Guidelines

Before Arriving in Italy


1. If your university is asking something official from you which is not present in this file
then you should directly reply to that email and ask them to guide you. Most of the
time, the process changes slightly from university to university. Your university can
guide you much better than anyone here.
2. If you are single and applying for a student visa then just follow the visa checklist
and DoV checklist.
3. If you are married and want to take your family with you then you will have to
follow the other points additionally for a family reunion visa.
4. If you are resident of Punjab,KPK and islamabad then you will apply in islamabad
embassy and if you are from Balochistan and sindh, then karachi consulate will
handle your visa and DoV.

The Embassy will give you the visa form and dov form. You don't have to take
it with you.

5. Visa Checklist:
1) Visa form signed with date
2) 2 unedited Photographs (Passport size)
3) Copy of every passport you own (previous and current)
4) Acceptance letter from University
5) Pre-enrollment form completed with picture attached
6) Copy of English version of All attested degrees and transcripts

11) Original FRC issued by Nadra (get attested by Mofa if possible but not
required) + Photocopy

For Karachi Consulate:


The applying procedure for a visa from the Karachi consulate is slightly different from the
Islamabad Embassy. For the Islamabad Embassy, the visa appointment is made just by
writing an email to the Embassy, whereas the Karachi consulate accepts visa applications
through Gerry's (3rd party). The individuals who have completed their visa application with
the required documents can book an appointment online to visit Gerry's Karachi office.

You can apply for a student visa at Gerry’s Karachi by following the documents checklist
given below:
*NOTE: Before following the checklist, make sure all documents must be in A4 size paper,
including the NIC (ID) and Passport copy. The documents will need to be in two sets, original
and a photocopy. Please, place your documents in an order according to the checklist as it

would save you from any hassle later. Keep additional copies with you to be on the safe
side.
Visa Checklist:

1. Visa form signed with date (can be downloaded online from the Embassy website)

3. Data form (can be obtained at Gerry’s or download from here)
4. NIC copy (A4 size), front and back on a single page.
5. Travel Medical Insurance with one year validity (covering 30,000 euro + Covid19)
6. Dummy Ticket (can be obtained from any travel agent/agency)
7. Booking of an Accommodation for 3-4 weeks (Use Booking.com/Agoda). If your
university is providing it, that should be mentioned within your admission letter.
8. Covering letter / visa request letter (sumanth visa covering letter.pdf)
9. Job letter / Experience letter (not mandatory)
10. Signed Pre-enrollment letter released by the UNIVERSITALY portal
11. University letter + Admission letter + confirmation Email
12. Education Documents copy if (DOV)
13. Affidavit (if sponsor). In case you are using your own account than no need.
14. Bank statement (between 1.5 – 3 lacs) with account maintenance certificate.
15. Family registration certificate (normal one for the people who are unmarried). For
married people, use marriage one.
16. Passport copies (First four pages + last two + all visas + entry exit stamp) (A4 size)

DoV checklist

You can apply for the DOV at Gerry’s Karachi by following the documents checklist
given below. Furthermore, you will also need an appointment to apply for the DOV at
Gerry’s.

*NOTE: You can apply for the DOV prior to applying for the visa, or at the same time
with the visa application. It totally depends on your preference and also on the
availability of appointments.

If your degree is from abroad then you will have to go with either CIMEA or DoV from
the country where you got your degree. There is no other way (if you know any other
way, let us know)

GUIDELINES FOR CIMEA:

You register online. Add ALL your documents, matric, FSc, (or O, A levels) and university
degrees. Degrees AND transcripts. You also need to upload translations for the degree you
need equivalence for.
Secondary school documents are mandatory for Pakistan.

Then you add your passport and consent form ( the portal is self explanatory, you’ll
understand all of this once you log in).
Then you apply.
Issue: you can only pay through PayPal. Since Paypal isn’t in Pakistan, you would need to
use someone’s account abroad. Urgent fee is around 47K (for ONE degree), regular fee
around 27K.
Urgent takes 15 working days. Regular I guess 30 (but double check this)

You get a PDF equivalence through the block chain. or you can request a hard copy (for
additional fee). You can also request them to send to an additional email address (also, for a
nominal fee)

Check from your institute. Mostly they’ll require a certificate of comparability. Also, only for
your highest degree.

