1. Introduction
These fire safety guidelines contain important information how to act in case of an
emergency to ensure a safe operation of the dormitory, to avoid injury to health,
property and to reduce momentous damages caused by fire and the general
behaviour during fire. The rules listed below must be followed! Failure to follow
these obligations may result in civil and/or criminal penalties.

2. Responsibility and persons in charge


Persons listed in Annex I of these regulations are responsible for the fire safety within
the dormitory. Instructions by these people have to be followed immediately. All
known shortcomings that may threat fire safety have to be reported to them
immediately. Persons listed in Annex I are responsible for supervision and compliance
of the officially prescribe fire safety measures.

3. General Behaviour
3.1. Order and cleanliness are observed for fire safety reasons in all in- and out-side
areas of the dormitory.
3.2. Escape routes and other publicly accessible stairways and passageways on the
screen shall be kept clear of all kinds of bearings, such as cardboard boxes, suitcases,
etc.
3.3. Combustible waste must be removed from the residential and common areas and
must be kept fireproof.
3.4. The storage of objects that are a danger to the operational safety of the building
and its in- and out-side areas, especially in the apartments is not allowed.
3.5. Throughout the dormitory smoking and the use of open lights and flames are
prohibited. Smoking is only allowed in open areas outside of the dormitory. Smoking
on the balconies and on terrace is allowed after consultation with the dormitory
administration until further notice!
3.6. The use of candles (e.g. in the form of Advent wreaths or candlesticks) has to be
approved by the fire prevention officer in any single case.
3.7. Electrical, cooking and heating appliances with open heating elements, shishas and
e-cigarettes are prohibited. Fireplaces, heating, cooking, air-conditioning and
heating equipment may be installed only with the permission of the dormitory
administration and as directed by the fire protection officer. They must be kept
properly maintained and operate.
3.8. Electrical installations must be kept correctly maintained. Authorized persons
should only perform alterations and repairs. Temporary installations are prohibited.
3.9. Fire and smoke protection doors must be kept closed at all times. Self-closing
devices may not be posted, blocked or disabled at any time. This could be a frivolous
expansion of a possible fire to several fire compartments, which in turn can have
devastating consequences.
3.10. The manipulation of fire doors endangers the safety of the residents and may
result in civil and/or criminal penalties.
3.11. Any malicious or abusive alarm will be punished. Caused costs for fire brigade, fire
marshal or police will be charged to the person responsible.
3.12. Throughout the dormitory firefighting tools (portable fire extinguishers) and
extinguishing blanket (in the common kitchen and party room) are provided.
3.13. Standardized first help fire extinguishers are mounted on all floors in the staircases.
On each extinguisher, you will find a user manual. Identified deficiencies in fire
extinguishers must be reported to the fire protection officer immediately.
3.14. Portable fire extinguishers, signs and symbols (for escape routes, emergency exits,
etc.), installed hydrant cabinets lettered "water hose connection" or fire alarm
devices are not to be damaged, altered, blocked(e. g. by overhung clothing) nor
improperly removed from the designated area or used irresponsible. Signs attached
in the dormitory must be observed.
3.15. Adapted plans “evacuation routes and warning signs” are displayed in all common
rooms and in the anteroom of the apartments.

4. Reaction to fire
» IN CASE OF FIRE:
4.1. Keep calm
4.2. Always bear in mind:
 Alerting the fire brigade, if necessary, initiate evacuation alarm.
 Save (to the extent possible without compromising your own safety)
 Extinguish (to the extent possible without compromising your own safety)
4.3. Close doors to the fire area.
4.4. Close doors to the staircase and emergency exits.
4.5. Do not use the elevators.
4.6. In cases of an evacuation alarm (sound alarm by the sirens of the fire alarm
system) immediately leave the building. If this is not possible
 remain in the room
 close doors, open windows
 make yourself noticeable to the fire brigade
4.7. In case of evacuation alarm everyone has to leave the building immediately in
an orderly manner to the assembly point. The assembly point is located on the
south-east end of the parking lot, close to the transformers. Please take care of the
traffic when leaving the building. The assembly point may be left only with the
permission of the command-in-chief of the fire brigade (or with the permission of
the fire protection officer, if no fire-fighting operation took place).

» BEHAVIOUR DURING FIRE


4.8. Open roads and entrances for the fire brigade. The fire brigade is to be instructed
on the locality, missing persons and people in wheelchairs, etc.

4.9. Attempt rescues are only allowed by action forces (thereby do not endanger your
health and live).

4.10. Generally, always escape downstairs. Smoke-filed escape routes are impassable
and not to use. If necessary, use the escape stairways

4.11. If escape routes are cut off, move forward to farthest room from the fire. Doors,
must be closed, windows be opened and call for help. If the fire is on the floor below
you, keep the windows closed.

4.12.Fighting the fire, follow these guidelines:

 Set the (water-) jet not on smoke and flames; direct it straight on the burning
objects.
 Remove easily flammable objects from the proximity of the fire.
 Make room for the emergency forces and follow their order.
» AFTER THE FIRE
4.13. Do not enter areas affected by fire.
4.14. Affected buildings may only be entered after permission of the fire brigade (or
with the permission of the fire protection officer, if no fire-fighting operation took
place).
4.15. Used portable fire extinguisher and other fire extinguish systems may only put
back to their places by experts or the fire protection office after refilling.
4.16. All perceptions, which may serve to determine the cause of the fire, have to be
notified to the commander-in-chief of the fire brigade, the director or the fire
prevention officer.
4.17. If a small fire could be extinguished independently, the fire protection officer is to
be informed immediately in any case.

 Follow instructions of the fire brigade and fire
protection officer.
Do not enter the building without permission!

3. Try to extinguish flames

 Use the fire extinguisher!


 Extinguish initial fire.
 Avoid any risk.
Self-protection has priority!!
Annex III of the Fire Safety Regulations:
Assembly Point

In cases of the dormitory alarm (sirens) all people have to leave the building immediately
in orderly manner to the assembly point.

The assembly point may be only left with the permission of the command-in-chief of
the fire brigade (or with the permission of the fire protection officer, if no fire-fighting
operation took place).
