METHOD OF STATEMENT (OQ CULVERT PROTECTION)
Purpose
 The Purpose of this Method statement is to describe the Construction of Live OQ Pipeline Protection
Work and the Measures adopted for Safe and Systematic of the same.
Introduction
 This Method Statement describes of pipeline protection works on live OQ pipeline.
1. Setting out (Surveying)
a. Setting out.
• The correct datum & co-ordinates shall be used to set out the Road.
• The size of excavation shall be as per plan.
b. Traffic Management (Service Roads)
Service road to the working area shall not cross the pipeline. Where ever a crossing point is
required, approval shall be taken prior to crossing the line.
2. Excavation (Earthwork)
a. Obtain/work permit for excavation
Valid OQ Permit to work.

b. Identification of existing services
Before excavation foreign services be identified in trench line and permission/approval shall be
obtained from relevant authorities.
c. Removal of windrow
Mechanical removal of windrow shall be done only with JCB / Front load bucket/shovel.
d. Location and depth of the pipeline
Excavation of trial pit shall be manual at the crossing point of oil pipeline. The size of trial hole shall
be 2x2 m
e. Excavation Hand & Mechanical
The pegs shall be marked for hand excavation zone as per ORPIC procedure. In this zone only hand
tools with extra precautions shall be used, Hand and mechanical excavation shall progress to full
required depth and length.
3. Leveling and RCC works
a. Leveling and Compaction
Once excavation has been completed the trench should be cleaned and leveled to the required
gradient. Compacted by means of plate Compactor from the shoulders towards the center line.

b. Reinforced Concrete culvert.
Steel and Concrete will be used as per the specification of the ORPIC Drawing.
c. Clearing the site
• Wind row shall be restoring to original condition to match with the existing one.
• All the excessive materials shall be removed from the site and restore to original condition
HSE Induction
HSE induction will be given to all employees involved in the job to ensure that they have the
knowledge, skills and awareness, so work can be done in a safe, healthy and responsible manner.
Stress will be given to the following points while giving induction. •

Excavation & Backfilling Safety
• Lifting Operations.
Toolbox Talk
Prior to start work, the Site Superintendent will discuss the job to carry out taking in
consideration all safety measures with all employees assigned for the job
PPE
Minimum PPE (Hard hat, Safety Shoes & Safety Spectacles) are to be worn and other PPE such
as Safety Belt are to be worn as required.

Excavation
During the process of earth removal the following safe working procedures will be followed:
• Proper Work Permit will be obtained and a permit holder will be at work site throughout
execution of the job.
• Barriers and warning signs will be erected to keep un authorized personnel clear.
• Excavation will slope back to a safe angle of repose to prevent collapsing.
• Trucks used for the removal of soil will be controlled and sited by a banks man.
• Extreme care will be taken not to cause any damages to the pipe,
• Personnel engaged in hand digging operations will be briefed on the actions to be taken
when uncovering marker tiles, cables & pipe work.
• Following any sudden rainfalls or other environmental conditions that may affect the
integrity of the excavation.
Backfilling
Backfill operations shall be carried out in accordance with the following guidelines:
• Backstops will be provided for vehicles to prevent them over running the edge.
• A safe system of work will be identified and the implementation of this procedure is to be
conducted in accordance with the OQ Procedure.
Responsibilities
The Site Supervisor/Section Engineer in charge of the concerned pipeline protection shall be
responsible for the implementation of this method statement.

Scope of Emergency Preparedness Plan
• Detail the necessary information and action for saving fife and property in case of an emergency.
-
• Minimize the impact of an unusual event like a serious accident during working on a Gas Pipe
line or a fire.
First Aid and Medical Services
At Construction Site First facilities will be provided. An Emergency Vehicle also is available to transport
injured person to Local/Central hospital.
Emergency Procedure
An emergency situation may be:
• An accident with serious injury, fatality or serious property damage, • A fire or explosion
Caused by a pipeline.
The following information shall be followed.
• Person noticing damage / person injured shout out and inform others
• Raise emergency alarm
• Inform to supervisor/ permit holder
• On hearing emergency alarm all persons to leave the location and assembled in the assembly
point.
• The Supervisor shall inform as soon as possible to Area authority/ site representative. All
communication is preferably done by mobile phone to extension.
• Wait for the further instruction from Area authority
Stopping all Work
In case of an alarm, all work shall be stopped, machines and equipment shut down. Supervisors/foremen
shall designate the appropriate employees to shut down all critical equipment. Roads should be cleared
to ensure free access to Fire Brigade, Police, Ambulance, etc as required.
Shutting down work activities at least means the following:
• Immediately switch off power- supply sources

• Stop all equipment

• Switch off the Gas values
Evacuation Route in Case of Gas Leak.
• It is recommended to evacuate cross then up wind direction to the nearest assembly point.
• All personnel shall fellow instructions given by their immediate Supervisor and HSE personnel.
Assembly Points
The assembly points are specifically designated and clearly marked areas for an emergency situation. All
people shall assemble on the nearest assembly point, and wait there until ‘All Clear’ has been given.
Head Counting and Registration
After having assembled, head counting shall be done by the supervisor I foreman. Registration shall be
done on the Head Counting Report. Head Counting Reports shall be submitted for verification to HSE
/Administration and report is issued accordingly.
Emergency Coordination
The coordination of an emergency is handed over to the appropriate disciplines of the ‘Outside
Emergency Services’
All Clear Signal
The ‘All Clear’ signal will be given by the designated person.
Outside Emergency Services
Depending on the type of emergency the following Outside Emergency Services can be called upon for
assistance.
