PURPOSE:

Need to prepare a Disaster Management Plan (Emergency Plan) for dealing with incidences
which may still occur and are likely to affect LIFE and PROPERTY both within the plant and in
the immediate neighborhood.

INTRODUCTION:

An Emergency is a situation which may lead to or cause large scale damage or destruction of
life, property or environment within or outside the Factory. Such an unexpected situation may
be too difficult to handle for the normal work-force within the factory.

Emergencies and disasters can happen at any moment and, they usually occur without
warning. When an emergency strikes, our immediate safety and prompt recovery will depend
on the existing levels of preparedness among Controlling team, employees, securities,
contractors and visitors. Each individual has an important role to play in maintaining the
emergency preparedness and safety.
Emergency Response & Evacuation Plan is designed to respond to an emergency anywhere in
the Campus and provide a process for evacuating people from danger, protect assets and
property, and restore operations to normal as quickly as possible. Our objective is to provide a
safe and comfortable environment for employees, contractors and visitors.

In the event of an emergency, the Emergency Controlling Team will be prepared, through
proper training and safety drills, to safely execute a partial or full evacuation of building by
following the guidelines and procedures set forth in this plan.

This plan outlines the procedures to follow should an emergency develop under ideal
conditions. However, each emergency is unique and the recommended procedures may not be
suitable for all conditions that arise. Therefore, common sense should always be the primary
element of any emergency procedure.

This documents is divided in three section


1. Preparedness/Plan
2. Response
3. Recovery

The Emergency Plan must be known and understood before an emergency occurs.

Preparedness/ Plan:
In spite of various preventive and precautionary measures taken in the plant, the possibility of a
disaster cannot be totally ruled out.
Such an emergency could be the result of malfunction of the Plant and Equipment. It could, at
times, be the consequence of acts outside the control of plant management like severe storm,
flooding, or deliberate acts of arson or sabotage.
A Major Emergency in the plant is one which may cause serious injury or loss of life and
damage to the property.
This Emergency evacuation plan explains the code of conduct of all personnel in the plant
along with the actions to be taken in the event of an Emergency. This plan gives the guidelines
for employees, contractors, transporters, etc. It not only defines responsibilities but also
informs about prompt rescue operations, evacuations, rehabilitation, co-ordination and
communication.

1. Emergency in the Factory :

2. Objectives of the Emergency Plan :


The objectives of the emergency plan are to contain and control incidence to safeguard the
employees and any one nearby who might be affected and to minimize damage to property or
the environment. Further the major emergency procedure should be to make maximum use of
the combined resources of the works and the outside services to
a) Effect the rescue and treatment of casualties, safeguard other people
b) Minimize damage to property and the environment, bring the incident under control
c) Preserve relevant records of equipment by the subsequent enquiry into the cause and
circumstances of the emergency.
3. Preparation of evacuation plan :
Emergency control Center – Security at main gate is declared as emergency control center.
From this center communication channel shall be establish. Communication system shall be
installed to communicate in case of emergency. HODEK has installed siren system at
appropriate location. By communicating throughmessage can be passed to Security. Based on
the situation security can blow the siren entirely in factory to indicate evacuation and gathering
at assembly location.
Emergency control centre (ECC) should have following facilities.
a) Communication facility for inside/ outside the premises.
b) Maintenance equipment kit.
c) PPE,
d) Writing Pads, Pen etc.
e) List of addresses & Tel Nos. of Important factory personnel, outside agencies & Govt.
authorities.
f) Copy of Disaster Control Plan.
g) Copy of plot plan of company and copy of map showing the location of building with its
neighboring areas, roads etc.
Assembly points – Premises evacuation is mandatory when there is emergency siren blown
for emergency. HODEK has defined assembly points. The layout indicates exit path, nearest
assembly point.
Contact Details - The names and the contact telephone nos. of the members of the emergency
evacuation team, fire fighter and first aiders are displayed at Main Gate. Also security at main
gate should have contact details of police, ambulance, fire brigade, hospitals, and local Pollution
control board.
Controlling Team – HODEK has identified controlling team (Annexure-I). This Team will take a
charge of situation for responsible activities.
Mock Drill – Team Leader will conduct half yearly mock drill. By this way awareness within the
employee will be measured. Corrective action will be taken by Team Leader.
Fire Fighter – HODEK has identified Fire fighter team (Annexure-III) who will support to control
the fire.
First aider – HODEK has identified First aider team (Annexure-III)who will support for first
medical treatment.

