PURSUANT TO section 8 of the Statutory Instruments Act, 20 13, the Cabinet Secretaiy for Lands, Publ ic Works, Housing and Urban
Development, notifies the general public that a Regulatory Impact Statement on the proposed land-sector legislations consisting of the Survey
(A mendment) Regulations, 2023, the Land Registration (General) (A mendment) Regulations, 2023, the Land A dj udication ( A m end m ent )
Regulations, 2023, the Community Land (A mendment) Regulations, 2023, the Physical and Land Use Planning (Planning Fees) (A mendment)
Regulations, 2023, the V aluers (Forms and Fees) (A mendment) Rules, 2023, and the Land Registration (A mendment) Regulations, 2023, has been
prepared to assess the impact of the statutory instniments on the community and businesses.

The main obj ective of the proposed statutoiy instruments is to amend the existing statutory instruments that have not been updated for a long
time, especially in respect of fees and charges prescribed for various services rendered by the Government in the land secto r . So m e o f the fees
prescribed by the statutory instruments have remained unchanged for thirty years occasioning the need to balance serv ice-delivery and the cost of
providing services. The following is a summary of what the Regulations seek to provide for-

(a) to strike a balance between services rendered by the Goveni ment and the cost of the services; i-

(h) to cost services that have hitherto never been c osted ; 70

(c) to enliance service delivery by balancing serv ice and cost of service, hence affordabi lity of the Government to offer the services; |

(d) to bring equity to di fferent sei-vice seekers by bringing all the statutory instruments into harmony w i th eac h oth er ; O o

(e) to eliminate fees and charges for services hitherto provided that have become obsolete; and o
