The high pressure turbine (HPT) rotor blades P/N 1957M10P01, P/N 1957M10P03,
P/N 1957M10P04, P/N 2002M52P14, P/N 2100M96P02, P/N 2100M96P03, P/N
2100M96P04, P/N 2100M96P05, P/N 2403M91P02, P/N 2403M91P03, P/N
2403M91P04, and P/N 2403M91P05 are affected by this Service Bulletin.
B. Description
This Service Bulletin provides the recommendations listed in Table 1 for fleet
management of the affected HPT rotor blades (paragraph 1.A., Effectivity) that have
operated from within China. If the cyclic thresholds for departures from within China
are met, then cyclic thresholds for retirement and inspections based on HPT rotor
blade cycles since new (CSN), considering all regions, are provided.

exposed.
Impact B
This Service Bulletin is offered to improve the reliability or performance of your CFM
product, or to help prevent the occurrence of the event or condition described in this
Service Bulletin. If the operator elects not to participate in the bulletin, that decision
will be taken into consideration by CFM in evaluating future product performance
issues that may arise in the operator’s fleet.

E. Reason

CFM56 engines operated in China have experienced three HPT rotor blade
liberation events due to corrosion cracking which initiated in the internal aft
cavity of the HPT rotor blade shank. The HPT rotor blade P/N 2002M52P14
has experienced two HPT rotor blade liberation events and the HPT rotor
blade P/N 1957M10P01 has experienced one HPT rotor blade liberation
event. These failures occurred on the HPT rotor blades that had accumulated
from 13,000 to 17,000 CSN. The fracture surface of the HPT rotor blades
exhibit the presence of elemental sulfur along the crack front, indicating that
the initiating mechanism for the cracking is environmental corrosion. CFM has
conducted a field sampling plan and has identified that this corrosion initiated
cracking in the HPT rotor blade shank occurs in the population of HPT rotor
blades identified in this Service Bulletin.
(3) Cause:
For the population of HPT rotor blades identified in this Service Bulletin, there
were varying efficiencies of application of the aluminide coating on the aft
internal cavity of the shank at new part manufacture. The absence of coating
on this surface accelerates fatigue crack initiation when the HPT rotor blades
are operated in an environment with an available supply of corrosion-inducing
sulfurous compounds. This, together with corrosion enhanced fatigue
crack propagation, can lead to an HPT rotor blade liberation. The variation
in the coating application efficiency at new part manufacture results in
HPT rotor blade populations with different crack initiation and propagation
characteristics.
This Service Bulletin identifies a field management plan that is consistent
with the coating variation observed and the consequent part capability when
operated in this environment.

This Service Bulletin recommends to retire or inspect the identified HPT rotor blades

3. ACCOMPLISHMENT INSTRUCTIONS
A. General
(1) Disassembly and assembly instructions for the HPT rotor assembly have
not changed. Refer to the CFM56-5B ESM, 72-52-00, DISASSEMBLY and
ASSEMBLY 001.

The repair referred to below contains complex processes that could
affect engine reliability and/or performance. Therefore it is necessary to
substantiate the ability and adequacy of a repair source to successfully
accomplish the repair. A Technical License Agreement is also required.

(1) Do an inspection of the HPT rotor blades according to the schedule defined
in Table 1. Refer to paragraph 1.B., Description and to RD 150-1582 as
applicable. To make sure that the repair facility knows that the inspection
is necessary, request inspection by RD 150-1582 be done on your repair
request documentation.
