Base Metal Processing Plants Concept Note

1.0 Introduction
Zimbabwe enacted SI5/2023 which bars exporting of raw base
metals.Zimbabwe has been losing a lot of money through exporting
raw base metals.The processing of base metals shall see Zimbabwe
mining revenue increase and contributing to the economic
development of the nation.Zimbabwean government should roll out
its own processing plants or have shares in them to ensure that the
nation benefits as not partaking in the process will lead to sabotage
as private players should not have total control of the nation's
strategic reserves.
2.0 Implementation Plan
Zimbabwean government should set up community processing plants
to serve the locals who don't have the capacity to do so but own
mines.The miners will be charged a nominal fee or they will sell the
ores to the processing plants.The plant will then sell the processed
concentrates to the final buyers or engage MMCZ to do so on the
behalf of the nation thus increasing mineral receipts.For minerals like
Lithium the government can set up Lithium Carbonate plants to
position the nation well in the soon to be booming EV sector. The
government through owning or being part of the base metal

processing plants will be able to monitor and control the activities of
the mining sector and able to unlock value and proceeds from these
entities will be used to finance social services and infrastructural
projects that the government is not able to do due to lack of
funds.The strategic minerals processing requires government
participation directly or through setting up a special purpose
investment vehicle to undertake such processes to ensure maximum
profits and mitigation of pilferage which is the norm currently.
3.0 Benefits
The setting up of base metal processing plants and government
owning some of them by either partnerships or through special
purpose investment vehicles will ensure control of the resources.The
setting up of community processing plants in areas where the
minerals are extracted will ensure job creation for the community.The
government will have a say in how the minerals are processed and
possibly sold thus able to realise true value for money of these base
metals.The participation of government in the processing of strategic
minerals like Copper,Nickel.and Lithium will help in the accountability
of minerals receipts.The policy of having part of the royalties paid as
minerals will be easy to implement through participation of the
government in the processing thus able to predict estimates from
entities with similar plants.The importance of setting up such plants
will consolidate education 5.0 as our students and tertiary institutions
will be able to use these facilities for innovation and research
purposes thus unlocking more potential that our mineral wealth is
endowed with.The government participation in value addition process
will ensure proper policing of the sector as the mining area is science
