1.0 INTRODUCTION

1.1 PURPOSE
The project work scope shall cover the Procurement, Fabrication, Testing, Construction/Installation, Pre-
commissioning, Commissioning, Performance and Reliability Testing, and Handover of the Pipeline and all its ancillary
facilities. It should be read in conjunction with all other documents that form part of this project.

1.2 OVERVIEW
Belemaoil Producing Limited (BPL) is a world class indigenous independent exploration and production (E&P) company
operating in the Niger Delta Region of Nigeria with a host of strong partners across the globe. Belemaoil Producing
Limited (BPL) is the operator of the Oil Mining Lease OML 55, in the east of the country’s Niger Delta Basin.

OML 55 covers an area of approximately 840km² and is located in the swamp to shallow water offshore areas in the
south eastern Niger Delta. The block contains five producing fields (Robertkiri, Inda, Belema North, Idama and Jokka).
The majority of production on the block is from the Robertkiri, Idama and Inda fields. The Robertkiri field is located in
the swamp at a water depth of five meters and has a production platform and utility platform installed. Production
capacity at the Robertkiri facilities is 20,000 bpd and 10 MMscfd. Production facilities at the Idama field comprise a
jack-up mobile offshore production unit (‘MOPU’) and riser platform that have a capacity of 30,000 bpd of total fluids
and 34 MMscfd. The Jokka field is produced through a manifold tied-back to the Idama facilities. Production facilities
at the Inda field comprise a MOPU with a capacity of 30,000 bpd of total liquids and 34 MMscfd.

Overall, the infrastructure on OML 55 comprises three flow stations, a network of flowlines, and two eight-inch pipelines
that connect to the third-party operated infrastructure.

1.4 Scope of Work


General

The project work scope shall cover the Procurement, Fabrication, Testing, Construction/Installation, Pre-
commissioning, Commissioning, Performance and Reliability Testing, and Handover of the Pipeline and all its ancillary
facilities of 24” x 51km Robertkiri PP pipeline, 18” x 49km Inda PP pipeline, LACT units and Pig Launcher from the
respective Platform to interconnect the Pig Receiver and the proposed LACT Unit at the BPL Vessel Loading/Offloading
Platform, and Tie-in piping network to the existing Robertkiri PP 12” and Inda PP 8” delivery

pipelines.

1.5 Construction Scope

The main activities to be undertaken by the CONTRACTOR to complete the WORK under this work package shall
include:
 Provision and mobilisation of all resources necessary for the execution of the WORK including
CONTRACTOR personnel, equipment, offices, construction camp, workshops, storage yards and temporary
facilities for managing the WORK including accommodation for workers and COMPANY personnel
 Review, verification and acceptance of the Detailed Engineering Design (DED) package.

 Contractor shall verify, update and own the DED at the tender stage.
 Site post-engineering surveys, lease boundary definition, site clearance, spatial quality assurance and
dimension control, soil tests / analysis and civil works, etc, together with any measures deemed necessary
 Site clearance, top up sand filling and all work necessary for preparation of identified worksites.
 Procurement, supply, inspection, testing (including Factory Acceptance Tests), packaging preservation,
transportation, customs clearance, handling, storage of materials, equipment and consumable necessary for
the completion of the WORK
 Preparation, fabrication, installation, construction, non-destructive testing, inspection, quality control, surface
treatment, coating, control of all activities in order to complete the WORK
 Decommissioning, demolition and removal of any facilities that will interfere with any part of the Permanent
WORK including any required Brownfield work
 Supply of all documentation, certificates, qualifications, calculations, reports, as built drawings, and as-built
documentation required by Government Agencies, certifying authorities, inspection agencies, surveyor to
approve the engineering, procurement, construction, installation, operations of the WORK
 Integration and testing of process automation, control and safeguarding, and telecommunications systems at
manufacturers yards prior to delivery to site
 On-site testing, checking completion of detail check lists, pre-commissioning, commissioning and handover
of systems including spares, test equipment, tools, consumables and any work activities necessary for the
completion of the WORK.
 Conduct Performance tests and Reliability tests in line with the Facilities Acceptance Criteria
 Development of Asset management deliverables required to operate and maintain the facilities and the entire
suite of Handover Documentation, in line with the CONTRACT
 Supply of all certificates (as necessary), qualifications, calculations, reports, as-built drawings and as-built
documentation required by governmental agencies, certifying authorities, inspection institutions, surveyors
and COMPANY to approve the design, fabrication, installation, construction and operation of the complete
facilities as proposed.
 Project Management and control of the entire WORK to ensure proper and timely completion in line with the
CONTRACT COMPLETION DATE
 HSE and Quality Management throughout the duration of the WORK
 Provision of all documentation needed for COMPANY to obtain from Nigerian Authorities all required
consents pertaining to the project work required to complete the general scope.
 Provision of Insurances for all the WORK

 Delivery of the initial fill of all plant consumables together with the necessary commissioning spares. In
addition, the CONTRACTOR shall supply spares necessary for two years of plant operation as well as
insurance spares, all as agreed with COMPANY.
 Demobilization of all contractor temporary facilities, camps, offices, workshops, equipment, site restoration at
the end of construction in line with the requirements of the Environmental Impact Assessment study.

