Bacoor CPS Anti-Criminality Action Plan 09/2022 OPLAN SBR (Strike Barangay
Ronda)

1. Situation

Bacoor City is the gateway to the province of Cavite from Metro Manila.
Bacoor is among the fastest growing Cities in Cavite.

According to the 2020 Population Census, Bacoor has a population of


664,625 making it the 15th most populous city in the Philippines and the second
largest city in the province of Cavite after Dasmariñas.

Petty street crimes are a continuing concern due to the rapid development
and increase in population of Bacoor.

These crimes continue to exist despite the various strategies implemented by


Bacoor PNP and the Local Government Units. The vast land area and population of
the City as against the limited number of police is one of the contributing factors in
the proliferation of these crimes.

The support and cooperation of all sectors for a well-coordinated and holistic
crime strategy must be adopted to protect the citizenry.

2. Purpose:

This Action Plan prescribes the guidelines of Bacoor PNP to effectively


sustain the effort on crime prevention and anti-illegal drugs campaign within
AOR thru “OPLAN SBR” (Strike Barangay Ronda) Program utilizing support
of Barangay Tanods in the conduct of patrol operations and anti-criminality
campaign.

3. Mission:

Bacoor City Police Station in coordination with the Bacoor LGU and 73
Barangays will organize Strike Barangay Ronda Team for the conduct of
police interventions, patrol operations and community engagement to
increase police-barangay presence on places of convergence, and prevent
commission of a crime.
4. Execution

Concept of Operation:

Bacoor CPS in coordination with Bacoor LGUs, and barangays shall conduct
the following anti-crime operations:

 Increase visibility in all places of convergence, financial, and


commercial areas as well as in learning institutions;
 Continuous conduct of Oplan Galugad, Oplan Sita, Oplan Tomahawk
Oplan Street Hawk, Oplan Karpintero and Oplan Solignum;
 Enforcement of Health Protocols;
 Conduct police-barangay patrol on crime hotspot; and
 Conduct information operation activities.

5. Tasking

DCOP
 Designated as the Over-all supervisor of this Plan;
 Assist the COP in the implementation of this Plan; and
 Perform other tasks as directed.

PCAD Section
 Conduct training/seminar to the Barangay Tanods under Oplan
SBR;
 Perform other tasks as directed.

Operation Section
 Responsible for the deployment, re-deployment and mobilization
of augment tandos;
 Formulation & operationalization of this Action Plan;
 Ensure that all personnel on duty are in their respective
posts/places of deployment;
 Perform other tasks as directed.

Intelligence Section
 Provide timely intelligence to the operating personnel;
 Conduct background check to SBR personnel;
 Perform other tasks as directed.

Admin/HRDD Section
 Issuance of letter of commendations and rewards to deserving
personnel to boost their morale and unit participation;
 Perform other tasks as directed.
Finance Section
 Provide financial support to the operating personnel;
 Perform other task as directed

Logistic Section
 Provide logistical support to the operating personnel
 Perform other task as directed.

6. Coordinating Instructions:

a. Respect for human rights is paramount & must be observed


under all circumstances at all times;

b. Adherence to the rule of law is required;

c. Lateral coordination is highly encouraged.

7. Effectivity

This action plan shall take effect upon approval.