While every event is unique, there are some basic steps to follow when responding to
any emergency, which are outlined below:

1) EMERGENCY SITUATION FIRE:

Major fire can take place in HODEK. Based on initial emergency review at following defined
areas or locations.
 Paint Booth, Paint,
 Thinner, Oil, Corrugated Boxes Storage,
 Diesel Storage,
 Scrap yard where Oil, Cotton Waste, Paper etc. stored.

1) Emergency Plan :

2) Procedure to be followed in case of Fire

a) Concerned employees, shift supervisor and / or head of departments should


immediately inform about the Fire incident to following Authorities.

b) In case of Fire Security Department Should


 Sound the Siren Continuously for 2-3 minutes to alert all employees
 Rush to the site of Fire and start extinguishing Fire.

c) In case of Fire only trained employees in fire fighting should gather on the site of fire
(list of the trained personnel showing their respective departments is enclosed
herewith and displayed at prominent locations). All other employees should leave the
place of fire and gather in open space. They should not stand in between the road,
passageways causing hurdle to fire fighting and rescue operation.

d) Trained personnel should immediately start Fire Extinguishing operation.

e) Only Officer P&A or DGM - Operations or person deputed by him will have authority to
call Fire Brigade inside the plant to control the Fire.

3) Duties & responsibilities of Team Leader & Members :

I. Duties of Team Leader DGM Operation Mr. Rajendra Hosamath :

1. To give the instructions to Security to blow siren at the time of emergency.


2. To give instructions to the Maintenance personnel to make arrangements to switch
off the power supply of the site of emergency.
3. To give instructions to Production & Stores Department to make arrangements to
remove good Material / Flammable material from the site.
4. To give instructions to Engineer Puchase to organize first-aid trained workmen at
the site of emergency.
5. To give instructions to Production department to check that all the passages of
factory leading to the site of the emergency are free of obstructions.
6. To give instructions to Mr. A.V. Yadwad or Mr. Bhushan Meharwadeto organize Fire
Fighting trained workmen at the site of emergency.
7. To submit detailed report to the Management

II. Duties of Jt. Managing Director Mr. H.J. Raja & Mr. A.S. Khanvilkar :

1. To inform to Top Management about the incident.

III. Duties of Officer – P&A Mr. Gouselazam A Shibargatti / Mr. Gireeshgouda P :

1. He will be alternative to the team leader in his absence.


2. To issue information to stop the work at the site including contractor.
3. To report to the statutory authorities i.e. Factory Inspector, Labour Officer, Nearest
Police Station, KSPCB and Corporate P&A Head.

IV. Duties of Engineer Purchase:

1. To take instructions from Team Leader.


2. To organize First Aid trained workmen at the site of emergency.
3. To report to the Team Leader and to wait for further instructions.

V. Duties of Manager Maintenance Mr. A.V. Yadwad :

1. To take instructions from Team Leader.


2. To make arrangements to switch off the power supply of the site of emergency.
3. To organize Fire Fighting trained workmen at the site of emergency.
4. To report back to the Team Leader and to wait for further instructions.

VI. Duties of Mr. Govind or Shift Supervisor :

1. To take instructions from Team Leader.


2. To make arrangements to remove good Material / Flammable material from the
site.
3. To check that all the passages of factory leading to the site of the emergency are
free of obstructions.
4. To organize the available workforce to remove such obstructions.
5. To report back to the Team Leader and to wait for further instructions.

VII. Duties of Security Guard :

1. To take instructions from Team Leader.


2. To blow siren at the time of emergency.
3. To take charge of factory gate until further notice.
4. To control incoming & outgoing traffic.
5. After making all these arrangements he will rush to site of fire to join the Fire
Fighting operation.
6. To report back to the Team Leader and to wait for further instructions.