1.6 Work Planning


CONTRACTOR shall mobilise adequate resources to ensure that the WORK is completed within the timelines
stipulated in the SCHEDULE OF KEY DATES as specified in Section I – Form of Agreement. CONTRACTOR shall be
required to submit a detailed proposal of how CONTRACTOR intends to complete the WORK within the stipulated
timeline including construction equipment to be deployed, construction method, a fully resource loaded work schedule,
number of crews and spreads

1.7 Project Schedule and Work Programmed


The CONTRACTOR shall provide a detailed schedule based on key dates and on the MILESTONE activities. In
preparing his construction schedule, the CONTRACTOR shall give consideration to the environmental information
identified herein, particularly with respect to the influences of weather and the need to minimize time on SITE for
reasons of community relations.

The CONTRACTOR shall perform the WORK in accordance with an approved detailed WORK Program.

1.8 Environmental Data


Standard meteorological data for the Niger Delta area in which BPL operations are conducted (including the area
covered by this project) shall be adopted for this project.

1.9 Codes and Standards


In general, the project shall be designed, constructed and operated in accordance with:
a. Nigeria Law.

b. Project specifications and standards.


c. BPL specifications and standards.
d. Relevant industry standards.
e. CONTRACTORS’ codes and working standards.

In the event of contradiction between these, precedence shall be in the order listed above with Nigerian law
carrying the highest priority. However, the CONTRACTOR shall review the merits and demerits of the conflicting
specifications and provide advice on the most appropriate specification. If the advice is contrary to the above
stated order of precedence, BPL will review the advice and provide the final decision on which specification to
adopt.

1.10 Review, Verification and Acceptance of Detailed Engineering Design

The CONTRACTOR shall review the scope of WORK as defined herein and confirm, as appropriate, with his
Tender and during the course of the WORK:

a. Full understanding of the scope of the WORK.


b. Clarification of any issues arising with BPL.
c. Receipt of all documentation / clarifications necessary to complete the WORK.
d. Verification of all tie-in points

1.11 Pipeline Right of Way (ROW)

COMPANY shall acquire the pipeline ROW and handover to the CONTRACTOR. CONTRACTOR shall however
acquire at Contractor’s cost any additional lay-by areas required for use for pipe stacking or construction sites.
CONTRACTOR shall clear the ROW and ensure that clearing of pipeline ROW shall not obstruct both the normal
drainage of the area and the tracks used by the Community members to access their farmlands. CONTRACTOR shall
fully restore pipeline ROW in line with the BPL Standard Construction Specifications before vacating the area.
In order to lay the new line, CONTRACTOR shall be required to take necessary safety measures during the
construction of the pipeline. CONTRACTOR shall conduct detailed surveys and probing in the pipeline approaches to
existing facilities to ensure that existing pipelines are identified and avoided.

1.12 Pipeline External Anti-Corrosion Coating and Cathodic Protection


The pipeline shall be protected by anti-corrosion coating and supplemented by sacrificial anodes during construction
and the Impressed Current Cathodic Protection (CP) system during the operating life.
CONTRACTOR shall coat the steel linepipes and induction bend using external anti-corrosion coating. The base
case shall be a factory coated three-layer polyethylene for both line pipes and bends. Three-layer polyethylene may
however be required depending on the design temperature on the line.
CONTRACTOR shall provide the concrete weight coating for buoyancy control as determined during DED and
further detailed during detailed design. The installed concrete coating shall meet the specifications in the DED on
Concrete Coating.
CONTRACTOR shall finalise the design, procure and install the Temporary Cathodic Protection (CP) system to
protect the facilities for at least 3 years prior to energization of the permanent Cathodic protection System.
Impressed current CP anode with deep well ground beds shall be adopted as the main CP system for the pipeline
for the onshore section and bracelet anode for the offshore sections. The new CP system shall be integrated with

the existing system at the PP and along the ROW so as to avoid interference. It will be the responsibility of the
CONTRACTOR to ascertain the design and integration.
CONTRACTOR shall install a temporary sacrificial anode CP system to protect the pipeline during installation and
testing (prior to the commissioning of the impressed current system). The sacrificial anode system shall be sized for
a three (3) year life.
CONTRACTOR shall carry out detailed RoW surveys to establish the topography including the height of water tables
along the pipeline route.
External corrosion coating and weight coating of all line pipes shall be carried out in Nigeria as required by Nigerian
law. CONTRACTOR shall comply with this requirement. In the event that the CONTRACTOR fails to comply with
this requirement, CONTRACTOR shall be held liable and COMPANY reserve the right to audit. CONTRACTOR
shall make available to COMPANY all documents as will be required by COMPANY

1.13 Temporary Facilities

CONTRACTOR shall provide temporary civil facilities (including temporary access roads to the remote locations), to
support construction activities. All such facilities shall be demolished and removed from site at the completion of
construction works.

