AECOM Technical Services of North Carolina, Inc. (AECOM) is pleased to submit our qualifications for the City of Durham
Stormwater Professional Services. We have an outstanding team with a diverse skill-set and relevant experience that
can assist the City in effectively executing any part of this On-Call. In addition to the local AECOM offices, we are also
including the firms of CH Engineering, Simpson Engineers and Associates, and Penrose Environmental. These firms
provide technical leadership in their fields of expertise, as well as meet the City of Durham’s goals for supporting Small
Disadvantaged Business Enterprises.
• Staff experienced with stormwater drainage infrastructure condition assessments, repair, and rehabilitation design
including certified pipe assessment specialists and with experience developing and managing stormwater inspection
and maintenance programs.
• Professionals with experience developing planning costs and engineers estimates for drainage infrastructure
rehabilitation, replacement and operations as well as programmatic level resource allocation.
• Experienced engineers and scientists who have worked with the City, are familiar with their business processes and
understand water quality regulations, local and state permitting requirements.
• Experience working on numerous Master Services Agreements and associated Task Orders/Supplemental Services
Agreements, including for the City of Durham. Our team has specific experience working on projects for the city and for
other departments in the city and are familiar with City requirements.
• Professionals dedicated to the City of Durham contract. Alex Nice, PE will be AECOMs dedicated Project Manager to
the City of Durham and will be the primary point of contact. He will execute the tasks issued under the Supplemental
Services Agreement (SSAs) for successful project delivery. Alex will be assisted by appropriate Task Managers who may
also act as Deputy Project Managers for successful project delivery. Sujit Ekka, PE, PH will be AECOMs dedicated Client
Services Manager to the City of Durham and he will be City’s advocate within AECOM to ensure exceptional service is
provided throughout the contract period.
• Successful execution of a project requires careful allocation of available resources. As a comprehensive services
firm, AECOM team will perform most of the professional services in-house thus providing cost-savings that are often
incurred in managing multiple teams of sub-consultants.
• Local staff who are available to respond to the City of Durham for urgent requests and can be physically present at the
project site quickly (within1 hour) for routine or emergency projects.
• AECOM maintains an internal list of pre-approved subcontractors that can be easily accessed for any project without
any contractual burden on City’s part. This may include but not limited to specialized subcontractors such as water
quality modellers, geotechnical drillers, and analytical laboratories.
• Ample resources, specialized experience, and local knowledge of city design standards, and Durham’s diverse
community will achieve project success for the City of Durham. We are conversant with the regulatory drivers, including
the City Council, Public Works Capital Improvement Projects (CIP) Process, NPDES program, Falls/Jordan Lake
regulations, and nutrient-sensitive watershed rules.
• AECOM has a rigorous Quality Management program for all deliverables submitted to our clients. Our team has the
reputation for delivering high quality services on time and on budget, including programs of varying magnitudes, and will
bring this expertise to solve the storm drainage improvement needs faced by the City.

Mr. Wiebke is a civil engineer primarily working on stormwater-related studies and
designs with some experience in water and sewer distribution and planning. He has vast

low-impact development, floodplain management, spillway design, dam management,
permitting tool development, and stream restoration monitoring. He briefly was a plan
reviewer and stormwater regulation co-author as well as floodplain reviewer for a local

wastewater utility asset management and regulatory compliance; industrial wastewater

Mr. Johnson is a senior biologist with 34 years of project experience throughout the east
coast involving permitting, stream and wetland restoration, 404/401 permitting, water
quality issues, land use studies, natural resource, and endangered species evaluations.
His responsibilities include conducting and managing wetland and stream restoration
projects, natural resource and sensitive receptor surveys, and other projects involving
ecological issues. Mr. Johnson currently serves as a senior technical lead in the Water

