Greetings from the Department of Trade and Industry Region 1!

The DTI-Region 1 has been dedicated to assisting various Agrarian Reform

Beneficiaries Organizations (ARBOs)/MSMEs in our region through our
Comprehensive Agrarian Reform Program (CARP). We have consistently
provided a range of technical assistance, including trainings, seminars, product
development, market development, consultancy services, and access to
finance, with a particular focus on their established Income Generating Projects
(IGPs), especially in the field of Food Processing.

The Sigay Coffee Growers Agrarian Reform Cooperative (SCGARC), situated in

Brgy. Poblacion, Sigay, Ilocos Sur, is one of our assisted ARBOs in the
province of Ilocos Sur. Established in 2008 as an association and subsequently
registered as a cooperative in 2021, SCGARC has made significant strides.
However, during our recent project monitoring conducted on December 1, 2023,
it came to our attention that the cooperative is still taxable, hindering them from
applying for a certificate of tax exemption. To address this challenge, the
cooperative must obtain a Certificate of Compliance, requiring its Board of
Directors to undergo at least two mandatory trainings mandated by your
esteemed office. While SCGARC has completed the Good Governance and
Management of Cooperatives training, they are yet to fulfill the training on
Fundamentals of Cooperatives.

In this regard, may we request one your staffs to be our resource Speaker for
the Fundamentals of Cooperatives to be held in Brgy. Poblacion, Sigay, Ilocos
Sur on December 19, 2023. Our office will provide for the honorarium, meals
and transportation expense of the resource speaker. The schedule can be
adjusted accordingly based on the availability of your staff. Our CARP Staff, Mr.
Hans D. Busacay will be coordinating with you for further details.
