Petroleum Conservation Research Association is an Autonomous body under the Ministry of
Petroleum & Natural gas, working with an objective of promoting energy conservation and
efficiency in various sectors of economy.
It is our endeavour to reach out to our young sensitive minds to imprint the message of
importance of conservation of fuel. We believe, this can be best achieved by giving opportunity
to these creative minds to express themselves in colour and words. With this objective in mind,
last year we had initiated PCRA competitions on a national level, to reach even the remotest
corner of our country.
With your cooperation and intervention we were very successful in this endeavour. I take this
opportunity to share with you that 4.8 lakhs children, from 4629 schools and 49 educational
boards participated last year. The highlight of the event was receiving all entries through digital
means. I thank you for issuing instructions to all schools under your jurisdiction for their whole
hearted participation.
The national level winners were felicitated during OGCF 2016 in a grand function at Delhi by
Hon'ble Minister of Petroleum & Natural Gas and were taken on a tour to Japan.
The incentive awards for the competition have been made very attractive, in the form of Cash
Prize, Laptops, including a study tour to JAPAN. We shall indeed be rateful if this competition is

you~isdiction. _

An additional impetus is requested from your end for ensuring that maximum number of
schools participate in this National Competition. A follow up during the period of competitions for
extensive participation is also requested.
The details of the Competitions in the attached Circular, may be issued to all Schools

I also request you to kindly share the details of PGT teachers enrolled with your
board, for each of the constitutional languages and painting. This is required to enable us

For effective communication, students may choose to present their ideas and messages
for conserving petroleum products and reducing emissions, in English, Hindi or Regional
languages.
Four Competitions are being conducted by PCRA
A : Essay
B : Painting
C : Quiz for selecting school District, State and Zonal teams. Zonal teams shall participate for
National Finals.
D : Individual Quiz for achieving Bronze, Silver or Gold Level.

1.. Only schools in India recognized by Central & State Boards of India, can participate.
2. It is mandatory for the Schools to conduct the competition during school hours in a fair manner
(Principal's certificate is mandatory).
3. Schools can conduct Essay competitions in one or more of the following languages- Hindi, English,
Assamese, Bengali, Gujarati, Kannada, Kashmiri, Konkani, Malayalam, Manipuri, Marathi, Oriya, Punjabi,
Sanskrit, Sindhi, Tamil, Telugu, Urdu, Maithili, Dogri, Nepali, Bodo and Santhali. However, a minimum of
15 students must participate in each language in which the school submits its entry.

10. School is required to evaluate the entries, and upload best two entries in each language, in which the
competition has been conducted at the school, on www.pcracompetitions.org. For further details,

11. Competition Period: 16.08.2016 to 15.10.2016. Last entry on 15.10.2016 before 1500 Hours.
12. The topics of the essay competition may be displayed prominently, at least a week in advance. Schools
can advise students to prepare in advance for the scheduled competition. This shall enable the
participants to obtain relevant information from various sources. This exercise is focused on increasing
awareness in young minds for the National cause of Conservation of Fuel and Environment protection.
It is advisable that the documentary on PCRA, which gives a brief on 'Conservation of Fuel' is shown to
the children before the start of the competition. This is available on our website www.pcra.org
IMPORTANT GUIDELINES
1. The decision of the Jury/Expert committee will be final and binding in respect of all matters concerning
the competition.
2. Plagiarism will lead to cancelation of entry.
3. In case the participation in a particular language is very low, the prize winning entries shall be
evaluated by an expert/ jury, appointed by PCRA. If the best entries do not conform to the general
standard of entries in other languages, PCRA reserves its right to rationalize the prizes for that
particular language. The decision of PCRA in this regard will be final and binding.
4. The essay & painting entries submitted would be the sole property 5f PCRA, with rights to use and
right to edit for any purpose it considers appropriate.
5. Children of employees of PCRA are not eligible for the prizes.
6. Schools should try to hold the competitions as early as possible to avoid last minute rush in
submission.

COMP£TlTlON B -PAINTING COMPETITIONS INSTRUCTIONS
1. Only schools in India recognized by Central & State Boards of India, can participate.
2. It is mandatory for the Schools to conduct the competition during school hours in a fair manner
(Principal's certificate is mandatory).
5. Use only A3 size art sheet. The work may be executed using pencils, pencil colours, crayons, water
colours etc. Use of Collage/Patchwork is not permitted in the paintings at all levels of competition.
6. Topic:

7. Time Limit: 2 Hours
8. School is required to evaluate the entries for each category, and upload best two entries in each
category (Junior/Senior), in which the competition has been conducted at the school, on
www.pcracompetitions.org. For more details, please refer to this portal.
9. Competition Period: 16.08.2016 to 15.10.2016. Last entry on 15.10.2016 before 1500 Hours.

will be invited to participate in a National Final round at Delhi. PCRA shall bear the expenses of travel,
and the best 50 in each category shall be advised on the same.

