Company Background
BioHuman is a leading Fortune 500 pharmaceutical company that specializes in
the development of innovative medicines, treatments, and products for patients
worldwide. We strive to provide the highest quality of care in a safe and secure
environment.

Project Overview
BioHuman is a Fortune 500 pharmaceutical company located in San Diego, CA
that is in need of an experienced and proficient vendor who can develop and deliver a
Cyber Awareness Training program. This training program will be used to educate in-
house personnel and any clients that use the company’s systems/applications (Fung,
2020). The training needs to be in the form of a software application that is deployable
to remote users and clients. The project will have a 60 day selection process and once
the contract is awarded, the vendor will have six months to complete. There will also
be a required kick-off meeting that the vendor must hold with the BioHuman team
within 10 days of the contract award.
BioHuman is looking for a vendor who is reliable and has experience in developing
and delivering a Cyber Awareness Training program. Vendors that are interested in
bidding should have a comprehensive understanding of the project and be able to
provide a detailed plan for the entire process. A successful vendor should be able to
implement the project within the timeline provided and be able to provide ongoing
support as needed.

Project Goals
1. To create a comprehensive Cyber Awareness Training Program that is suitable for
both in-house personnel and clients that use the company’s systems/applications.
2. To find a reliable vendor who is knowledgeable and experienced in developing and
delivering a cyber awareness training program.
3. To have the training program delivered within the six-month timeline provided,
with a required kick-off meeting held with the BioHuman team within 10 days of the
contract award.

To reach these goals, BioHuman is now accepting bids in response to this Request for
Proposal.

Scope of Work
The scope of this project is to create a comprehensive Cyber Awareness
Training Program that is suitable for both in-house personnel and clients that use the
company’s systems/applications. The program must be delivered in the form of a
software application that is deployable to remote users and clients. The vendor is
expected to work with the BioHuman team to develop the program, and ensure that
the program is delivered within the six-month timeline provided. The vendor must
also be available to provide ongoing technical support and assistance as needed.
The vendor is expected to provide the following deliverables:
• A comprehensive Cyber Awareness Training Program
• A software application that is deployable to remote users and clients
• A kick-off meeting with the BioHuman team within 10 days of the contract award
• Ongoing technical support and assistance as needed
• A detailed plan for the entire process
• A timeline for the project completion
The vendor is expected to adhere to the following requirements:
• Meeting all deadlines and timelines
• Adhering to all legal and ethical standards
• Utilizing secure data storage
• Utilizing secure data transfer protocols
• Ensuring all data is encrypted according to industry standards
• Maintaining a safe and secure environment for the training program
• Responding to any technical issues in a timely manner

Target Deliverable Schedule


The target deliverable schedule for this project is as follows:
• Kick-off meeting with BioHuman team within 10 days of contract award

• Program development and review period of 30 days

• Program testing and implementation period of 15 days

• Program deployment and delivery of 15 days

• Ongoing technical support and maintenance for the duration of the contract.

Existing Roadblocks Or Technical Issues


This project is subject to certain time, resources, and other constraints. These include:

• Adherence to all legal and ethical standards

• A limited staff and resources at BioHuman

• Remote delivery of the training program

• Limited budget for the project

• Limited timeframe for the project.

The BioHuman team has limited resources and is dealing with custom coding
and an outdated platform. This must be taken into consideration when submitting a
proposal for the project. The vendor must be able to work within the constraints of the
limited staff, resources, and budget and be able to provide a plan that is feasible and
cost-effective. The vendor must also be able to provide a timeline for the project that
is realistic and achievable. Additionally, the vendor must be able to provide the
necessary technical support and maintenance for the duration of the contract. By
explaining these up front, potential vendors will know exactly what they’re getting
into. You’ll weed out contractors who can’t handle the task due to those constraints,
but you’ll also connect with companies that know how to work around these common
issues with skill and finesse.

Budget Constraints
The budget for this project is limited and will vary depending on the proposal
submitted. The BioHuman team is expecting a cost-effective and realistic plan that fits
within the given budget constraints. Vendors should take into consideration any
additional expenses that may arise during the course of the project (Belizón & Kieran,
2022). Budget constraints need to be included in the RFP. The budget allocated for
this project is $50,000. This budget includes all costs associated with the project
including, but not limited to, vendor fees, software development, travel expenses, etc.
It is important to note that this budget is not flexible, and any proposal that exceeds
this amount will not be considered.

Evaluation Metrics
BioHuma company will evaluate bidders and proposals based on the following
criteria:

Previous experience/past performance history.

● Samples and/or case studies from previous projects.


● Projected costs.
● Experience and technical expertise.
● Responsiveness and answers to questions in the next section.

Questions Bidders Must Answer To Be Considered


1. What experience do you have developing and delivering a Cyber Awareness
Training Program?

2. How do you plan to ensure the project is delivered within the timeline provided and
what additional resources will you need?

3. What measures do you have in place to ensure secure data storage and data transfer
protocols?

Submission Requirements

● Only bidders who meet all 5 metrics in the evaluation section should submit a
proposal.
● Proposals must be sent in by [14/12/2022]. Bidders who are interested in
submitting a proposal should inform [BioHuman +
BioHumanteam@gmail.com] no later than [ 15/12/2022 ].
● Include samples and references with your proposal.
● Proposals should not be more than 5 pages. Failure to comply to this guideline
will result in an automatic rejection.
● A proposed schedule must also be included and clearly expressed.

What We’re Looking For in Potential Vendors


The BioHuman team is looking for a reliable vendor who is knowledgeable and
experienced in developing and delivering a cyber-awareness training program. The
vendor should have a comprehensive understanding of the project, be able to provide
a detailed plan for the entire process, and be able to implement the project within the
timeline provided. The vendor should also be able to provide ongoing technical
support and assistance as needed. In addition, the vendor should have a professional
and communicative work ethic, and be able to work within the constraints of the
limited staff, resources, and budget (Belizón & Kieran, 2022). .