How to apply for the visa if you have CIMEA’s Statement of Comparability only?

If the university requires only the Statement of Comparability from CIMEA and there is no
requirement from the university to obtain verification of the Statement of Comparability.
Then, there is no need to obtain Verification of Statement of Comparability and spend extra
money on it. But, when you will go to the embassy to apply for the Visa, it may possible that
the Embassy will ask you to submit your documents for DOV as well (this will happen only if
the DOV requirement is mentioned on your admission letter).

The best solution to satisfy the embassy is to provide them a confirmation letter or it can be
an email mentioning that you don't require DOV as you have already provided them the
Statement of Comparability. Just after getting the statement of comparability from CIMEA,
write an email to your university and ask them to give you a confirmation letter or it can be
an email mentioning that you don't require DOV as you have provided them the Statement of
Comparability. When you will get the confirmation letter or email, you can go to the embassy,
and show your confirmation letter or email if they ask you about DOV.

Actually, in the admission letter if your university mentioned that you require DOV, then the
embassy will definitely ask you to submit your DOV documents. And the only solution to this
is to provide a confirmation statement to the embassy that there is no more requirement of
DOV from the university. Then, the embassy will not have any issue on DOV and their only
concern will be regarding the VISA application.

Getting DoV from degree country:

If your degree is from abroad(for example China) then apply for an appointment on
the website of the Italian Embassy in that country (for exampleBeijing) and authorize
anyone who will submit your documents in the embassy.
Send an email to the Italian embassy in the concerned country and they will send
you the details and requirements for DoV.

4. Bank Statement :

Call the respective branch of your bank or visit them. They would ask you to
fill a form and you can get your statement and letter on the same day. You should
remember that any transaction made today would appear in your bank statement
after 2 days. So if you want to show a transaction you made on monday you should
get a bank statement on the following wednesday or thursday.

5. Documents Attestation process:


1) Get your Matric and Fsc documents attested from your respective board.
2) Submit the sealed envelope in IBCC for attestation.
3) Get your bachelors and Masters degree attested from HEC.(take an
appointment online and send documents through Tcs later)
4) Submitted the IBCC and HEC attested documents to MOFA for final
attestation and QR code.
5) Always check that your QR code is activated or not.

6. Translation Agencies and process:

Following is the list of translation agencies approved for getting translations


done. Remember each one is going to tell you a higher price first but u can get your
documents translated for a reasonable price within 8 to 10 days. Amount they would
ask for is 8k to 15k.

8. HEC degree attestation from HEC Portal

Notice: In order to prevent spread of COVID-19, HEC has currently
suspended Urgent Attestation under walk-in mode at Islamabad and Regional
Centres, Lahore, Karachi, Peshawar and Quetta w.e.f. 18th November 2020.
Therefore, all applicants are advised not to visit any HEC office for attestation.
However, applicants may apply for degree attestation through courier mode
(TCS).

IBCC Attestation Process (Online Application) for SSC/HSSC:**

1. Get your photocopies attested from the respective board(s), in sealed


envelope(s). DO NOT try to open that sealed envelope.

2. Create a profile here and apply for attestation online:

Select the appointment date and time to visit the IBCC office, print the application
form and challan, and sign them. Pay close attention to the instructions given on
the web portal and the checklist provided on the printed application form.

PREPARE YOUR SET OF DOCUMENTS ACCORDING TO THE CHECKLIST.

(If not applying online, you can also apply using the application form available in
pdf format on the IBCC website. For that, download the pdf form, print, fill, and
submit after paying the fees).

3. Visit the NBP branch in G-10 and pay the fee as per challan (including bank
charges).

4. Visit IBCC and go directly to 'Submission Window' on or a little before your


appointment time (No need for the token or anything).

5. Submit your documents and receive back the challan’s Student Copy as a
receipt.

6. Collect your documents from the ‘Delivery Window’ on the next day. You’ll
need to produce the challan copy mentioned in step 5.

