Association of Other Agencies for Execution of Specialized E&M Works by
Main Contractor
1. If the main contractor does not fulfill the minimum eligibility criteria, the main
contractor has to enter into MoU with agencies contractor(s) associated by him who is
found eligible as per the eligibility criteria. Copy of such MoU shall be submitted to EE
(E) in charge of each relevant component as well as to EE &SM(C)-I in charge of major
component. In case of change of associate contractor, the main contractor has to enter
into agreement with the new contractor associated by him.
2. In case the main contractor intends to change any of the above agency/agencies during
the operation of the contract, he shall obtain prior approval of Engineer-in-charge of
relevant specialized component(s). The new agency/agencies shall also have to satisfy
the laid down eligibility criteria. In case Engineer-in-charge is not satisfied with the
performance of any agency, he can direct the contractor to change the agency executing
such items of work and this shall be binding on the contractor.
3. The department reserves the right to allow the main firm to submit additional
Documents/additional names of the associates in case of the deficiencies in documents
or in case of no associate getting qualified in respect of certain subheads. The same will
have to be complied with the main contractor within the time allowed. The decision of
the department shall be firm & binding on the intending bidders.
4. The main firm should submit the willingness from eligible electrical/specialized
contractors to get associated with them for execution of the electrical component of
works in wholesome manner and as per the conditions set out in the MOU to be entered
into, between the one who is awarded the work and the associated eligible electrical
contractor.
5. In support of the eligibility conditions of the proposed associated electrical Agencies,
copy of their registration documents, Electrical Contractor’s License, GST documents,
eligibility documents, Experience Certificate by competent authority, shall have to be
submitted. Such associate electrical Agencies will certify that they are not debarred as
on the day of application by Central Govt /State Govt. Dept., Central/State Govt.PSU/
Autonomous Bodies.
6. In event of the concerned E&M agency not performing satisfactorily or failure of
associate/sub-contractor to complete the E&M work, the main contractor on the written
direction of the department, shall remove the Associate/sub-contractor deployed on the
work and shall submit name of new associate who fulfils the conditions mentioned in
NIT to execute the leftover work without any loss of time or variation in cost to the
department in this regard. Such associates shall also enter into Agreement with the
main tenderer and shall meet all the guarantee for the equipment already supplied for
which payment has been released by the department in part. If any equipment supplied
for the work, during the currency of the earlier Associate/sub-contractor and paid
partly by the department, becomes redundant /not in a position to be installed and
commissioned and put to beneficial use due to change in agency for execution of E&M
work, the main contractor shall be liable for replacement of the equipment(S) at no

cost to Department, No change of Electrical Contractor will be allowed without prior
approval of the PM/Engineer in Charge CPWD.
7. Executive Engineer (E) shall be the Engineer-in-charge for all E&M Services.
8. The main contractor shall be responsible and liable for proper and complete execution
of all E&M Services, and ensure coordination and completion of both civil and
electrical works.
9. The main contractor has to enter into agreement with contractor(s) associated by him
for execution of E&M subheads. Copy of such agreement shall be submitted to EE(E)
in charge of work as well as to EEC). In case of change of associate contractor, the
main contractor has to enter into agreement with the new contractor associated by him.
10. The associate or sub-contractor shall attend the inspection of the work by the Engineer-
in- charge of E&M works as and when required. The agencies executing the electrical
work should have valid license for LT/HT as applicable and as described in eligibility
criteria.
11. Verifiable completion certificates of the work eligibility documents as the case may be,
duly attested by the applicant shall be submitted. Valid Electrical Contractor’ license,
as the case may be, duly countersigned by the applicant as well as signed by the
associate contractors shall also be submitted. Self-attested GST documents in respect of
the associated agencies as well as signed by associate firms shall be submitted after the
award of work.
12. For components of E&M works, the eligibility criteria for specialized agencies to be
associated by the main contractor after award of work will be as mentioned in
subsequent pages.
13. Class 1 category Electrical license issued by respective state department is required to
execute any HT work. Class 2 category Electrical license issued by respective state
department is required to execute any LT work. Main contractor/associate contractor
shall submit the eligibility documents accordingly.
14. For the different E&M subheads, the main contractor will have to engage the associate
electrical contractor/specialized agency in the field after award of work as per
following: -
(a) The main firm should either himself meet the eligibility conditions for the respective
E&M packages or otherwise he will have to associate an agency meeting the eligibility
requirements given below. They will have to submit willingness certificate for each of
the component of the Electrical work for Associate agencies by clearly indicating the
applicable component of the work.
(b) The firm should have successfully completed similar works during the last 7 years
ending up to previous day of last date of submission of tender for each sub heads:
(c) The value of executed works shall be brought to current costing level by enhancing the
actual value of work at simple rate of 7% per annum, calculated from the date of
completion to the last date of submission of bid.

Name of Work : “Construction of (G+5) Storied 1000 Bedded Boy’s Hostel with all
Civil, Electrical & Mechanical works including structural design and detailed designing of
MEP services and execution of all buildings, development work like UG Sump, approach
Roads, Footpath, Sewerage, Water distribution system, Drainage system, Rain water
harvesting, landscaping / horticulture,Internal Electrical installations and fans,Service
connection with LT cable laying &Feeder pillar,Passenger Lifts,Fire alarm system,Fire
fighting system, DG Sets, CCTV,LAN, LED Street light/Compound lighting ,Solar water
heating and Solar PV System etc. on Engineering, Procurement and Construction (EPC)
Basis. “
I hereby give my willingness to work as E&M Contractor for Sub Head of the
above mentioned work. I will execute the work as per specifications and conditions for the
agreement and as per direction of the Engineer-in-charge. Also I will employee full time
technically qualified supervisor for the works.
I will attend inspection of officers of the department as and when required. Dated:

MEMORANDUM OF UNDERSTANDING [M.O.U] BETWEEN
(Separate for each sub head of E&M work)
1] M/S [Name of the firm with full address] [Henceforth called the main contractor]
And
2] M/S [Name of the firm with full address]
[Henceforth, called Associated Electrical Contractor or Electrical Contractor]
We state that M.O.U between us will be treated as an agreement and has legality as per Indian
Contract Act [amended up to date] and the department [CPWD] can enforce all the terms and
conditions of the agreement for execution of the above work. Both of us shall be responsible
for the execution of work as per the agreement to the extent this MOU allows. In case of any
dispute, either of us will go for mediation/arbitration by the CE or above, CPWD. Any of us
may appeal against the edition/arbitration to the CE or above, CPWD, His decision shall be
final and binding on both of us.
1. The electrical contractor will execute all electrical works in the wholesome
manner as per terms and conditions of the agreement. The electrical
contractor shall be paid as per standard procedure followed by the department
and the agreement between parties. Any type of internal transaction between
the electrical contractor and the main contractor shall be as per their
convenience and mutual understanding without involving the department.
2. The Main contractor will execute E & M works by associated electrical
contractor as per contract.
3. All the machinery and equipments, tools and plants required for execution of
the electrical works, as per agreement, shall be the responsibility of the
electrical contractor.
4. The site staff required for the electrical work shall be arranged by the
electrical contractor as per terms and conditions of the agreement.

5. Site order book maintained for the said work shall be signed by the main
contractor as well as by the Engineer of the Associated Contractor and by
Associated Contractor himself.
6. All the correspondence regarding execution of the electrical work shall be done
by the Department with the Main Contractor with a copy to the associate
contractor. In case of non-compliance of the provisions of contract, the main
contractor, as well as the associated contractor shall be responsible. The
action under relevant clause of contract will be taken .
7. The main contractor will make payment to associate contractor as and when
bill paid by department, failure to which department shall make payment to
associate contractor as per contract condition.

Minimum Eligibility Criteria for Association of Specialized E&M Agencies
1. After award of work within next 30 days, the main contractor will have to submit Name
(s) of the proposed associate contractor (for each component of the E&M works), who
fulfill set eligibility criteria for the relevant sub-head/ Component of electrical part
submission of documents by main contractor to department. The documents will have to
be submitted in detail as required, which will be checked as per NIT for approval of the
associate contractors. It will be essential that proposed electrical associate agency
qualify the eligibility criteria for sub - head given in NIT.

concerned.

7. The main contractor shall be responsible and liable for proper and complete execution
of the Electrical work and ensure coordination and completion of both civil and
electrical work.
8. The main contractor has to enter into agreement with contractor(s) associated by him
for execution of E&M subheads. On demand copy of such agreement will be made
available to EE in charge of work. In case of change of associate contractor, the main
contractor has to enter into agreement with the new contractor associated by him.
9. The associate or sub-contractor shall attend the inspection of the work by the Engineer-
in-charge of E&M works as and when required. The agencies executing the electrical
work should have valid license for LT/HT as applicable and as described in eligibility
criteria.