COMPETlTION C - SCHOOL QUIZ COMPETITION INSTRUCTIONS
1.' • Only schools in India recognized by Central & State Boards of India, can participate.
2. This competition shall be conducted only online through web portal www.pcracompetitions.org and mobile
application PCRA-Competitions available on Android/Windows/IOS Platform to participate. A minimum of 30
students must be registered by the school, for becoming eligible to form a school team for next round.
First Round School Level Minimum 30 students should participate. Best two students from each school will be
selected for the next level
Second Round District Level Those who clear second round will be eligible for state level competition
Third Round State Level Those who clear third round will be eligible to participate in offline zonal quiz competition
Fourth Round Zonal Level Winners of Zonal round shall be invited to participate in the National level competition
Fifth Round National Level National winners shall be felicitated at the inaugural function of OGCF2017 in January'17.

First three levels are online quiz rounds. Round 4 and 5 are "Live" competitions
3. It is mandatory for the Schools to conduct the competitions during school hours in a fair manner. For the first
round, school will get ONLY SEVEN DAYS from the start of the first participant entry. All participants (minimum
30) from the school must complete the online quiz within 7 days of start of first participant.
5. Questions shall pertain to Agriculture, Conservation, Petroleum, Environment, Transport, General Studies and
other categories.
6. The schools shall register the names of all Students against the school ID on the portal www.pcracompetitions.org
and all the students can then participate as Individuals in First Round. Each student shall be given a time limit of
10 minutes to attempt 10 questions.
7. Software will select the two best scoring participants, who will form the School team.
8. The School team will then participate in the second round which will be called District level round. This round will
have 15 questions with a time limit of 10 minutes. The last date for participating at District level is 4th Oct. 2016.
9. The best school team at District level will participate in third round to identify State Level Winners. This round
will have 30 questions with a time limit of 15 minutes
10. The Window for State level shall open on 5th Oct. 2016 & last date for participating at State level is 15th Oct 2016.
11. The State Level winners (school team) shall participate in a "Live Quiz Round" for deciding the Zonal Finalists.
These finalists shall be invited for Zonal round in their respective Zone and the date and venue shall be
communicated by email to the schools.
12. The Zonal Finalists will be invited to participate at the National Finals round at Delhi.
13. PCRA shall bear expenses of travel and winners shall be communicated about the same.

COMP£TITION D - INSTRUCTIONS FOR INDIVIDUAL QUIZ COMPETITION FOR
SCHOOL CHILDREN
1. Only students from Central & State Boards in India, can participate.
2. This competition is independent from Competition '<;' which is to select the school team. In this Individual
competition, students if qualify a level, will get a certificate.
3. This competition shall be conducted only online through web portal www.pcracompetitions.org and
mobile application PCRA-competitions available on Android/Windows/IOS Platform.
4. Student may register online and upload scanned copy or photo of I-card of school or certificate of Principal
school or enter school registration/admission number. A UID and password will be sent to his/her email ID
for participation
5. Eligibility: Students of age 13-17 years (students born on or after 01.04.1999 and on or before 31.03.2003)
6. Questions shall pertain to Agriculture, Conservation, Environment, Energy & Fuel, Transport, General
Studies and other categories.
8. First Level Quiz will have 10 questions with a time limit of 10 minutes.
If the participant answers 6 or more questions correctly, an online certificate of proficiency (Bronze
Level) is issued and this can be down loaded from the portal itself after participation period for next
round. The second window shall open on qualifying the first level, and will remain open for seven
days from date of qualification. 1st round will be open till 1500 hrs on 17 January 2017.
9. Second Level Quiz will have 15 questions with a time limit of 10 minutes.
If the participant answers 10 or more questions correctly, an online certificate of proficiency (Silver
Level) is issued and this can be down loaded from the portal itself after participation period for next
round. He/she becomes eligible for Final level, and this window will open after qualification in the
2nd level and will remain open for seven days. 2nd round will be open till 1500 hrs on 24th January
2017, and
10. Final Level Quiz will have 30 questions with a time limit of 15 minutes.
If the child answers 25 or more correctly, an on line certificate of proficiency (Gold Level) is issued
and this can be downloaded from the portal itself. 3rd / final round will be open till 1500 hrs on 31st
January 2017.
