1.0 PURPOSE
The purpose of this method statement is to explain the steps for testing & commissioning of
the pump sets and sprinkler control panel. This procedure is to verify the proper functioning of
the pumpset and control panel after installation and also to verify that the performance of the
installed equipment/ system meets with the specified design intent through a series of tests
and adjustments.

2.0 SCOPE
The scope of testing and commissioning includes all sprinkler pump sets and control panels.

7.2 Testing & Commissioning Procedure for Sprinkler Pump Control Panel, Sprinkler Pump Set and
Sprinkler System

This is a pressurised system using jockey pumpset to maintain the pressure in the pipeline, an
electrical pumpset as a duty and as standby respectively. The controller is activated by means of
pressure switch. It is designed to operate either in ‘Manual Start’ or ‘Auto Start’:

7.2.1 Sprinkler Pump Control Panel For Duty And Standby Pump

7.2.1.1 Make sure the incoming power feeder already energize.


7.2.1.2 Observe the screen and confirm that the displayed voltage and frequency matches
the voltage stamped on the data plate.
7.2.1.3 The indicator will be observed on the controller when the system is under working
condition.
7.2.1.4 Check and test the functional of LED indicator panel and also time and date listed on
the panel display are accurate.
7.2.1.5 Configure the controller to MANUAL and test the operation of all pump, the panel
controller will records all the operational and alarm events to the system memory. All
events are time and date stamped and include an index number.
7.2.1.6 The report will recorded and attached after inspection complete.

7.2.2 Sprinkler Pump Control Panel For Jockey Pump

7.2.2.1 Turn on the control panel and check motor terminal and ensure all wire securely
connected.
7.2.2.2 Check the incoming voltage (3 phase 415 Vac).
7.2.2.3 Test the lamp and buzzer.
7.2.2.4 Turn on the A/C Isolator and turn the selector to manual mode. Indicator will
illuminate.
7.2.2.5 Press the “Start” button to operate the pump. Indicator will illuminate when pumpset is
running. Check the pump rotation.
7.2.2.6 Press the “Stop” button to stop the pump manually.

7.2.3 Sprinkler Pumpset Duty Standby Manual Operation Test.

7.2.3.1 Close the system valve.


7.2.3.2 Place circuit breaker in ON position. Configure the controller to manual shutdown
(AUTOMATIC disabled). The isolation switch/breaker should be closed, the POWER
AVAILABLE LED should be illuminated and system pressure normal, i.e. higher than
the programmed START PRESSURE setting.
7.2.3.3 Press the START push-button. The motor pump should start and continure to run. It
will not stop automatically. The running period timer and pressure switch have no
control over this manual operation.
7.2.3.4 Observe direction of motor rotation.
7.2.3.5 If the motor is incorrect, confirm that the isolating switch/circuit braker is in the OFF
position, open the enclosure door and reverse any two of the motor leads on the load
side of contactor. Re-test for proper rotation flowing steps 7.2.8.3.2 through 7.2.8.3.4.
7.2.3.6 To stop, press the STOP push-button and place the CIRCUIT BREAKER
DISCONNECTING MEANS handle in the OFF position.
7.2.3.7 Repeat test for sprinkler standby pump and sprinkler transfer duty and standby pump.

7.2.4 Sprinkler Pumpset Duty Standby Auto Operation Test.

7.2.4.1 Close the system valve by turn off the OS&Y gate valve system.
7.2.4.2 Configure the controller to automatic mode.
7.2.4.3 Open slowly system by-pass valve and throttle valve for low the water pressure.
7.2.4.4 Purge meter located on venture meter as follows :-
i. Open shut off valve and vent valve.
ii. When a steady stream of water is passing through the each plastic hose, the
meter is purged of air.
iii. Close vent valve after purging.
7.2.4.5 There have 1 “system pressure” connected from the system to the enclosure. Its will
send the signal to controller to start the Duty pump immediately when system
pressure is low, Jockey pump will run. The PUMP RUNNING and LOW PRESSURE
LED’s will be lit.
7.2.4.6 The pump motor will continue run for the period of time set in the MIN RUN. Motor
acceleration timer is factory set for 2 seconds.
7.2.4.7 Fully open the throttle OS&Y gate valve to low the water pressure. Standby pump will
start running.
7.2.4.8 Check the pressure reading at flowmeter in GPM / LPM.
7.2.4.9 Press STOP push-up button to stop the pump manually.

