1 INTRODUCTION
The Construction Industry Development Board Act (Act 38 of 2000) requires the Board to establish a Best
Practice Contractor Recognition Scheme which:
(a) enables organs of state to manage risk on complex contracting strategies; and
(b) promotes contractor development in relation to best practice standards and guidelines developed by the
Board.
The cidb Best Practice Contractor Recognition Scheme that is being developed aims to achieve this by
recognising:
The cidb Best Practice Contractor Recognition Scheme will provide a platform for clients to reward best
practice and good performance of contractors, thereby encouraging performance improvement of
contractors. The cidb Best Practice Contractor Recognition Scheme will also, in time, be integral to client
risk management, and in matching the capabilities of a contractor to the requirements of a contract.
The cidb Best Practice Contractor Recognition Scheme will provide an assessment of the competencies of a
contracting enterprise, and are measured against minimum acceptable standards necessary for running a
contracting enterprise and for supervising building and construction works. These competencies need to
reside with the owner and/or key nominated representatives of the contractor.
The medium term objective is that where the enterprise (through its representatives) meets the minimum
competencies as required by the cidb, the contractor will then be recognised as a cidb Accredited
Contractor (level I). In the long term, consideration will be given to requiring cidb accreditation of a
contractor’s competence to be required to be taken into account as a quality factor (functionality) in
construction procurement on all public sector contracts.
In the interim, the cidb is promoting this Standard for the Assessment and Recognition of the Competencies
of Contractors (see Section 2) as:
• the Standard to which Contractor Development Programmes (CDPs) should train contractors to
(including CDPs which subscribe to the National Contractor Development Programme1 (NCDP));
• a guide to inform the mentoring and training of JV partners and sub-contractors as per the draft cidb
Standard for Indirect Targeting for Enterprise Development through Construction Works Contracts2; and

• a guide to inform cidb interventions to support contractor development.
The medium term and long term objectives will depend on:
• verifying that the competencies recognised in this Framework reflect minimum acceptable standards
necessary for running a contracting enterprise and for supervising building and construction works; and
• facilitating the establishment of interventions to support the development of contractors to attain these
competencies where necessary and where appropriate.

2 CIDB STANDARD FOR ASSESSMENT AND RECOGNITION OF THE COMPETENCIES OF CONTRACTORS
The cidb Framework for the Assessment and Recognition of the Competencies of Contractors provides for a
standard method of assessment and recognition of the competencies of a contracting enterprise within a
cidb Class of Construction Works, a Construction Category and where relevant a sub-Category.
Recognition of the minimum competency requirement within a Construction Category / sub-Category will
satisfy the recognition criteria for all lower Construction Categories within the same Class of Construction
Works.
2.1 General
Recognition of minimum competencies in this Framework is limited to the cidb Class of Construction Works
of General Building (GB), Civil Engineering (CE) and selected artisanal categories within the Special Works
(SW), and in the following Categories within a Class of Construction Works:
Open (cidb Grades 7 to 9); being a contractor who has access to a SACPCMP registered
Construction Manager;
Limited (cidb Grades 2 to 6): being a contractor who has adequate knowledge and experience to
carry out work within pre-determined sub-Categories;
Trade Contractors (cidb Grades 1 to 5): being a contractor who has adequate knowledge and
experience to carry out work within pre-determined Trade Categories.
The competencies identified in this Framework need to reside with the owner and/or key nominated
representatives of the contractor. Where the competencies reside within a nominated representative, the
nominated representative must either be an employee of the company, or must be accessible to the
company for the duration of any construction works to be undertaken by the contracting enterprise.
The Framework recognises SACPCMP registration of Construction Managers as a minimum requirement for
the management and supervision of construction works for contractors in Grades 7 to 9.
The SACPCMP has issued recommendations for competencies for Construction Managers, together with the
necessary minimum qualifications and experience which are summarised below:

2.2.2 General Building Limited
The Framework recognises competencies within the General Building Limited Category within the following
scope of work:
• low rise residential building of not more than 16 metres in height; and
• low rise commercial, institutional and industrial buildings of not more than 16 metres in height, with
public access and exit requirements.
a) Qualifications: The Framework recognises competencies for contractors in terms of knowledge, skills
and experience within the General Building Limited Category within the fields of:
• business management;
• building and construction management (operational and supervision);
• legislative issues.

or higher; or
• 5 years practical, relevant occupational experience after completion of qualification under the
supervision of an experienced cidb contractor who has been assessed as having the competencies
recognised in this Standard for Grades 4 to 6 contractors in the Civil Engineering Limited Category.
The Framework recognises competencies within the General Building Trade Contractor Category within the
following scope of work:
i Plumbing and Drainage: Install, maintain and repair pipes, drains, guttering and metal roofing,
mechanical services and related equipment for water supply, gas, drainage, sewerage, heating, and
cooling and ventilation systems in all classes of buildings and premises, including, but not limited to, the
following:
• general plumbing;
• air conditioning and mechanical services plumbing;
• drainage contractors;
• gas fitting; or
• roof plumbing.
ii Carpentry and Joiner: Construct, erect, install, renovate and repair structures and fixtures made of
wood, plywood, wallboard and other materials, and cut, shape and fit timber parts to form structures
and fittings which would typically include but not limited to, the following:
• kitchen units;
• finishing carpenter;
• joiner wood machinist;
• form worker; and
• ceiling and partitioning erector.
iii Bricklayers and Stonemasons: Lay bricks, pre-cut stones and other types of building blocks in mortar to
construct and repair walls, partitions, arches and other structures, and cut and shape hard and soft stone
blocks and masonry slabs for the construction and renovation of stone structures and monumental
buildings including but not limited to, the following:

• simple masonry walkway
• installing an ornate exterior on a high-rise building.
iv Floor Finishers and Painter: Install and repair soft and resilient floor coverings, and apply paint, varnish,
wallpaper and other finishes to protect, maintain and decorate the surfaces of buildings and structures.
The scope of work includes and is not limited to the following:
v Glaziers, Plasterers and Tilers: Cut and install flat glass, apply plaster and secure plasterboard and
suspended ceilings, and lay tiles on roofs, walls and floors.
a) Qualifications: The Framework recognises competencies for contractors in terms of knowledge, skills
and experience within the General Building Trade Contractor Category within the fields of:
• business management;
• building and construction technology;
• legislative issues.

enforceable Code of Ethics and a Code of Practice.

The Framework recognises competencies within the Civil Engineering Trade Contractor Category within the
following scope of work:
i Machine Operators: Machinery operators and drivers operate machines, plant, vehicles and other
equipment to perform a range of agricultural, manufacturing and construction functions, move materials,
and transport passengers and freight.
ii Structural Steel Workers: Assemble rigging gear to move and position equipment and structural
components, erect scaffolding, position and secure reinforcing in concrete forms, and erect and
dismantle structural steel frames

iii Crane, Hoist and Lift Operators: Operate stationary and mobile cranes, hoists, lifts and winches to lift,
move and place materials, equipment and people in areas such as building sites, factories, mines,
sawmills, wharfs and shipyards
iv Concreters: Pour, spread and finish concrete structures such as floors, stairs, ramps, footpaths and
bridges
vi Earthmoving Plant Operators: Operate plant to excavate earth, ore and rock, break up pavement,
road, rock, obstructions, move and load earth, rock and debris, and level, smooth and compact surfaces
in construction and other projects
a) Qualifications: This Standard recognises competencies for contractors in terms of knowledge, skills and
experience within the Civil Engineering Trade Contractor Category within the fields of:
• business management;
• building and construction technology;
• legislative issues.
The following qualifications, or recognised equivalence, are recognised for the Civil Engineering Trade