11. For components of E&M works, the eligibility criteria for Electrical/ specialized
agencies to be associated by the main contractor after award of work will be as detailed
below:
12. For the different E&M subheads, the main contractor will have to engage the associate
electrical contractor/specialized agency in the field after award of work as per
following: -
i. The Composite /main firm should either himself meet the eligibility conditions for the
respective E&M packages or otherwise he will have to associate an agency meeting the
eligibility requirements given below. They will have to submit willingness certificate
for each of the component of the Electrical work for Associate agencies by clearly
indicating the applicable component of the work.
ii. The firm should have successfully completed similar works during the last 7 years
ending upto previous day of last date of submission of tender for each sub heads as
mentioned in NIT.
iii. The value of executed works shall be brought to current costing level by enhancing the
actual value of work at simple rate of 7% per annum, calculated from the date of
completion to the last date of submission of bid.

NOTE: Sub-head/ individual component wise total cost is taken as below which is
rough cost for the purpose of eligibility criteria only, and should not be used or
interpreted for any other purpose.
(a) He fulfils the prescribed eligibility criteria respectively for these work(s).
15. The composite contractor and the associated specialized agencies shall give required
affidavit on Rs 100 legal stamp paper to confirm their association.
16. The lowest tenderer shall submit an undertaking from the OEM regarding:
(a) Authorization certificate.
(b) The OEM shall unconditionally support the lowest tenderer technically throughout the
execution of contract as well as for maintenance/comprehensive maintenance contract
for the useful life of the system.
(c) OEM shall provide all the spares required for healthy functioning of the equipment for
at least seven years from the date of supply of equipment.

Consultancy Services for E&M Services
1.0. SCOPE OF SERVICES
1.1. The consultant shall provide E & M consultancy services in the following areas. The
consultant/agency shall appoint specialized consultants wherever in-house arrangement
is not available:
i. All quantity surveying services
ii. All Electrical Engineering services including all proof checking works.
iii. All Mechanical Engineering services including all proof checking works.
iv. All wastewater treatment and management system including all proof checking works.
v. Proof checking of E&M Services as per direction of Engineer-in Charge shall be done
from institutions mentioned in Part A & Part B of NIT and approved by Engineer-in-
charge.
vi. Buildings will be designed and constructed as per GRIHA 3-star rating norms.
Guidelines given in green rating manual 2019 available on CPWD website shall be
followed. The buildings are to be designed and constructed for 3 Star rating
vii. All furniture layout / E & M equipment / fixtures/fittings for the building including all
rooms and other places as required for these features etc.
viii. All interiors and all acoustical treatments as per scope of work.
ix. All signages as per scope of work.
x. All water supply & drainage system.
xi. All firefighting works
xii. All works including internal EI, external lighting, routes for LT service connection,
power distribution in building, network architecture (for LAN, CCTV), Solar water
heating and Solar PV Generation system, Lifts, Fire Alarm and Fire fighting system,
lighting conductor, DG set, Water coolers etc.
xiii. Any other services specified in this NIT document which are required but not
specifically indicated.
1.2. The consultant shall provide comprehensive consultancy services broadly described
hereinafter. However, it should be clearly understood that the description of services is
only indicative, and the consultant shall be required to perform any other services which
may be required whether or not expressly mentioned hereinafter in this contract document
of this work up to the entire project requirement and satisfaction of the client.
1.3. The consultant shall perform all the Architectural, design of building E&M services,
etc. by utilizing the most economical, effective and widely accepted engineering
concepts/practices and shall at all times show a high degree of professionalism in his
work.
1.4. It is the responsibility of the Contractor/ Associate Contractor/ Consultant/ Associate

Consultant to get proof checking of all the E&M services specified in the NIT from
Institutes mentioned in the Part A & Part B of the NIT.
1.5. The consultant/associate consultant will be fully responsible for the design of all the
Electrical & Mechanical engineering works
2.1. In case of non- availability of in-house capabilities in consultancy for any component of
Engineering services, the firms / consultants will submit intention to engage/associate
eligible sub consultant/firms having domain specific specialization and submit the
MOU/agreement with such specialized firms within fortnight of award of work. The
Principle/Main Consultant shall engage/associate only those sub consultants/firms for
consultancy of domain specific components, which have successfully provided
consultancy work at least in three projects costing not less than 40% of Estimated cost of
component and other eligibility conditions specified in different sections in bidding
document.
2.2. In case in house personnel of required experience is not available with the contractors or
with the associated architectural/ Engineering firms, the main contractor shall have to
enter into agreement with consultant for design of E&M subheads. Copy of such
agreement shall be submitted to EE(E) in charge of work as well as to EEC). In case of
change of associate consultant, the main contractor has to enter into agreement with the
new consultant to be associated by him. Agreement should be drawn as per Proforma for
agreement between associate electrical contractor and main contractor after suitably
modifying the proforma for consultancy work.

Shifting of E&M Services
All works pertaining to services including rerouting/diversion of services, routine
testing, installation etc., embracing in one or more than one process shall be subject to
examination and approval to each stage thereof by the Engineer-in-charge or concerned
department as would be notified by the Engineer-in-charge or his accredited
representative when such stage is ready. In default of such notice, the Engineer-in-
Charge shall be entitled to appraise the quantity and extent thereof and the decision of
Engineer-in-Charge or his accredited representative in this regard shall be final and
binding.
The contractor will not have any claim in case of any delay in raising, removing of
telegraph, telephone or electric lines (overhead and underground), water and sewer lines
and other structures etc., if any, which may come in the way of the work.
Existing drains, pipes, cables, overhead lines, sewer lines, water lines, OFC line and
similar services encountered in the course of the execution of the work shall be
protected/ maintained against the damage by the Contractor. The Contractor shall
identify all underground and overhead services and take necessary measures as per Part
A & Part B of NIT to protect the services before starting any excavation / activity. All
supports and other measures required to protect and maintain the services during
construction period as per direction of Engineer-in-charge, shall be deemed to be
included in the quoted rate / amount of the Contractor and nothing extra shall be paid on
this account.

• Main contractor/ Associate Agency shall submit the required quantity of material as
sample for testing from Govt./ Approved Private Laboratory.
• The decision on testing shall be as per E&M quality checklist of CPWD vide OM no.
51(4)/CE(E) /CSQ/2016/293(H) dated 31/03/2016 as applicable or as per direction of E-
in-C and shall be binding on contractor.
• Contractor shall submit the required size and quantity of samples for the testing.
• Department shall send the samples to the testing laboratory & the test results shall
directly come to department however, the cost of all testing shall be borne by the
Contractor.

The Contractor gets NOC for the design from NIT approving authority for functional
aspects and aesthetics and from the approved proof check agency for engineering and
architectural considerations.
Quality Assurance Policy shall be adopted as per QAP and Check List for E&M
Services enclosed herewith, including Inspection & Testing of Materials & Process at
Manufacturer’s Works, 3rd Party Lab. etc. (Issued vide No. G50/CSQ/SE(QA)2019-
20/140 Dt.31-7-2019). No additional payment shall be made to the contractor for initial
inspection /testing at the manufacturer ‘s works by the representative of the Engineer-in-
Charge. However, the department will bear the expenses of its representative deputed
for carrying out initial inspection/testing, with prior permission of Competent Authority.
However, decision of Er- in-charge shall be final and binding on contractor/associate
agencies for items/products/equipment not listed in this Checklist. The
contractor/associate agencies shall have to produce certified copy of proof of
procurement of material/service from Manufacturer/OEM/authorized dealer etc. before
claiming payment.
In case of any contradiction between scope of work, Tech. Specs. etc. Following
order of precedence shall be followed:
(i) Description of items as given in Schedule of quantities
(ii) Particular specifications
(iii) Special conditions
(iv) Additional Conditions
(v) Tender drawings attached
(vi) CPWD Specifications
(vii) General Conditions of Contract for CPWD works
(viii) I.S. Codes
(ix) National Building code.
(x) ASTM, BS, or other foreign origin code mentioned in tender document
(xi) Decision of Engineer-in-Charge
(xii) Sound Engineering practices or well established local construction practices

SCOPE OF E & M WORKS (In Hostel Building)
The scope of work includes design, supply, Installation, Testing and
commissioning including handing over the following installations:
(I) A Internal Electrical Installation:
The scope of work includes design, supply, installation, testing and
commissioning of Internal electric installation such as point wiring (Light,
Fan, Exhaust fan, Bell point), Wiring for socket outlet points (light & power
plug points), Power outlets for window / split AC units, computers, printers,
xerox machines, watercoolers, ROs. Power outlets for different type of
machineries and equipment’s as per table given in bid documents. Group
control point wiring and twin control point wiring wherever required. Circuit
and sub main wiring along with modular type switch, socket, bell push, step
type fan regulator, modular telephone outlet, GI box along with modular
base & cover plate, and accessories, call bells. Lighting fittings and fixtures,
lighting luminaries for escape lighting, exhaust fan, ceiling fan.
MCB type SDBs with RCBO / RCCB incomer & MCBs as out goings.
L T panels (for essential & non-essential electric supply).
Rising mains with end feed units, tap off boxes of adequate capacity with all
accessories for essential and non-essential supply. All power cables
incoming and outgoing PVC/XLPE insulated PVC sheathed aluminium
conductor armoured cables of appropriate rating including laying and
connection, Earthing along with earth electrode, Main earthing and loop
earthing, Dedicated copper plate earthing earth electrode, Main earthing
and loop earthing, lightening conductor etc. complete as required as per
specifications, additional conditions and specifications given in tender
documents.