7.2.4.10 Refer to the pump GPM / LPM requirement as follows, and adjust throttle valve for
this requirement.

7.2.4.11 Record the pressure reading for cut-in and cut-off for Duty and Standby pump.

7.2.4.12 After test, close system by-pass valve and throttle valve and open the system valve.

7.2.5 Sprinkler Transfer Pumpset Duty And Standby Auto Operation Test.

7.2.5.1 Close the OS&Y gate valve system.


7.2.5.2 Configure the controller to the automatic mode.
7.2.5.3 Open slowly system by-pass valve and throttle valve for low the water pressure.
7.2.5.4 Purge meter located at venture meter as follows :-
i. Open shut off valve and vent valve.
ii. When a steady stream of water is passing through the each plastic hose, the
meter is purged of air.
iii. Close the vent valve after purging.
7.2.5.5 There have 1 “system pressure” connected from the system to the enclosure. Its will
send the signal to controller to start the Duty pump immediately when system
pressure is low, Jockey pump will run. The PUMP RUNNING and LOW PRESSURE
LED’s will be lit.

7.2.7 Sprinkler System Test

7.2.7.1 Alarm Valve Flow Test.

i. At header valve, open both main gate valve (6” dia.) and check for any water
leaking and release all air trap.

ii. Open test valve for flow meter and slowly adjust the water flow to meet the flow
requirement as below, carpark area designed as ordinary hazard group 2 (8.1m
L/MIN) and other area designed as ordinary hazard group 1 (6.1m L/MIN).
iii. Check the alarm gong operation.
iv. Record the pressure reading.
v. Sprinkler system gravity for tower without alarm valve will test the flow using
flowswitch for each floor with designated pressure setting is 100psi at Pressure
Reducing Valve.

7.2.7.2 Sprinkler Flow Switch Test

i. Ensure the system already pressurize. Pressure gauge will shown the 100psi as
per design. OS&Y gate valve in open position.
ii. Open drain valve and let water flow through.
iii. Alarm will triggered when water flow switch active and signal will send to Fire
Alarm Panel. Close the drain valve.
iv. Report from Fire Alarm Panel will be recorded.

7.2.7.3 Sprinkler Head Burn Test

i. One number of sprinkler head with pipe layout connected to range pipe shall be
prepared for burn test and all system already pressurize.
ii. Start fire to burn the sprinkler head untill the bulb burst.
iii. Observe for water spray pattern.
iv. Flowswitch will active the fire alarm signal and send to Fire Alarm Panel.
v. Closed the OS&Y gate valve
vi. Immediate replace with new sprinkler head.
vii. Disable the flowswitch and open the OS&Y gate valve to pressurize the system.
viii. Enable the flowswitch and record all the event.

NOTES: Area proposed for the sprinkler head burn test will be the toilets or car park area only.

7.3 Testing & Commissioning Error and Trouble Shooting

7.3.1 If the pump fails to reach the correct pressure, perform these steps:

a) Stop the driver.


b) Prime the pump again.
c) Restart the driver.

7.3.2 Monitor the pump while it is operating. Check the pump bearing temperature, vibration and
noise. If the pump exceeds normal levels then shut down the pump immediately and correct
the problem.

8.0 SAFETY AND HEALTH


8.1 Hazard Identification, Risk Assessment and Determining Control

1. Safety and health aspects shall be exercised before and when implementation of the works and
shall be in accordance to Safety and Health Plan and other relevant documents.