1.14 Mechanical Works


The EPC contractor shall carry out DED review, verification, acceptance and update, procurement, preparation,
fabrication, welding, construction, coating, piping installation, installation of piping supports, non-destructive testing,
hydrotest, leaktest, inspection, quality control, mechanical completion, pre-commissioning and commissioning
activities in order to complete the work. The EPC contractor shall carry out the following:

i. Provide appropriate equipment for lifting, fabrication and construction works


ii. Pipe fabrication, prefabrication, welding and testing shall be performed in accordance with the relevant
BPL Construction Specifications
iii. All welding shall be carried out in accordance with qualified and approved welding procedures and welders.
iv. Contractor shall submit to COMPANY its Welding procedures (WPS) in accordance with the relevant
ASME section.

v. All weld repairs shall be carried out in accordance with approved procedures.
vi. There shall be visual and NDT (Radiography) inspections of all welded joints. This shall be in accordance
with international standard
vii. Post weld heat treatment (PWHT) shall be carried where required.

viii. New installed pipeline and structures shall be painted according to painting specification
ix. The pipeline shall be pressure tested in accordance with the Construction Specification and ANSI code.
x. Internal cleaning /blowing of lines shall be carried out immediately after pressure testing.
xi. Final mechanical completion inspection shall be conducted using BPL check sheets, findings shall be
rectified and closed out before mechanical completion of the work.
xii. Calibration and certification of all test equipment, lifting equipment, hooks, slings and shackles, hoses,
power cables, etc.
xiii. Proper Protection and preservation shall be provided from the time of installation up to commissioning.
xiv. Contractor shall remove all equipment, tools, pipe cut-offs and carry out general housekeeping after
completion of the work and re-instate the site to its original condition.

1.15 Pigging and Pig Traps


CONTRACTOR shall install permanent pigging facilities on the Pipeline. However, CONTRACTOR shall provide
temporary pigging facilities to be used for hydrotest and pre-commission the Pipeline if the permanent pigging
facilities is not available by the time the pipeline is installed.
To accommodate the intelligent pigs, the minimum bending radius for the pipelines shall be as defined in the pipeline
mechanical design report and the pipeline and pig traps design.

1.16 Pipeline Crossings


CONTRACTOR shall survey all the proposed crossing areas to ensure that existing flowlines and pipelines are
correctly located. Special crossing design and dewatering schemes shall be required in flooded areas.
CONTRACTOR shall thrust bore all major road crossings for the pipeline. For River crossing HDD method should be
preferred, however CONTRACTOR is free to propose an alternative crossing method for COMPANY’s review and
approval. The river crossing plan and details shall be submitted to COMPANY for review/approval prior to work
execution. Interference test and mitigation on Cathodic protection shall be in place to ensure the workings of the
Cathodic Protection system is not causing interference to the lines being crossed.

1.17 Facilities Remediation during and after Construction Activities


CONTRACTOR shall be responsible for maintaining all site access roads during the construction activities, and at
the completion of construction activities, prior to demobilisation. This shall include watering of the roads as may be
required to control the effect of dust on personnel working on site.
CONTRACTOR shall be required to repair all damage to roads and other infrastructure and facilities (including
protection of the site embankment slopes) as a result of the WORK and return the roads to their original state, same
as at the beginning of the construction activities.

1.18 Interfaces with Existing COMPANY Plant/Facilities


As part of the WORKS, CONTRACTOR activities may coincide with COMPANY operational activities or other
projects. CONTRACTOR shall be required to comply with existing COMPANY procedures (e.g. PTW) guiding
concurrent activities in order to ensure minimal disruption.
CONTRACTOR shall be required to accept the interfaces as part of the WORK. CONTRACTOR shall be required to
develop an interface management procedure detailing how the above interfaces and interfaces with other third-party
activities will be managed.

2.0 PROJECT MANAGEMENT


2.1 Introduction

The CONTRACTOR shall be responsible to COMPANY for the management and control of the WORK from
EFFECTIVE DATE of the CONTRACT through to the COMPLETION DATE and FINAL ACCEPTANCE by
COMPANY and shall ensure that COMPANY is fully informed of the status of the WORK at all times. Supervision
by COMPANY will be by resident teams and by scheduled and unscheduled audit. CONTRACTOR shall ensure
that the agreed project management, HSE management and quality management systems for the CONTRACT
are in place at all Worksites.
Project management shall include all efforts by CONTRACTOR’s project team to manage all aspect of the
WORK, including project, engineering, procurement, fabrication, construction, pre-commissioning,
commissioning, HSSE, information, and Quality management.
In this regard, the CONTRACTOR shall implement sound and effective procedures for project planning,
resourcing, execution, documentation, control, co-ordination and reporting of its activities, those of its
SUBCONTRACTOR and VENDORS, and the management of interfaces with others in order to ensure project is
completed safely, on schedule and in accordance with the Project Specifications.

The CONTRACTOR's project management activities shall include, but not be limited to:
1. Establishment of relevant measures of performance, such as schedules, etc.
2. Ongoing appraisal of performance compared to the planned measures.
3. Analysis of trends and deviations and early implementation of corrective actions.
4. Realistic forecasting, taking into account performance to date.
5. Keeping COMPANY informed of progress, status and outlook in a timely manner, providing the formal
reports as required by the CONTRACT.
6. Obtaining permits, consents and approvals for the WORK.
7. Preparing, implementing and maintaining a Quality Management System.
Implementation of Lean philosophy in the management of project including the use of Last Planner system of
work planning.