Note:
Any other area not mentioned above but for functional requirement, any power point,
telephone point, TV point will required, same has to be provided as per requirement with
approval from Engineer-in-charge.
There are 02 Nos. electrical room located at ground floor of the G+5 boys hostel building,
01 room on each side for which power supply is to be provided in non-essential & essential
LT panel to be provided separately in each E & M room, by LT XLPE cable from nearest 11
KV/0.433 KV electrical sub-station. Power supply will be taken from available 2 nos. spare

essential and 2 nos. non essential panels)Further LT Cabling from Non essential and
Essential LT Panel to different Non essential and Essential rising mains, to Lift panels at lift
machine room, to Solar PV System panel at roof/staircase top landing floor, to Firefighting
panel board, to Street lighting/compound lighting feeder pillar,all cable of required size as
per Electrical load of Hostel building and load of individual E&M equipment like Fire fighting
load,street lighting load,Lifts load,Solar PV Compatiability system load,and to other service
connection for water supply pump set electrical panel and any other services as may be
required for completion of work. There is requirement of 04 or more number of electrical
rising main shaft in the building and accordingly power supply from the non-essential &
essential panel board to these required number of rising mains to be connected by
suitable size and number of LT XLPE cable.Capacity of each non essential as well as
essential rising main should not be less than 250 Amp,and Power cables of required size
should be provided through suitable capacity of MCCB,s from these LT panels separately to
each rising main.The agency should design the LT Panels -4 nos. with suitable rating of
incomer amd outgoing MCCB,s considering above rising main outgoing feeders as well as
for Lift,Fire fighting,street light,water supply pump sets etc.also taking at least 2 no spare
Outgoing MCCB,s of required capacity in each panel as per direction of Engineer-in-charge.
The LT panel incomer for each non-essential & essential rising main (02 Nos. LT panels in

electrical room No. 1 & 02 Nos. LT panel in electrical room No. 02) shall be provided
accordingly to cater to the required number of rising mains loads and other loads as
mentioned. The Size of LT Cable to be decided complying CPWD General Specifications for
Electrical Works Part I Internal - 2013 & CPWD General Specifications for Electrical Works
Part II (External) 1995 as amended upto date. Size and current rating of LT cable shall be
minimum 25% above the required current ,also considering voltage drop based on actual length
of cable required complying CPWD specification. Necessary Copper/GI plate earthing to be
done to Non-essential and Essential LT panels inside Electric room of Hostel building, and all
connections and interconnections for earthing with required Copper/GI strip so as to ensure
earthing value, complying CPWD Specifications.
Note:
(i) The contractor shall submit load estimation sheets to provide power
supply to essential loads and non-essential loads of the buildings and
services covering all other installations under the scope of work.
(i) Lighting load internal and external, all fans, all power outlets for
computers.
(ii) Lifts, Fire alarm and fire Fighting, water supply pumps,street/compound
lighting.
2. Firefighting systems.
The scope of work also includes junction boxes, Power conditioning unit
(PCU) with system controller/ Manager, Metering & data logger, solar DC
Copper Cable (UV Protected), GI cable tray, PVC Heavy duty pipe wherever
required, etc. as per specification, obtaining no objection certificate (NOC)
from distribution company for grid connectivity and any other regulatory
body. The contractor will submit all drawing, details etc. after award of work
at appropriate stage for approval.

Technical Specifications of E&M Services
The scope of work includes Planning, Design & preparation of Drawings, obtaining
approvals from the department, supply, Installation, testing , commissioning and
handover of Internal and External Electrical Installations, Power wiring, telephone/TV
conduiting, LED light Fittings, call bell, Exhaust fans, Ceiling/wall fans, Switch boards,
switches, sockets, MCB’s, MCB DBs, power supply and distribution through cable,
lighting & protection requirement, earthing, street/Compound lights, bollards, associated
panels etc for the building as per CPWD specifications as amended up to date as
described in the details of specifications of this sub head. (Indicative inventory of
building are specified in foregoing pages of this NIT). Complete wiring in all the
buildings for light, power, communication, fire Alarm etc. shall be done in appropriate
size MS conduits.
The work shall be carried out strictly with following specification etc.

amended up to date.
b) CPWD general specification for electrical work part II External 1994 as amended
up to date.
c) CPWD general specification for electrical work part IV Sub-Station 2013 as

33. Materials to be used in work are to be ISI marked. The makes of the materials have
been indicated in the list of preferred makes. No other makes will be acceptable. The
materials to be used in the work shall be got approved by the Engineer in Charge/his
representative before its use at site. The E-in-C shall reserve the right to instruct the
contractor to remove the material which, in his opinion, is not acceptable.
34. The power points 5 Amps and 16 Amps can be looped together as per CPWD
specification. In single loop max 3 nos . 5 Amps power points ca be looped .Max two
nos 16 Amp power points ca be looped. AC point/ Geyser Point / Industrial Point shall
have separate circuit wiring with 4.0 sq mm wire.
35. All switches shall be modular type with Preffered Makes and brand.
36. Switch for geyser point shall be provided outside the toilet & socket inside the toilet
near geyser location both shall be of minimum 25 Amps rating.
37. 1 nos. call bell point shall be provided in all specially abled toilets.
38. The materials used in the work shall be of make as per List of preferred make and shall
be approved by E-In-charge before execution.
39. The contractor shall have to work as per the convenience of the concerned Department.
40. The firm should submit the warranty against manufacturer defect for a period of 5 years
from the date of completion of work for LED fittings and products from the
manufacturer.
41. In the preferred makes of fitting model No. of one of the preferred make has been
mentioned for guidance. However, the contractor is free to supply any one of the makes,
provided the parameters of the fittings match with the fitting model No. mentioned in
NIT. The decision of Engineer-in-charge shall be final in this regard.
42. The design, supply, installation, testing and commissioning of lightning protection
of each building is in the scope of contractor. The design shall be done as per NBC-
2016, by rolling sphere method and CPWD specifications.
43. LED fittings as a whole including driver shall be guaranteed for 5 years. All the LED
fittings shall be suitably engraved/ stickered inside, with for date of handing over.
44. The guarantee for LED fittings shall be submitted from the manufacturer in addition to
the guarantee from the contractor. The manufacturer shall give undertaking that in case
of discontinuation of model and non-availability of spares, they have to replace the
fittings with equivalent/ high end model in case of manufacturing defect during the
warranty period of 5 years.
45. The agency shall stand guarantee for at least 5 years of all the LED fittings and
provide certificate from the manufacturer to attend the complaints for repairing /
replacement of all LED fittings on the basis of complaints of defective LED fittings.
46. Defect Liability Period: All the installations including LED fittings shall be

guaranteed for a period of 60 months from the date of completion. Any defective
materials and equipment shall be replaced free of cost at the direction of the
Engineer-in-Charge.
47. Release of security deposit will be made as per GCC 2022 for EPC contract.
Technical specifications
1. The work shall be carried out as per CPWD specifications for Electric work.
2. Minimum size of copper conductor for power wiring/light plug wiring shall be 4 Sq
mm multi strand with FRLS copper conductor cable and for light/fan points/exhaust
fan/call bell point, wiring shall be done with 1.5 sq mm multi strand FRLS copper
conductor cable.
3. Control wiring in all electrical panels shall be done with 2.5 sq mm FRLS copper
conductor cables.
4. Wiring for Intercom / Telephone shall be terminated in suitable size of G.I. Junction box
and RJ-11 socket (for analogue phone) & RJ45 socket (for IP phone). All the other end
of wiring shall be terminated in krone box at each floor and in the EPABX room. The
wiring shall be suitably tagged/marked mentioning the location of each point. Wiring for
analogue phone shall be done with cat-6A armoured UTP 4 pair cable.
5. All switches, sockets, Telephone socket, Data sockets, stepped type electronic fan
regulators, bell push and accessories along with matching mounting boxes shall be of
modular type and same shall be of one make.
6. There shall be separate shafts for Electrical Rising main, LV (CCTV, LAN, TV,
Telephone, Fire alarm, PA etc), Firefighting works etc.
7. Required illumination level for general lighting shall be achieved as per CPWD General
specification for Electrical part-I -2013/NBC-2016/IS guidelines. Wherever range of
illumination for space is mentioned, higher side of Lux level shall be taken for design
purpose and decision of Engineer-in-Charge is final in that regard
8. Lighting inside the building shall be arranged in such a way that the required average
illumination level is available in each of the areas as given in the relevant sections of
National Building Code – 2016 (NBC)
9. For all the works mentioned in the chapter, the Agency shall also follow the provisions

