EXPRESSION OF INTEREST
This expression of interest form is designed to allow you to record all of the information that DFID
needs to assess the eligibility of your proposed programme. Your expression of interest should
set out the underlying idea of the proposal and what your programme would deliver, your capacity
to deliver and your track record.
It is very important you read ECRP Frequently Asked Questions before you start working on your
expression of interest to ensure you understand and take into account the criteria of the fund.
Expression of interests which do not conform to the above criteria will not be considered.
If you have not previously received DFID support, you must also send:
An electronic copy of your organisation’s constitution
A short background note on your organisation (max 1 A4 page in Arial Font 11)
Your organisation’s most recent audited or approved accounts
We do not accept hard copies. Expression of interests received after midnight on Monday 21st
March will not be considered.

2.9 Implementation Partner(s) List all partners that will be involved in implementing the
programme. This must include all offices of the applicant that have a role in the programme.

3.2 Programme Summary: Outline the overall purpose, expected outputs, and main
activities of the programme.
3.3 Who will be carrying out the programme’s activities? Which other stakeholders will be
engaged with which areas of work?
3.4 What results/ impact will the programme have on the ground? For example, how many
people will the programme reach? How will this be monitored and evaluated?
3.5 What lessons have you drawn on from past experience (yours, your partners, or other
organizations) in putting together the programme? How will you help ensure that lessons
derived from the programme are taken up across the sector?
3.6 Value for Money: It is important that DFID funded programmes provide good value for
money (e.g. costs per beneficiary, % of costs on activities compared to running costs, ability
to drive down costs through effective procurement). Please explain in what ways this
funding will offer the maximum benefit for the resources requested.
4.2 Funding History: Please provide a brief summary of your experience with programmes of
this size and scope

4.4 Management: Please provide a brief summary of the proposed management and
governance structures for the programme, and your management and technical capacity to
implement the programme. If based on a consortium please provide a description of
previous experience in working in a consortium, and of existing or proposed processes for
management of the consortium.
4.5 Fraud: Are you aware of any fraudulent activity within your organization within the last 5
years? How was this managed? How will you minimize the risk of fraudulent activity
occurring in future?

5.1 Please explain the added value that you, the applicant, will bring to this programme in
addition to managing and accessing funds.
5.2 Please provide a description of your previous experience (including the nature and length) of
working with the main partner(s), and if based on a consortium, with the consortium
members
5.3 Please provide information on your partners’, and if based on a consortium, consortium
members, role, experience and capacity to undertake this programme.
5.4 Due Diligence and Capacity Building: Please provide a brief summary of your
experience in assessing, monitoring, and supporting the building of, the capacity of
partner agencies to deliver programmes of this size and scope.