If you submit the documents in the earlier half of the day, you may also collect
them back on the same day in the evening (4 pm) (but please confirm from the
officials there).

Attestation Fee (as of November 2021):

Each original document - PKR 800

Each Photocopy: PKR - 400

(The fees mentioned on the website --400 and 200-- are incorrect)

Also, the photocopies will not be attested unless the originals are also/already
attested.

You can also submit/collect documents of a blood relative/spouse. If so desired,


please ensure that you have been nominated as the Authorized Person in the
application form. (you'll need to attach attested photocopies of CNICs of both the
applicant and the authorized person).

8. FRC Process:
Go to Nadra office with your Original ID card. Get a token and they would let
you know of the complete process. It's a one day process and you would be required
to pay a fee in a bank.

9. Family Reunion Visa (Family Reunion in italy (1) (1).pptx)


In Italy there are strict immigration rules concerning family joining.

The official procedure is to ask for a family reunion (in Italian this procedure is
named “ricongiungimento familiare”); it can only be carried out when one family
member is already in Italy and will remain for a long stay, at least with a residence
permit of at least1 year.

First, the person who has to come to Italy for a job, study, or research has to arrive
alone, with his/her own visa and obtain his/her own residence permit, and then
he/she can apply for the Nulla Osta for ricongiungimento familiare to the Sportello
Unico per l’Immigrazione (the institution in charge).

Documents needed

- Marriage certificate: translated and legalized by the Italian Embassy/Consulate;
birth certificate for each son/daughter (who requires the ricongiungimento: attesting
the relationship between the son/daughter and both parents): also translated and
legalized. These documents must be shown to the Italian Embassy/Consulate where
the family will apply for the Visa.

- Copy of the lease (the rental contract has to be registered at Agenzia delle
Entrate).

- Certificato di idoneità abitativa(certificate attesting that the flat you will share with
your family is suitable): granted by a qualified technician (complying with the
minimum standards provided for by the regional law for public housing apartments);
subsequently you will have to bring the above-mentioned certificate to the Ufficio del
Comune (Your concern commune)

After about 7 days the Ufficio del Comune issues the certificate of adequate housing.
The opening times for collecting the adequate housing certificate is indicated on the
receipt issued by the “Ufficio Stranieri” when you submit the documentation.

- Certificate demonstrating the availability of a legally earned minimum annual


income. The revenue has to amount to no less than the annual amount of the social
allowance plus half of it for each family member that applies for ricongiungimento
familiare. For the joining of two or more children under 14 years of age or of two or
more family members: the income will have to amount to at least twice as much as
the annual amount of the social allowance.

- Certificato di residenza/“certificate of residence” (it takes approximately 45 days;


please apply at the Anagrafe Office of your area.
to summarize the above require documents as follows;
• Contratto di casa
• Carta di identità di proprietario,
• Accertamento di idoneità alloggiativa,
• Mod. S1 - consenso proprietario alloggio per minori,
• Consenso proprietario alloggio in merito all'approvazione dei familiari
nell'appartamento.

• La superficie minima richiesta per i genitori e una famiglia di bambini è di 45
metri quadrati

Once you have all the above-mentioned documents you can go to the “Prefettura”
(Sportello Unico per l’Immigrazione” and start the process to obtain a “Nulla Osta”,
which can be obtained within 3 months. (But due to the Current situation of Covid it
may take a year as I have applied a year before)

Then Nulla Osta would be forwarded to the Italian embassy in Pakistan, where your
family could apply for the visa to come to Italy. The visa process can take again up to
5-6 months.
10. Late Entry Birth Certificate:
The legal process of late entry birth certificate is:

1. The request on Union council form will be initiated by your parents


2. Two affidavits will be required by your colleague or relatives who will confirm your
date of birth etc. . .
3. Union council will refer your case to Deputy Director Local government who will
make the file and will refer you to the hospital for medical examination
4. The medical board will examine you and will give it report,
5. Hospital will give you the time of Body X-rays and will also refer to the dental
hospital for dental x-rays.
6. After this process is done the medical board will compile report and will send it
back to Deputy Director local government, they will finally refer back to the same
Union council for the birth certificate,

Although this all process looks bit simple but actually it’s not, because everyone
knows the status of Our Gov. hospitals and offices,
Medical examination board is available once in a week, same as x-rays and dental x-
rays have alternate days in a week, so if a day is missed ultimately a week will be
added in your timeline,
You will purely have the feel of a backward system of Pakistan where you will be
treated like a shuttlecock and will be visited from one department to other from one
room to other, Sometimes the Dr. is not available some time you will have to make
the copies of your file after every process,

Any ways one can just wish luck for all this process,
Once you get the new certificate, thank Allah and get it.

