Likelihood Description Matrix
Likelihood
Almost Certain (5) Could occur any day - Impact is sure to occur imminently
5 M(18) M(11) H(6) H(3) H(1)
Likely (4) Greater than once per month - Balance of probability will occur
4 M(20) M(14) H(9) H(4) H(2)
Possible (3) Greater than once per year - May occur shortly but a distinct probability it won't
3 L(22) M(19) M(12) H(7) H(5)
2
Unlikely (2) Greater than once per 10 years - May occur but not anticipated L(24) M(21) M(15) M(13) H(8)
1
Rare (1) Could occur as a "100-year event" - Exceptionally unlikely, even in the long-term future L(25) L(23) M(17) M(16) M(10)
It is very important, for ALL persons completing JSEAs, to understand that controls put in place influence the likelihood / probability of the
accident or incident happening, but if it happens, the consequence remains the same.
