1.0 PURPOSE

This project is for a large scale Solar PV Plant to generate electricity through a
renewable energy source.

The purpose of this document is to describe and define what and how to do
the piling works

Within this document, it will be clarified:

 Scope of work and the specific material to be installed.

 Responsibility and authority to carry out the works in strict compliance with
HSE and QA/QC departments as well as legal and contractual regulations
of the Project.

 Main goal is to provide with comprehensive information on how to perform


the piling and drilling under safe and hygienic conditions

2.0 SCOPE

The scope of this document is to explain the procedure and method of Piling
works at Al Shuaibah PV Project to perform the piling works. Piling can be
performed by 3 methods that will be explained in this document.

 Direct Ramming

 Pre-drilled Ramming (if required)

 Concrete Pouring and Pile Erecting (if required)

5.0 GENERAL AND SAFETY REQUIREMENTS

 Before commencing any work, all permits shall be checked and ensured
that they are valid until completion of activity.

All works shall be referred to the approved Drawings and specifications.

 All staff and workmen shall wear Personnel Protective Equipment (PPE).

 All personnel shall be cautioned while working near live lines and other
services.

 It shall be ensured that all men working in high-level are wearing


necessary safety harness complying with the safety requirements and
following precautionary measures on safety aspects.

 All equipment’s shall be calibrated and accompanied by the competent


operators prior to commencement of any works.

6.0 RESPONSIBILITIES

Piling Works includes ramming, pre-drilled ramming and drilling and concreting
of metal profile needed for the erection of the PV Structure. Piling works team
will be the responsible for the unloading of metal posts, transportation and

distribution within the area of work, correct installation in line with the
assembly and installation manual submitted by the posts manufacturer. Piling
works will be involved in the concrete for the execution of the piling.
Responsibility will be to guarantee that the material will arrive on site in good
condition and that all quality test and inspection tests will be strictly carried in
line with standard.

6.1 Project Manager

 Authorized by the company manager to handle external relations related to


the Saudi Arabian Al Schumacher Joint Venture Photovoltaic Power
Station Project on behalf of the company, and make decisions on major
issues related to the project;

 Implement the company's quality policy and follow the overall policy, and
take full responsibility for the realization of the project quality objectives,
safety objectives, and environmental protection objectives;

 Responsible for the reasonable arrangement and appointment of


construction personnel, such as the appointment of key personnel, to
ensure that the project is completed as scheduled in accordance with the
contract requirements;

 Plan, organize, coordinate, and control the entire process of the project
according to project management methods;

 Responsible for establishing institutions suitable for the quality system,


safety system, civilized construction, etc., clarifying their responsibilities
and authorities, and supervising their effective operation.

 Authorized by the company manager to assist the project manager on


behalf of the company in handling external relations related to the Saudi
Arabian Al Schumacher Joint Venture Photovoltaic Power Station Project,
and to make decisions with the project manager on major issues of the
project;

 Assist the project manager in implementing the company's quality policy


and overall policy, and take full responsibility for the realization of the
project's quality objectives, safety objectives, and environmental protection
objectives;

 Assist the project leader in the reasonable arrangement and appointment


of construction personnel, such as the appointment of key personnel, to
ensure that the project is completed as scheduled in accordance with the
contract requirements;

 Assist the project manager in planning, organizing, coordinating, and


controlling the entire process of the project according to project
management methods;

 Assist the project manager in establishing institutions suitable for the


quality system, safety system, civilized construction, etc., clarify their
responsibilities and authorities, and supervise their effective operation.

 Responsible for preparing construction schemes and plans;

 Responsible for preparing material plans, including monthly plans and fund
use plans; Preparation of construction schedule;

 Responsible for the technical disclosure and construction process


disclosure of various sub divisional works such as civil engineering, water
and electricity, and installation, and responsible for coordinating the mutual
cooperation of the construction process overlap of civil engineering, water

engineering, water and electricity, and installation shall cooperate with


each other;

 Responsible for verifying the mobilization of materials, conducting quantity


and quality acceptance of the sub divisional works completed by the
construction team, and inspecting progress, safety, quality, on-site
management, and cost control;

 Responsible for the blanking review and verification of the entire project;

 Responsible for the certification of Party A's supervision, concealed works,


design changes, and project additions and deletions;

 To control the engineering cost of the entire project according to the


company's requirements;

 Responsible for synchronizing engineering technical data with project


progress.