3 CONTRACTOR ACCREDITATION
The cidb will in time recognise Contractors and Trade Contractors in the cidb Best Practice Contractor
Recognition System that meet the minimum competencies as described in this Framework. Note that in the
case of the competencies required in building and construction management (operational and supervision),
the names of the individuals with these competencies will be recorded in the contractor’s registration on the
cidb Best Practice Contractor Recognition Scheme. (The names of these individuals would have to be
submitted to clients when tendering for work opportunities with an undertaking that the nominated
representative will be available for supervising the construction works (see Section 5)).
Contractors and Trade Contractors who wish to have their competencies recognised by the cidb (i.e.
accredited) will need to submit a completed application to the cidb (see Form CRS_F101 given in
Appendix 1), providing full details of their qualifications and experience that is relevant to assessing the
contractor’s knowledge, skills and experience in the Categories and sub-Categories being applied for.
The contractor’s application will need to be accompanied by proof of payment of the necessary application
fees prescribed by the cidb.
The contractor accreditation will be overseen by a cidb Accreditation Committee, consisting of:
The cidb Accreditation Committee will be supported over the first three years by two full-time cidb assessors,
and the cidb Accreditation Committee will undertake regular sampling and review of the work of the
assessors.
Where necessary, an applicant may need to attend an interview by the cidb Accreditation Committee. The
cidb will determine whether an interview takes place at the cidb or on-site, and may include the following:
Where contractors meet or exceed the minimum competence requirements as set out by the cidb, the
contractor will be entered into the cidb Best Practice Contractor Recognition Scheme as a cidb Accredited
Contractor in the categories of Open, Limited or Trade Contractor (Trade Specific) as appropriate.
Where a contractor or his nominated representative does not hold the required minimum formal
qualifications, the cidb will facilitate an assessment by an external Competence Assessment Panel of the
applicant’s competence against those that are deemed to be minimum standards. This will however only
apply in the categories of Limited or Trade Contractor.

i) Requirements
Details of the minimum competence requirements (in terms of Unit Standards) to be used for an external
assessment are given in Appendix 2 to 5. These are summarised below together with the minimum
experience required for an external assessment.
The candidates proposed for assessment under the cidb competence accreditation scheme must at least:
• have the necessary knowledge and skills for the category they are assessed for;
• have the ability to apply the knowledge successfully in the workplace; and
• have the ability to perform the tasks to a level recognised by industry.
Candidates will be required to prepare a portfolio of evidence to be presented to the assessor prior to an
assessment event. The portfolio must include the following:
The presentation of the portfolio of evidence to the Competence Assessment Panel and the competence
assessment can be done in the home language of candidate.
An external assessment of competence will be overseen by a cidb Competence Assessment Panel established
by the cidb and that is comprised of industry experts. The Competence Assessment Panel will be drawn from
individuals who meet the criteria established by the cidb who are deemed capable to form an impartial and
informed opinion about the competence of the candidates, including:
The cidb will advertise calls for interested individuals to be accredited as cidb Competence Assessors, from
which the cidb Competence Assessment Panel will be drawn.
cidb Competence Assessors will be required to comply with a Code of Conduct for Assessors to be
established by the cidb, and failure to comply with this Code of Conduct will result in the removal of the
person as a cidb Competence Assessor.
cidb Competence Assessors will be remunerated for their work on a hourly basis as prescribed by the cidb.

iii) External Competence Assessment
The external assessment of competence will be undertaken by one cidb Competence Assessor under
guidance and observation by a cidb manager. Guidelines and criteria for undertaking an external
assessment by the Competence Assessment Panel are given in Appendix 2 to 5, and the Panel will submit its
recommendations to the cidb Accreditation Committee (Section 3.4).
The contractor has the opportunity to request a review of the external competence assessment (see
Section 3.8).
Trade Contractors will receive automatic recognition in terms of this Standard if they are registered with a
professional or industry association that:
Contractors must submit such applications to the cidb using the relevant forms (see Form CRS_F103 in
Appendix 6).
Where the cidb has assessed that a contractor has not met the minimum competence requirements as set
out by the cidb, the contractor has an opportunity to a review of the competence assessment by a Review
Panel that will be established by the cidb. This opportunity to request a review includes a review of an
external assessment of competence where applicable.
a) The contractor must submit a written request to the cidb requesting a review of the contractor
competence assessment (see Form CRS_F104 given in Appendix 7) within 10 working days of
notification of the outcome of the initial evaluation by the cidb, stating the reasons for the appeal and
supplying any further supporting documents.
The contractor’s written request must be accompanied by proof of payment of the necessary application
fees prescribed by the cidb. Should there be no grounds for a review or should the review be successful,
such fees will be not be refunded to the applicant.
b) Senior management within the cidb will review the contractor’s request, and if there are no grounds for
an appeal the cidb will inform the contractor in writing of the cidb’s decision within 15 working days of
receipt of the contractor’s request for a review. The decision of the cidb will be final.
c) If there are grounds for appeal, the cidb will establish an independent Review Panel within 30 working
days of receipt of the contractor’s request comprising of:

The Review will be undertaken on the available evidence submitted by all parties and the Review Panel
may at its absolute discretion seek additional information from the contractor, either in writing or in
person.
In the case that the grounds for appeal require a review of an external competence assessment, the cidb
will re-establish an independent cidb Competence Assessment Panel within 15 working days of receipt of
the contractor’s request. The applicant may then be required to participate in the re-evaluation. The
results of the re-assessment will then be submitted to the independent Review Panel within 10 days of the
external review.
The contractor will be notified of the outcome of the appeal within 30 working days of the Review, and
the outcome of the Review Panel will be final with no further right to appeal.
Subject to the provisions given below, a contractor’s competence accreditation is valid for a period of three
years, and a request for renewal must be made on the relevant form (see Form CRS_F101 in Appendix 1).
A contractor’s accreditation may be transferred to that of another entity and treated as if it were the same
entity for the purposes of accreditation where:
Furthermore, a nominated representative’s accreditation can be carried over within the same Class of Works
and the same Category or sub-Category (or to al lower Category).
Notwithstanding the above, a contractor must notify the cidb and apply for re-accreditation within 14
working days should there be any change to a contractor’s key staff, or nominated representatives, listed in
the contractor’s assessment application.
• when the contractor’s nominated representative leaves the employ of the contractor and is not replaced
with a person with similar competencies within a period of three months;
• when a contractor has been barred from practising though a disciplinary procedure of the professional
or voluntary association that the contractor is affiliated with;
• for failure to inform the cidb of any material changes in the company registration status including a
change in the company principals who may have been assessed for the initial company competence
assessment.
The cidb reserves the right to undertake a random monitoring process to check for compliance with the
provisions of this competence assessment scheme, especially the requirement for a qualified, competent
person to be on site at all times.

4 CONTRACTOR DEVELOPMENT AND CAPACITY BUILDING
As already noted (Section 1), the medium term and long term objectives of this Framework depend on
facilitating the establishment of interventions to support the development of contractors to attain these
competencies where necessary and appropriate.
Mechanisms to facilitate contractor development in relation to the cidb recognised competencies are
discussed in this section.
As an input into establishing the requirements for contractor development, the cidb commissioned a skills
survey to provide an assessment of3:
• the number of contractors that may meet the prescribed formal qualifications and experience
requirements contained in this Framework;
• the number of contractors that may require an external assessment of the contractor’s competence; and
• the number of contractors that may qualify for an external assessment of the contractor’s competence
The cidb commissioned the Department of Construction Economics and Management of the University of
Cape Town to conduct this skills survey. The survey was carried out by sending an email survey
questionnaire to cidb registered Grades 2 to 6 contracting enterprises in the General Building (GB) and Civil
Engineering (CE) categories. The survey responses used represented around 7% of cidb registered
contractors in these Grades.
Overall, the survey suggests that around 10% of employees do not possess the minimum qualifications and
do not have the required experience required for an external competence assessment. It is likely therefore
that around 10% of cidb registered contractors would not meet the competence requirements within this
Framework.
In other words, the survey suggests that the vast majority of contracting enterprises in Grades 2 to 6 will
meet the competency requirements set out in this Framework. Notwithstanding this, the survey confirms the
need for the cidb to facilitate interventions to support the development of contractor to attain these
competencies – possibly reaching out to around 1 000 contractors over a three to five year period.
As noted in Section 1, the cidb Standard for Contractor Competencies (Section 2) has been adopted as:
• the Standard to which Contractor Development Programmes (CDPs) should train contractors to
(including CDPs which subscribe to the National Contractor Development Programme4 (NCDP)); and
• a guide to inform the mentoring and training of JV partners and sub-contractors as per the draft cidb
Standard for Indirect Targeting for Enterprise Development through Construction Works Contracts5.
At present there are no reliable estimates of the number of contractors participating in government
sponsored Contractor Development programmes (CDPs), although this information will be available shortly
as monitoring systems are required for all CDPs within the National Contractor Development Programme
(NCDP). Notwithstanding this, it is estimated that around 300 Grade 2 to 6 contractors will be enrolled in