This whole process is compulsory due to Bye-Lays of the Punjab Government for the
Late entry birth certificate,

Lawyer will also visit Union Council to verify Certificate, He will also visit Local
government office to check if they have your referral file then he will also visit the
Hospital to check if the file in Hospital has your X-rays in the record.

11. Why you need and how to activate International Roaming services on your
mobile SIM card

International Roaming Service allows users to use their SIM Card while traveling
outside Pakistan. International roaming is of great help for students when they reach
Italy.

There will be some great problems to face if you have not activated the roaming on
your personal SIM card from Pakistan.

Some problems that you may face without a roaming service in Italy:

● Email websites (e.g Gmail, yahoo, live) and social websites (e.g Facebook,
twitter and IG) are very secure websites, these sites require you to add a
security code, sent on your mobile number when you log-in from a new
location or new device. Generally, everyone uses personal accounts linked
with his mobile number in Pakistan. Now, you can imagine when you have to
open your gmail inbox in Italy to see an important email and in that
emergency situation Google sharif will be asking you to add a security code
sent on your mobile number. So, if the roaming service has been activated on
your SIM card you will receive the SMS otherwise you may be in a difficult
situation.

● To make a transaction through a bank app you will need to add "one time
password (OTP)", it would be possible to receive SMS in Italy on roaming
activated SIM from PAK and you would be able to make bank transactions.

● When you enter in Italy you definitely would need to contact someone or want
to use available WiFi on train stations. Otherwise you would have to buy an
Italian SIM card that is way too much costly on the stations. But if you have a
SIM card from Pakistan with roaming activated, you would be able to login on
WiFi at stations (it also needs a code sent on your number) and you would be
able to make WhatsApp calls or whatever you want through the internet.

● Although you can make calls and use the internet with roaming activated SIM
in Italy, but it is too costly. Your friends and family members would be able to
send you SMS in Italy on their local charges and you will be more in contact.

How to activate the international roaming before moving out of Pakistan:

*Jazz/Warid: Jazz Prepaid International Roaming can be activated by simply calling


111 Helpline. Prepaid customers can also subscribe to International Roaming by
visiting their nearest Jazz Customer Care Centre or Franchise. You can also activate
your roaming through the JAZZ app for one month.

*Ufone: Ufone Prepaid has Pre-activated International Roaming, still it is advised to
call their helpline number "333" to check status on your SIM card before moving out
of the country.

*Zong: You just need to dial *1234# to activate the International Roaming Service
from your phone or you can also request International Roaming activation by dialing
310.

*Telenor: As informed by group members, they don't provide roaming services to


prepaid SIM in italy. You will be having probably two options, either convert your
telenor SIM to postpaid or use the MNP (Mobile Number Portability) to convert on
some other mobile network in Pakistan.

For all those who are already in Italy and they want to activate roaming service on
their SIM from Pakistan, they can apply for roaming through email help of the
network provider or apply through their website or Mobile app.

You would be needed to mention your CNIC and phone number in application when
requesting through email and It will be activated in 24-48 hours.

Endnote: When you have moved out from Pakistan, incoming calls on your number
will not be free and you will be charged for incoming or outgoing calls.
Roaming options should also be kept "on/always" in your mobile setting.

12 **A guide that will help you to find a better accommodation**

First of all, the most difficult part of all is the language since nobody, and especially
landlords, who are usually older, do not speak English.
Do not sign the contract for more than one month while you are arriving
for the first time here in italy.

So, I would suggest you to contact first with messages and emails using
Google translate to help you.

place to live. Some of them (like cercoalloggio) are private which means they will ask
you to pay also one rent to them.

depends on what you prefer.

