brought for us revelation and unlimited knowledge and became us the civilized human being.
Now that I have finally completed my internship, I'd like to thank some of the most intelligent
persons who helped me to end this journey successfully. First of all, I'd like to thank site
supervisor Mr. Ali Raza. He was with me every step of the way and always directed me in an

EXECUTIVE SUMMARY
Established on October 22, 1976 under the Punjab Development of Cities Act,
Multan Development Authority (MDA) is a successor body of Multan Improvement Trust
(MIT), that was established in 1944 under Punjab Town Improvement Act, 1922. The scope of
MIT was limited to residential and commercial schemes located in municipal boundaries which
were then called city area. MDA's area of jurisdiction spreads over 560 km² covering almost all
important establishments like Bahaud din Zakariya University (BZU), Pak Arab Fertilizers and
Industrial Estate, and others. The prime responsibility of MDA is to evolve policies and
programs relating to launch new housing schemes, residential development of the city and
important engineering projects. MDA has been launching a number of developmental projects

1.2 Overview
Established on October 22, 1976 under the Punjab Development of Cities Act, Multan
Development Authority (MDA) is a successor body of Multan Improvement Trust (MIT), that
was established in 1944 under Punjab Town Improvement Act, 1922. The scope of MIT was
limited to residential and commercial schemes located in municipal boundaries which were then
called city area. MDA's area of jurisdiction spreads over 560 km² covering almost all important
establishments like Bahauddin Zakariya University (BZU), Pak Arab Fertilizers and Industrial
Estate, and others. The prime responsibility of MDA is to evolve policies and programs relating
to launch new housing schemes, residential development of the city and important engineering
projects. MDA has been launching a number of developmental projects especially in housing
sector consisting of more than 30,000 plots of various sizes and utility.
Multan Development Authority has staffed many skilled personnel from different disciplines.
The Urban Development Wing of MDA is administratively divided into six directorates i.e.
Directorate of Town Planning; Directorate of Engineering; Directorate of Estate and Land
Management; Directorate of Finance and Administration; Directorate of Urban Planning; and
Directorate of Traffic and Transportation Planning having an overall strength of 635 employees.
1.3 Vision
MDA strives to be an accountable and people-friendly principal planning and development
vehicle of the Multan, aiming at providing and continuously improving metropolis-vide
development works, facilities and services of acceptable standards to all. MDA attempts to turn
Multan into an "attainable city" with combined support of people, private sector and different
level of the Government, where overwhelming majority enjoys convenient, healthful and
satisfied living.
It further seeks to enable Multan to position itself to meet the challenges of the future and to
seize opportunities in an effective, efficient, equitable and sustainable manner making special
efforts on challenges triggered by rapidly growing population, ever increasing demands, needs
for institutional adjustments and forces of changes within and without.

1.4 Mission
Mission statement of MDA is outlined below:
To evolve policies and programs relating to the improvement of the environment, housing,
industrial development, traffic transportation, water supply, sewerage, drainage, solid waste
disposal and allied matters.
This branch has to bring public outreach and liaison of MDA in media and other
public forums. Headed by Public Relations Officer, this branch keeps watch on all the newspaper
to collect daily news about MDA and WASA and its functionaries, keeps interaction with
newspapers; disperses advertisements of MDA in different newspapers and flashes media
coverage to MDA's ongoing projects.
Opened in January 2000, this cell provides all the services of MDA to the general
public at one front reception desk vis-à-vis: allotment of plots; payments; delivery of possession;
execution of sale agreement; issuance of Entitlement Performa (EM Performa); issuance of

proprietary rights/sale deeds; sanction of building plans; issuance of NOC for transfer of plots,
issuance of site plan; sanction of private housing scheme; and NOC for private housing schemes.
The public complaints are also received and redressed at this desk.
Medical Branch
Judicial Court
The judicial court in MDA is working in accordance with the provision of The
Punjab Development of Cities Act, 1976. The court, headed by a judicial magistrate, (on
deputation in MDA) imposes penalty on the individuals/parties involved in violation of building
bylaws; encroachments; illegal commercial use of residential properties; illegal private housing
schemes; and if any developer has not completed development works in an approved private
housing schemes. Town Planning Directorate and Land Control Branch of MDA are the
prosecuting branches that make complaints to judicial courts.
This branch conducts engineering surveys for developmental projects. They also
prepare traffic management plans, traffic engineering proposals, geometric designs, road safety
plans, pedestrian safety plans and other engineering related jobs. This branch keeps coordination
between various formations of engineering directorate, checking of contractor’s progress and
review of contractor’s bills on behalf of Director Engineering MDA.
This branch is responsible to maintain MDA’s fleet. They have to acquire POL to
get repair of MDA vehicles. They are responsible to sell the old vehicles on auction and buy new
one when needed. Headed by a Motor Transport Officer (BS-16), this branch is supported by a
number of official drivers and mechanics of different disciplines.

