1. Pursuant to the provisions of Republic Act (RA) No. 9184 otherwise known as
Government Procurement Reform Act and its Revised Implementing Rules and
Regulations and related COA Circulars, this Office announces the conduct of the
Seminar-Workshop on Consolidation of Procurement, Posting to PhilGEPS of
Government Procurement Opportunities and Procedure on Opening of Bids to ensure
transparency and compliance to requirements of government procurement on the
dates provided below.

2. Each school is entitled to send the following:


a) School Head;
b) School BAC Chair and 1 BAC Secretariat member; and
c) Liquidator (Central ADAS / AO II/ Senior Bookkeeper)

3. The Program Management Team shall be composed of the following:


a. Consolidation of Procurement Accountant
b. Posting to Philgeps Division BAC Secretariat
c. Procedure on Opening of Bids Division BAC TWG
to Notice of Award
d. Documentary Requirements Accountant

e. Liquidation Accountant

4. Enclosures 1 and 2 present the list of Technical Working Group and Program
Matrix for your information and reference. The output of the activity shall include
but shall not be limited to the consolidation of procurement of office supplies and
related items for the months of November and December and shall be the launchpad
for same practice for Fiscal Year 2024 on a quarterly basis.

5. The participants are advised to bring laptop, printer and extension cord as
well as Purchase Request Forms.

6. Participants shall be entitled to DTE pursuant to Executive Order 77.


Expenses of school participants shall be charged against school MOOE subject to
funds availability. This live-in activity shall be held at GEMS Hotel in Antipolo City.
This serves as Authority to Travel for all participants. It is expected that strict
adherence to health and safety protocols shall be observed.

7. The School Head, in the exercise of his/her sound discretion in consideration


of equally important factors, may not attend or send participants in this activity.
Provided, however, that they shall be able to comply with the expected procurement
requirements expected of the activity and shall adhere to set guidelines on the
management of school funds for November 2023 onwards.

8. Participants scheduled on a Saturday and or Sunday shall be given service


credits as per DepEd Order No. 53, s. 2003, titled Updated Guidelines on Grant of
Vacation Service Credits to the Teachers for teacher-participants and overtime pay
pursuant to Department of Budget and Management and Civil Service Joint Circular
No. 2, s. 2015 on the Policies and Guidelines on Overtime Services and Overtime Pay
for Government Employees for non-teaching personnel-participants.