6.2 Site Engineer

 Responsible for on-site supervision of the safety, quality, and progress of


self operating and subcontracting piling teams;

 Responsible for supervising the use of on-site materials and reasonably


monitoring material waste;

 Responsible for assisting in all acceptance and inspection activities of on-


site supervision;

 Responsible for strictly urging the implementation of the construction


schedule given by the Project Department;

 Responsible for supervising the actual employment of on-site personnel


and equipment, and making accurate records.

6.3 HSE Manager

 Prepares reviews and updates, the Project Health Safety & Environment
related documents.

 Manages work of Project/Dept. Safety Representatives / Committees.

 Reviews / Updates & circulates HSE information to sites.

 Advises Senior Management on all HSE matters.

 Supports & provides guidance to Site HSE Officers on all HSE matters.

 Prepares and analyses statistical safety information and provides


guidance to Management teams in order to improve safety performance of
the site.

6.4 HSE Officer:

 Prepares reviews and updates, the project Health safety & Environment
documents in coordination with the Project Manager & HSE Manager,
Manages work of Project safety Representatives / Committees.

 Oversees preparation of all HSE documentation for the project e.g. Safety
Plans, Risk assessments.

 Liaises with regulatory bodies and government bodies.

 Develops and operates accident / incident reporting system e.g. records of


accidents and accident statistics for the project.

 Conducts accident investigations, notes failure to comply with standard


procedures and legislation and recommends measures to prevent
recurrences, including changes to site procedures.

 Implements Hazard identification, through the use of appropriate checklists


available.

 Carryout a hygiene survey program as directed by the HSE manager.


Carry out routine hygiene surveys.

 Recommends safety targets for the project in association with the HSE
Manager and calculates accident frequency.

 Ensure that an adequate and safe means of access and egress is


maintained in each workplace.

 Ensure high standards of housekeeping are maintained.

 Carry out an investigation of any incident or accident and report details to

their relevant Project Manager.

 At all times confirm to verbal/written advice or instruction from the project


assigned Safety Officer or HSE Manager.

 Promotes and contributes to the development of controls for cases of


emergency for the project and ensures practice drills are carried out

 Cooperates and work in conjunction with HSE representatives and


requirements of project standards.

6.5 The QA/QC Engineer

Responsible for verification and documentary record as well as monitoring and


enforcement of the procedure to be followed. Raise RFI and implement the
internal inspections.

 Responsible for managing and actively promoting the application for


inspection of all on-site construction;

 Responsible for interfacing with the QC department of the Owner and


EPC, and submitting documents for approval.

 Responsible for the collection and consolidation of on-site data;

 The main person responsible for controlling the on-site construction


quality.

6.6 The Site Surveyor

 Execute daily survey field tasks according to the procedures of the Survey
Department.

 Perform setting-out tasks and as-built survey tasks as assigned by the


Chief Surveyor.

 Prepare survey data and sketches in the proper format for transfer/
handover of information.

 Ensure that the workers under his command fully understand the
procedures and hazards involved in the job.

6.7 All Project Members:

In addition to the specific responsibilities listed above all employees,


contractors and sub-contractors are required to:

 To be familiar with the Health and safety Policy and to co-operate in its
implementation at all times.

 To cooperate with and carry out instructions given by Managers, Site


Engineers, Safety Department and supervisors.

 To observe all safety regulations at all times.

 To take reasonable care for the safety and health of themselves, their
colleagues and anyone else who may be affected by their acts or
omissions.

 To wear appropriate protective clothing and use appropriate safety


equipment at all times as instructed.

 To report all hazards to their immediate supervisor.

 To report all accidents (whether persons are injured or not) and any
damage to their immediate supervisor.

