grave offenses punishable by suspension of six (6) months and one (1) day to one (1) year for the first offense and dismissal from the service for the second offense.