4) In case of any emergency situation occurs in IInd and IIIrdShift :

A) Shift incharge will be the team leader and he will perform all the duties and responsibilities
of Team Leader. He will immediately contact to Mr. Rajendra Hosamathon his mobile
84949 11752. If Mr. Rajendra Hosamath is not available he will inform to Mr. Gouselazam
A Shibargatti on his mobile 84949 11754 or to Mr. Gireeshgouda P on his mobile
8904023443.

2) EMERGENCY SITUATION LEAKAGES:

Major Leakages can take place in HODEK at following defined areas or locations:

2. Procedure to be followed in case of ETP Leakage :

a) Concerned employees, shift supervisor and / or head of departments should


immediately inform about the ETP & STP leakages to following Authorities

b) In case of ETP line leakages or over flow, after getting information Maintenance
operators, will switch off power supply of the ETP. In absence of maintenance
operators will switch off power of emergency site.

c) After getting information of leakages or over flow Manger Maintenance or


EngineerProduction will immediately reach the site and will give instruction about
repairing of leakage line to maintenance operators.

d) After getting repair the line, by digging the contaminated land, separate out the
contaminated soil and kept it in scrap yard

3. Procedure to be fallow in case of STP line leakage or over flow.:

a) In case of STP line leakage or over flow , after getting information STP operator will
switch off the power supply of STP . In absence of STP operator or maintenance
operator will switch off the power supply .

b) After getting information of leakages or over flowManger Maintenance or Engineer


Production will immediately reach the site and will give instruction about repairing of
leakage line to maintenance operators.

4. Break down of ETP & STP:

a) In case of breakdown of ETP or STP maintenance operators will take necessary


actions. Following spares have been kept in spare.
MCB 32 Amp
MCB 16 Amp
Push Button NO & NC contacts

After studying history of problems necessary spares will be added in list to avoid
emergency.

4) EMERGENCY FOOD POISONING:


Food Poisoning can take place in HODEK due to supply of daily Snacks from outside
contractor:

1) Emergency Plan :

Procedure to be followed in case of Food Poisoning:


1. When you notice a person ill due to food poisoning, following actions to be taken
- Call security gate to inform, as far as possible provide detail information like
location, who has affected, who has reported etc
- Security will inform to Team Leader / Alternate Team Leader.
- Evacuate affected person to a safe place isolated place (Training Hall)
2. During normal working hours, Team Leader shall control the situation. He shall ensure
that appropriate agencies being informed.
3. Team Leader will immediately instruct/guide evacuation team about the emergency.
4. He will be in touch with security personnel.
5. First aider will alert and report to Team Leader
6. After receiving instructions, team member will rush to location
7. Team Members will ensure evacuation of affected staff/visitors

8. Team Leader will appoint external medical agency to control the situation
9. In serious issue, team members will support to admit affected persons to nearer
hospitals
10. Team Leader will take a overview of situation to decide further recovery

5) EMERGENCY SNAKE BITE:


Snake Bite can take place in HODEK at Garden, Stores, Scrap Yard, Fencing.
Procedure to be followed in case of Snake Bite:
1. Depending on the type of snake, the signs and symptoms may include:
- A pair of puncture marks at the wound
- Redness and swelling around the bite
- Severe pain at the site of the bite
- Nausea and vomiting
- Labored breathing (in extreme cases, breathing may stop altogether)
- Disturbed vision
- Increased salivation and sweating
- Numbness or tingling around your face and/or limbs

2. If you or someone you know are bitten, try to see and remember the color and shape of
the snake, which can help with treatment of the snake bite.
- Keep the bitten person still and calm.
- This can slow down the spread of venom if the snake is poisonous.
- Seek medical attention as soon as possible.
- Dial 8494911754 to get help of first aider.
- Apply first aid if you cannot get the person to the hospital right away.
- Lay or sit the person down with the bite below the level of the heart.
- Tell him/her to stay calm and still.
- Cover the bite with a clean, dry dressing.

3. Following should be avoided


- Become over-exerted.
- Apply a tourniquet.
- Cold bandages to a snake bite.
- Cut into a snake bite with a knife or razor.
- Try to suck out the venom by mouth.
- Pain medications unless a doctor tells you to do so.
- Give the person anything by mouth.
- Rising the site of the bite above the level of the person's heart.