13. In all Dining rooms, Common room, Warden room, guest suite etc, 400 mm sweep wall
mounted fan 5 star with High speed and wide oscillation with Manual and remote
control both shall be provided in addition to BLDC Ceiling Fans as per direction of
Engineer-in-Charge and his decision shall be final and binding,
14. Metallic exhaust fan of with louvers as per the requirement of ventilation shall be
provided in toilets, Electrical Panel room, utility rooms etc. The no. of exhaust
fan/ventilation fan shall be calculated on the basis of no. of air change required as per
NBC 2016 norms.
15. 1 no. Master control Switch shall be provided in all rooms of Hostel ( 01 for each room).
16. For CCTV and LAN Cat-6A UTP, 4 pair armoured cable shall be provided as per the
design and to be terminated in G.I. Junction box. & Wiring for cable TV with coaxial
cable RG-6 grade, 0.7 mm solid copper conductor PE insulted with fine tinned
copper braided & protected with PVC.
17. Bulk-head fitting pressure die cast housing with IP 65 protection surface mounted - In
each landing floor level of all the vertical shafts except firefighting shaft and in Terrace
area outside mumty, entrance of pump room and as per direction of E-in-C .
18. 1 No 6/16 Amp Socket outlet with switch in lift shaft ( As per requirement of lift
agency), Electrical and LV(Communication) shaft – in each landing level of every shaft.
19. LED Exit signages with 2 hours battery back with bicoloured LED status indicator &
should visible from 40 mtrs, at every 6.00 m in corridor and at all conspicuous locations
to indicate Exit, staircase location, toilet location, handicapped toilet location, lift
location etc. as per NBC norms. All exit signages in staircases, exit path and in critical
areas shall be on UPS DB.
20. Fire Stair case lighting shall be provided with LED emergency light with minimum 2
hours battery backup.
21. Inside the lift shaft there shall be arrangement of one light point with LED Bulk head
fittings of suitable rating (minimum 800 lumens) shall be provided at each floor level
end. All light points shall be in group controlled and wired with 1.5sq mm FRLS copper
conductor cable. 16-amp power plug shall also be provided at all floors with 4 sq mm
FRLS copper wiring. In lift shaft, all 16 Amp power point shall be on single loop.
22. Cable size shall be decided as per maximum load of the building and 25% future
expansion and shall got approved by Engineer – in –Charge.
23. The rupturing capacity of the MCB’s shall not be less than 10KA, higher capacity shall
be provided if required in the detailed design. The MCB’s shall have ISI mark and
rupturing capacity of the MCCB’s shall be as per design of fault level, but shall not be

less than 25 KA.Icu=Ics=100% for MCCB,s.
24. Make of MCB/Isolator shall be the same as the make of MCB DB (in that particular
DB)
25. Earthing: All earthing shall be done with copper plate earthing unless otherwise
specially mentioned. Copper plate earthing system comprising of earth electrode, earth
conductor, earth bus, protective conductor etc for building shall be as per provision
laid down in CPWD specifications part – I, 2013. Earthing system should be designed
such as to maintain earth resistance as specified in CPWD specifications. Earth
resistance shall be checked / tested in harsh climatic conditions.
26. Lightning Arrestor: -Lightning conductor shall be provided for building & Lightning
protection system shall be designed as per rolling sphere method as per NBC 2016
guidelines. All earthing sets for Lightening conductor system shall be GI Plate earthing.
27. All LT cables laid outside the building portion in open area shall be either laid in RCC
HUME pipes or in ground with Sand cushioning and brick protection with route marker
or in RCC trench or in DWC pipes as per CPWD Specification and direction of
Engineer-in-Charge.
28. For feeder pillars for street light, ancillary blocks, security blocks and terrace LT panels,
shall be PTTA (partially type tested panels), enclosures shall be of non-corrosive
materials and shall be made up of at least 2 mm CRCA sheet manufactured by reputed
firm and should not be less than IP-42 for indoor applications and IP-54 for outdoor
applications with canopy.
29. The connection between incoming switch / isolator and bus bar shall be made with
suitable size of thimble and cable.
30. RCBO of 30 mA/ 300ma sensitivity of suitable rating shall be provided as Incomer of
each Distribution boards.
31. All the switchgears must have Motorized operation and shall be electrical Draw
out type. In order to ensure the same, required number of potential free NO/NC
contacts for both input and output shall be provided with each switchgear.
32. For accommodating various size of Power cable/Telephone cable /Data cable incoming
to the building/out going from the building sufficient number of GI/ NP2 pipes of
suitable size shall be provided.
33. Size of distribution board shall be as per number of light / power circuits coming on each
floor as per the occupancy of offices. All distribution boards shall be double door type
made of minimum 1.6 mm thick sheet and RCBO of suitable rating shall be provided as
main incomer in all DBs.
34. In MCB DBs used for power distribution, main incomer and outgoings shall be of suitable
rating breaking capacity not less than 16KA, Ics=Icu.
35. If MCCB used as incomer then it should have earth fault protection and time delay in
addition to above protection. Earth leakage modules are not acceptable.
36. Earthing: Earthing system comprising of earth electrode, earth conductor, earth bus,
protective conductor etc. for the building shall be as per provision laid down in NBC
2016 / BIS Standards IS 3043:2018 and IS 732:2019 and CPWD specifications. Earthing

system should be designed such as to maintain required earth resistance as specified in
the above standards.
37. The laying of LT power cables and control cables shall be done in RCC cable trenches
or/and in DWC pipes wherever required shall be laid underground at depth not less than
120 cm from finished level or as recommended by OEM of DWC pipes whichever is
more. The DWC pipes shall be at least 50% vacant for future provision, hence the number
of runs shall be appropriate to accommodate the same. The excavation, refilling,
compaction and restoring the site to its original condition for trenching and laying of
DWC pipe is included in the scope of contractor. The pipes shall be compatible with IS
16205 part 24, 2017 and wherever required 1 Nos additional DWC pipe shall be laid in
the same route to accommodate communication cables. The DWC pipes used shall not be
less than SN-8. The DWC pipes shall be confirming to IS 16205 part 24, 2017.
38. Decision of laying LT cable in RCC cable trench, DWC, surface, cable tray, RCC hume
pipe etc shall be on complete discretion of Engineer-In-charge and same shall be binding,
hence bidders are requested to quote accordingly.
39. For routes carrying both power and communication cables, it is required to lay both the
pipes using spacers of not less than 600mm at spacing of 6 meters to ensure the separation
in both lines and disturbance shall not be there in communication cables.
40. The energy meters for monitoring as per GRIHA norms are required to be with
IBMS compatibility and shall be having provision of meter reading by
RS485/Ethernet/TCP/IP communication port which shall be communicating required
parameters to a required DCU or gateway feeding the IBMS software. The energy
meters of each panel shall be looped with RS 485 ports, and the communication
shall be done by laying CAT 6A cables which will be terminating to the
GATEWAY required for wireless/wired communication. Near every panel where
communication via RS 485 is required, a LAN port shall be provided for ethernet
connectivity to gateways.
General Requirements:
The building will be planned as per a minimum 3 Star GRIHA rating, therefore, the
energy consumption of the building should be minimum but without affecting the
functional requirements of the building. So, the fittings, fixtures and fans must be energy
efficient.
Lighting
Lighting shall be based on average lighting level considerations, which are as per
NBC- 2016 except otherwise specified in inventory
• Contractor shall submit the Dialux analysis of lighting for internal & external usage.
• All light fixtures shall be LED having LM79 and LM80 certification from NABL
accredited laboratory and relevant approved IES files for Dialux. LM79 & LM80
reports to be furnished by contractor for each type of LED fittings.
• Nos. of fittings shall be provided to have required LUX level as well as maintaining
aesthetic look.