The CONTRACTOR's project management activities shall include, but not be limited to:

2.2 Work Locations


CONTRACTOR shall establish and operate for the purposes of this CONTRACT the following Worksites in order
to ensure effective co-ordination and management of the WORK:
1. Project management offices, located at any acceptable location in Nigeria, where the DED verification
engineering, procurement and construction would be managed. This may be located within a facility
operated by CONTRACTOR and covering multiple projects but shall be segregated from other activities by
dedication of suitable office floor areas.
2. A Construction Base within the site area, which must be set up to provide office accommodations for
CONTRACTOR and COMPANY project team so as to allow for the management of project with
CONTRACTOR and COMPANY project leadership teams resident at this Base
3. Storage bases located appropriately within the site area to ensure materials and equipment are adequately
stored.
4. Worksites offices at the various WORKSITES

2.3 Control, Monitoring and Procedures


The CONTRACTOR shall be responsible for the overall management, planning, resourcing, execution,
documentation, control, cost monitoring, scheduling/schedule monitoring, quality management, HSE
management, and reporting of the whole of the WORK from the EFFECTIVE DATE OF COMMENCEMENT OF
THE CONTRACT through to the COMPLETION DATE, and shall ensure that COMPANY is fully informed of the
status of the WORK, and any associated problems or non-conformances, at all times.
CONTRACTOR shall ensure that current versions of the agreed project management, HSE management and
quality management systems and procedures for the CONTRACT are in place at each location during design,
procurement, fabrication, construction and commissioning activities including all associated activities such as
load-out, shipping, transportation, offloading, and offsite storage. CONTRACTOR shall operate a document
control and management system that demonstrates this.
The CONTRACTOR shall prepare interface project procedures with COMPANY’s existing procedures in areas
where integration between the two systems is required.

2.4 Project Calendar


The CONTRACTOR shall implement the CONTRACT in accordance with a Project Calendar which shall be
same as normal calendar, to which all documents and reports shall refer. See Section V Administration
Instructions and Project Controls.

2.5 Permits and Licenses


CONTRACTOR shall obtain all permits and licences required for the execution of the WORK. These include but
not limited to those required for purchasing, shipping, importing and transporting the materials and equipment for

the WORKS, construction equipment, radio frequency, waste and waste water. CONTRACTOR shall also obtain
all permits and licences for the mobilisation and employment of staff and labour. CONTRACTOR shall retain the
responsibility for maintaining the currency and validity of these permits and licences.
Various external approvals are required to operate the facilities. CONTRACTOR shall provide all supporting
documents requested by COMPANY in obtaining these consents, approvals, licences and permits. COMPANY
shall obtain all permits for the operation of the facilities.
CONTRACTOR shall prepare all necessary documentation, in the COMPANY approved formats, and submit for
approval by COMPANY in accordance with the permits and consents plan (Appendix 4.1). CONTRACTOR shall
prepare a detailed Permits and Consents Procedure and Schedule for approval by COMPANY. Regular weekly
review meetings shall be held between CONTRACTOR and COMPANY to streamline the process and to track
submissions, preparation and approvals.

2.6 Project Execution Statement/Project Execution Plan


General
The CONTRACTOR shall update, and submit to COMPANY for approval, the Project Execution Statement and
the Project Execution Plan submitted with its technical tender, revised if necessary as agreed with COMPANY,
within forty-five (45) days from the EFFECTIVE DATE OF COMMENCEMENT OF THE CONTRACT, giving full
details of the arrangements, practices, resources, sequence of activities and methods which the CONTRACTOR
proposes to adopt for the execution of the WORK.
The CONTRACTOR’s Project Execution Statement and the Project Execution Plan shall be project-specific
documents and shall contain adequate detail to enable stand-alone ‘SMART’ understanding of the control
structure, procedures and specifications.

Project Execution Statement


The Project Execution Statement shall describe and define the logic and inter-relationships of CONTRACTOR’s
plans and proposals for project execution, giving an overview covering all aspects of the WORK under major
headings corresponding to the Project Execution Plan. It shall identify the duties and responsibilities of each
member company within a Joint Venture (JV) or Consortium. It shall define all the WORKS proposed to be sub-
contracted, and the names of the proposed SUB-CONTRACTOR for all work with a SUB-CONTRACT value
exceeding $50,000. It shall identify the work scope to be carried out at each WORKSITE defined in Scope of
work article 3 (above). It shall provide sufficient detail to completely identify and define the necessary content of
the Project Execution Plan, which shall be the detailed executive document used for management of the
CONTRACT.

Project Execution Plan


The Project Execution Plan shall implement the Project Execution Strategy and shall include the requirements
detailed in this section of the CONTRACT. The CONTRACTOR shall ensure that the procedures defined in the