serving upon them the notices under Land Acquisition Act and announcing payment award are
its main responsibilities.
CHAPTER 2
2. Land Management:
MDA plays a crucial role in overseeing land management activities in Multan. This includes
tasks such as land acquisition, land allocation, and land-use planning. They work closely with
government agencies, private stakeholders, and the local community to ensure that land
resources are utilized efficiently and effectively. By allocating land for various purposes, such as
residential, commercial, industrial, and public spaces, MDA aims to create a well-planned and
integrated city.
3. Housing Schemes:
Affordable housing is a priority for MDA Multan. They understand the importance of providing
safe and affordable housing options for our residents. MDA develops housing schemes
specifically designed to cater to the needs of different income groups. These schemes offer a
wide range of housing options, from apartments to houses, ensuring that everyone has access to
affordable and quality housing. By creating inclusive communities, MDA promotes social
cohesion and enhances the overall well-being of our residents.

MDA is committed to developing and maintaining essential infrastructure in Multan. They
undertake projects such as constructing and upgrading roads, bridges, utilities, parks, and
public spaces. By improving the city's infrastructure, MDA aims to enhance connectivity,

MDA's operations is land acquisition. This involves acquiring land parcels for development

CHAPTER 4
Weekly Task/Report
4.1 Week 1
During the first week of my internship at MDA, I had the opportunity to immerse myself in the
organization's operations and get to know my colleagues. The orientation sessions started from
the day first and continued for three consecutive days from 10am to 1pm.The orientation
sessions played a crucial role in providing me with an in-depth understanding of the company's
goals, objectives, and overall mission. These sessions covered a wide range of topics, including
the company's values, culture, history, and the services they offer. This comprehensive overview
gave me a solid foundation to navigate my role within the organization.
During my first week I had the chance to shadow experienced employees. This allowed me to
observe their work processes firsthand and gain valuable insights into the different departments
and their functions. By familiarizing myself with the overall structure of the organization, I
developed a greater appreciation for how various teams collaborate and contribute to the
company's success.
In addition to the practical aspects of my tasks, I also focused on building relationships with your
colleagues. The importance of networking and establishing connections within a company should
not be underestimated. By taking the time to get to know your coworkers, you not only created a
friendly and supportive work environment, but you also opened doors for potential
collaborations and future opportunities.

4.2 Week 2
In the second week of my internship, I had the amazing opportunity to gain a deeper
understanding of the various roles and responsibilities of the employees working in the
department. i began by spending time with the clerks, who provided me with valuable insights
into their daily duties. One of their key responsibilities is typing warning letters to illegal
developers and handling important office orders. It must have been interesting to see how they
handle these tasks and ensure that everything is done accurately and efficiently.
After that, I had the chance to shadow the building inspectors. These inspectors play a vital role
in the Urban Planning (UP) and Town Planning (TP) departments. Each inspector is assigned
specific sectors of Multan, and they are responsible for overseeing the development activities
taking place in those areas. In the Urban Planning department, inspectors are assigned various
sectors, including colonies and towns. Their primary responsibility is to ensure that any
development happening in their assigned sector is legal and follows the rules and regulations set
by the authorities.
This is a crucial task as it helps maintain the integrity and legality of the city's development.
During my time with the building inspectors, i learned about the complexities of their job. They
shared with me the pressure they face in ensuring that all development activities are carried out
correctly. They also discussed the various challenges they encounter while performing their
duties and how they overcome them. Furthermore, the inspectors explained the process of
issuing explanation letters in case any mistakes are made by the employees. These letters are
given by the authorities to address any errors or issues that may arise. It's important for the
inspectors and other employees to learn from these mistakes and take appropriate actions to settle
them. Overall, this week of my internship provided me with a wealth of information about the
officers and other employees at MDA. It gave me a comprehensive overview of their roles,
responsibilities, and the dedication required to ensure smooth and lawful development in Multan.

4.3 Week 3
During my third week I spent time with the clerks and they showed me their working and after
that I had to help them in their work because I also has good typing and data entry skills. In
terms of computer tasks, i handled various responsibilities such as data entry, document
management. During this working I helped them in finding the data from the files and helping
the them to enter correctly. The task was

This task was very important because they had to submit the data to the higher authorities within
the given time and this task was also a bit tough because there was a huge list and all the data
must have to enter correctly without any mistake.
4.4 Week 4
Week four was quiet interesting because all the male interns got the opportunity to join the site
visits with the building inspectors. During my visits, I had the opportunity to explore various
construction places and analyze the road-making process and Grey structure analysis with the
inspectors.

