CHAPTER IV

MONITORING AND EVALUATION

Section 18. Training Development Monitoring


and Evaluation. Trainings and seminars, allocated
resources, aim to enhance competency of personnel in
the performance of their duties. Activities require
evaluation to measure their effectiveness in achieving
set objectives. Also, evaluations are feedback
mechanisms to improve the process of designing and
implementing training programs for jail officers.

Section 19. Training Development Process.


The training development process of the DHRD aims to
gradually improve programmed trainings and seminars
through the inclusion of personnel in the planning
process.

(a) Personnel Survey. Personnel are required


to submit at DHRD Forms X, indicating
therein basic profile, designations to present,
trainings/seminars attended, trainings/
seminars needed (based on current rank/
designation with brief justification). Forms
must be consolidated per unit and forwarded
to their respective regional offices for
compilation prior to submission to the BJMP-
NHQ through the DHRD.

(b) Training Needs Analysis. Training Needs


Analysis identifies gaps between office functions,
designations, and personnel capability.

It enables the concerned unit to strategically


give priority in the conduct of personnel
capability enhancement trainings, seminars,
and other activities and programs necessary
to fill the competency gap of their personnel.

All heads of offices and units shall


annually accomplish the Training Needs
Analysis Form of the BJMP and submit the
same to their respective regional offices for
consolidation, prior to submission to the
BJMP-NHQ through the DHRD.

(c) Training Demands and Training Needs


Evaluation. Data collected through the
personnel survey and training needs analyses
are to be evaluated to determine priority
trainings for the Bureau and for programming
and funding. The short-list of trainings and
seminars are further assessed to ensure
alignment with Bureau goals.

(d) Training Programming and Budget


Allocation. Identified trainings, through
training demands and needs evaluation
process, shall be designed by a Technical
Working Group (TWG)/ Training Committee,
purposely created for such. All trainings and
seminars shall be included in the budget
request for proper implementation in all
regions.

Likewise, necessary coordination, if


possible MOA signing, with allied agencies or

private organizations/individuals must be


considered to ensure regularity and quality of
trainings/seminars.

Section 20. Training Evaluation Process. The


Training Evaluation Process ensures that set objectives are
efficiently and effectively achieved in all HR activities, while
continuously improving the output.

Section 21. Training Review. The TWG shall


consider evaluation results in redesigning training/seminar
POI for the succeeding years.

Revisions on POI and instructors must be consistent


with the evaluation results to be justified, for the approval of
the Chief, BJMP for implementation.

Evaluation and subsequent approval shall be done


prior to the submission of budget request for the next fiscal
year.

Section 22. Personnel Development Monitoring


and Evaluation. The DHRD promotes personnel
development through strategic skills enhancement and
direct application of acquired knowledge.

(a) Attendance to Trainings/Seminars.

1. DHRD, through the Monitoring and Evaluation


Division, shall maintain a database on
personnel capabilities and trainings/seminars
attended, or lack thereof, relevant to rank and
designation.

2. Selection of participants for trainings / seminars


shall be based on the following:

i. Rank;
ii. Designation of personnel;
iii. Performance evaluation in the previous
semester; and
iv. Frequency of attendance to specialized
trainings/seminars.

3. The DHRD shall ensure that personnel receive


trainings relevant to their rank and designation
and that all are given equal opportunity to
develop and benefit from the same.

Section 23. BJMP Pool of Instructors. Personnel


skills and training profile shall be monitored and rated by
the DHRD.

Section 24. Selection of Classroom Instructors.

(a) Personnel who achieves the allowable profile


rating equivalent to his rank and expertise shall
be considered as an instructor on his/her field
of expertise (Please refer to DHRD TNA Web
Form).

(b) Identified instructors of the BJMP shall be


utilized, as necessary, upon request of
competent authorities and recommendation of
the D, DHRD and approval of C, BJMP.