Project Execution Plan are fully compatible and integrated with all other systems implemented for the execution
of this CONTRACT.
The Project Execution Plan shall include all related project specific policies and procedures, and detailed
flowcharts and schedules to be used by the CONTRACTOR to manage the CONTRACT.
Procedures shall cover all CONTRACTOR’s activities, those of its SUBCONTRACTORs and VENDORS, and the
management of interfaces with others active in the Project area and elsewhere associated with this project.
The Project Execution Plan shall be subject to change control and shall be reviewed and where necessary
updated by the CONTRACTOR. CONTRACTOR shall inform COMPANY of its intention to revise the Project
Execution Plan and shall obtain COMPANY’s agreement on the need for, and details of, the revision prior to
implementation. COMPANY may instruct CONTRACTOR to revise specific sections of the Project Execution
Plan if, in COMPANY’s opinion, they no longer represent the reality of project execution. Such changes may
include the format and/or number of separate volumes required.
The Project Execution Plan shall include CONTRACTOR’s detailed proposals for all necessary temporary works,
offices, workshops, warehouses, storage areas, logistics, utilities, security, and messing/accommodation
(including that proposed for COMPANY assigned staff and visitors) for the various project phases at each
WORKSITE.
The Project Execution Plan including Workforce Planning execution plan shall comprise Twenty (20) stand-alone
volumes for each phase of the WORK, or control activity, to aid timely issue and approval, as follows:

CONTRACTOR’s Organisation and Key Personnel


As required by COMPANY, the CONTRACTOR shall submit for COMPANY's approval, within thirty (30) days of
the EFFECTIVE DATE of commencement of the CONTRACT, an organisation chart showing the proposed
organisation to be committed by the CONTRACTOR for the performance of the WORK, including:
 Lines of authority, responsibility and communication.
 Division of responsibilities between the CONTRACTOR's Site and off-Site organisations.
 Names, titles and functions of all supervisory and other key personnel.

The CONTRACTOR shall provide skilled and qualified personnel to perform the WORK and ensure that
appropriate personnel have, and maintain, certificates and licenses required by applicable laws. CONTRACTOR
shall comply with statutory requirements with respect to professionals occupying key positions and signing off
documents, engineers shall be COREN registered.
In addition, the CONTRACTOR shall submit a detailed resume (and originals or copies of supporting
documentation which may be subsequently requested by COMPANY) of the professional qualifications and
experience of key personnel and other persons proposed to occupy a position deemed by COMPANY to be
significant within the organisational structure. The professional qualifications of CONTRACTOR’s Design and
Engineering, and Project Management Personnel shall be approved by COMPANY.
Upon approval of such organisation chart and proposed personnel by COMPANY, no changes shall be made
without COMPANY's prior written approval. The CONTRACTOR's key personnel assigned to the performance of

the WORK shall not be re-assigned without COMPANY's prior written approval and until a satisfactory
replacement, approved by COMPANY, has taken over.
Engagement of key project personnel into the project shall only be after a face to face interview and explicit
approval by COMPANY project management team. In the event that the CONTRACTOR wishes to
terminate/reassign any key personnel, CONTRACTOR shall issue a three months’ notice to COMPANY in-lieu of
such termination/reassignment of key project personnel from the project and such termination/reassignment shall
only take effect after an approval has been given by COMPANY.
Before commencing WORK hereunder, the CONTRACTOR shall appoint a competent, Project Manager and
Deputy Project Manager fluent in spoken English, acceptable to COMPANY, to represent and act for the
CONTRACTOR at all times during the performance of the WORK. The CONTRACTOR shall inform COMPANY
in writing of his address and telephone number, the scope of his authority, and the limits and extent of such
authority.
Upon COMPANY's approval of such Project Manager, no change shall be made without COMPANY's prior
written consent. Such Project Manager shall have overall responsibility for the WORK, whether performed in the
CONTRACTOR's home or branch offices, at the Sites or elsewhere, and shall be present at the Sites during such
periods as COMPANY may designate.
The CONTRACTOR shall also appoint competent, Construction Managers who are fluent in written and spoken
English and acceptable to COMPANY to be present at construction sites at all times when construction is in
progress, and who will represent and act with full authority for the CONTRACTOR at the relevant sites in the
absence of the CONTRACTOR's Project Manager. All notices, determinations, instructions and other
communications given to such Project Manager or Construction Managers or any other responsible
CONTRACTOR’s personnel by COMPANY shall be binding upon the CONTRACTOR.
The CONTRACTOR shall comply with all provisions of the Nigerian laws relating to its personnel, including the
employment of personnel. If COMPANY believes that any person, including supervisors, are disorderly,
incompetent, not cooperative, unsafe, or unqualified, then COMPANY shall request the CONTRACTOR to
replace such person, and the CONTRACTOR shall do so immediately at no cost to COMPANY

3.0 Responsibilities
3.1 Company’s Responsibility

During the procurement, fabrication, construction/installation and commissioning phase of the project, COMPANY
shall be responsible for the following:
 Provide all necessary design drawings and documentation necessary for the procurement, fabrication,
construction/installation and commissioning activities of the project.
 Coordinate Contractor’s work program with marine group to achieve minimum down time during
construction.
 Provide the program guidelines, project briefs, execution plans and any other parameters or special
requirements necessary for the CONTRACTOR to perform the WORK within schedule and budget without
compromising on safety and standards.
 Provide Representatives to supervise the project and ensure specifications are complied with. Inspect ALL
materials and equipment required for the project.
 Arrange periodic review meetings/inspections with the CONTRACTOR to ensure that the WORK is being
executed according to the approved procedures as desired by COMPANY.
 Provide an HSE Officer during the project and advise Contractor, in writing, of COMPANY'S applicable
safety rules and regulations.
 Coordinate pre-tender visit to site.