In general let me say that a room in a shared apartment costs 170-270 euro without
the bills, while a whole apartment 400-600 euro without the bills.

On the other hand, Each region has specific places to give to students for the
accommodation. For Puglia region, on the basis of a yearly Call for applications,
ADISU Puglia provides benefits and services, e.g. scholarships, total/partial tax
exemption, housing services, catering services, international mobility contribution,
regional tax for the right to study.

A: Declaration of value is a certificate provided from the Italian embassy which shows the
compatibility of your degree and education system with the Italian education system.

and the consulate is not providing DoV based on equivalence certificate issued from
HEC. What should I do?
A: You should send an email to the Italian embassy in that country. Ask them about applying
for DoV. They will guide you about documents. You will need your original degree and
transcript.
The requirement will change from country to country where the Italian embassy or consulate
is. For example, in China, the embassy will ask you to give the original master degree
translated and legalised from MOFA with verifications from CDGDC and CHESICC. While in
Thailand, you are only asked for a master degree and transcript attested from MOFA and
their legalised translation.
So send an email to the embassy, ask them for details. Book an appointment, give authority

may cost you 2-3k extra but at the end you will be paying the same in both cases.

A: scholarship includes only a monthly stipend.... that's all. no air ticket, no health insurance
( for some regions ASL accepts scholarship contribution as health coverage). No
accommodation charges (until it's an industrial project where the company can arrange it for
you). In fact in the start you people have to bear many expenses on your own e.g. resident
permit fee accomodation charges etc so bring some good amount with you. e.g. 700-1000
euro should be enough for an average city.

HEC at the Karachi consulate, in case my last degree is from abroad?

ANS: No, you can’t. The Karachi consulate provides DOV only to those who

Q2- My last degree is from abroad and the Karachi consulate isn’t
providing me DOV, so what should I do?

ANS: You should apply for the CIMEA’S statement of comparability. However,
prior to applying, make sure your host university is accepting the CIMEA”S
statement as alternative to DOV. Just simply write an email to your coordinator.

Q3- I belong to the province Sindh, but completed my last degree from the
university located in the Punjab/KPK region. Can I apply for DOV at
Karachi consulate?

ANS: YES, you can apply.

Q4- Can I somehow bypass the appointment system to visit Gerry’s, I am


trying everyday but unable to find a free slot?

ANS: No, you can’t. The guards on the main door won’t let you go inside without
an appointment. In such a situation, it is recommended to ask your host
university for assistance. Secondly, you can write an email to the consulate and
request them for an immediate appointment.

A: It's not compulsory but if you have time then do it. Just to be on the safe side. Anyways

A: Install any QR reader or just open your mobile’s camera and bring it in front of the code. It
will open the file in the browser. If there is an error about file opening, your QR code is not

mostly the password is your CNIC number.

Q) What is the procedure for cancellation of enrollment from university “A” and
getting enrolled in another university “B”.
A:
Case 1) Enrollment completed at the university and yet have not submitted the pre-
enrollment form at universitaly forum.
The right procedure is to inform your PhD administration office person, one who has been in
contact with you for other administrative stuff along with your coordinator. In general, a PhD
withdrawal form has to be submitted in case of cancellation of enrollment. This form will be
provided by the PhD office. This step may vary from university to university. After the
confirmation email from the PhD office of cancellation of enrollment, one is officially allowed
to enroll in another university.
Case 2) Enrollment completed at the university along with submission of pre-enrollment
form.
In order to apply at another university, the steps are:
Contact where you submitted your application (University A) and have your application
rejected. If the application has already been submitted to the embassy, the University must
first revoke the submission and then reject the application.
Then You can submit a new complete application at the new university (University B). There
will also be an option for submission of new pre-enrollment summary at universitaly forum.

Getting Codice Fiscale:
1. Search “Agenzia delle Entrate” with google maps. Otherwise search through google
and get their email address and send them email.

