1. Are teachers who have no license considered professional?

No, teachers who have no license cannot be considered professional. In the


Philippines, teachers are generally required to have a teaching license issued by the
Professional Regulation Commission (PRC) to be considered professional educators.
Additionally, the CODE OF ETHICS of the Philippines defines Professional as a person who
possesses dignity and reputation with high moral values as well as technical and professional
competence. Furthermoree, it is supported by Republic Act 7836: Philippine Teachers
Professionalization Act of 1994 wherein it set regulations of the licensure examination and
professionalization of the practice of teaching profession. It requires all teachers to take
licensure examinations to be a professional teacher. Moreover, in my perspective teaching is
a paid occupation just like any other jobs, but it requires standard requirements and
qualifications because teachers mold a set of next generations. It is not an easy job, therefore
license and qualifications are highly required to be a professional teacher.

2. What do technical and professional competence mean?

Technical competence is the ability a professional possesses to complete their job


duties in a given industry. It refers to a teacher's ability to demonstrate knowledge and
proficiency in a particular subject area. He or she is knowledgeable in the technical concepts
and information related to his or her vocation. According to the code of ethics, a teacher is
someone who helps students acquire the knowledge, skills, and values that promote
development. Teachers are those people who have the knowledge, skills,attitude, and special
training in teaching, explaining, and educating. (R.A. 9155)

Professional competencies are skills, knowledge and attributes that are specifically
valued by the professional associations, organizations and bodies connected to your future
career like having a degree and passing a licensure examination. Additionally, it means
showing personal accountability of professional image by following the teaching standards
and code of ethics. It also shows practice related competencies and personal characteristics
such as decision making, adaptability to the behavior of the students and effective
communication.

In summary, technical competence relates to the specific skills and knowledge


required to perform tasks within a profession or trade, while professional competence
encompasses a broader set of attributes that enable individuals to excel in their chosen
profession or field. Both types of competence are essential for success in various careers and
industries.

3. Are private school teachers required to have a license? What about preschool teachers,
ALS teachers, school heads, Education Supervisors and Schools Division Superintendents?

Yes, because according to the code of ethics for professional teachers, it is stated in
the preamble that teachers are duly licensed professionals who possess dignity and reputation
with high moral values as well as technical and professional competence. And it is stated in
Article I section 2 that it covers all public and private teachers from primary to secondary
including industrial art or vocational teachers and other performing supervisory and
administrative functions in all schools.
