1 Risk Assessment & Disaster Management Plan

LOCATION & GEOGRAPHICAL AREA


 The district lies between 24º 25' and 25º 51' latitude and 75º 37' and 77º 26' longitude. It is
bounded on north and north west by Sawai Madhopur, Tonk and Bundi districts. The Chambal
river separates these from Kota district and forms the natural boundary.

 Ladpura is a Tehsil/Block in the Kota District of Rajasthan. There are about 145 villages in
Ladpura block in which the RIICO Industrial area falls near the Ranpur village.

TYPES OF DISASTERS :
Disasters are broadly categorized as Natural and Man-made
Natural Disasters are of several types, e.g. related to :- (i) Drought (ii) Floods (iii) Earthquake (iv) Fire
(including lightening) (v) Cloudburst (vi) Landslides (vii) Hailstorms (viii) Pest Attack (ix) Frost and Cold
Wave .
Man-made Disasters can also be of different types, e.g. related to:- (i) Chemical (ii) Industrial (iii) Nuclear
(iv) Riots (v) Biological (vi) Road/Rail/Boat/Air Accidents (vii) Terrorism (viii) Stampedes in
festivals/fairs/crowd (ix) Epidemics

Disaster Management status in the State :- Many parts of Rajasthan fall under seismic zone II, III & IV.
Our project area falls under Zone II hence sesimilogically least active zone. There are 15 river basins in
all, in the State. The districts comprising these river basins (Ajmer, Alwar, Bharatpur, Baran, Bundi,
Barmer, Chittorgarh, Jalore, Jodhpur, Jaipur, Jhalawar, Pali, Sirohi, Nagaur, Udaipur and Hanumangarh)
have high flood potentiality. Since our project location doesnot come under the said river basins and its
strategic location it is not prone to flooding and therefore the impact is minimal. The habitation/industrial
areas of the State are quite prone to fire accidents. Potential of Chemical, industrial, nuclear disasters has
increased substantially, due to rapid industrialization of the State.

BASIC ELEMENTS OF DISASTER MANAGEMENT:-


The basic elements of Disaster Management are :-
(1) Prevention of risk or threat of any disaster.
(2) Mitigation or reduction of risk of any disaster or its severity or its consequences.
(3) Capacity building.
(4) Preparedness to deal with any disaster.
(5) Assessing the severity or magnitude of effects of any disaster.
(6) Rescue & relief of the people affected by any disaster.
(7) Rehabilitation & Reconstruction.

Assessment of Risks/ Disasters

The study estimates risks for various departments in the facility and brings out patterns between
frequency and consequences of events. The main purpose of this assessment is an evaluation of
events/occurrences which can harm people both onsite and offsite due to the installation/activities and
chemicals present in the facility. The beneficiaries of this study would be the industry owners, employees
working in these industries, and also the people housed in residential areas around the RIICO industrial
area.

Some of the pertinent risks in the area were as follows:

Installation and commissioning of materials, welding of materials & height works are some of the pertinent
risks. The common features during the study are fire, explosions, major and minor injuries, burns and
cuts.

It has been identified that the engineering department has the highest risk according to the calculated risk
rating value and lead to severe injuries to people working and damage to property.

FIRE FIGHTING:

As per the surveys fire accidents are one of the major risk hazards prevalent in
the industries. Hence cognizant of the fact RIICO has provided two Fire fightining
equipments and every unit in the proposed expansion will comply with the Fire
and and Life Safety as described in Part 4 of NBC 2005.
Reasons for the Risks/ Disasters Industrial areas:
All the accidents point towards reasons that indicate lack of “Awareness”, “Avoidance” and “Response”
on risks, thereby inflicting damage to the personnel who works within and assets of the units. The main
factors which are the causes for accidents stated in the cases mentioned above are as follows:
 Lack of preparedness to identify and handle the hazards
 Improper storage of chemicals
 Improper maintenance of safety/warning equipments
 Lack of safety training to the employees
 Cheaper and non-standard hazard/disaster management equipment
 Lack of periodic inspection of facilities and preventive maintenance.
To avoid the above said issues individual units will have their own DM plans approved by the corporate
authorities in tune with district, state and NDMA.
National Disaster Response Force (NDRF) :-

State level DM structure

RIICO will ensure that the individual units will have aware ness campaigns/ training/ mock drills in their
respective units.

A block diagram showing the interlinking of DRR plan at all levels of the state to depending upon the
magnitude of the disaster.
