MUNICIPAL CIVIL REGISTRAR

I. INTRODUCTION
The World Health Organization stated that a well functioning Civil Registration
and Vital Statistics (CRVS) system registers all births and deaths, issues birth and
death certificates and compiles and disseminates vital statistics, including cause
of death information. It may also record marriages and divorces.
Despite the well-documented benefits of CRVS, many countries do not have
adequate systems in place. The births of tens of millions of children are
known to be unregistered every year, and it is estimated that two-thirds of
deaths are never registered and are thus not counted in the vital statistics
system.
A well-functioning Civil Registration and Vital Statistics System, better known as

CRVS, uses inputs into and exits from a population register to provide
governments with critical information on their population by age, sex and
location, on which to develop policies and plan services. Good public health
decision-making requires timely, reliable and actionable data on births and
deaths, including cause of death, collected through these systems.
CRVS partners are encouraged to join forces towards the implementation of the
WHO CRVS strategic plan, so that together everyone is counted because everyone
counts.
Civil registration in the Philippines has gone through various significant

developments from the time it was legally instituted as a system with the
ratification of Act No. 3753 (Civil Registration Law) in 1930.
As a state policy, the system mandates the basic and compulsory

registration of all vital events and the accompanying changes in the civil status of
every Filipino citizen.

In terms of the system’s structure, the Philippines presents a robust

mechanism, its legally defined operational and administrative setup, from the
municipality, where the unit of vital registration is fixed to the central depository
of vital documents at the National Statistics Office.
November 1930, Act No. 3753 – the Civil Registry Law of the Philippines
took on February 27, 1931. Significant reforms: – Enumeration of acts and events
concerning civil status of person which shall be recorded in the civil register –
The director of National Library was designated as the ex-officio Civil Registrar
General – Except in the City of Manila where civil registration function was
continued to be performed by the City Health Officer, the civil registration
function in other cities and all municipalities was performed by city/municipal
treasurers.
In the present set up the Municipal Civil Registrar of Sablayan is a

department within the Executive government of the Local Government of
Sablayan performing all the functions stated above and considered as one of
the mandatory and frontline services.
II. HIGHLIGHTS
II.1 Submission of Monthly Reports to the PSA –PO Mamburao.
-On May 5, 2023, the LCRO-Sablayan submitted the duplicate copies of the
recorded vital events for April, 2023. For the month of April the Municipal
Civil Registrar of Sablayan registered 223 Certificate of Live Birth (123 Male
and 100 Female); 23 Marriages; 29 Deaths (15 Male and 14 Female) and
prepared 73 legal instruments.
-On June 6, 2023 the LCRO- Sablayan submitted its monthly report for the
month of May, 2023 at PSA Provincial Office. For the month of May the
Municipal Civil Registrar of Sablayan registered 160 Certificate of Live Birth (79
Male and 81 Female); 33 Marriages; 38 Deaths (28 Male and 18 Female) and
-On July 10, 2023 the LCRO- Sablayan submitted its monthly report for the
month of June 2023 at PSA Provincial Office. For the month of June the

On the 19th of May 2023, the LCRO Sablayan, submitted its 1 st Quarterly Report
for the year 2023 at the PSA Provincial Office at Mamburao, Occidental Mindoro;

(BREQS)
For the month of April 2023, the Municipal Civil Registrar of Sablayan endorsed
107 Batch Request Entry Query System (BREQS) at Philippine Statistics
Authority CRS Calapan, Oriental Mindoro on 4th May, 2023;
For the month of May 2023, the Municipal Civil Registrar of Sablayan endorsed -
231 of Batch Request Entry Query System (BREQS) at Philippine Statistics
Authority CRS Calapan, Oriental Mindoro on 6th June, 2023;
For the month of June 2023, the Municipal Civil Registrar of Sablayan endorsed
344 Batch Request Entry Query System (BREQS) at Philippine Statistics
Authority CRS Calapan, Oriental Mindoro on 10th July, 2023;
II.5 Implementation of RA 9048 and 10172
For the month of April the Municipal Civil Registrar processed 4 petitions for RA
9048 and 1 petitions for RA 10172. For this month the MCR received 10
affirmed petitions for RA 9048 and 1 affirmed 10172; 12 affimed for RA 9048
and 2 affirmed finality under RA10172;
For the month of May the Municipal Civil Registrar processed 7 petitions for RA
ll. 6 Attendance to Second Quarter 2023 Civil Registration Forum
On the 30th of June 2023, the LCRO Sablayan represented by MCR Atty. Melvie S
Dacayanan, ROIII Jimuel Valentin and Admin Aide VI Desa Gregorio attended the
Second Quarter 2023 Consultative Meeting on Civil Registration spearheaded by the
Philippine Statistics Authority Provincial Office held at PhilSys Fixed Registration
Center, Brgy. 7, Mamburao, Occidental Mindoro;
ll. 7 Attendance to the Creation of Inter-Agency Committee on Civil

Registration and Vital Statistics Meeting
On the 30th of June 2023, the LCRO Sablayan represented by MCR Atty. Melvie S Dacayanan,
ROIII Jimuel Valentin and Admin Aide VI Desa Gregorio attended the Attendance to the
Creation of Inter-Agency Committee on Civil Registration and Vital Statistics
