Spinal cord simulators not regulated

Medical implants including spinal cord simulators used for pain
management are classified as medical devices and fall within the scope
of products regulated by Botswana Medicines Regulatory Authority
(BOMRA).However, due to lack of capacity at BOMRA, the authority
has not yet initiated the full registration of medical devices. Minister
of Health, Dr Edwin Dikoloti explained to Parliament that due to
capacity limitations BOMRA has since inception in December 2018
prioritised its focus on development of structures and process.“This
is in part due to limitations in the law which is currently under review
and once the legislative frameworks permit, all medical devices
used in the country will have full regulatory coverage for effective
oversight,” he said. Dr Dikoloti said since the spinal cord simulator
was not registered with BOMRA, its quality, efficacy and safety had
not been fully established.“In the meantime, BOMRA has completed
the process of listing medical devices that have been in Botswana
which will ultimately lead to registration,” he explained. He, however,
said the authority listed all devices used in the country and have been
published on BOMRA website, and that al the listed medical devices
were subjected to regulatory processes such as vigilance, quality and
safety reporting, post market surveillance as well as export and import
controls. Dr Dikoloti also explained that spinal cord simulators were
used in the management of chronic pain and could treat a wide range
of pain types from different conditions. He said the device could
also be used to treat pain that had not responded to other types of
treatments.“There are several types of these devices depending on the
manufacturer but the mode of action is generally the same as each
simulator uses electrodes to send electrical impulses where the pain

has learnt that the contractor
who was engaged in the P291
million water connection
project in Tswapong South
has received 23 requests
for Corporate Social
Responsibility (CSR) projects
from villages in the area.
Minister of Lands and
Water Affairs, Dr Kefentse
Mzwinila said the CSR
projects requests included
two from churches being
monetary assistance and
roofing of a church building.
He said 10 proposals were
from the Village Development
Committees being monetary
assistance, excavation of
rubbish pits at primary and
secondary schools, repairs on
cemetery road, excavation of
a dam, mini bus for a football
team, sports equipment,
fencing of cemetery sites,
demolishing of old structures,
fencing of football grounds,
construction of a culvert
at a river crossing, roofing
materials for conference hall
and relocation of borehole
pipes.
Dr Mzwinila said
government institutions
made seven requests being
construction of stone wall
around Pilikwe kgotla and
backfill of existing burrow pit
within the village, levelling of
Sefhare kgotla area including
drainage and covered
parking area, porta cabin,
photocopying machines and
debushing at Sefhare Primary
Hospital.
Minister Mzwinila added
that a farmers’ syndicate
based in Moshopha requested
for excavation of a dam.
Additionally, Dr Mzwinila
said Itekeng Disability
Association requested for
debushing of access road to
the site and clearing of football
grounds as well as monetary
contribution towards building
of a community-based
rehabilitation centre.
Dr Mzwinila said CSR was
not legislated in Botswana
and there were no funds set
aside by the contractor for
CSR projects.
He said no action would be
taken against the contractor
as there was no breach of any
legislation. Dr Mzwinila said
the guiding principle was
that the contractor considered
CSR proposals from the
community leadership
at its own discretion and
thereby implementing
selected projects based on its
evaluation.
However, Dr Mzwinila
said the contractor had made
an undertaking to engage
the leadership of the villages
within the project area to
carry out a CSR project that
would benefit the entire
region of Tswapong South.

had asked the minister to
apprise Parliament on the state
of CSR in respect of the P291
million project of connecting
water to Tswapong South
Villages from Mahalapye
Phase II Water Supply Project.
He also wanted to know
the number of requests for
CSR projects received by the
contractor from Tswapong
South villages, the number
and types of projects approved
and what would be done to
remedy the situation to ensure
compliance with existing

the Minister of Lands and Water
Affairs Dr Kefentse Mzwinila.
He informed Parliament that
since the Water Sector Reforms,
no machines or rigs were
available to service the general
public.
“The only rig that is left
with the department is meant
to service the government
boreholes while the provision of
services for farmers is conducted
by the private sector,” he said.
He said subsequent to the
2008 Water Sector Reforms,
his ministry through the then
Department of Water Affairs
currently Department of Water
and Sanitation downsized the
function of borehole cleaning
and fishing and remained with
one percussion cleaning and
fishing rig and one pump test
unit to service all government
departments.
“Five rigs were transferred
to Water Utilities Corporation
(WUC) to carryout the function
of borehole cleaning and fishing
for water supply boreholes.
There are no similar machines
or rigs at the WUC.
However, the corporation
operates newer technology
rotary air wigs for rehabilitation
of their water supply boreholes,”
he said.
As part of the government
drive to jump-start the economy
pressured by the widening
budget deficits caused by large
expenditures against dwindling
revenues, Dr Mzwinila said
his ministry revised and
implemented the use charge
service fees from P4 362 to P11
000 beginning September 2020.

traditional borehole spacing
rule that water points should
be 6km apart had become the
most effective management
tool in communal rangelands.