• The fixtures shall be of surface/ recessed type as per site requirement and drawing.
1.1 Number of fittings shall be provided on the basis of average illumination range for
different areas subject to maximum LPD specified in CPWD internal specification 2013
(Section 2.9 and Table 11) & ECBC+ Building 2017 Table 6.2 & NBC 2016.
1.2 Only 5 Star rating BLDC ceiling & Exhaust fans should be provided in the various part
of building as per healthy engineering practice and as per prescribed norms/architectural
drawings.
Landscape lighting shall be state-of-the art through a professional lighting designer. The
intent shall be to showcase the architectural elements of the building during night time

(2) External Lighting
The scope of this work consists of planning, designing and SITC of LED street lighting
with poles and at least 1 meter of arm, Bollards, post top light etc. as mentioned below
along roads, pathways, gardens etc, around the 1000 Boy,s Hostel building as per
following details. Exact quantity shall be determined as per the requirement of NBC
2016 and as per direction of E-in-C and rough guidelines given..
Note :- Ccontractor shall design the system to avoid any black spot on the road. All
Internal roads surrounding the 1000 bedded Boys Hostel and surrounding area i/c
gate entry, horticulture area,lawns,parks around the 1000 bedded Boys hostel will
be illuminated by external LED lighting
Appropriate size of aluminum armored cables shall be as per CPWD specifications and
shall be laid with appropriate size GI wire required for earthing of every streetlight and
bollard fittings. Cable laying shall be done in appropriate size DWC pipes of strength
not less than SN8, which is laid inside ground at required depth below finished floor
level including trenching, refilling of earth, compaction etc.
The scope of work is inclusive of RCC foundation of appropriate size with J bolts. The
drawings of each and every item, layout drawings, foundations, poles shall be submitted
for approval from Engineer-In-charge. The detailed specifications of items are as
follows:

A. Street / compound lighting
1.0. 6.00 mtr long surface mounting type hot dipped galvanized octagonal pole with at least
1.0 mtr long single arm GI bracket in approved design capable of holding the luminaire.
The pole structural design shall be as per ILE TR7 considering the wind speed as per
IS:875, the HT steel for construction should be as per BSEN10025 grade S355Jo, hot dip
galvanizing on both internal and external surfaces as per IS: 2629/IS: 2633/IS: 4759 with
average coating thickness of 65/70 microns through a single dipping process. The pole
shall also be provided with hinged / chained flush door with rubber gasket of length not
less than 300mm at an elevation of 1.0 m (approx.) from the base plate with proper
strengthening to the cut-out of the door opening having locking arrangement, earthing
arrangement (at atleast 0.5 m height). Each pole shall be complete with a Bakelite
sheet complete with DIN rail, 6 amps, 10 kA SP MCB, screwless DIN mounting

(3) LT Service connection to 1000 bedded Boy,s Hostel
The scope of work includes supply, installation, commissioning , testing of Power
distribution system to supply electricity through LT cables, LT panels, Non-essential
and Essential Electrical rising mains ,power distribution inside building by Vertical
type and Horizontal type TPN MCBDistribution boards, for each circuit through MCB
of required rating to make the Hostel building along with associated E&M Services
functional complete as per approval of E-I-C inside
Note: The following information given is for reference only. Execution shall be carried out as
per functional requirement and design approved by engineer-in-charge.
Power supply for Non essential and Essential Supply to Hostel i/c associated E&M
Services will be taken from nearest 11KV/0.433 KV Electric substation,Non essential
and essential panel spare feeder box.
There will be 2 nos.essential panel and 2 nos. non essential panel at Gr. Floor(1 set in
each EM room) . connection will be through XLPE LT cable. Size and current rating of
LT cable shall be minimum 25% above the required current.
(i)There will be Non essential rising main and Essential rising mains in each of EDB
Shaft as per approved drawing,and capacity of rising main shall be worked out by the
contractor,based on load of the building also considering 25% future loads,but it should
not be less than 250Amp. Rating each rising main..
(i) Based on structure, length of building and feasibility ,DB’s will be placed at in corridor
of each floor at load centers,. Power supply will be tapped from rising mains to each
such MCBDB by tap-off-box having MCCB,s 4 pole of require rating,and wiring to be
done with FRLS Copper conductor cable in steel conduit in recess,of required size and
rating.
(ii) At each location there will be two types of DBs i.e. Non essential DB/ Row power DB
and Essential / Light DB. Light DB shall be provided with surge protection Device
(SPD)
NOTE:
• All the VTPN DBs in the shaft shall have same dimensions for same type of supply
• Floor DBs installed in clusters, in common areas and electrical shaft, shall be of the
same dimension and size as of each other.
SCOPE OF WORK:

mandatory, only manual call point system provision is mentioned. But looking at
the importance of Multistoried Hostel building for NIT Jamshedpur, Automatic
Fire Alarm system is being provided as per sanctioned PE Provisions,and
Requirement during getting NOC of the Hostel building .
The minimum requirement of AFA system is mentioned below. The below mentioned
requirement is the minimum to be installed in the hostel building. Contractor has to study the

drawing and design the FA system. if additional quantities require to comply local body/NOC
for Fire or NBC -2016 norms, same has to be installed by the contractor withing the quoted

1.7. Flexible application
An intelligent addressable fire alarm system is provided to effect total control over the
life safety services required in the building. The system is provided with addressable and
analog fire alarm initiating, annunciating, response indicators and control devices. The
system is such that smoke sensors/detectors, thermal sensors/detectors and manual call
points etc. can be identified with point address. The system is capable of:
1.7.1 Setting smoke sensor sensitivity remotely on a pre-programmed sequence. The system
is able to recognize normal and alarm values that reveal trouble condition, pre alarm or
need of maintenance.
1.7.2 Provide a maintenance / pre-alert capability at smoke sensors to prevent the detectors
from indications a false alarm due to dust, dirt, etc.
1.7.3 Provide alarm verification of individual smoke sensors. Alarm verification printed on
the in-built printer of the main fire alarm panel on the external printer attached.
1.7.4 Provide outputs that are addressable i.e. output have a point address to be set from the
main control station. The operator is able to assign such points to logical point groups
(software zones) for pre-programmed operation.
1.7.5 In the event of fire alarm but not in a fault condition, the exact location will be shown
on the main fire alarm panel, local sounder automatically sounded; the complete
information will be printed along with time and date of occurrence..
1.7.6 All the loop elements are able to isolate the short circuits on the loop wiring and thus no
element is isolated in the event of single short circuit and the exact location of the short
circuit is indicated on the respective fire alarm panel and IBMS software.
1.7.7 The fire alarm panels have necessary interface units for intelligent addressable detectors
alarm output modules for external actuations through fail safe programmable relays and
communication interface.

2.0. Manual Call Points
2.1. Scope
This section covers the requirements of manual call points (MCP) used in addressable
intelligent fire alarm systems.
2.2. Constructional Requirements: -
2.2.1 It is used to trigger a fire alarm manually, and should be suitable for connection to the
system loop technology. The alarm is raised by breaking the glass with the alarm carrying
on until a replacement glass panel is fitted or alarm to be made silent from control panel.
Suitable arrangement like scratching by a diamond bit shall be incorporated in the
frangible element.
2.2.2 A micro switch within the units is held “off” by the edge of the glass when glass is
broken the switch is released and a signal is transmitted to control panel where the
alarm is raised. The glass shall be plastic coated to eliminate the damage of splinters
causing injury.
2.2.3 For testing without breaking the glass a test key, should be available so as to lower or
remove the glass to release the micro switch. Full functional test is achieved
accordingly.
2.2.4 Facility for reset/adjustment of manual call point alarm triggering.
2.2.5 The unit shall be made out of polycarbonate ABS blend with flame retardant & self-
extinguishing properties or cast aluminium or ASA plastic or as per manufacturer
design and applicable standards.
2.2.6 It shall preferably contain an integrated short circuit isolator which should ensure that a
fault is localized and that the loop continues to function fully in the event of a wire
break or a short circuit.
2.2.7 The call box shall have suitable provision to knock out of termination of a 20mm
conduit. This shall also have suitable provision for being fixed on surface or semi
recessed in wall.
2.2.8 The word 'FIRE' shall appear embossed in red color on the front.
2.2.9 Acknowledgement LED displays –red for triggered alarm indication (flashing) and / or
maintenance evacuation.
2.2.10 Protective category shall be IP54 for indoors & IP65 for outdoors
applications.

