2722923 - Workflow definition parameters ignored at runtime

Symptom
The parameters "Maximum subworkflow level" and "Maximum node number" which you can define within the header
section of a workflow definition are not used at runtime.

Please implement the attached correction instructions. The correction ensures that workflow instances whcih will be started
after the implementation use the defined values.
