PURPOSE:
Need to prepare a Disaster Management Plan (Emergency Plan) for dealing with incidences
which may still occur and are likely to affect LIFE and PROPERTY both within the plant and in
the immediate neighborhood.
INTRODUCTION:
An Emergency is a situation which may lead to or cause large scale damage or destruction of
life, property or environment within or outside the Factory. Such an unexpected situation may
be too difficult to handle for the normal work-force within the factory.
Emergencies and disasters can happen at any moment and, they usually occur without
warning. When an emergency strikes, our immediate safety and prompt recovery will depend
on the existing levels of preparedness among Controlling team, employees, securities,
contractors and visitors. Each individual has an important role to play in maintaining the
emergency preparedness and safety.
Emergency Response & Evacuation Plan is designed to respond to an emergency anywhere in
the Campus and provide a process for evacuating people from danger, protect assets and
property, and restore operations to normal as quickly as possible. Our objective is to provide a
safe and comfortable environment for employees, contractors and visitors.
In the event of an emergency, the Emergency Controlling Team will be prepared, through
proper training and safety drills, to safely execute a partial or full evacuation of building by
following the guidelines and procedures set forth in this plan.
This plan outlines the procedures to follow should an emergency develop under ideal
conditions. However, each emergency is unique and the recommended procedures may not be
suitable for all conditions that arise. Therefore, common sense should always be the primary
element of any emergency procedure.
The Emergency Plan must be known and understood before an emergency occurs.
Preparedness/ Plan:
In spite of various preventive and precautionary measures taken in the plant, the possibility of a
disaster cannot be totally ruled out.
Such an emergency could be the result of malfunction of the Plant and Equipment. It could, at
times, be the consequence of acts outside the control of plant management like severe storm,
flooding, or deliberate acts of arson or sabotage.
A Major Emergency in the plant is one which may cause serious injury or loss of life and
damage to the property.
This Emergency evacuation plan explains the code of conduct of all personnel in the plant
along with the actions to be taken in the event of an Emergency. This plan gives the guidelines
for employees, contractors, transporters, etc. It not only defines responsibilities but also
informs about prompt rescue operations, evacuations, rehabilitation, co-ordination and
communication.

1. Emergency in the Factory :
Types of Emergency Locations
- Paint Booth.
1) Fire - Paint, Thinner, Oil, Corrugated Boxes Storage, Diesel
Storage.
- Scrap yard where Oil, Cotton Waste, Paper etc. stored.
- Diesel, Solvent Storage
2) Leakage - Effluent (ETP-STP)
- Overflows of ETP, STP
3) Major Chemical spillage - Solvent , Adhesive, Paint Storage
4) Food Poisoning - Canteen (Lunch Room)
5) Snake Bite - Garden, Stores, Scrap Yard, Fencing
6) Heavy electric shock - Transformer, Utility area, Panels in shops
7) Accidental Death - Factory, Office
8) Heavy Storm/ Earthquake - Factory
9) Lightening - Factory
10) Riot, strike, terrorism - Factory
11) Compressor burst - Factory
Epidemic Infection
12) - Factory
(Covid-19)
While every event is unique, there are some basic steps to follow when responding to
any emergency, which are outlined below:
Major fire can take place in HODEK. Based on initial emergency review at following defined
areas or locations.
Paint Booth, Paint,
Thinner, Oil, Corrugated Boxes Storage,
Diesel Storage,
Scrap yard where Oil, Cotton Waste, Paper etc. stored.
1) Emergency Plan :
c) In case of Fire only trained employees in fire fighting should gather on the site of fire
(list of the trained personnel showing their respective departments is enclosed
herewith and displayed at prominent locations). All other employees should leave the
place of fire and gather in open space. They should not stand in between the road,
passageways causing hurdle to fire fighting and rescue operation.
e) Only Officer P&A or DGM - Operations or person deputed by him will have authority to
call Fire Brigade inside the plant to control the Fire.
II. Duties of Jt. Managing Director Mr. H.J. Raja & Mr. A.S. Khanvilkar :
A) Shift incharge will be the team leader and he will perform all the duties and responsibilities
of Team Leader. He will immediately contact to Mr. Rajendra Hosamathon his mobile
84949 11752. If Mr. Rajendra Hosamath is not available he will inform to Mr. Gouselazam
A Shibargatti on his mobile 84949 11754 or to Mr. Gireeshgouda P on his mobile
8904023443.
Major Leakages can take place in HODEK at following defined areas or locations:
1. Emergency Plan :
b) In case of ETP line leakages or over flow, after getting information Maintenance
operators, will switch off power supply of the ETP. In absence of maintenance
operators will switch off power of emergency site.
d) After getting repair the line, by digging the contaminated land, separate out the
contaminated soil and kept it in scrap yard
a) In case of STP line leakage or over flow , after getting information STP operator will
switch off the power supply of STP . In absence of STP operator or maintenance
operator will switch off the power supply .
After studying history of problems necessary spares will be added in list to avoid
emergency.