3. You will get your codice fiscale in 15 minutes.

Getting codice fiscale through Email:


1. Google the agenzia dell entrate website
2. Search for your region and then subsequently look for your city where you are going
3. You will find some official email ids
4. Download the fiscal code form
5. Fill it and Send the filled form along with your passport and study visa
6. They will send the paper form fiscal code to you
7. Normally it takes three to four hours But can also take 2 to 3 days

INPS PIN:
1. Instal INPS mobile app on your smart mobile and get appointments for PIN activation
by app (or search for an INPS office in your area and email them for your
appointment as mentioned in point 2).

2. Search for your nearest INPS office through google map (if you want to go
personally) or search with google and send them email.
3. Take your codice fiscale and passport documents with you (on the safe side take all
the original documents you have including your offer letter etc.).
4. They will give you the PIN (half on your cell number, half in printed form)
5. The PIN they gave is a temporary and only for one time use.
6. With this temporary pin go to the INPS website.
7. Login with the given PIN and fiscal code at the go to my INPS section.
8. Here once you get logged in the system will ask you to give an Italian Mobile number
elp of OTPs send to the given number and email. The system will automatically
generate the permanent PIN whicand email ID. Once verified with the hh you can
also change. The generated PIN must be stored at a safe place as it cannot be
changed again.
9. After logging in, fill in the “Gestione Separata” form on the website. Download its PDF
copy so that it is available for future reference. A copy of registration must be sent to
the university office as a proof (required by some universities such as University of
Macerata).

Getting SPID ID:


Before going to post office, book the appointment.
1. For booking appointment go to : https://www.poste.it/cerca/index.html#/
2. Select “Prenota ticket” and search your cummine name and select the post office
from map
3. There will be the details and address of the selected post office. Now click on
“prenota ticket”
4. In TIPOLOGIA TICKET“” select SPID, in “GIORNO” select the desired day, add
email, first name and last name.
5. Download your appointment ticket.

Going to Post office:

1. Go to the nearest post office and ask them for SPID ID.
2. Take your permisso and codice fiscale and other documents.
3. You will receive your SPID ID in 10-15 minutes.

ISEE

1. First book an appointment. Look for the email on ACLI or CAF and email them for
booking.
2. Go to the Patronato/ACLI or CAF office in your commune, town, or city to get this
certificate,
3. Take your passport , permesso along with you. If you have a bank account in Italy
take the bank statement of last year).
4. The ISEE would be ready in 3 4 working days and they would upload it online. If you
need the hard copy collect it after 1 week. ISEE preparation is free of cost.

Bank Account:
If you are currently in Pakistan and your university is asking you to provide bank
account details then you can open an account transferwise. TransferWise is a virtual bank
where you will have a valid account and will get a debit card.
Once you arrive here in Italy then you can consult with your university and open an account
in a nearby bank.
Applying for Permesso:
1. Go to the post office and ask for “Permesso di soggiorno” kit. They will not charge
anything at this time.
2. Fill the kit(MOD_209_Multilingue_translated.pdf) and buy a ticket “Marca da bollo”
from any tobacco shop. It will cost 16 euros.
3. Go back to the post office and submit the kit. It will cost around 100 euros.
4. They will give you an appointment of immigration office.
5. Go to immigration office and they will probably give you fingerprints appointment
date(in my case, they didn't gave me at that time and later sent me the message)
6. When your permit will get ready, you will receive the SMS.
7. Go to immigration office and collect your Residence permit.

Getting residenza:

1. First of all, get a house contract. Your landlord will get it attested from concerned
offices.
2. Once you get the contract, go to anagrafe/comune office and ask for residenza form.
3. Fill that form and submit it at the same office.
4. They will give you back the one page.
5. After a few days, you will receive the certificate of your official address in italy.
Remember that police will come to your given address to verify.

Online residenza application process:


The actual process is as given in the above section (Getting residenza) where you
have to visit the commune office personally. However, I have applied online by providing the
following details via email in Genova Italy on December 08, 2020. If anyone tries to follow
this procedure, he/she should be required to use his/her city commune email ID.

Documents required to submit via email:

You have to send the documents mentioned below on the given email address at the last
page (5) of the residenza form. Email of each commune would be different. It would be nice
if you could write an explanatory email in Italian. You can write an email in English and then
translate to Italian.