3.2 Installation Contractor’s Obligations

CONTRACTOR’s responsibilities are fully described in the ARTICLES OF AGREEMENT. However, in summary,
CONTRACTOR shall be responsible for completing the quality assurance and control/test, construction,
transportation and installation, and other related activities as may be required to successfully complete all of the
WORK as described herein and make the system functional for the intended purpose, based on the approved
specifications and drawings.
In addition to the specific work activities enumerated, the following general responsibilities form part of the
CONTRACTOR’s scope of work:

3.2.1 General

 Execute the project diligently in a safe manner to the required standard using qualified/competent personnel
and sound equipment/materials to COMPANY’s satisfaction and on schedule.
 Perform all works in accordance with this construction scope of work and associated detailed design
drawings and documentation.

 Submit a realistic contract master schedule (to be approved by COMPANY) to efficiently and effectively
complete the works and to cover all aspects of the work as contained in the construction scope of work
before commencement of construction.
 Inspect the project location and familiarize with the conditions thereof relating to the performance of the work
and accept them for such performance.
 Provide workmen with the necessary safety equipment and shall be ready to abide strictly by COMPANY's
safety regulations.
 Provide all other materials, tools, and consumables, etc. not specified in design documentation, which are
necessary to perform the work according to the contract. CONTRACTOR will be expected to visit site and
verify/provide in his bid, items not mentioned in the work package.
 Provide a site agent/manager to co-ordinate the project activities with COMPANY’s representative.
 Provide HSE officer to coordinate HSE affairs during the project.
 Prepare all workshop drawings for all aspects of the work and subject them to COMPANY’s representative’s
review and approval.
 Guarantee that all supplied materials are new and proper for the application and also providing for
traceability. All materials shall be free of defects and any patent or copyright infringements.
 CONTRACTOR shall give a warranty period of at least one year from the date system is placed in service
or the date of final acceptance by COMPANY.
 Make necessary repairs and alterations, or furnish replacement, at no cost to COMPANY if defect becomes
evident during the warranty period. Repairs shall be done at a time and in a manner convenient for
COMPANY.
 Provide COMPANY with relevant mill/test certificates of all procured materials. In a case where this is not
provided, CONTRACTOR shall at his own cost carry out tests to prove the integrity/properties of his
materials according to specifications, set by COMPANY.
 COMPANY reserves the rights to shop-inspect and witness tests for all purchased materials. COMPANY
inspectors shall be granted unhindered access to all portions of the CONTRACTOR's plant and workshop
where the works shall be carried out. CONTRACTOR shall be responsible for providing means or access to
her work sites.
 COMPANY’s approval or release of material for shipment or payment of any milestones shall not relieve the
CONTRACTOR of any responsibilities in case of later discovery of defective materials or workmanship.
 Be responsible for all parts of the work including all parts subcontracted by the CONTRACTOR.
 Use drawings/documents received for the work, bearing in mind that Notes on the drawings are integral
parts of the scope of work.

 CONTRACTOR shall provide for COMPANY’s approval construction method statements for all aspects of
the work.
 Obtain COMPANY’s approval should there be need to change anything as shown on the Approved For
Construction (AFC) drawings.
 Agree with COMPANY that he has visited site and has considered the means of access to/from work location
as part of his bid as no claim for lack of knowledge in this respect will be entertained.
 CONTRACTOR shall provide well equipped office space, furniture and facilities including communications
and data equipment, utilities, supplies and services at all sites as required for use by COMPANY throughout
the period of the CONTRACT duration.
 CONTRACTOR shall observe, enforce and ensure that all its subcontractors and agents observe and
enforce all COMPANY's applicable safety rules and regulations included in the bid/contract package.
 CONTRACTOR shall also take all precautions and measures prescribed by any applicable laws, rules and
regulations to ensure the safety of CONTRACTOR’s personnel and all other personnel including, without
limitation, the provision of all necessary barriers, guards, temporary bridges, lights watchmen and all similar
items.
 CONTRACTOR shall fulfill and enforce its obligations in above articles at the site(s), the temporary facilities,
its offices and any other place, site or factory where any aspect of the WORK or fabrication work is
performed.
 CONTRACTOR shall at all times keep the site(s) free of waste material and rubbish, and upon the
completion of the WORK it shall clear away and remove from the facilities all temporary facilities, waste
material and rubbish and all surplus materials, equipment, structures, and tools that are not the property of
COMPANY, leaving the whole of the facilities and the site(s) clean, in an acceptable condition and to the
satisfaction of COMPANY.
 CONTRACTOR shall accept assignment from COMPANY and assume all liabilities and obligations of
COMPANY under all purchase orders and contracts initiated by COMPANY that are related to the WORK.
CONTRACTOR further agrees to accept all of COMPANY's responsibilities and obligations specified or
implied in the respective purchase orders and subcontracts, and shall deliver, accept, install and start-up
such units as though such purchase orders and subcontracts comprised part of this package.
 CONTRACTOR shall be solely responsible for ensuring that all of its foreign employees comply with the
Nigerian Content directive and Nigerian immigration laws.
 CONTRACTOR agrees that anything mentioned in COMPANY's specifications and not shown on
COMPANY's drawings or vice versa shall be of like effect as if shown or mentioned in both. In case of any
conflict or inconsistency among any of the incorporated documents, CONTRACTOR shall assume the most
relevant and acceptable to the COMPANY’s representative as the CONTRACT DOCUMENT.