7.0 HSE FIELD REQUIREMENTS

To ensure security directives during the execution of earth works, all activities
shall be monitored in compliance with relevant standards, codes and
procedures described in the HSE manual and project specification as
minimum as follows:

 A safety officer shall be at site during the execution of works.

 Daily tool box meetings shall be conducted as mandatory.

 Safety barricade shall be prepared wherever necessary.

 Necessary safety sign boards shall be provided as required.

 All workers shall be provided with job specific personal protective


Equipment.

 Safety flickering lights shall be provided for night-time indication.

 All equipment shall be inspected by the authority prior to start of the work.

 Working Equipment shall be equipped with amber lights, homes, safety


guards etc. as required per safety provisions.

 Weekly safety statistics reports and safety performance reports shall be


prepared and recorded.

 Ramming machine helper will lift pile with hand and place in ramming
machine head dye and will go away, operator will wait for helper to stay
away on safe distance and then start the ramming procedure, with every
machine there will be 2 helpers, one will be used to give flag signal for
safe practice.

9.0 WORK METHODOLOGY

9.1 Work Flow Chart

Piling works can be done by 3 ways, Direct Ramming, Pre-Drilled Ramming (if
required) and Concrete Poured Piling (if required).

9.2 Survey,Marking

The support posts shall be placed as determined in the corresponding Setting


Out drawings provided by the Engineering or CEEC official communications,
following the Project Design. For the setting out of the piles will be performed a
stakeout drawing correction due to tracker slope. Placing of theoretical
coordinates of all support piles in the inclined plan of the tracker.

The sub-contractor will send to EPC and Engineering Department all the
points of the surveyor and Engineering department will submit officially the pile
height and slope for confirmation prior to execution of work.

The surveyor will use a GPS to set the piles, since the tolerance established is
+-2cm (in coordinate XY) which are acceptable for this device, once the post is
set on its place (coordinates XY) the level whose tolerance is also +-2cm shall
be calculate by laser level which accuracy is more than acceptable taking into
consideration the acceptance criteria.

Piling Subcontractor Surveyor will take in account during the marking and the
setting out works that its important take also 1 meter of perimeter of the
tracker to send in .txt or excel format (all points of the tracker) to send to the
Engineering department for the calculations of the pile height, tolerances, and
slope. The progress of the setting out works will be submitted in weekly basis
with the production template provided by EPC. Piling subcontractors will notify
to EPC any anomaly or possible problem in the final height between trackers
in order to avoid big differences of height in 2 different trackers W-E with
enough advance time.

9.3 Slope Verification

The survey engineer will take northing-easting by using the GPS data and will
give the elevation for first and last pile in tracker and the pile heights will be
maintained using this data to keep the tracker pile ramming according to the
tolerance given for slope.

Slope can be verified after ramming during inspection by using the laser.

9.4 Piles Distribution

Piles are distributed using Tele-handler, workers and flagman for direct

ramming. Piles are distributed after the survey points are installed on the
marked points of piling coordinates and piles are then distributed on ground as
per sections and color coding of piles

Pile distribution is very important, the dedicated pile distribution supervisor will
ensure to distribute the certain type of piles (C,H,I) to be distributed at correct
location for each zone. Flag man will be deputed with every machine to carry
out safe work practice.

9.5 Roping

Roping is done after pile distribution from north to south for pile alignment and
to check the depth of pile in ground after putting marked line on pile with a
marker. Roping will done to align the pile from pile A of one tracker to the pile
A of next tracker below. The height of rope from ground will be kept 200-
300mm and the rebar rod offset from piles will be 150- 300 mm.

For roping the steel rod will be used to put the Fish Wire rope (1mm) thick and
there will be 3 steel rods for each tracker, start end and middle of tracker to
avoid any sag in fish wire.

Steel rebar will be protected by putting yellow colored rebar cap on top of steel
for visibility and safety purposes.

roping will be used to kept the piles aligned, for maintaining the height of piles
and to check the north/south twist of piles.

