Administrative Order No. 2014-0030, cover various aspects. Here are the key points:

1. Definition of Food: The FDA Labeling Regulations define food as any


processed substance intended for human consumption, including drinks,
beverages, chewing gum, and substances used in food preparation.
2. Product Labeling Importance: Product labeling is crucial for providing
information about the contents, shelf life, traceability, etc. The FDA strictly
regulates label contents to ensure consumers are informed before purchasing
or consuming a product.
3. Definition of Product Label: A product label is defined as displaying written,
printed, or graphic matter upon the immediate container of any article. The
same information must also be on the outer packaging.
4. Language Requirements: Information on food product labels must be in
English or Filipino, or a combination thereof. For exported products, the
language acceptable to the importing country should be used. Imported
products must include English translations on labels in a foreign language.
5. Label Accuracy and Durability: All information on the food product label must
be accurate, legible, and contained in a durable sticker. Stickers must not be
easily removable and should last for the product's shelf life.
6. Label Placement: Mandatory information should be on the principal display or
information panel, the front part of the product or packaging first seen by
consumers. Mandatory information must be visible and legible under customary
conditions of purchase and use.
7. Label Contents: The FDA Labeling Regulations mandate the inclusion of the
following minimum information on labels (Mandatory Label Information):
a. Product Name
b. Brand Name and/or Trademark
c. Complete List of Ingredients
d. Net Contents and Drained Weight
e. Name and Address of Manufacturer, Repacker, Packer, Importer, Trader,
and Distributor
f. Lot Identification
g. Storage Conditions
h. Expiry or Expiration Date
i. Food Allergen Information
j. Direction/Instruction(s) for Use
k. Nutrition Facts/Nutrition Information/Nutritive Value
8. Specific Rules for Alcoholic Beverages: Alcohol content must be indicated
on the label. Additional information required by food standards or FDA
regulations, necessary for safety, should also be included.
9. Rules for Displaying Manufacturer Information: The name and address of
the manufacturer, repacker, packer, importer, trader, or distributor must be
indicated. For locally manufactured products, the corporate head office address
suffices, provided there's a code to identify the processing plant. If not
manufactured by the entity on the label, it must be qualified as "Manufactured
for" or "Packed for." For imported products, the complete name and address of
the importer and the country of origin should be declared.
10. Country of Origin for Processed Foods: If processing occurs in a second
country that changes the food's nature, that second country is considered the
country of origin for labeling purposes.