2. All control measures required for the activity is listed in Hazard Identification, Risk Assessment
and Determining Control (HIRADC).

8.2 Information to Personnel


1. Pre-task briefing will be conducted by the safety personnel in charge based on the control measures
detailed in the HIRADC.

2. In the event of any emergencies, the work team representative is required to immediately contact the
designated safety personnel as per the Emergency Response Preparedness and Crisis Management
Plan.

8.3 Emergency Arrangements


1. Safety and health officer shall be informed of the works to be performed and HIRADC of the works to
be carried out is established and approved.

2. Relevant personnel on site shall be briefed of the emergency contact details, response and made
reference to procedures in accordance to Emergency Response Preparedness and Crisis
Management Plan.

3. Traffic Management Plan for emergency arrangement shall be made available at suitable and
appropriate work location.

9.0 ENVIRONMENTAL ISSUES

9.1 Operation and Monitoring


Complying with all the particular requirements, statutory requirements and best industry practices in
order to preserve and take due care of the local existing environment. Environmental Management
Plan (EMP) for this package has been developed and every personnel shall comply with the
requirements as stated in the EMP.

9.2 Control Measures to be implemented


The potential environmental impacts shall be identified by the project team for all the related activities
and control measures shall be developed concurrently based on the identified impacts. This control
measures shall be implemented by the project team as to reduce or minimize the environmental
impacts to the environment and also the local public. Environmental Aspect and Impact applies to all
operations and activities, under normal conditions and reasonably foreseeable situations.

10.0 QUALITY ASSURANCE AND QUALITY CONTROL

10.1 Contractual Requirements


1. Implementation of QAQC works shall be in accordance to Samsung C&T Corporation UEM
Construction JV (SUJV) Sdn Bhd Project Quality Plan and relevant quality system procedures.

2. The quality of works shall comply with the requirements of Material and Workmanship
Specification and other relevant documents as listed in section 3.

10.2 Inspection and Testing

1. The inspection and test plan (ITP) shall be approved by SC.The ITP details for the work shall be
referred in Appendix 11.1. Checklist shall be used during inspection at hold point as per Appendix
11.2.

10.3 Follow up and Evaluation

1. The work shall be carried out using the inspection form/checklist attached in Appendices and to
ensure the finishing quality of work shall be acceptable by SUJV and SC or CA representative.

2. Should there is any Non-conformity of work issued, we will respond within 7 days. Root cause
shall be determined, correction of work shall be taken immediately if possible and corrective
action shall be taken accordingly within agreed date. All NCR shall be closed within the agreed
completion date.

2.0 PRODUCTS

2.1 SPRINKLER HEADS

2.1.1 Spray type, with 15mm nominal discharge orifice. Ordinary temperature rating 68°C and RTI = 50,
throughout except where special conditions exist which will require higher temperature sprinklers or when
indicated on the drawings. All heads shall be D.G.F.S. approved and U.L. listed and approved. All
Pendent Sprinklers below ceiling areas shall be Quick Response Concealed type. All Sprinkler Heads
shall be UL/FM listed and approved similar to TYCO or Approved Equivalent.

2.1.2 Types:

A. Upright: Factory bronze finish, Quick Response, Standard Coverage.

B. Concealed Pendent: Factory painted cover plate, Quick Response, Standard Coverage.

C. Concealed Sidewall: Factory painted cover plate, Quick Response, Horizontal Extended Coverage.

2.1.3 Samples shall be submitted for review and acceptance.

2.1.4 Furnish and install approved sprinkler head wire guards for all sprinkler heads located 2.3 meters or lower
above finished floor level.

2.1.5 In addition to the heads actually required, furnish a stock of extra sprinklers of amounts as recommended
by NFPA Standards including a minimum of six heads of each type and temperature rating used and two
suitable socket wrenches, contained in neat steel boxes, suitable for use as a service kit on the job. The
steel boxes shall be installed in the fire pump room and fire command center.