3.2. Choice of Fire Detectors :-
3.2.1 The Fire detectors are designed to detect one or more of following three characteristics
of a fire:
(i) Smoke
(ii) Heat
(iii) Radiation (flame)
3.2.2 None of single type of detector is suitable for all applications. It is often useful to use a
combination of different types of detectors. Choice of selecting a detector depends on
the following:
(i) The speed of response required.
(ii) Need to minimize false alarms
(iii) The nature of the fire hazard
(iv) Other factors such as cost, suitability for environment, maintenance requirement
etc..
3.2.3 The detector has to discriminate between a fire and normal environment.
3.2.4 Each type of detector responds to a different kind of fire e.g. with a slowly smoldering
fire involving smoke, a smoke detector operates first. A fire that evolves heat rapidly
with very less smoke operates heat detector first.
3.2.5 Types of Detectors:
The detectors shall be one or more of following types :

3.4.10 Photo - Thermal Multi-criteria detector
This detector combines optical smoke and heat detection and is capable of being used as
a smoke and heat detector both. The multi criteria detector shall be able to discriminate
between non-threatening deceptive phenomenon such as cigarette smoke and actual fire
hazards. This avoids nuisance alarm.
Application: This is good for smoldering and fast flaming fires, optically dense smoke and can be
used in buildings for AC and Non-AC area.

ix) The detector shall be plug-in-type and shall have common base to facilitate exchange
for cleaning & maintenance. The base of the detector shall be interchangeable with
other smoke detectors.
x) The detector shall be supplied fully tested and each detector should bear the SI. No. and
seal of the approving laboratory/body.
xi) The detectors, device including response indicator and control panel shall be of same
make.
xii) Reversed polarity or faulty zone wiring shall not damage the detector.
xiii) The detector shall be suitable for column/ceiling mounting.
xiv) The detector should have static voltage over load protection.
xv) The detector shall be individually identifiable from the control unit by geographical
location in the system.
xvi) The detector shall connect to the local control unit via a fully supervised two wire
circuit.
xvii) The detector shall be inserted into or remove from the base by a simple push twist
mechanism with an appropriate tool.
3.6. Addressable Beam detector (Infra-red light detector)
i) The Beam Detectors shall be long range, projected beam type smoke detectors
which consist of a separate transmitter and receiver and evaluating unit integrated
into a compact housing.
ii) The transmitter shall emit an invisible pulsed infra red beam to receiver when beam
is obscured beyond selected threshold (20%, 30%,. 70% obscuration) by smoke,
the receiver shall signal an alarm. If the beam is completely blocked, receiver shall
signal a trouble.
iii) It shall provide selectable sensitivity and alarm response time for flexibility of
installations.
iv) It shall have a range coverage from 9 mtrs. to 100 mtrs. with upto 16-17 mtrs.
spacing between adjacent detectors on smooth, flat ceilings.
v) It shall have automatic environment compensation.

(vii) Reversed polarity or faulty zone wiring shall not damage the detector.
3.11. Intelligent Addressable Monitor Module:
(i) The module shall be suitable to monitor the polling of up to minimum four potential
free contacts by using a single or multiple housing and designed for surface or flush
mounting.
(ii) The operating mode can be selected and is assigned separately for each input the
addressing of the module and the setting of parameters should be carried out using PC
software or IBMS software, via the fire alarm control panel.
(iii) The module should contain an integrated short circuit isolator which ensures that the
fault is localized and the loop continues to function fully in the event of a wire break or
a short circuit.
(iv) The module should be minimum IP 40 protection category when housed in a case or as
per manufacturer design.
(v) The module should be with soft addressing to be set with a PC via fire alarm panel at
the time of programming.
(vi) The module should have integrated buzzer force signaling maintenance alarms.
(vii) An LED shall be provided that shall flash under normal condition indicate that module is
operational.
3.12. Intelligent Addressable Relay / Control Module:
(i) Relay module may contain upto four relays each with a potential free changeover
contact.
(ii) Each relay contact should be FAIL/ SAFE programmable, means it should be possible
to program each contact to operate in three conditions viz. NO FIRE CONDITION,
FIRE CONDITION AND LOOP POWER FAILURE CONDITION.
(iii) Both the addressing of the module and setting of parameters to be carried out using PC
software via the fire alarm control panel.
(iv) The module contains a short circuit isolator, which ensures that the fault is localized and
that the loop continues to function fully in the event of a wire break or a shot circuit.
(v) The module should be minimum with IP 40 protection category when housed in a case
or as per manufacture design.
(vi) It should have integrated buzzer for signaling maintenance alarms.
(vii) Its housing have is designed for surface or flush mounting.
3.13. Isolator Module:
(i) The module shall limit the number of module of detectors that may be rendered
inoperative by a short circuit on the loop segment.

(ii) At least one isolator module shall be provided for each floor or protected zone of the
building for every 20 devices in loop.
(iii) If a wire short circuit occurs, the isolator module shall automatically open circuit
(disconnect) the loop. When the short circuit condition is corrected, the module shall
automatically reconnect the isolated section.
(iv) The module shall not require any address setting and its operation shall be automatic. It
shall not be necessary to replace or reset an isolator module after its normal operation.
(v) It shall give information on the control panel in the form of audio- visual alarm
enunciations along with list of detectors which have become non-functional.
4.1. Scope
This section covers the requirements of main fire alarm, control panel, repeater panel,
graphical management system, response indicator etc. used in addressable fire alarm
system. The control panel shall be of minimum 8 zones with appropriate provision of
integrating with PA system and to be monitored by IBMS system. Each zone of fire alarm
system shall be in sync with each zone of PA system. Integration of system shall be done
accordingly and all hardware components, convertors, relays and software components
required for the same shall be included in the scope of contractor.
4.2. Functional Requirement.
4.2.1 General
(i) In the event of fire alarm but not in a fault condition, the exact location shall be shown
on the Main Fire Alarm Panel (MFAP).
(ii) Local sounder should sound automatically.
(iii) Complete information shall be printed with time and date of occurrence.
(iv) Air handling units on the effected zones shall be automatically switched OFF and
respective fire dampers shall also be closed.
(v) Pressurization fans of staircase shall automatically be switched ON.
(vi) The audio portion integrated to the system shall direct the proper signal (tone or voice)
to the appropriate speaker circuits.
(vii) Pre-recorded alarm messages shall be played on the Public Address System.
(viii) The panel shall have the facility to process the input signals and control the output
functions either directly or through interface modules as per the requirements.
(ix) The panels shall have necessary interface units for addressable detectors alarm output
modules for external actuations through fail safe programmable relays.
(x) The processor shall interact with the other modules through a common bus.
(xi) The system shall store all basic information and job specific data in memory.

(xii) Different password shall protect any change to system operations.
(xiii) The design of the panel hardware and software shall incorporate the capability to accept
additional input from fire protection system such as sprinkler and water flow switch,
operation of fire dampers, pressurization fans etc.
(xiv) The panel shall have an extra loop card to serve as standby in case of burn out or
malfunctioning of any operating loop cards.
(xv) The panel shall be totally enclosed, dust and vermin proof.

(ii) Silence the local audible alarm.
(iii) It shall be possible to silence the alarm indicating devices (hooters).
(iv) Reset all zones (logical Point Group) / points, after all initiating devices have returned
to normal.
(v) Perform a complete operational test of the memory with a visual indication.
(vi) Test all panel LED's for proper operation without causing a change in the condition
of any zone (Logical Point Group).
(vii) Walk test –The system shall provide both a basic and advanced walk test for testing the
entire fire alarm system including testing of all devices, detectors module etc. in the
complete system.
4.3.15 Software zones/loops shall be circuited and protected by fault isolators such that in the
event of a zone/ loop short –circuit, smoke and thermal sensors shall be located and
shall report alarm and fault isolator unit after every 20 detector or devices in a loop
isolates the part.
4.3.16 Monitoring modules shall be provided to monitor and address contact-type input
devices. The monitor module shall be housed in the FACP supervised by FACP.
4.3.17 The FACP shall have drift compensation facility to compensate for environment.
When a detector accumulates dust in the chamber and reaches an unacceptable level but
still below the allowed limit, the control panel shall indicate a maintenance alert
warning and the same shall be mirrored to IBMS system to alert. When the detector
accumulates dust in the chamber above the allowed limit, the control panel shall
indicate a maintenance urgent warning.
4.3.18 The FACP should be NFPA/EN listed approved to provide the sensitivity measurement
and documentation required.
4.3.19 FACP shall be backed up with its built in UPS power with batteries which can be
installed in the same rack. Further the control panel shall be backed up from power
outlets of central UPS supply of the building.
4.3.20 The display on FACP shall provide indication for AC power, system alarm, system
trouble/security alarm, display trouble and signal silence to this would mean that in the
event of change of any detector/zone sequence alterations, the operator can initiate
these by use of the LCD & alpha –numeric keys on the FACP panel to reconfigure the
above parameters.
4.3.21 Power supply unit of FACP shall have following characters:
(i) The main power supply shall be 230V AC ±10% 50Hz ± 3% and shall in turn provide
all necessary power of FACP.
(ii) It shall provide a separate battery control module with charger. The battery should last
for 24 hours minimum in normal operation upon power failure & 30 minutes in alarm
condition.
(iii) For ease of service, all wiring terminal blocks shall be plug-in type.

