V. BACKGROUND AND RATIONALE:

Legal Education refers to an educational program including a clinical program

appropriate and essential in the understanding and application of law and the
administration of due process and facilitates problem solving. Legal education and
management combines the supply of appropriate information with the process of
developing the attitudes, knowledge, understanding and skills necessary to make
informed personal decisions in circumstances which are affected by our individual
and collective legal rights and responsibilities. It incorporates not just knowledge and
understanding but appropriate skills as well. It is this that enables information to be
effective in empowering people; providing information by itself is not enough. Legal
knowledge is dissipated if people lack the skills to put their knowledge to good use.
Society is becoming increasingly litigious, and the number of cases of parents and
their children filing claims against teachers and employees is increasing. Although it
is not necessary to turn administrators into lawyers, education leaders do need to have
a basic understanding of school law.

Principals and administrators must be aware of the areas of legal responsibility

that a school administrator may face on a daily basis. While they are generally
thought of as the school leaders in terms of teaching and administration, they hold
another critical role; keeping schools legally compliant.
Therefore, school leaders and officials must be well versed in laws protecting
learners’ rights in order to apply relevant laws to their school communities.