David Tshere had asked Dr
Mzwinila to appraise the house
on the Department of Borehole
Cleaning and Fishing under
Water Affairs which used to
assist farmers with borehole
cleaning services.
He also asked the minister
to state number of machines or
rigs in the department to service
Batswana, number of similar
machines or wigs with WUC
and why the cost of such services
was increased from P2 000 to
P10 000.
The minister was also to state
whether the ministry had
experienced a decline in people
asking for borehole cleaning
services and to consider reducing
the distance between boreholes
from six to lesser kilometres to
ensure more boreholes in one

local supplies while the

long-term solution to the

400,000 metric tonnes of

annum for both the summer

MP commends church for nation building

The Government of Botswana, in collaboration with the Botswana Power Corporation
(BPC), is currently in the process of implementing Phase 2 of the North-West
Transmission Grid Connection Project. This phase involves the construction of high-
voltage overhead transmission power lines and substations connecting from the
Phokoje substation near Selibe-Phikwe to Kazungula, passing through Dukwi and
Pandamatenga Villages.
This public notice is issued in compliance with the Tribal Land Act of 2018 and the
Tribal Land Regulations, which set forth requirements for land acquisition for projects
of national interest. The purpose of this notice is to inform the public about the project
and the consultations for land acquisition.
As the proposed power line will traverse vast areas of land under various tribal
jurisdictions, it is anticipated that the chosen route may impact certain properties and
community interests. Therefore, this initiative is designed to identify, survey, assess,
and consult with individuals directly affected or potentially affected by the power line
route. The Botswana Power Corporation has engaged Geoflux (Pty) Ltd to undertake
these activities in collaboration with the relevant Land Authorities.

might be ways to benefit from
the integration of Artificial
Intelligence (AI) without
overshadowing human creativity
in literature.
A renowned Motswana author
and poet, Khumoetsile Magonare,
who had recently attended the
sixth African Writers Annual
Conference in Accra, Ghana
recently, said this in an interview.
While she appreciated
technology, she said she believed
that machines could never replace
human creativity.
Held under the theme; The
Impacts of Artificial Intelligence
in African Literature, she said the
conference served as a platform
for African literary minds to
come together and exchange ideas
for the betterment of African
literature.
“African writers coming
together to share ideas are what
we need as creatives to develop
and inspire our content.
Africans understand the power
of the word. Our literature can
do so much to elevate Africa as a
continent,” she said.
She further stressed the
importance of the conference
saying it served as a platform
for connecting with like-minded
individuals.
She also said the literary
landscape in Botswana continued
to grow with new authors, writers
and poets emerging daily.
She therefore called for
collaboration and marketing
efforts beyond borders.
Magonare, who started
writing when 16-years-old, said
Botswana’s rich culture served as
both inspiration and guidance for
her writing.
She said the power of Botswana
culture lies in its ability to instill
humility adding that promoting
and embracing Setswana culture
was essential if writing had to
had a meaningful impact on the
society.
She said she started writing
through participating in an essay
competition, which was organised
by Mmegi.
To her surprise, the essay was
published in the paper.
That, she said ignited her
passion for writing. She started
her writing career as a freelance
journalist for Mmegi, while she
was still at tertiary back in 2013
and she has never looked back.

1 006 projects, of which 843 are
original screenplays, while 661
are directorial debuts.
Most of the project creators
were born in the 1980s and 1990s.
The majority of works focus on
reality, but martial arts, sports,
biography, history, and military
are also among the diversified
themes at this year’s project
market.
The film project market is just
an epitome of China’s overall
film industry.
In recent years, more and more
young filmmakers are emerging
in China, and they have produced
a series of excellent domestic
films, adding fresh vitality to
China’s film landscape.
Zhang Aigong, associate
professor in the School of Film of
Xiamen University, said tyoung
filmmakers covered various
genres such as science fiction,
drama, suspense, mythology and
animation, which enriches the
offerings of the film market and
meets the diversified needs of
audiences.
Zhang added that several
phenomenon-level works from
young filmmakers that focused
on reality and value Chinese
traditional culture continued to
appear this year, which was a
good sign that fuels expectations
concerning the prospects of
Chinese films.
Five of the top 10 films on
the annual box office chart this
year are from young directors,
including sci-fi blockbuster The
Wandering Earth II and suspense
thriller Lost in the Stars.
China’s prosperous film
industry provides great
opportunities for young
filmmakers.
Since 2015, China’s film
market has experienced
significant growth, surpassing
the North American market,
which had long been the world’s
leading market, in two indicators,
namely number of moviegoers
and number of screens.
In both 2020 and 2021, China’s
box office revenue exceeded that
of the North American market,
ranking first in the world.
“This summer, total box
office, single month box office
and number of moviegoers, all
broke Chinese film industry
records, which fully proves the
vitality and potential of China’s
film market,” Zhang said.
“China’s film market is very
exciting.
We are at the best of times in
the development of China’s film
industry, which gives young
filmmakers like us courage to
write something new, interesting
and unique. We want to seize the
opportunities and make more
good domestic films,” Yang said.

KAMPALA - The Uganda Cricket
Association (UCA) has confirmed
that the national team will camp in
Zimbabwe ahead of the ICC T20 World
Cup qualifiers. Dennis Musali, the media
manager of the UCA, confirmed to the
press on Tuesday that the team will travel
to Zimbabwe on Thursday for a 10-day
camp before heading to Namibia for the
qualifiers.
“The team has prepared well and the
final team is now set to travel to Zimbabwe

South African spinners