Another aspect i observed was the area inspector's inspection process. It's impressive to see how
they precisely measure the roads to ensure that they meet the government requirements. This step
is essential to maintain quality standards and ensure that the roads are suitable for public use. By
witnessing this process, i gained valuable insights into the importance to stuck to regulations and
standards in construction projects.
During my internship tenure, i also had the opportunity to witness the sealing process of MDA.
This particular experience occurred on Thursday, where I accompanied the inspector to Smart
City. It's interesting to note the presence of the MDA force, consisting of a police van, deputy
director, area inspector, and enforcement team. This collaboration shows the commitment of
MDA to enforce regulations and maintain order in the city.
The inspector had already issued two warning letters to the owner of a property due to non-
compliance with government requirements. Despite the warnings, the owner continued with the
construction activities. In such situations, it becomes necessary for the MDA force to take action.
Witnessing the demolition of the main entrance, sewerage pipes, and the road, followed by the
sealing of the main office, must have been quite an intense experience.
This week experience was quiet amazing and I learned a lot about the practical working of the
authority.
4.5 Week 5;
In my fifth week of internship I had to make the excel sheets and record maintainance.This time
the clerk gave me task to make a report of illegal and legal colonies and housing schemes in
Multan although this task was quiet complicated because it was difficult to find data from the
files and putting in the excel but these tasks require attention to detail and proficiency in using
software applications. By dedicating time to these activities, i was able to enhance my computer

skills and contribute to the smooth functioning of the office. Additionally, I have done basic
clerical duties. This involves tasks like organizing files, answering phone calls and maintaining
records. These responsibilities help in developing organizational and communication skills,
which are essential in an office environment. By balancing computer tasks and clerical duties,
was able to gain valuable real-world exposure. This exposure allows me to understand the
dynamics of an office setting, interact with colleagues, and learn from their experiences. Overall,
the combination of computer tasks and clerical duties during my fifth week demonstrates my
ability to handle diverse responsibilities and adapt to different work environments. It shows my
dedication to learning and acquiring practical skills that are vital for professional growth.
4.6 Week 6;
During my last week I got chance to visit the department of admin and finance and got some
information regarding the hiring process of MDA that the authority publishes online job ads and
a test is conducted through PPSC and then shortlisted candidates gets interview call and after
interview potential candidates are hired on contract basis and after the contract completion time
they gets permanent if they had maintained good performance. In my last week of internship I
assembled all of my weekly reports and applied for the final letter. Overall these six weeks
internship gave me great exposure about the practical work, I learned a lot through this internship
and gained the best experiences I ever had.

The Director Estate and Land Management performs the following functions:

To supervise the Legal Branch of MDA working under the management of Deputy
Director Legal MDA.
To sign agreements for sale and exemption of all types of plots in accordance with
instructions, orders and policy enforced from time to time.
To sign agreements for sale of residential/commercial plots in accordance with the
instructions, orders and policy enforced from time to time.
To sign sale deeds in respect of shops and plots in accordance with the instructions,
orders and policy enforce from time to time.
To accord sanction of excess area at the time possession and to recover the dues in
accordance with the Government's policy in vogue.
To cancel the exemption of any plot in case of violation/breach of any term or condition
of the agreement in respect of such plot.
To revive the exemption of any plot in accordance with the instructions, orders and
policy enforce from time to time.
To allow transfers of exempted plots in accordance with the instructions, orders and
policy enforce from time to time.
To permit extension in the period for payment of the Authority's dues, subject to payment
of surcharge at prescribed rates and up to six months in all.
To sanction rebates of development charges in accordance with the instructions, orders
and policy enforced from time to time.
RESPONSIBILITIES

Guidance to LAC Branch MDA in the Land Acquisition Process of Development
Projects.
Following and Implementing any other Directions Given by Additional Director

ACHIEVEMENTS
Headed by an Director Legal, this branch is entrusted to keep all the record of
legal cases related to all directorates of MDA , allocation of legal advisors for MDA cases ,

Pursuance of cases in High courts , Supreme court of Pakistan , provision of legal advice to
different directorates of MDA for important cases.
This branch takes care of MDA lands and estate. To evict the encroachers, they
execute summary trial and later prosecute them to MDA Magistrate; demolishing of illegal
constructions (constructions being raised without MDA's approval and take action against
developers that launch housing colonies in MDA area without approval. This branch has support
of police and magisterial powers for conducting operations of Encroachments within jurisdiction
of Multan.

CONCLUSION:
As an Internee I would like to say that this internship program is an excellent experience for
me. I am thankful to MDA for giving me this wonderful opportunity. MDA has been an
invaluable experience that has greatly enriched my understanding of the commerce industry.
