SUBJECT : REQUEST FOR APPROVAL OF COMMUNICATION ALLOWANCE FOR

THE MINDANAO INCLUSIVE AGRICULTURE DEVELOPMENT PROJECT
PERSONNEL

We are pleased to inform the good Secretary that the Mindanao Inclusive Agriculture
Development Project (MIADP) has almost completed its recruitment of Project
Implementation Support Personnel (PISP) who will oversee the day-to-day implementation
of the Project. As a starting project, our personnel will heavily rely on reliable means of
communication to facilitate faster coordination between and among concerned offices and
stakeholders. The presence of an effective means of communication will also foster and
generate broad-based awareness and support to MIADP.

The importance of constant and reliable communication is a key element in the successful
implementation of MIADP. However, the limited means of communication under the
project poses a significant challenge in ensuring smooth communication among our team
operating in various locations in Mindanao and DA Central Office. We therefore propose the
granting of communication allowance for the MIADP staff in order to facilitate effective
communication in the performance of their duties and functions.

The breakdown of the proposed communication allowance will follow the existing rates of
the Philippine Rural Development Project, having the same funding donor (World Bank)
and similar implementation protocols, to wit:

Project Director/Deputy Project Director: Php 1,500.00/month

Component/Unit Head and Alternates: Php 1,000.00/month
Organic Staff: Php 2,000.00/quarter
Hired Prsonnel/Staff: Php 500.00/month

We firmly believe that by providing this communication allowance, we will enhance

productivity, streamline operations, and ultimately achieve the objectives outlined in the
Mindanao Inclusive Agriculture Devlopment Project more effectively.

In consideration of the dedication of the MIADP staff and personnel and the valuable
expertise they bring to our organization, we hereby humbly request authority to claim
communication allowance to MIADP staff at the Project Support Office (PSO) and Regional
Project Coordination Office (RPCO) effective January 2024. The communication allowance
will be chargeable against the MIADP funds, subject to the availability of funds and the usual
government accounting and auditing rules and regulations