(iv) The fire alarm panels shall have a possibility of being interlinked by direct
connectivity or an optical cable link between the various locations and should further
have connectivity to the main control center.
4.3.22 Each loop shall have minimum 192 detectors/devices.
4.3.23 There shall be minimum 20% spare capacity in the looping system for future
expansions. The firm has to intimate the maximum number of devices/ detectors can be
connected in one loop based on the manufacturer design . Some devices need
external supply and some devices supported by loop power.
4.3.24 The length of loop shall not exceed more than 3000 meter for wire size 1.5sq mm. as
per manufacturer recommendations.
4.3.25 Each loop should not be divided into more than 8 fire zones.

6.5. The panel shall be compatible with the analog fire detection and alarm main control
panel.
6.6. It shall be programmable to display information for the entire system i.e. all panels in
the network. It shall have minimum 80 characters LCD display (display system status).
The back lit display repeats the status, trouble and alarm messages displayed at the fire
detection and alarm panel in English text.
6.7. The system text displays shall include: Alarm missing point trouble; system test, service,
local system test, extra custom test by polling circuit and address.
6.8. It shall have an internal trouble buzzer .
6.9. It shall be possible to connect upto 4 repeater panels with each fire detection & alarm
panel.
6.10. It shall annunciate alarm and trouble conditions.
6.11. Application: The repeater panel can be installed in the guard rooms/security room /at the
entrance of a building or complex which may have one or more buildings so that in case
of emergency the security personnel can rush straight to the trouble point.
6.12. Installation requirement of repeater panel:
(i) No panel or management system shall be located inside any room the building or in a
room of severe environment conditions.
(ii) The panel shall be positioned in “Fire Alarm Control Room” in a building or any other
conspicuously sited location so as to be visible without effort on entering a building
and as per the drawing approval by the department /consultant architect.
(iii) The panel shall be either wall mounted or floor mounted.
(iv) There should be minimum 1 Repeater panel per floor

9.2. Type of Sounders:
9.2.1 Panel Sounders
9.2.2 Addressable Loop Fire Alarm Sounders.
9.3. Functional requirements:
9.3.1 Panel Sounder shall be provided in specified fire alarm panel, repeater panel if any so as
to draw attention of the caretaking personnel in a building to a fault in the FAS wiring
and a fire condition in the protected premises.
9.3.2 Fire alarm sounder of low intensity type shall be installed to signal to the occupants of
the building to evacuate in the event of a fire.
9.3.3 Fire alarm sounders cum strobe of high intensity types shall be installed to draw the
attention of the firefighting personnel towards the main location of fire in the premises
where a fire has erupted. The strobe should have a light intensity of 15cd. To 100cd.
9.3.4 Fire alarm sounders shall not be used for any purpose other than for fire operations.
9.3.5 Silencing facility shall be provided only for panel sounders and not for fire alarm
sounders.
9.3.6 It shall be designed Suitable for ceiling mounted or wall mounted.
9.4. Operation of sounders and silencing:
9.4.1 Panel sounders shall be actuated automatically from the control panel.
9.4.2 Panel sounders shall be actuated automatically as soon as fire alarm signal is initiated
from any trigger device connected to them. These shall also be sounded when there is a
fault alarm signal within their areas of control.
9.4.3 A silencing switch shall be provided in the panel. Operation of this switch shall mute the
audio output from the panel sounder in this panel and in its repeater panel, if any.
Silencing switch shall also be provided in repeater panel which when actuated shall
mute the audio output in the panel only.
9.4.4 Fire alarm sounders in a zone affected by a fire shall be actuated automatically as soon
as fire alarm signal is initiated from any trigger device in that zone. All other fire alarm
sounders shall be actuated only automatically from the fire alarm panel.

vi) One set of LED's represent one Zone.
vii) The mimic panel (Remote Display) shows the display of malfunctions and/ or alarm for

are broken or if there is a short circuit.
ix) It shall monitor data communication between control panel/panels.
x) Locations: In Guard room/ Security rooms of the campus /Main Gates / Entrance Gates.

iii) It shall have protection from overloads and short circuits on both AC & DC sides.
iv) It shall have protection to prevent discharge through the charger.
11.5. Wiring for FAS/AFAS
11.5.1 Circuit Design:
(i) The loop element (Smoke Detectors Heat Detectors, Manual Call Points, Monitor
Modules Control Modules, Loop Sounders) wiring in AFAS shall be closed circuit loop
type (Class A type), so that if the communication fails from one side, it is restored
automatically from the other side. The wiring shall be independent of the detector
zoning. The Zones shall be software based.
(ii) The design of the system wiring shall match the control and indicating equipment in the
system.
11.5.2 Wiring Materials:
(i) The wiring shall be PVC insulated 2 core 1.5 Sq mm FRLS “shielded” copper
Conductor stranded cables in red/black color and generally confirming to IS- 694-2010
and meet the signal cabling requirements. The complete wiring of FAS and PA system
shall be done in appropriate size MS conduits as per the specifications of CPWD. Fire
survival cable shall be provided for all emergency and critical services.
(ii) The strand of cables shall not be cut to accommodate & connect to the terminals. The
terminals shall have sufficient cross sectional area to take all the strands.
11.5.3 Installation requirements:
(i) The electrical work connected with a FAS shall be carried out in conformity with
CPWD general specification for electrical works Part-I (Internal) 2013, and part-II
(external) 1994, both amended up to date.
(ii) In no case the FAS equipment or connections be mounted in or on boxes, cover plates or
blanks carrying the accessories or connections of any other service.
(iii) FAS wiring shall be exclusive to the FAS and be physically separated from wiring for
any other service in the building.
(iv) Wiring for different circuit voltages in a FAS shall be in separate conduits.
(v) To minimize possible disruption due to fire or other causes, fire alarm circuits should be
separated as much as possible from each other. Where practicable, the different fire
alarm circuit shall be run through different routes.
(vi) The metal body of all control and indicating panels shall be loop earthed using
2.5 sqmm copper wire and bonded to the earthling system in the building.

Note : Detectors sensitivity cannot be tested or measured using any spray/smoke producing
device that administers an unmeasured concentration of aerosol/smoke into the detector.
12.4. Testing after installation :
Following tests shall be conducted in a completed FAS/AFAS/intelligent addressable
FAS installation, in the presence of the Engineer-in-Charge and the test certificate shall
be furnished for the following test.
(i) Continuity test.
(ii) Test for insulation resistance of the wiring and the control and indication panels.
(iii) Test for system operation. In the case of AFAS (See note below), this test for fire
conditions shall be conducted using a test fire at normal floor level. The number of
locations for such a test shall be minimum 1% of the total number of detectors in an
installation subject to a minimum of two and maximum of five. The system operation
for fault conditions shall be conducted by introducing faults such as open circuit, short
circuit, removal of detector, open/short circuit in a sounder circuit etc.
Note : Use of a test fire in the case of installation using heat detectors need not be
insisted upon.

FIRE-FIGHTING SYSTEM
1. SCOPE OF WORK
The scope of work includes design, planning, supply, installation, testing and
commissioning, handing over of Fire Fighting system and taking relevant NOC from
the local bodies as applicable.
(a) As the Hostel building ,which comes under Group-A under General specifications for
Electrical works(Part-V: Wet riser and sprinkler systems 2020) and for height above
15 mtr but less than 35 mtr, as per NBC 2016 and General specifications for Electrical
works(Part-V: Wet riser and sprinkler systems 2020), require downcomer Fire fighting
with terrace pump system ,hence the same is to be provided.. .
The above scope of work is as per the NBC 2016 . If local fire officers requirement is
superior to above, agency will have to provide same . Nothing extra shall be paid for
same.