Safety tape will also be installed in middle of fish wire rope after pile ramming
to increase the visibility and avoid any slip or trip from wire.

Roping will intact in place until the inspection with owner is completed.

9.6 Machine In Position

Ramming machines are placed in position before start the ramming in


between the survey points where piles are distributed. Placing the machine in
right orientation and maintaining the level of machine booms is important for
pile ramming to be successful and aligned.

9.7 Direct Ramming

The ramming process must ensure to comply with the dimensions required for
the pile regarding especially for depth (pile design), and ramming machine
hammer heads will be designed as per pile designs and will be ensured there
is no play inside that can damage pile top surface. If any of those parameters
are not properly addressed, final result will not be as designed. To accomplish
with those parameters.Ramming machine must be driven by specialized
operators, if possible, with previous experience in solar projects.

The operator should always monitor the impact force of the pile, the versatility

of the steel pile and the diving depth of the pile; When the steel pile is driven
up to the design elevation, the operator needs to adjust the impact power of
the pile driver, and slowly impact until it reaches the design embedding
elevation. In the process, a helper is required to assist the operator to
complete it together. Avoid steel pile ramming depth exceeding design depth.

Erect the post to be installed manually and move pile driver to correct position.
Operate pile driver inserting the post into ground until to the designed
elevation. If there is any play in pile hammer head during ramming the pile
head die installed in machine will be immediately replaced in order to avoid
any damages in pile top surface.

When start driving pile, each pile shall be continuously pressed and
continuously checked by digital spirit level meter the alignment of pile into the
ground until reaching design depth. By using the digital spirit level, the
supervisor will be able to ensure that he is installing the pile within the height
tolerance values mentioned in the installation manual.

9.8 Ramming Sequence

The post ramming sequence will be A to A, roping will be done for each
tracker and reference will be from first pile of one tracker and first pile of the
next tracker below.

Ramming machine operator will ram the piles from north to south of one
tracker and then will move to south to north of next tracker.

9.10 Pre-Drilled Ramming (If Required)

This option will be used in case soil formation is hard to drive and steel pile
can't be driven into the ground any more and doesn't reach the design depth
and ramming time exceed 3-6 minutes. If the operation continues then post
head may damage or machines will break down.

In such a case the pre-drilling option will be used and if any steel pile is
deformed or damaged due to hard soil and failed ramming then this pile will be
pulled out and if the pile head is fixable then it will be fixed using special
rectification tool and will be galvanized using approved galvanization paint
otherwise this pile will be placed in damaged piles area. Once pre-drilling is
completed the diameter of the hole will be less than the dimension of post, the
hole will be back filled again with the soil removed during drilling and then
ramming of the post will be done as per design depths continually executing
the post installation work.

Pre-drilling is required in hard areas and depends where the designer assign
the areas for pre-drilling, the hole is drilled using drilling machine with
compressor or drilling machine with Auger to make a hole less in diameter

than the cross sectional area of the pile, after drilling the hole is back filled with
natural sand and compaction is done and the last step is to perform the
ramming according to the design depth.

9.11 Drilling – Concrete Pouring Piling Works (If Required)

The micro piling machines and trained operators will only be used for this
work. In case of hard strata machines will be provided by air compressor of 25
bar to guarantee that sand will be completely flashed from the bore hole and
that the drilling tool is cooled due to high-speed rotation. Down to hall
hammers will be used to carry the drilling in hard strata. In case of soft strata,
the machine will be provided with auger plus concentric, and water pump will
be used to guarantee the execution of the drilling. After mixing water with soil,
mud will form to protect the inner wall of the hole, preventing soil from
collapsing into the hole.Once all functions of machines are checked, these will
be placed in the area of work and each of them will operate in the same
tracker area. Boreholes will be carried strictly in line with the drawing provide
following blue and red flags placed by the survey team. Each team is
composed of two workers: one machine operator and one helper. While the
operator is driving the machine to the required location, the helper will indicate
the exact point of drilling. The bit of the drilling rig shall, hence, be placed with
its own central axis in correspondence of the flag. On completion, the operator
will place the drilling tool on the ground and vertical of the column will be
guaranteed by means of digital level. Depth of the borehole will be checked

