Quezon Avenue, West Triangle, Quezon City www dila.gov.ph ADVISORY FOR : ALL GOVERNORS, MAYORS, PUNONG BARANGAYS, SANGGUNIAN CONCERNED, DILG REGIONAL AND PROVINCIAL DIRECTORS, CITY/MUNICIPAL FIELD OFFICERS, AND OTHERS CONCERNED SUBJECT : SUPPORT TO THE ROLL-OUT TRAINING ACTIVITIES FOR THE BARANGAY DEVELOPMENT PLANNING PROCESS DATE The barangay, as the basic political unit, “shall serve as the primary planning and implementing unit of government policies, plans, programs, projects and activities in the community’.’ Each local government unit (LGU) shall have a comprehensive multi- sectoral development plan to be initiated by its development council and approved by its Sanggunian.? The Barangay Development Plan (BDP) shall provide policy options, programs, projects, and activities that contribute toward the achievement of the barangay's development goals and objectives. The issued Memorandum Circular 2021-087 provides the guidelines in formulating or updating the BDP, which ensures that the process and content shall be comprehensive, multi-sectoral, and community-driven. On the other hand, the Department of Social Welfare (DSWD), through the Kapit-bisig Laban sa Kahirapan - Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) has been using the Community-Driven Development (CDD) approach in its projects/modalities to empower the communities by giving them control over the decisions and resources. In line with this, the DSWD, DILG, and Local Government Academy (LGA) entered into a Memorandum of Agreement on December 15, 2022, to identify the roles, responsibilities, and functions of each party in conducting roll-out training activities on Barangay Development Planning Process, through the KALAHI-CIDSS Program. For CY 2023, all barangays covered by the Program will be provided with capacity development intervention on the formulation/updating of their respective BDP. To implement this, the following series of learning and development programs will be conducted in accordance with the joint operational plan to be developed by DSWD, DILG and LGA: 4. National Level - National Training of Trainers ¥ section 384 of the Local Government Code of 1991 2 section 106 ofthe Local Government Code of 1993 “Matino, Mahusay at Masasahan” “Tronkline No 8875-34-5 eee ‘The DSWD National Program Management Office, in close coordination with the DILG and LGA, shall lead the conduct of National Training of Trainers (ToT) to develop and produce sufficient trainers who will conduct Regional ToT in the fifteen (15) KALAHI-CIDSS-covered Regions. The national ToT aims to train experts from concerned agencies to reach at least 125 National Trainers. 2. Regional Level - Regional Training of Trainers Aiter the National ToT, the DILG and DSWD Regional Offices shall jointly conduct Regional training of trainers to further develop and produce a pool of trainers who will conduct training, coaching, and/or mentoring in 926 municipalities covering 21, 201 barangays. (On the Regional Training, the DILG Regional Trainers , shall @. Act as Resource Persons; b. Act as coaches and mentors of Regional Participants in conducting Municipal BDP Training; and c. Act as coaches or mentors in developing and/or enhancing BDP in outside KALAHI-CIDSS-covered municipalities. Participants to the RTOT are the following: Provincial Planning Officers Municipal Planning Officers Municipal Local Government Operation Officers DILG Regional and Provincial Staff/ Pool of Experts DSWD Regional Offices paoce 3. Municipal Level - Training on Barangay Development Planning (BDP Roll- out) To strengthen the implementation of enhanced participatory local govemance planning, the trained municipal trainers shall conduct training, coaching, and mentoring in 926 municipalities which aims to enhance the knowledge and competencies of barangay officials, community volunteers, and/or people's organizations in 21, 201 covered barangays. Participants to the Municipal Training on BDP Process are the following, a. Punong Barangay b. Amember of the Barangay Development Council Target participants to the series of activities shall be subject to the approved joint operational pian and the available funds from KALAHI-CIDSS. In case of BDP Roll-out, additional participants may be included, provided that the funds to be incurred shall be chargeable against local funds. In view of the foregoing, the following roles and responsibilities shall be observed. 4. Provincial Governors in KALAHI-CIDSS Areas a. Send participants to the regional training, - b. Ensure the participation of their respective municipalities in the roll-out activities : ¢. Send participants to the Regional Level TOT b. Ensure the participation of their respective barangays in the roll-out activities. c. Provide financial and technical assistance to the barangays in formulating/updating BDP 3. Punong Barangays in KALAHI-CIDSS Covered barangays a. Send participants to the municipal Level-Training b. Ensure the formulation/updating of their barangay development plan during or right after the training but before the October 2023 barangay elections. 3. DILG Regional Directors are hereby directed to: a. Ensure the participation of concerned DILG Personnel to all KALAHI-CIDSS Activities. b. Remind the City/Municipal government of their general supervision mandate over barangays and ensure compliance of component barangays to this Advisory. ©. Provide technical assistance to barangays in updating/formulating their BDPs. d. Ensure the accomplishment of the directory of all DILG personnel trained under this program via this link: httos’//bit ly/BDPtrainers. .