Stormwater CIP Projects under Neighborhood Drainage Program
The City of Durham Stormwater Drainage Policy provides guidelines for the cost-share drainage assistance
program when private properties are involved. These projects typically experience localized flooding, severe
erosion, and limited channel instability. If design of such project(s) is requested under the SSA, a kickoff meeting
between AECOM staff (Project Manager and Task Lead) and City staff will be scheduled. During the kickoff
meeting, the AECOM team will gather background information for the project from City staff including flooding
history, property owner preferences or limitations, and any potential retrofit opportunities, followed by a brief field
to Urgent Requests
Upon approval of the preliminary plans, the AECOM design team will work towards producing 100% design and
construction documents. Final Plans will include necessary detail for the contractor to complete the work, for
example, installing stormwater pipes, seeding, matting, and repairing impacted concrete driveway, sidewalk, and
asphalt repair are anticipated. The permitting team will also be mobilized if any local, state, or federal permits are
needed for project implementation. During the bid phase, AECOM engineer will be available for questions and we
will assist the City as needed with construction administration and inspection services.
Project Management. A kickoff meeting will be scheduled that will include the AECOM Project Manager, Task
Manager, and the appropriate City staff. Project coordination and milestone-driven progress meetings will be
scheduled for the design duration with the AECOM staff and City representatives. Items discussed during the
Project Coordination Meetings may include review of monthly progress reports, invoices, technical / policy

Data Collection, Base Mapping, and Survey. The review and collection of supporting data will be performed
by compiling available information, such as USGS Maps, NRCS Soil Maps, and FEMA Flood Insurance Studies.
AECOM will conduct a field assessment to include collection of site photos and identification of drainage features;
comparison of base mapping and survey features with actual field conditions; evaluation of impacted drainage
features; and assessment of existing environmental features. Topographic survey will include existing information
of the project limits of the existing culverts and channels. CH Engineering is prepared to collect this data in a
timely and professional manner for delivery to AECOM. AECOM | 41
Hydrologic and Hydraulic Modeling. Data collected in the aforementioned step will be used to delineate the
drainage areas for the conveyance features (culverts, streams, lakes, etc.) that need improvements within the
project area. This task will include delineation of watershed and sub-basins and verification of current land use
areas to understand the hydrology and hydraulics. Storm drainage systems, culverts, and channel sections within
the project area will be evaluated for existing conditions capacity and stability using appropriate models such as
HEC-HMS, HEC-RAS or SWMM. Channel design may consist of modifications to channel geometry and vertical
profile along the existing horizontal alignments. Culvert design may consist of replacement of existing structures
and modifications to slope and invert elevation.
Alternatives Evaluation (25% design): Conceptual design documents (25%) for alternative solutions will be
prepared utilizing the existing conditions modeling effort, for review and comment by the City staff. Each alternative
will be evaluated by the team for flood control benefits, water quality benefits, environmental considerations,
impact to public or private property, and preliminary cost. The selected alternative will move to the final design and
construction document phase.
75% Construction Documents (CD). AECOMs multi-disciplinary team of stormwater, geotechnical, structural
engineers will be involved in developing the design. The 75% design and construction documents will include all
discipline design drawings and details, technical specifications, estimate of quantities, and engineer’s estimate of
probable construction cost. A drainage design report will also be provided with the 75% construction document
submittals for City review and comments.
Permitting. Permit approvals from applicable regulatory agencies having jurisdiction are very important to the
schedule and budget of a project. Following a pre-application meeting with regulatory agency staff, appropriate
permit applications will be submitted for review and approvals. AECOM scientists can provide Jurisdictional Stream
Determination (JD) using the most recent USACE and NCDEQ procedures.
100% CD. Following City review and comment of 75% construction documents, AECOM will provide 100%
Construction Documents for the City’s use in bidding and construction of the project. These documents will
include all discipline final design drawings and details, technical specifications, incorporation of City bidding
documents, bid tab formatted with items, units and estimated quantities with specification references, and
engineer’s estimate of probable construction cost.
Construction Bidding Services. AECOM can assist in the construction bidding services that include attending
the pre-bid meeting, documenting clarifications with addenda, reviewing the bids, and preparing a certified bid
tab. In our experience, grouping the projects for bidding may be the most efficient way to implement and manage
CIP projects. The projects can be bundled by category for example, neighborhood drainage projects / larger CIP
projects, geographic location in the city, or a combination. This would invite qualified contractors and competitive
bids, minimize extra paperwork, and expedite the construction.
Construction Management. Before construction begins, projects requiring a temporary change in traffic patterns
or lane closures may require notifications to adjacent property owners and city departments with essential
services such as police, fire, and public transit. AECOM Public Involvement staff can prepare the press releases
and other notification flyers as needed for distribution via social media or other outlet sources.
Construction Inspections. As part of AECOM’s normal operating procedures, all AECOM inspectors and
field engineering staff will prepare construction observation field reports whenever a site visit is made. These
reports will include progress photos and observations on field construction activities, including contractor
and subcontractor forces, the type and quantity of equipment on-site, and erosion control measures on site.
These reports will also note any field variance from the plans and specifications including areas of undercut
and approximate quantities. In our experience, Primavera or a similar software tool for project / construction
management can increase efficiency and accuracy to track material quantities, generate daily reports, and process
monthly invoices. This can be an internet-based tool accessible to the City and AECOM project managers,
construction inspectors, as well as the contractor.

