Title Proposal:
THE EFFECTIVENESS OF POLICE VISIBILITY AND
SURVEILLANCE STRATEGIES IN MUNICIPALITY OF BRAULIO E.
DUJALI

Rationale

For the last few weeks there is a multiple reports about the theft
incident in Braulio E. Dujali. Where in, different items reported stolen are
involve including backyard poultry and live stocks and the government
properties like (road barrier fence). Those terrible criminal activity are done
even if there is a implementation of police visibility conducted by PNP Dujali.

The Police Personnel of Braulio E. Dujali is still clueless in determining


the suspects of the said cases, but still the PNP are doing further investigation
to run the case and they are eager to serve justice, continue regulate the law
to keep the public in safety. The five Barangay’s and other local personnel in
Braulio E. Dujali are extending their arms to eliminate such criminal mindset
and they are doing their best as they can to ease the uncertainty of the people
in Braulio E. Dujali.

This study is aim to elaborate the effectiveness of Police Visibility and


Surveillance Strategies . The Police Visibility it is the most effective way to
reduce the crime in the particular area that is known for hot spot of criminal
activity. It gives confidence among the law abiding citizen to feel safe and
secure in their home when there is a present of police officer patrolling and
conducting checkpoint in the area. The main goal of the police visibility is to
maintain peace and order and create good relationship between the police
officer and the people, to build a trust in the community and to respond
immediately to any kind of emergency or problem that the community facing.
It gives fear and lack of confidence for the perpetrator to commit any unlawful
act , when there’s a present of a police officer roaming in a particular area
that is known for hot spot of criminal activity.

Surveillance Strategies is an act of any law enforcer to gather any


information like person identify, group, activity, places and to create a
contingency plan from incoming attack. The main goal of the Surveillance
Strategies is to build a defensive strategies for incoming attack to prevent it to
from happening . It create a baseline of any criminal activity or terrorist attack
to identify the group that is responsible for unlawful act , so the officers can
prepare, avoid and analyze the possible strategy of the incoming attack..

Objective of the Study/ Statement of the Problem:

This study aims to assess the effectiveness of police visibilty and surveillance
strategies in Municipality of Braulio E. Dujali with the connection to the
multiple crime incident in the said area.

Specifically, this sought to achieve the following objectives.

1. To assess the level of police visibility and surveillance strategies in


terms of;
1.1 Crime Prevention,
1.2 Police Public Relation,
1.3 Problems Encountered;and
1.4 Enhancement of Police Visibility.

Theory of the Study/ Theoretical Lens:

This study focuses on the effects of police visibility as a crime reduction


measure and the problems encountered as perceived by the citizens. Police
Visibility is a means of facilitating a much more accessible engagement and
intervention of the police which could enhance quality of life in general by
reducing fear and incidences of crime (Valenzuela&Tamayo, 2019).

(Dau et al., 2021) stated that they systematically review the


effectiveness of police visibility. In doing so, they investigate concepts of
police visibility and differences between reported effects. The systematic
search strategies yielded 49 studies focusing on testing the effects of police
visibility or evaluating its measurement. They find evidence that police
visibility has mostly crime reduction effects on crimes related to motor theft,
property, violence and guns. Police visibility also reduces calls for services
and improves traffic behaviour.
The police visibility in the community is a successful policing of the PNP
officials working cooperatively to identify and deal with crime and quality of life
within the neighbourhood. Police responding to citizen’s concerns relating to
crime and public safety. Implementing crime prevention initiatives, and
maintaining the quality of life was the mission of the Philippine National
Police. Thus, effective policing on police visibility within the community .
increasing the law enforcer’s effectiveness in enforcing the law. Reducing

crime and maintaining peace is a vital sign of peace and order with the
community (Barnuevo 2022).

The study suggested that the police can help ensure the public accept
and support the targeting of resources in high priority areas by engaging
them in a dialogue. Research into public expectations of policing has
previously highlighted a strong preference for a highly visible police presence.
However, when these views were explored in more detail, it was discovered
that people’s seemingly instinctive reaction to call for ‘more bobbies on the
beat’ was motivated by desire to see crime reduced (myhill 2018).

We hold that visibility is structured and discipline to favour specific


ways of seeing and showing particularly in the current digitalize
communication environment. More specifically, we hold that promotional
industries and promotional work foster a promotional regime of visibility, that
is, a way of constructing the realm of see able (Bucher,2018).
