1.0 SCOPE
This method statement shall outline activity steps and sequence of work including subgrade
preparation, contact surface treatment, laying of asphalt and concrete construction required for
reinstatement of cut portion of roads where duct banks are installed being a part of this project scope.

2.0 PURPOSE

The methods and sequence of activities contained in this document shall serve as guidance and
reference to ensure proper execution of all related activities are in accordance with contract
requirement, safety & quality assurance. This method statement shall detail the work and concerns that
is to be given attention in each activity as to the following:

2.1 Before starting any activity permit to work should obtained at site.
2.2 Identification of work area, boundary and limits
2.3 Fill, backfill and compaction requirements
2.4 Grading and compaction of soil required on paved areas (Asphalt Area)
2.5 Implement procedure for asphalt paving and concrete construction
2.6 Implementation of safety measures, PPE’s and compliance to HSE procedural requirements
2.7 Identification and preparation of required manpower, equipment and materials for all of the
above

6.0 DUTIES & RESPONSIBILITIES


6.1 AYTB Project/ Construction Manager
 Shall ensure that contractual obligations are satisfied and satisfactorily performed
 Ensure that all instructions and requirements from main-contractor are within project
scope of work and agreed terms of contract
 Shall ensure timely and keen planning activities in-line with project schedule
 Ensures that key site personnel assigned on project performs their duties required
 Shall intermediate and link between departments to have a clear and continuous
communication for safety, quality and construction team
 Shall take responsibility and accountability for decisions made, interpretations of
instructions from Client and deviations from work program considering risks and
opportunities available
 Ensures availability of materials, personnel and equipments required for in all stages of the
project.
 Shall serve as only direct link to main contractor representative for all communication and
instruction to be passed to down-line of the organization.
6.2 AYTB Workgroup Supervisor
 Ensures all workgroup are having most recent revision of IFC drawings on the site
 Ensures implementation of work procedures between disciplines and workgroups
 Ensures materials, equipment and manpower required on all open & on-going work
fronts are sufficient and made available
6.3 AYTB Quality Supervisor
 Coordinates and informs workgroup supervisors of all inspection and hold-points on
open & on-going work activities
 Ensures all required inspections are promptly inform main contractor of the same
 Coordinate with third party inspection and ensure availability of technicians
6.4 AYTB Safety Supervisor
 Ensures safety procedures are in place and being strictly implemented
 Ensures all safety facilities, PPE and equipments are made available in a continuous basis
 Ensures Site safety and work permit requirements are satisfied and complied

7.0 WORK PROCEDURE


7.1 Subgrade and Joints Preparation
1. Before any pavement restoration work is to be carried out, site supervisor shall ensure that
underground construction work has been successfully completed and work clearances/release
from corresponding discipline are in-place.
2. Subgrade soil has been filled into the excavated pit to the required elevation matching the existing
adjacent pavement bottom level and satisfactorily compacted to required field density. Natural
ground soil restoration shall extend beyond the road sides until the bounds of the area disturbed
during execution of this activity.
3. Both sides of asphalt road that shall be patched with new asphalt shall be tapered-down and
roughened to expose the aggregates to achieve sufficient bond with old and fresh asphalt.
4. On concrete paved roads, both side of joints shall be chipped off to expose the rebars protruding
from the existing concrete until sufficient length is made for overlapping. The contact surface
along the existing concrete shall be roughened to have adequate bond with fresh concrete.
5. Contact surfaces or joints shall be cleaned-off debris or aggregates before any applying any
treatment related to the following reinstatement process.