8. Team Leader will appoint external medical agency to control the situation
9. In serious issue, team members will support to admit affected persons to nearer
hospitals
10. Team Leader will take a overview of situation to decide further recovery
2. If you or someone you know are bitten, try to see and remember the color and shape of
the snake, which can help with treatment of the snake bite.
- Keep the bitten person still and calm.
- This can slow down the spread of venom if the snake is poisonous.
- Seek medical attention as soon as possible.
- Dial 8494911754 to get help of first aider.
- Apply first aid if you cannot get the person to the hospital right away.
- Lay or sit the person down with the bite below the level of the heart.
- Tell him/her to stay calm and still.
- Cover the bite with a clean, dry dressing.
4. During normal working hours, Team Leader shall control the situation. He shall ensure
that appropriate agencies being informed.
5. Team Member will support Team Leader
6. Team Member will communicate between Team Leader
7. Team Leader will immediately instruct/guide evacuation team about the emergency.
8. He will be in touch with security personnel.
9. Fire fighter and first aider will alert and report to main controller
10. Team Members will report to Team Leader
11. In case of requirement Team Members will ensure evacuation of all the staff/visitors
12. Team Members will ensure shutting of all electrical panels, machine nearby
13. Security will make counting at assembly point to ensure everyone is evacuated
14. In case of requirement support by deputing security along with team members.
15. After receipt of instruction from team leader, fire fighter team will rush to the affected
location.
16. Team Leader will further evaluate to decide on recovery or starting of work.
9) EMERGENCY LIGHTENING:
- Lightening arrestors with earthingpits are provided on the building. It should be checked
periodically and record maintained.
- There cannot be a written down procedure to tackle these problems. Single point entry is
kept for everybody, it can be checked at main gate level.
- Entry pass system should be for everybody.
- For vehicles with tinted glass, request the driver to lower down the glasses & have a look
at occupants.
- Check the dickey & bonnet of the four wheelers.
- Pressure relief valve are provided on the compressor cylinder. It should be checked
periodically and record maintained.
- Chain mesh provided to reduce risk level.

DON’T’s
- Don’t enter partially damaged buildings. Strong aftershocks can cause further damage to
the buildings and weak structures may collapse.
- Don’t use your telephone to call relatives and friends, call only for medical and emergency
personnel help.
- Don’t use your two – wheeler / car to drive around the areas of damage. Rescue and relief
operations need the road for mobility.
- Do not listen to or spread rumors.
Miscellaneous Points :-
- Under the guidance of medical practitioner keep anti-dose for each employee according to
their health problem.
- Check expiry date of medicines every month.
- Follow “No Smoking” practice strictly.
- No eatables are allowed in office premises follow it very strictly as eatables attract rat & rat
may damage electrical cables & invite troubles.
- Ensure that all vehicles fuel tanks are minimum half filled when the indicator shows “half”
fill fuel & make it full.
- Ensure that all vehicles, when parked are facing to the “exit”.
c) All chemicals ( Toner of Photo Copier Machine )- Thecontainer must have i) Label ii)
lid.
d) Clean all leakages of oil immediately.
e) Provide dust bins at all around area, colour code them, display notice “use them”, follow
strictly.
2) Work permit -Follow “Work Permit” system for,
Hot work Working in confined space
Cold work. Electrical work.
Working at height
3) Training -
Training to be imparted to “Team – Members”& Mock drill to be conducted at regular
intervals& its record to be maintained.
To prepare a standard operating procedure & circulate it among concerned department so
that such unit cylinders will not be received in the factory. The information can also be
shared with all employees, so they also become aware of the fact and can pass on this
information to their family members also to avoid any disaster.
4) Electrical connection -
It is seen that electrical connection is taken through bare wires instead of a plug pin. There is
no plug pin provided for electrical supply and if any body uses it, can invite fire. Electrical
supply taken through plug pin will ensure earthing & operator will not receive any electrical
shock. It is proved that a current of 35 mA has caused fatality; if it passes through the heart;
more over taking electrical supply through bare wires is against provisions made under Rule 62
of Indian Electricity Rules 1956.