government sponsored CDPs over the next three to five years6 – of which the vast majority would be
expected to exit with qualifications in line with the cidb Standard for Contractor Competencies.
The cidb Standard for Indirect Targeting for Enterprise Development through Construction Works Contracts
will target primarily contractors in Grades 5 to 8, and provides for 5% of the value of the contract to be sub-
contracted to targeted sub-contractors or JV partners together with developmental support. Such
developmental support is to be guided by the cidb Standard for Contractor Competencies. It is estimated
that this will translate into around 840 developing enterprises receiving developmental support per year –
although many of these are likely to already meet the requirements of this Framework.
Notwithstanding this, it can be assumed that around 30% of the beneficiaries of the cidb Standard for
Indirect Targeting for Enterprise Development through Construction Works Contracts will receive
developmental support in line with the cidb Standard for Contractor Competencies. This would translate
into around 250 contractors receiving support per year.
The key instruments to support the development of contractors in relation to meeting the requirements of the
cidb Standard for Contractor Competencies have been outlined in Section 4.2 above. Notwithstanding this,
the cidb is also investigating additional mechanisms to support contractors achieve the necessary
competence standards, and cost estimates for large scale programmatic interventions suggest that around
1 000 contractors could be trained per year in ‘top-up programmes’ through contractor development
programmes or on-site skills programmes to achieve the cidb competence Standard for R10m per year.
Such programmatic interventions would need to be carefully structured and with clear participation criteria,
and could be delivered through existing government sponsored CDPs (including the ESKOM contractor
development academy), structures such as SEDA, or through private sector structures such as (but not limited
to) the Supplier Upliftment Programme (SUP) provided by QES.

APPENDIX 9 GUIDELINES FOR PUBLIC SECTOR TENDERING AND ADJUDICATION OF CONTRACTS
Clients and employers soliciting tender offers may introduce in the evaluation of expressions of interest or
tender offers quality criteria relating to the score obtained from contractor performance reports in terms of
the regulations from a date determined by the Minister in the Gazette in accordance with the requirements
of the cidb Standard for Uniformity in Construction Procurement.
The tender data or submission data, as relevant, shall indicate which of the following indicators are to be
scored as part of quality and what the total number of points allocated to each criteria is:
The scoring of each of the evaluation criteria shall be assessed in terms of four indicators – poor score (-1),
adequate score (0), good score (1) and excellent (2). Scores of 25%, 50%, 75% or 100% will be allocated
to poor score, adequate score, good score and excellent score, respectively.

An assessment of the possible demand for contractor competence assessments is given in this Appendix.
The total number of registered General Building (GB) and Civil Engineering (CE) contractors in Grades 2 to
4 and in Grades 5 and 6 that could apply for competence assessment in the Limited and Trade Contractor
categories is given below (2011 Quarter 1):

iv) Costs
An estimate of the costs of implementing the contractor competence assessment system is given below,
based on the resource requirements identified in the previous section. The assessment costs can be used as
an indication of the likely fees to be applied.
• cidb full-time assessors: As noted above, at least two full-time cidb full-time assessors will be required –
at a direct of cost of around R400k per person pa. At around 2 000 assessments per year, this
translates into direct costs of around R800k/2 000 = R400 per assessment. Allowing for additional
