The writer has made use of a rhetorical question in line 3 “Would you give a child a loaded

gun?” This means that giving a gun is an extremely risky and dangerous idea as giving a car
to a teen, as it can cause an accident. The effect on the reader is telling whether giving a gun
and a car to a teen is extremely dangerous or not.
Idioms are used to add effect to the text. The idiom in line 15 “Sanity is starting to prevail”
shows how people are now realizing the consequences of when teens are driving. This
represents to the reader that the government and the law have changed in a positive way to
stop teens from driving until they are old enough.
The writer presents emotional language like “Teenagers, the people we should………. result
of drinks or drugs.” To provoke an emotional response in the reader that when teenagers
drive, they could be on drugs or drinks which can cause an accident. This shows how teens
can be very irresponsible.
