In general, despite experiencing wide fluctuations for most of the time, the number of train
passengers witnessed a marginal overall increase. Additionally, except for the first 2 years and the
period between mid-2004 and mid-2007, the punctuality goal, which usually remained unchanged,
was either achieved or outstripped in the other years.

Commencing at 39 billion in 2000, the number of train users rose to 43 billion and then returned to
the previous level in 2003. The pattern was repeated for the next 5 years. In this period, however, the
figure peaked at around 49 billion, then declined steadily by 9 billion in 2008, followed by a rise to 45
billion.

Over time, the punctuality target was always pitched at 95%. Conversely, there were substaintial
changes in the punctuality rate. In particular, the rate climbed gradually from 92% initially to 96% in
2004. It then took only 2 years to plummet to the former level, preceding a surge to the highets point
and a plateau, both at 97%.