with a tape meter or with a graduated bar (in wood or metal material). Until the
pile is located in its place, all the holes will be barricaded, with cones, warning
tape or similar in order to warn about their presence. No workers related with
the task will be permitted to stay in the work area. It will be tried as far as
possible not to change the workers in each section. In case sand is not flashed
or in case sand collapse within the boreholes a cleaning procedure need to be
put in place. Cleaning will be carried by means of air compressor. Place the
hose of air compressor inside the borehole, fix the hose on the ground and set
the pressure at 5 bar. On competition, the compressor needs to be switched
off and the hose removed from the hole. It will be tried as far as possible not to
change the workers in each section. In case of the collapsing the bore hole will
be re-flashed.

Alignment

The installation should be carried in way to guarantee that all posts being part
of the same row should have same slope in N-S direction and should be
aligned in W-E direction. Professional rotating laser will be using for this
scope. Max slope allowed in direction N-S and max slope allowed in direction
W-E will be according to specifications in the Installation Manual. The
configuration of the laser will be done using the elevation data provided by the
surveyor. For each tracker, the survey team will take the elevation of at least 6
points. On competition, the data will be processed, and results uploaded on
the rotating laser. This method will guarantee that the tracker will have same
slope along the 2 axes.

Concrete Pouring

Once the alignment is performed, the concrete will be poured until the required
depth. A concrete funnel will facilitate the pouring of concrete and will
guarantee that the same does not come in contact with the surrounding sand
while ensuring that the concrete will not lose its properties and the sand does
not collapse within the borehole. In order to give the fresh conglomerate,
during its installation, compactness, homogeneity and density, such as to
guarantee the resistance required in the design the concrete will be vibrated.
In case of availability of ground water, while concreting, the ground water, mud
etc. will raise and flow out through top. Concrete will be poured till clean
concrete reaches top. Mix design of concrete provided by the Piling works
must comply with the characteristics required by the drawing. The concrete
bucket will be third party approved bucket and bucket will be locked with

Telehandler forks using third party approved D-shackles and safety will be
ensured while pouring concrete that no worker is below the concrete bucket
and flag man should be provided with telehandler

10.0 INSPECTION-QA/QC

Quality control of raw materials entering the site

Inspection before construction:

Materials should be reported to the owner after entering the site, and can shift
them into storage area only confirmation of owner. The pile foundation

materials put into storage shall be stored in different areas according to


different models and quality differences, with labels attached, and material
management regulations and temporary site layout shall be added.

Material storage and distribution system:

Qualified materials must be classified,stacked (placed) according to type and


specification (model or label). Materials should be distributed according to the
principle of distribution after advanced storage. Avoid deterioration or quality
degradation of some materials due to long storage time. For materials with
quality problems, they should be placed in another site according to the
problem classification, waiting for scrapping or recycling. And the logo is
conspicuous.

Quality assurance measures before construction

The drawing joint check-up:

In order to avoid influencing the project quality due to the lack of deep
understanding of drawings, the joint check-up shall be organized according to
the drawing design procedure before each activity starts.

Quality control of workers:

All construction work and project management shall carry out quality education
before commencement, and make technical disclosure to all construction
worker, so as to improve quality awareness, implement the company's quality
policy and ensure the smooth realization of quality objectives.

Strictly follow the approved construction organization design and construction:

Before the commencement of the project, the project management and


construction worker shall be organized to familiarize themselves with the
construction organization design of the project, so that everyone can make
clear the general requirements of the project, the responsibilities of this post,
and the quality and technical requirements of the project.

Strengthen the quality management of the construction site

According to the requirements of quality management system, strengthen the


quality management of construction site. Every working procedure is under
control, make all kinds of construction records and do the following work:

 Do a good job in the joint review of construction drawings and design


disclosure.

