A Valentine’s Day Celebration Worth Remembering

The commemoration of Valentine’s Day was spent wisely in the Conduct of the Roll-out
on the Orientation of the Agency Merit Selection Plan and Recruitment, Selection and
Appointment (RSA) Guidelines held from February 14 to 15, 2023 at the PFVR Gym.

This is through the leadership and full support of the top-level management: Schools
Division Superintendent Federico Martin; Assistant Schools Division Superintendent Christopher
Benigno; Curriculum Implementation Division Chief Juliet Sannad; Schools Governance and
Operations Division Chief Niňo Tibangay, and Administrative Officer V Nieves Ebanio.
Likewise, this was facilitated by the Human Resource Merit Promotion and Selection Board
(HRMPSB) members and secretariat including the active participation of EPSs, PSDSs, school
heads and school Administrative Officers.

It was also very timely that Regional Director Estela Leon Cariňo and newly installed
Assistant Regional Director Jessie Amin graced the event on the second day. RD Estela during
her inspirational message encouraged the group to share correct information in the field relative
to the MSP and to support MATATAG under Vice President and Education Secretary Sara
Duterte. ARD Amin on his part mentioned his experience on being a member of the PSB and
ended his talk by saying that “Isang karangalan ang maglingkod sa bayan”.

According to ASDS Benigno, who is the HRMPSB Chairperson, during his sharing on
the objectives and expectation setting, one should be “nimble and mindful” as well in connection
with MATATAG or DepEd’s new agenda to resolve challenges in basic education. MATATAG
stands for MA-make the curriculum relevant to produce job-ready , active and responsible
citizens; TA-take steps to accelerate the delivery of basic education services and provision of
facilities; TA-take good care of learners by promoting learner well-being, inclusive education and
a positive learning environment, and G-give support for teachers to teach better.

The two-day activity aims to align the department’s internal guidelines on recruitment,
selection and placement to the recently issued DepEd Order no. 19 s. 2022. Topics were the
following: Human Resource overview; publication and posting; receipt of application documents;
initial evaluation; comparative assessment for Teacher 1 and teacher promotion; comparative
assessment for non-teaching, related-teaching and school administration; behavioral events
interview, and multi-year guidelines on the RPMS-PPST for teachers.