4. Security shall arrange hospitalization of affected person

6. He will be in touch with security personnel.
7. Team Leader will take a overview of situation to decide further recovery

6) EMERGENCY HEAVY ELECTRICAL SHOCK:


Heavy Electrical Shock can take place in HODEK at Transformer, Utility Area, Panels in shops
Procedure to be followed in case Heavy Electrical Shock:
When you notice person has got electrical shock, immediately call to main gate and inform
details
1. If person is in contact with live supply, use rubber hand gloves/clean cloth/wood to
detach him
2. Put off all the nearby power supply
3. Lay down him to feel comfort
4. If possible try to take him in open area.
5. Security will contact to doctor to bring him at site
6. If not possible mobilize person to hospital
7. Before mobilization provide first aid
8. Try to identify whether it is low voltage (<600 v) shock or high voltage shock
9. Team Leader will arrange hospitalization of affected person
10. Inform this to Team Leader
11. He will be in touch with security personnel.
12. Team Leader will take a overview of situation to decide further recovery

7) EMERGENCY ACCIDENTAL DEATH OR UNCONSCIOUS PERSON:

Procedure to be followed in case Accidental Death or Unconscious person:


1. When you notice person is unconscious, immediately call to main gate and inform
details
2. This may happened due to fall from height or major impact, or electrical shock
3. Lay down him to at proper surface
4. If possible try to take him in open area.
5. Team Leader will contact to doctor to bring him at site
6. If not possible mobilize person to hospital
7. Before mobilization try to provide first aid
8. Try to identify what happened so that you can inform to doctor
9. Team Leader shall arrange hospitalization of affected person
10. He will be in touch with security personnel.
11. Team Leader will take a overview of situation to decide further recovery

8) EMERGENCY HEAVY STORM / EARTHQUAKE:

Procedure to be followed in case Earth Quake:


1. When an earthquake occurs, the solid earth may pitch and roll likes the deck of a ship
for several minutes.
2. Earthquakes strike without warning and there will be only seconds to react.
3. Most casualties result from falling debris and objects, splintering window glass, and
fire. The chances of being injured during an earthquake will be reduced if the following
procedures are adhered to during the earthquake:
- When you feel an earthquake, duck under a sturdy table or desk.
- Stay away from windows, bookcases, file cabinets, tall furniture, heavy mirrors,
hanging plants, and other heavy objects that could fall. Watch out for falling plaster
or ceiling tiles.
- Stay under cover until the shaking stops. If no table or desk is available, seek
cover against an interior wall and protect your head and neck with your arms.
- Hold onto the table or desk. If it moves, move with it. Hold the position until the
ground stops shaking and it is safe to move.
- If you are in hallway or corridor, brace yourself against the wall and try to avoid
moving. Duck and cover your head with your arms.
- If you are outside, move to a clear area away from trees, buildings, or downed
electrical power lines and poles.
- If you are on a sidewalk near buildings, duck into a doorway to protect yourself
from falling building materials, window glass, and other building debris.
- Always leave a building in a calm and orderly manner. Do not push or crowd
others.
- After an earthquake, there are likely to be aftershocks and a great deal of
confusion. If the proper precautionary steps are followed, personal injuries can be
reduced.
- Remain calm and assess your situation carefully. Do not spread rumors, as they
often do more harm after the disaster.
- Be aware of other possible dangers which may follow an earthquake such as fire,
flood, or landslide.
- Follow all emergency instructions and if ordered, evacuate according to the
Emergency Action Plan for your facility.

4. During normal working hours, Team Leader shall control the situation. He shall ensure
that appropriate agencies being informed.
5. Team Member will support Team Leader
6. Team Member will communicate between Team Leader

7. Team Leader will immediately instruct/guide evacuation team about the emergency.
8. He will be in touch with security personnel.
9. Fire fighter and first aider will alert and report to main controller
10. Team Members will report to Team Leader
11. In case of requirement Team Members will ensure evacuation of all the staff/visitors
12. Team Members will ensure shutting of all electrical panels, machine nearby
13. Security will make counting at assembly point to ensure everyone is evacuated
14. In case of requirement support by deputing security along with team members.
15. After receipt of instruction from team leader, fire fighter team will rush to the affected
location.
16. Team Leader will further evaluate to decide on recovery or starting of work.