 Strictly carry out the inspection and recheck during construction, and
consciously accept the technical guidance and quality supervision of the
owner and supervision engineer during construction. Measuring
instruments such as theodolite, level gauge and steel ruler used for
measuring and positioning shall be sent to the meteorological inspection
department to check their accuracy, and they can be used only after they
are qualified.

 The fixed point of pile location, reference axis and leveling points in pile
foundation construction must be inspected and reviewed by the
construction unit or supervision unit before being used. No supervision unit
review records, shall not carry out any construction.

 Regularly checking and calibration of the tools to ensure the accuracy of


the metering system. If the pile ramming do not meet the quality
requirements, rectify immediately, pull out the steel pile, backfill and
compact the foundation soil, and re-construct it until it meets the
requirements before proceeding to the next working procedure.

Construction process management

The technical department of the project intends to take charge of the unified
division of labor and assign special people to take charge of each working
procedure, formulate standardized management, strictly enforce the handover
system between working procedures, and ensure the working procedure
quality. During the construction, the self-inspection and mutual inspection
between working procedures should be perfected, and the next working
procedure should be checked to see if the previous working procedure is
qualified.

Final inspection shall be done using for each operation included document,
drawing.There are spaces in the required inspection points for Piling works to
reflect the acceptance of each transaction by signature and date. This IPP
works also as a registry and provides evidence of the various visual
inspections performed. Visual and dimensional checks listed in the ICL shall
be carried out.

Rectifications and quality check measures

During the pile ramming, there might be some damages due to hammer
pressure and the pile heads need to be rectified.

Special tools recommended by PVH will be used to rectify the pile heads and
pile twists as shown below in figures.

After pile head is rectified for any bend or damage, approved zinc paint will be
applied on pile heads for galvanization and zinc paint can also be applied on
pile flange if there is any scratch while rectifying the twist in any pile as per
PVH Galvanization Repair Manual.

 North/South and East/West Alignment of piles to be verified.

 Pile inclination to be checked and verified.

 Pile paint coating should not be damaged, if coating is effected then apply
zinc paint approved by owner.

 Pile head should not deform during ramming, if damaged then repair and

fix.

11.0 HSE MEASURES

 Before construction work, first check whether the PPE is prepared


completely and apply for work permit.

 According to the temperature conditions of the day, adjust the working


time to avoid long-term high temperature outdoor work.

 A sufficient number of chillers are installed on site to facilitate workers to


drink.

 Safety engineers shall conduct "three-level" safety education and training


for the on-site management personnel of the construction operation team
before the start of construction, so as to understand the on-site safety
knowledge and prevent safety accidents.

 On-site operators should wear labor protection products correctly in strict


accordance with the general contracting safety management methods. On-
site safety management personnel should strengthen on-site inspections
and inspections. If they find violations, they should correct and criticize
them in a timely manner.

 Fire-fighting equipment of different types and specifications should be set


up on the construction site according to fire-fighting requirements,
especially for warehouses and near inflammables, to set up no-smoking
areas and set up corresponding warning signs.

 Electricity for on-site construction shall strictly comply with "one machine
and one gate". It is strictly forbidden to mix and match cables and wires,
drag them on the surface at will, and lay them buried or overhead in strict
accordance with the requirements. Set up warning signs on the surface of
buried wires.

 On-site generator room and distribution box shall set up protective railings
in strict accordance with the requirements.

 The on-site machinery and equipment shall promptly provide the relevant
responsible departments of the project department with the entry report
instructions, and clarify the identity information and operation certificates of
the equipment operators.

 Sufficient lighting facilities should be set up for construction at night.

 On-site materials are arranged neatly by division, name and type, and
warehouses will be temporarily set up for materials with special storage
requirements.

 When the operator ascends the work platform more than 2m away from
the reference surface, he/she should wear the seat belt according to the

requirements, and the seat belt should be "high-hanging".

 After the completion of the project, the construction waste shall be cleaned
up and disposed of in the designated waste yard according to the
classification, and on-site incineration is strictly prohibited.

 Every day, a special person will be dispatched to sprinkle water on the


main roads and operation areas of the site on a regular basis to avoid dust
and sand.