 CONTRACTOR shall ensure it has properly examined the Scope of Work, Conditions of Contract,
Specifications, Bill of Materials, Layout Drawings and Tender Letter Form for the project. No variations from
these documents shall be permitted without COMPANY's prior written consent. All data given in the
documents stated above are for orientation purpose only. The exact parameters shall be verified and
established by CONTRACTOR. CONTRACTOR will be required to verify the figures, bill of materials and
drawings given herein as correct for dimensions and numbers given. Discrepancies between the data herein
and CONTRACTOR’s estimates shall be reviewed with COMPANY’s representative.
 CONTRACTOR shall provide for COMPANY's approval, method statements for each aspect of the work.
 CONTRACTOR shall comply with the provisions of the Nigerian National Office of Industrial Property Act
and the Petroleum (Drilling and Production) Regulations, 1969, as amended.
 CONTRACTOR shall provide load bearing scaffolding as may be required on site.
 CONTRACTOR shall seek COMPANY approval before erecting any scaffolding in site.

3.2.2 Pre-Mobilisation

Prior to mobilisation, project management planning and engineering phase shall include, but not limited to the
following:
a. Detailed (Level IV) construction schedule including Bar Charts, etc.
b. Work procedure development.
c. Job Hazard Analysis (JHA).
d. CASHES Plan development, including CONTRACTOR’s Waste Management.
e. Chemical Handling Plan.
f. Quality Plan development.
g. Materials reconciliation and ordering.
h. Yard Fabrication and Shut-down plans (where required), showing tie-in and installation plans.
i. Pre-mobilisation inspection and BPL approval of the CONTRACTOR's base, yard, equipment, personnel
(medical certification) and CASHES requirements.

3.2.3 Mobilization

The CONTRACTOR shall mobilize all personnel, equipment and supplies, consumables, services and temporary
facilities of whatsoever nature and without limitation, necessary for the safe and proper performance of the WORKS
and timely completion and hand-over thereof.
CONTRACTOR shall prepare and submit the following documents to COMPANY prior to mobilization to site:

All CONTRACTOR’s Construction Staff shall attend COMPANY’s Safety Induction Course prior to mobilization to
site.

3.2.4 Quality of Work

The quality of WORK and of workmanship is to be of highest standards and to the entire satisfaction of COMPANY.
Wherever the approval of COMPANY is required under the specification, such approval shall not relieve
CONTRACTOR of its duties, obligations and/or responsibilities under the contract.
All articles, goods and materials are to be completely new and to be approved in writing by COMPANY using
Incoming Material Report (IMR) before use on the work.
Subject to COMPANY's approval, all materials specified to be of proprietary manufacture may be situated by
material of different manufacture provided that such substituted materials are exactly similar in design, detail, shape
and quality to those specified or for higher quality and are equally suitable for the purpose for which they are
required and that approval of their use is obtained in writing from COMPANY prior to use. Where materials are
substituted at CONTRACTOR's request, no upward variation in price is admissible. However, where the substituted
materials cost less than that specified, a commensurate reduction in the unit rate shall be made and Change Order
Request (credit) approved.
Any and all materials, considered by COMPANY to be defective and/or unsuitable or not in accordance with
specifications and therefore unapproved by COMPANY for use in the work shall be removed from the site at
CONTRACTOR's expense.

Where proprietary materials or articles are specified, they are to be used and/or fixed in accordance with the
manufacturer's printed or written instructions.

3.2.5 Setting Out

CONTRACTOR will be responsible for all leveling works required to satisfactorily carry out the positioning and
installation of structural frames and piping. CONTRACTOR is responsible for setting out works accurately.
CONTRACTOR shall be provided a space by COMPANY for the temporary location of all stores, site offices, for
CONTRACTOR and COMPANY representative, etc.

3.2.6 Access to Site

CONTRACTOR shall propose its own arrangements for access to various parts of the site where work is to be
performed but all such accesses shall be subject to the approval of Aviation and Marine groups or COMPANY’s
representative.

3.2.7 Evacuation

This must be done manually, and CONTRACTOR shall take great care and all reasonable precautions during
evacuation.

3.2.8 Welding

CONTRACTOR shall carry out pipe welding with qualified and certified welders. Welders and welding procedure
qualifications shall be purely CONTRACTOR’s responsibility.
CONTRACTOR must describe the cutting, fitting and welding procedure specification for COMPANY approval.

3.2.9 Keeping Site Clean

CONTRACTOR shall take great care and all reasonable precautions to ensure that existing facilities and its
environs used by it for the activities in the work are not made dirty or defective as a result of such activities. In the
event of their becoming thus defective or dirty, in the opinion of COMPANY, CONTRACTOR shall take all
necessary and immediate steps to rectify and repair such defects to the satisfaction of COMPANY.
Each individual site of the work shall be kept clean during the work and shall be cleaned up on completion of
each aspect of the work.

