City Ordinance and Resolutions relevant to Flood Control Management

A city must have ordinances and resolutions in order to provide a legal framework
that regulates many facets of daily life. Formal legislative measures passed by a city council
or other comparable governing body are known as ordinances and resolutions. The term
"flood control" describes the range of tactics and procedures used to control, lessen, and
avoid floods. Snowmelt, storm surges, excessive rainfall, or a combination of these can all
result in flooding. In places susceptible to flooding, efficient flood management is essential
for safeguarding people, assets, and infrastructure. In the past years, Muntinlupa City has
been experiencing floods and disasters in every barangay because of its low-lying areas such
as Barangay Tunasan, Alabang, and Bayanan, including those along the Laguna Lake.
Muntilupa City established ordinances and resolutions regarding flood control in the
city. Here are the following city ordinances and resolutions according to the official site of

Ordinance
 Ordinance No. 06-089 Disaster Management Ordinance of the City of
Muntinlupa.
Establishing the Ordinance No. 06-089 in order to prevent the disasters that the City
might have experienced. It is an ordinance to authorize a pre-disaster mitigation program. Its
goals are to streamline the management of disaster relief, coordinate disaster planning,
response, and recovery activities, and give the Chief Executive the authority to take
emergency measures in the event of a natural or man-made disaster, such as evacuation and
the demolition of buildings in high-risk areas. The city's disaster plan will function as a guide
that describes how to prevent disasters and how to be ready and respond to them. The plan's
main objective is to lessen the negative effects of catastrophes on the city.
Resolution
 Resolution No. 03-219 A Resolution Commending the Engineering
Department for a Job Well Done in Preventing and/or Minimizing the
Occurrence of Flooding in Flood – Prone Areas in Muntinlupa City.
This resolution is established to compliment the Engineering Department for
preventing circumstances such as flooding in the low-lying areas around Muntinlupa City.
These precautionary actions involved establishing Task Force Declogging in June 2001. This
task force comprises four groups, each consisting of six members, totaling twenty-four
personnel in the Maintenance Division. They are tasked with the cleaning and unclogging of
the drainage system. Additionally, the Task Force Declogging implemented the installation of
a "box-culvert" along the Buli – Cupang waterways, effectively preventing flooding in
various areas including Eliseo Compound, Lando’s Compound, Lovely St., Purok 6, Cupang,
Buli Interior Barangay Hall, Aron’s place, Cipriano Compound, and Pugad Baboy. The use
of "steel matting" on bridges connecting barangays also played a role in averting floods by
discouraging the indiscriminate dumping of solid wastes in those areas. Hence, it is resolved
that a resolution be established to reduce the frequency of flooding in areas prone to floods
within Muntinlupa City.
In summary, Muntinlupa City has laid the groundwork for robust flood control
management through a combination of ordinances and resolutions, highlighting the need for
comprehensive planning, proactive measures, and community engagement to safeguard lives,
assets, and infrastructure from the impacts of flooding.