Do’s DURING an earthquake


• During earthquakes, drop to the floor, take cover under a sturdy desk or table, and hold
on to it so that it doesn’t move away from you. Wait there until the shaking stops.
• If you are in a structurally sound building, stay there.
• If you are inside an old weak structure, take the fastest and safest way out.
• Instead take the staircase to reach open space.
• Do not panic; stay calm and take necessary action.
• Do not rush to the exit point. Get out calmly in an orderly manner.
• Move away from power lines, posts walls, false ceiling, parapet, falling flower pots and
other elements that may fall or, collapse.
• If you are on a steep hill side move away in case of landslides and falling rocks.

9) EMERGENCY LIGHTENING:

- Lightening arrestors with earthingpits are provided on the building. It should be checked
periodically and record maintained.

10) EMERGENCY RIOT, STRIKE, TERRORISM:

- There cannot be a written down procedure to tackle these problems. Single point entry is
kept for everybody, it can be checked at main gate level.
- Entry pass system should be for everybody.
- For vehicles with tinted glass, request the driver to lower down the glasses & have a look
at occupants.
- Check the dickey & bonnet of the four wheelers.

11) COMPRESSOR BURST:

- Pressure relief valve are provided on the compressor cylinder. It should be checked
periodically and record maintained.
- Chain mesh provided to reduce risk level.

12) EPIDEMIC INFECTION(Covid-19):

Refer the detail SOP: Standard operating Procedure for Work Resumption after Lock
down.

EMERGENCY HEALTH PROBLEMS :


- Stroke or heart attack, blood pressure.
- Health record of all employees should be maintained &team members should be trained
for first aid & Cardio-Pulmonary Rescue.

- Check your water and electrical lines for defects.


- Clean up household chemicals spills, toxic and flammable materials to avoid any chain of
unwanted events.
- Gather information and necessary instructions from your cell phone.
- Obey Public safety precautions.
Leave a message stating where you are going if you must evacuate building. It should contain
all necessary items for your protection and comfort.

DON’T’s
- Don’t enter partially damaged buildings. Strong aftershocks can cause further damage to
the buildings and weak structures may collapse.
- Don’t use your telephone to call relatives and friends, call only for medical and emergency
personnel help.
- Don’t use your two – wheeler / car to drive around the areas of damage. Rescue and relief
operations need the road for mobility.
- Do not listen to or spread rumors.

Miscellaneous Points :-
- Under the guidance of medical practitioner keep anti-dose for each employee according to
their health problem.
- Check expiry date of medicines every month.
- Follow “No Smoking” practice strictly.
- No eatables are allowed in office premises follow it very strictly as eatables attract rat & rat
may damage electrical cables & invite troubles.
- Ensure that all vehicles fuel tanks are minimum half filled when the indicator shows “half”
fill fuel & make it full.
- Ensure that all vehicles, when parked are facing to the “exit”.

PREVENTIVE MEASURES TO BE TAKEN TO AVOID DISASTER


1) House Keeping –
a) “Place for everything &everything on its place” “PEEP”.
b) All gas cylinders – Store “Empty” &“Filled”Separately Display such boards.

d) Clean all leakages of oil immediately.
e) Provide dust bins at all around area, colour code them, display notice “use them”, follow
strictly.
2) Work permit -Follow “Work Permit” system for,
Hot work Working in confined space
Cold work. Electrical work.
Working at height

3) Training -
Training to be imparted to “Team – Members”& Mock drill to be conducted at regular
intervals& its record to be maintained.
To prepare a standard operating procedure & circulate it among concerned department so
that such unit cylinders will not be received in the factory. The information can also be
shared with all employees, so they also become aware of the fact and can pass on this
information to their family members also to avoid any disaster.

4) Electrical connection -
It is seen that electrical connection is taken through bare wires instead of a plug pin. There is
no plug pin provided for electrical supply and if any body uses it, can invite fire. Electrical
supply taken through plug pin will ensure earthing & operator will not receive any electrical
shock. It is proved that a current of 35 mA has caused fatality; if it passes through the heart;
more over taking electrical supply through bare wires is against provisions made under Rule 62
of Indian Electricity Rules 1956.