3.2.10 Compensation for Damage to Property

CONTRACTOR shall reinstate all properties whether public or private affected by the works, temporary works,
constructional plant, labour, materials or transport to a condition at least equal to that existing before its first entry
onto them.
If in the opinion of COMPANY, CONTRACTOR has failed to take reasonable and prompt action to discharge its
obligations in the matter of reinstatement or to arrange for it to be carried out by others or to make payments to the
owners and occupiers in respect of such matters for which CONTRACTOR is responsible, all such costs incurred
will be deducted from any payments due or which shall become due from COMPANY to CONTRACTOR.

3.2.11 Security of the Site

CONTRACTOR will provide site security watch at its own expense. COMPANY will provide overall security and
conduct periodic checks to ascertain whether or not the site is being properly watched. If considered necessary,
COMPANY will request in writing that additional watchmen be provided all at CONTRACTOR’s expense.
CONTRACTOR shall cordon off its area of work and surrounding environment shall be adequately lit at night,
ensuring safety at all times.
Proper illumination of area of work shall be provided at CONTRACTOR's own expense in order to protect the
site/facility.
CONTRACTOR shall provide substantial functional fences that shall meet the approval of COMPANY at his own
expenses around his plant and any part of his temporary working area that require protection.

3.2.12 Suppression of Noise

CONTRACTOR shall make every reasonable endeavor to ensure that the level of noise resulting from the
execution of the work is minimal and does not constitute a nuisance.

3.2.13 Protection of Materials

CONTRACTOR shall ensure that all materials brought to site are properly stored under cover and completely
protected from weather. Damage to works should be prevented and adequate protection given to all works from
activities of nominated subcontractor and suppliers and any third parties.

3.2.14 Protection of Finishes

CONTRACTOR shall take care to prevent damage to the works and shall ensure that adequate protection is given
to all works from the activities of following trades and nominated sub-contractors and any third parties. Vulnerable

parts of the work particularly liable to damage shall be protected as may be reasonably required by COMPANY's
representative and shall be deemed to be insured against damage in accordance with the conditions of contract.

3.2.15 Plants, Tools, Vehicles, etc.

CONTRACTOR is to provide all labour, mechanical and other plants, transport, tools, shackles, scaffolding, pipe,
staging, instruments, implements and equipment of every description necessary for the full and complete
execution of every part of the work.

3.2.16 Electricity Supply

No electrical source of power is expected on site as this is a temporary installation, all fabrication should be done
onshore and shipped for installation on site.

3.2.17 Water Supply

CONTRACTOR shall provide potable water supply for the works at its own expense. COMPANY may be obliged
to help in this regard.

3.2.18 Safety

CONTRACTOR shall acquaint itself with COMPANY's HSE policy and procedure for construction sites and shall
make arrangements to comply with the same to COMPANY's satisfaction. Bid shall therefore include
CONTRACTOR's proposal for observing the safety requirements.
As the location of this work requires very stringent safety measures, CONTRACTOR should include in its bid the
cost of ensuring no harm to the surroundings as a result of all the scaffolding activities.

3.2.19 Quality Assurance / Quality Control (QA/QC)

CONTRACTOR shall submit QA/QC plan for COMPANY's review and approval. The CONTRACTOR shall be
responsible for ensuring that the final product meets the project specifications. Prior to commencement of any
fabrication activity, the CONTRACTOR shall submit a detailed QA Plan that as a minimum shall address all the
procedures. In addition, Construction Management Team shall ensure that CONTRACTOR’s QA Plan clearly spells
out non-conformance control procedures (identification, disposition and close out), corrective action procedures
and procedure for the control of quality records.
CONTRACTOR shall submit an Inspection and Test Plan for Construction Management Team review and approval.
The Construction Management Team shall assure that all CONTRACTOR's fabrication and installation activities
are conducted in accordance with approved procedure.

3.2.20 Site Establishment

CONTRACTOR shall provide, erect, run, maintain, and finally remove (and make good the site thereof) suitable
portable accommodation as temporary office and staffs accommodation (if required) for use of the COMPANY's
representative.
CONTRACTOR is to provide a site plan for the temporary installations for COMPANY’s approval before installation

3.2.21 Commissioning

The scope of work for the commissioning phase includes, but not limited to the following:

a. Carrying out all pre-commissioning checks using BPL’s approved pre-commissioning check list.

b. Provision of CONTRACTOR personnel, equipment and tools until the completion of commissioning.

c. De-watering and purging of all systems.

d. Introduction of hydrocarbon into the lines (CONTRACTOR to provide full support when this activity is
undertaken by BPL’s Operations team)

e. Preparation of commissioning report.

3.2.22 Demobilisation

The demobilization includes, but not limited to the under listed activities:
a. Stock reconciliation, including return of unused or surplus materials and equipment provided by both BPL and
the CONTRACTOR to BPL materials yard.

b. Return of scrap materials to BPL scrap yard.

c. Site clean-up and re-instatement to original condition.

d. Completely demobilise all the CONTRACTOR's equipment and personnel; including site office(s), security
personnel, temporary structures, etc.

4.0 CONSTRUCTION DOCUMENTATION

The Contractor shall submit to BPL

a) A construction dossier which shall include but not limited to all WPS, WQT records, weld logs, hydro-test
records, etc. and all necessary closeout reports upon completion of the job.
b) Revision of drawings and documentations to reflect all newly installed facilities (As built). All drawings
shall be in AUTO CAD version 2000. (Or higher)
c) Project close-out report.
d) Endorsement of final completion certificates