2.2 WATER FLOW SWITCH

2.2.1 Paddle type, inserted into horizontal piping systems. The paddle shall actuate a pneumatic time-delay
mechanism between the paddle stem and the micro-switch. After the preset time delay, the micro-switch
shall operate and either open or close the electrical circuit. Time delays shall be adjustable from 0 to 90
seconds. The normal factory setting is from 35 to 45 seconds. All Water Flow Switch shall be UL/FM
listed and approved similar to Potter or Approved Equivalent

2.3 TAMPER SWITCH

2.3.1 Valve supervisory switches shall be on each valve as designated on the drawings. Switches shall be
mounted so not to interfere with the normal operation of the valve and shall be adjusted to operate within
two revolutions of the valve control or when the stem has moved no more than one-fifth of the distance
from its normal position. The switch mechanism shall be contained in a weatherproof die-cast aluminum
housing which shall provide 20mm tapped conduit entrance and incorporate the necessary facilities for
attachment to the valve. Switch housings shall be finished in red baked enamel. The switch mechanism
shall have a minimum rated capacity of 7 amp, 24 volt D.C. The entire install assembly shall be tamper
proof and arranged to cause a switch operation if the housing cover is removed or if the unit is removed
from its mounting.

2.4 INSPECTOR'S TEST CONNECTIONS (OPEN DRAIN)

2.4.1 Bronze female pipe connection with orifice equivalent to one sprinkler head flow.

2.5 INSPECTORS TEST CONNECTION (CONNECTION TO DRAIN RISER)

2.5.1 Provide at each sprinkler rig test location a combination site glass/orifice with integral valve capable of
providing flow rate equivalent to one sprinkler head. Piping ends shall be as required for system.

3.0 EXECUTION

3.1 Information included in this specification and of various agency requirements are given as a guide only. The
contract documents do not relieve Contractor's responsibility from providing all work and equipment necessary to
complete the installation in accordance with all requirements.

3.2 INSTALLATION

3.2.1 No pipes or other apparatus shall be installed so as to interfere in any way with the full swing of the doors.
The arrangement, positions and connections of pipes, drains, valves, etc., shown on the drawings shall be
taken as a close approximation and while they shall be followed as closely as possible, the right is
reserved by the Contract Administrator to change the locations to accommodate any conditions which may
arise during the progress of the work without additional compensation to the Contractor for such changes,
provided that the changes are requested prior to the installation of this work.

3.2.2 All piping shall drain back to the risers or be provided with drain valves. Special precautions must be
taken to avoid electrical work and ventilation ducts, and no piping shall pass below lighting fixtures in
luminous ceilings.

3.2.3 All piping shall be unexposed except in no-ceiling areas. Where required, heads shall be located below
ducts. Diffusers and lighting fixtures take preference in room layout.

3.2.4 No heads shall be nearer than 150mm to a ceiling support, and heads shall be installed in a straight line.

3.2.5 In areas with restricted head room, heads and piping shall be tight to ceilings and provided with guards.

3.3 SPRINKLER COVERAGE

3.3.1 For determination of sprinkler systems, spacing and sizing, the following coverage ratings shall apply.

3.3.2 All areas of the building shall be sprinklered except those covered under "Areas Not Sprinklered".

3.3.3 Hydraulically Calculated System: Provide automatic sprinkler system throughout the entire project. The
system shall be hydraulically designed to provide a density based on NFPA requirements, according to the
following schedule.

3.3.4 Escalator: A curtain of sprinkler heads on 1.8M centers shall be provided to encircle the escalator opening

2 Start fire to burn the sprinkler head until it burst.
3 Observe the water spray pattern.
4 Flowswitch will active the fire alarm signal
Close the OS&Y gate valve, disable the flowswitch and immediate

replace the sprinkler head.
Open the OS&Y gate valve to pressurize the system and enable the

flowswitch after pressurize complete.