QMS is administered by the Project Managers and implemented by the entire project team. As part of the QMS,
all deliverables undergo internal reviews as appropriate (discipline review, detail checks, constructability review,
independent review, etc.) and are also subject to review and approval by a Lead Verifier, who are individuals that are
approved by AECOM to verify that the deliverable meets the standard of practice for a specific technical practice
area. The QMS provides our clients deliverables that are technically accurate and complete. AECOM’s dedication
to quality will provide the City of Durham the assurance of accurate and quality deliverables.

AECOM’s Approach to Addressing Constructability of Projects and
Providing Accurate Estimates
The AECOM team will continually assess constructability for a project during all phases, from conceptual design
through development of construction documents. In the infancy of a project, the lead project engineer or task
manager will identify site constraints and general barriers to constructability (such as site access or availability
of materials) and develop solutions to move the project forward. As a design project matures and progresses
toward developing construction drawings and technical specifications, and depending on the project size, risk,
and complexity, the lead project engineer or task manager will engage AECOM’s construction professionals
to seek guidance and input. AECOM believes in engaging our team of construction professionals during the
design phase, as their unique perspective often provides insightful input which ultimately results in delivery of a
more efficient and constructible project design. The AECOM team will also consider constructability both at the
individual component level and from a holistic project-wide perspective. For example, when designing a curtain
wall retrofit for a drainage structure, discipline engineers (stormwater, structural, and geotechnical) will consider
local site conditions/constraints and anticipated contractor capabilities when devising a solution to connect the
new concrete wall to the existing drainage structure, while the lead project engineer or task manager will evaluate
overall access to the site based on anticipated construction equipment and general site conditions/requirements.
Our engineers have extensive experience developing cost estimates at all phases of a project. During conceptual
design and alternatives/feasibility evaluation, rough order of magnitude (ROM) estimates are often prepared to
assist in planning and decision making regarding alternatives and funding requests. ROM cost estimates are
usually developed based on material quantity estimates for primary materials and unit costs as well as assumed
percentages for “unlisted items” and ancillary items such as mobilization, traffic control, and erosion and sediment
control. Substantial contingency cost is usually added to the ROM cost estimates to reflect the uncertainty
in primary quantities, unknown items, escalation, market outlook, and other risks. As more components of the
project are detailed and specified, the assumed percentages for ancillary items may be replaced with material
quantities and unit cost estimates or task-breakdown cost estimates. If the construction documents are based on
a unit cost bid approach, the actual bid form may be used to assign unit costs and develop a total cost estimate,
which facilitates comparison to contractor bids and bid tabulation.
Unit costs used in cost estimates are typically developed from the following sources in order of priority: City
supplied bid tabulations and averages, contractor supplied costs, AECOM supplied bid tabulations and averages,
NCDOT bid averages, and other published sources such as RSMeans. AECOM may also develop unit costs for
bid items through task or work breakdown approaches based on labor and equipment anticipated. Unit costs
and task-based cost estimates may be adjusted based the source date and location due to cost inflation or
geographical differences.

start of each project, will help us quickly identify project-specific needs early in the project and avoid unnecessary
