Appendix A10 - SUB CONTRACTORS AND SUBCONTRACTING PLAN 1.

The tenderer shall submit a comprehensive sub-contracting plan covering the services required
for this project. This plan shall detail the structure and range of the subject works that would be
subcontracted and include a brief description of the scope of work for each proposed sub-
contract. Tenderer shall also provide an estimate, expressed as a percentage of the total works,
to be sub-contracted. 2. Tenderer shall provide details of how it intends to develop local
contractor capabilities. 3. Tenderer shall identify whom within its organisation, or within the JV
organisation, has single point responsibility for the contracting process. 4. Tenderer shall
provide a description of the functional contract / commercial organisations proposed to cover
all pre-award activities and post award administration of subcontracts at all proposed
worksites. Individual roles, responsibilities and reporting relationships shall be explained, and
the description shall include details of how the contracts and commercial organisation will
support the project organization. It shall also address co-ordination and liaison with the other
sections / departments which have an input into the contracting process, i.e. engineering,
procurement, construction, planning, cost, QA/QC, and safety. 5. Tenderer shall provide a copy
of its “Code of Business Ethics” or similar document used by Tenderer to control activities
within its contract’s organisation. 6. Tenderer shall review NewcrossEP’s approved sub-
contractor list for this scope of work. Where no approved sub-contractors are documented for
any scope of work, Tenderer shall nominate additional sub-contractors for NewcrossEP’s
consideration and possible approval. such nominations shall be accompanied by the following
supporting evidence: • Details of sub-contracts previous experience in executing the identified
scope of work. 7. Tenderer shall provide a full description of the process it utilises for the
selection and management of sub-contractors including local Content subcontractors. As a
minimum, the following topics shall be addressed: - • Initial sub-contractor identification; • Pre-
qualification process; • Screening criteria used in the pre-qualification of potential sub-
contractors. • Sub-contractor performance measurement; • Sub-contractor post contract
evaluation and feedback. 9. Tenderer shall provide details of its systems and procedures for
formulating and awarding subcontracts. The following subject areas shall be covered as a

Invitation to Tender (ITT) document; typical tender evaluation and negotiation criteria; •
Subcontract finalisation and approval to award; • Business practices, monitoring / compliance /
verification; • Sample (standard) terms and conditions for subcontracts. 10. Tenderer shall
submit details of its procedures for contracts management, which shall include the following
activities: - • Approval of work for cost, schedule and quality; • Progress measurement; • Cost
control; • Schedule control; • Change Control; • Administration of changes; • Claims
processing; • Industrial relations; • Safety; • Completion and close out; • Monitoring of Local
Content; • Management of schedule slippage. 11. Tenderer shall provide a copy of its standard
contract forms.