7.2 Restoration of Asphalt Roads


1. After satisfying the preparatory works on the subgrade soil and adjoining pavement sides, asphalt
primer shall be applied on the soil surface and the existing pavement sides in contact with new
asphalt that shall be laid. Since the area to be patched is limited, asphalt primer shall be spread
adequately over the surface using tin can sprinklers. Where road markings are present on the
adjoining surface of roads, a building paper or polyethylene sheets shall be laid to avoid tainting
over these surfaces.
2. Allow the primer to be adsorbed on the subgrade soil surface for upto a period of 24-hours from
its application. Where found any depressed areas of soil which accumulated un-adsorbed primer,
these shall be filled with sand to blot-up the excess asphalt or otherwise sweep it off the surface.
3. Starting with the asphalt base course, lay evenly over the primed surface to the required thickness
(70mm for roads having section thickness of 120mm or 100mm for roads with 150mm section
thickness) and compact properly using a vibratory compactor or a walk behind roller.
4. Lay 50mm thick wearing course over the compacted base course and compact properly ensuring
the top surface finish matches the surface level of adjoining roads. The asphalt surface should
follow the slope of road surface and the resulting level can be of minimal variance above but
should not end up lower than the adjoining existing road pavement.
5. Placing the mixture shall be a continuous operation. Should laying surface course takes a certain
period of time after the base course is laid, binding coat should be spread over this surface before
laying of asphalt mix. Irregularities shall be corrected before final compaction of the mixture.
6. The asphalt mixture placing temperature shall be maintained having a range of 110 to 150°C.
7. The asphalt road can be opened for light traffic after 24hours and full service after 3-4 days.
8. Samples of the asphalt mix shall be taken by third party inspector for laboratory tests and if
required a cylinder sample shall be cored from the area paved which should be filled accordingly
with asphalt or grouted if done in later stage.

7.3 Restoration of Concrete Roads


1. After subgrade preparation and adjoining concrete pavement has been chipped/roughened to
expose rebars for lapping/tying, lay polyethylene sheet over the ground surface and close both
sides with timber formworks.
2. Lay new steel reinforcement as to size & quantity required for the restored area following the
rebar configuration as-found on the existing pavement. At the side having joint with existing
concrete pavement, steel rebars shall be tied adequately with the exposed existing rebars on one
side while rebars are simply laid with overlap on the opposite side. Repair damaged coating of
rebars after assembly.
3. Before pouring concrete, the area to be paved shall be cleaned from debris, tie-wire or any
unnecessary materials. Ensure no open holes on the formwork or between formwork and the
ground.
4. Apply concrete bonding agent over the chipped surfaces of the existing road pavement before
pouring of concrete.
5. Pour ready mix concrete into the road section that shall be repaired filling the required volume to
match concrete top surface level on both sides or maintain the existing slope, if applicable.
6. Brush finish the surface of the concrete when it begins to harden.
7. Cure the concrete for a period of 7-days by keeping it damp with water or apply hot weather
concreting procedure when done in summer period.
8. Saw cut a crack control joint along the side with lap rebars using a concrete cutter to a depth of
15-20mm from finish the surface.
9. Road can be opened for service after satisfying the 7-day curing period and the laboratory samples
has reached designed strength of concrete.
10. Where applicable, restore road marking disturbed during construction.

8.0 SAFETY PRECAUTIONS


8.1 Permit to work shall be secured prior to starting any site activity.
8.2 All workers shall comply with the requirements of the approved project safety manual, job
safety analysis and permit conditions.
8.3 All workers shall wear required PPE’s at all times while engaged on the work.
8.4 Hand tools shall be in good working conditions.
8.5 All mechanical/electrical tools used are in good conditions and inspected by SAFETY (Competent
Persons).
8.6 Cranes and boom truck third party certification shall be available with equipments.
8.7 Riggers, flagman and safety officers shall be vigilant to ensure that all lifting activity is performed
in safe manner not to damage any other facilities and plant equipments.
8.8 Crane, boom truck outrigger positions should be provided with wooden or steel pads to avoid
punching through ground, pavements or road.
8.9 Barricades shall be provided with the lifting radius and no personnel will walk or stay below
lifted load or crane boom.
8.10 All lifting accessories such as shackles, slings, chains and lifting beam when used are in good
working condition and inspected by third party.
8.11 Ensure all lifting and rigging activities postponed during presence of heavy winds and
unfavorable weather conditions.
8.12 Concrete barrier or plastic jersey filled with water to be installed along with enough signature
and blinking lights
8.13 Flagman should be always available at the site.