2169:2010 up to the recent revisions/amendments if any. Sufficient no. of fire sand

5. Pre-commissioning
On completion of the installation of all pumps, piping, valves, pipe connections,
insulation etc. the Contractor shall proceed as follows:
Prior to start-up and hydraulic testing, the Contractor shall clean the entire installation
including all fitments, pipe work and the installation and keep them in a new condition.
All pumping systems shall be flushed and drained at least once through to get rid of
contaminating materials. All pipes shall be rodded to ensure clearance of debris,
cleaning and flushing shall be carried out in sections as the installation becomes
completed. All strainers shall be inspected and cleaned out or replaced.
When the entire systems are reasonably clean, a pre-treatment chemical shall be
introduced and circulated . Warning signs shall be provided at all outlets during pre-
treatment. The pre-treatment chemical shall: remove oil, grease and foreign residue
from the pipe work and fittings; Pre-condition the metal surfaces to resist reaction water
or air.
Establish an initial protective film; After pre-treatment, the system shall be drained and
refilled fresh water and left until the system is put into operation. Details and procedures
of the pre-treatment shall be submitted for approval. Check all clamps, supports and
hangers provided for the pipes. Fill up pipes water and apply hydrostatic pressure to the
system as given in the relevant section of the specification. If any leakage is found,
rectify the same and retest the pipes.
• All pump sets shall run continuously for 8 hours (if required, temporary piping back to
the tank to be made).
1.3. Pump
i) The pump shall be horizontal /vertical type, as per design described in the Schedule of
Quantities.
ii) The impeller shall be secured to the shaft and shall be retained against
circumferential movement by keying, piping or lock rings.
iii) All screwed fasteners shall tighten in the direction of normal rotation.
iv) Pump shall be provided with approved type of mechanical seals.
1.3.1. Pumps Casing
(i) The casing of horizontally /vertically pumps shall be hydrostatically tested to
1.5 times the maximum working pressure but in no case less than 250 PSI.
(ii) Pressure classification of flange connections shall correspond to casing working
pressures.
(iii) Casing material shall be close grained, accurately machined, cast-iron, and precision
manufactured for best performance and long-term duty and fitted with gunmetal
wearing ring.
(iv) Water discharge diffusers shall be included to reduce radial torque to impellers.
1.3.2. Wearing Ring:
Wearing rings shall be suitable for an individual application. Rings shall be
replaceable, and positively keyed to prevent rotation.
1.3.3. Bearing:
Bearings shall be heavy-duty ball bearings with a minimum average life of 100,000
hours. The bearings shall be self-sealed, and housed in malleable-iron housing
aligned to bearing bracket by means of large precision registers. Bearings shall be
removable without dismantling any rotating element or pumps.
1.3.4. Impeller:
(i) Impeller shall be one-piece, phosphor bronze, and the bush of gun metal. The
impeller shall be hydraulically and dynamically balanced.
(ii) Impellers of pumps shall be fully enclosed suction type and hydraulically
balanced.

(iii) Impellers shall be accurately keyed to the shaft and positioned axially by shaft sleeves
and separate snap rings.
(iv) Impellers shall be fully protected against damage from reverse rotation.
1.3.5. Pump Shaft-Motor Shaft Coupling:
All shafts shall be connected with adequately sized flexible couplings of suitable approved
design. Necessary guards shall be provided for the couplings.
1.3.6. Base Plate:
(i) A common base plate mounting both for the pump and drive shall be provided. The
base plate shall be rigid construction, suitably ribbed and reinforced.
(ii) Base plate and pump supports shall be so constructed and the pumping unit so
mounted as to minimize misalignment caused by mechanical forces such as normal
piping strain, hydraulic piping thrust etc.
1.3.7. Vibration & balancing:
The rotating elements shall be so designed to ensure least vibration during start and
throughout the operation of the equipment. All rotating components shall be
statically and dynamically balanced at workshop.
1.3.8. Installation:
Installation of the Fire Fighting Pump set shall be carried out exactly as per manufacturer
recommendation.
1.3.9. Foundation:
The foundation of Fire Fighting Pumps & Electrical motor shall be constructed as per the
requirement/recommendation of manufacturer of Fire Fighting Pumps / motor /
Diesel Engine.
1.3.10. Anti-vortex Plates:
Anti-vortex plates shall be installed at the end of the Fire Pump suctions inside tanks.
1.3.11. Instruction Manual & Tools/Spares:
A comprehensive instruction manual shall be provided by the contractor indicating detailed
requirements for operation, dismantling and periodic operation and maintenance
procedures.
1.4. Electric Motors
i) Electrically driven pumps shall be provided with totally enclosed fan cooled
induction motor. The motor shall be full load duty & shall be capable of handling the
required starting torque of the pumps. Speed of motor shall be compatible with the
speed of the pump. All electrical motors for pumps inside Fire Pump Room shall be IP
54 rating enclosure.
ii) Motors shall have a dust tight construction with suitable means of breathing.
iii) All Components shall be of adequate mechanical strength and robustness and shall
be constructed of metal unless otherwise approved.

iv) The rating and design shall conform to (IS : 325) specification.
v) The motors shall be wound for Class-F insulation and the winding shall be vacuum
impregnated with head and moisture resisting varnish and glass wool insulated to
withstand tropical conditions.
vi) Two independent earthings points shall be provided on opposite sides of the motor
for bolted connections.
vii) Volt power terminals shall be suitable for receiving 1.1 KV grade armoured power
cables.
viii) The cable boxes and terminations shall be designed to enable easy disconnection and
replacement of cables.
ix) Provide other specific requirements required by governing energy conservation
codes.
1.4.1. Motors shall comply with the following:
(i) Three phase induction motors shall conform to Indian Standard (IS) 12615 and shall
fulfil the following efficiency requirements:
• ECBC+ Buildings shall have IE 3 (premium efficiency) class motors or higher class
(ii) All permanently wired polyphase motors of 0.375 kW or more serving the building
and expected to operate more than 1,500 hours per year and all permanently wired
polyphase motors of 50kW or more serving the building and expected to operate
more than 500 hour per year, shall have a minimum acceptable nominal full load
motor efficiency not less than levels specified in the latest version of IS 12615.
(iii) Motors of horsepower differing from those listed in the table shall have efficiency
greater than that of the next listed kW motor.
(iv) Motor horsepower ratings shall not exceed 20% of the calculated maximum load
being served.
(v) Motor nameplates shall list the nominal full-load motor efficiencies and the full-load
power factor.
1.5. Codes And Standards For Pumps, Motors And Diesel Engine
1.5.1. PUMPS:
The pumps shall conform to the standards and codes as given below:
i) IS: 1520 Horizontal centrifugal pumps for clear, cold and fresh water.
ii) BS: 599 methods of testing pumps.
iii) PTC: 8 ASME Power test Codes – Centrifugal Pumps.
1.5.2. MOTOR
The following codes shall be applicable for the motor :-
i) IS: 325 Induction motor, three – phase.
ii) IS: 900 code of practice for induction motors, installation and maintenance.

iii) IS: 7816 guide for testing insulation resistance of rotating machines.
iv) IS: 4029 guide for testing three phase induction motor.
v) IS: 3043 code of practice for earthing.
vi) Further to those stated above, the design, manufacture, installation and performance
of motors shall conform to the latest Indian Electricity Act and Indian Electricity
Rules.

xiii. All MCCBs shall be provided with Rotary handle on the front door unless
specifically mentioned otherwise.
2.1. Construction:
2.1.1 Basic Structure:
i. All electrical panels will be fabricated from 2mm thick CRCA sheet steel for robust
construction properly supported with angles and channels.
ii. The covers and doors shall be very well gasketed with neoprene rubber gaskets so as
to obtain dust proof enclosure.
iii. The cubicle will be floor-mounted type unless specified otherwise.
iv. The cabinet will be welded construction and not of jointing construction.
2.1.2 Doors:
1) Door shall be made of 2mm sheet steel, with foamed seal polyurethane gasket, square
section under tabular frame with punching in DIN pitch pattern.
2) The door will be provided with concealed hinges and panel locks of superior quality.
The hinges will be union joint type to facilitate easy removal of the doors when
necessary. Neoprene gaskets shall be provided beneath all doors and corners and also
between adjacent sections, and on gland plates.
3) The doors will be provided in a similar fashion as generally provided for the outdoor
cabinet, where water cannot enter in the cabinet from the door.
4) The door will be provided with strengthening arrangement to avoid wobbling and
distortion. Doors shall have provision for earthing.
5) Wherever the doors are opened on horizontal hinges, an arrangement will be
provided to latch the doors in an open condition for inspection of the wiring.
6) Generally meter, relays push buttons, signal lamps and control components will be
provided on a separate compartments for in-comer feeders only.
7) The circuit components will be mounted on sectionalized 3 mm thick CRCA sheet
with suitable threading in the sheets to facilitate easy maintenance, future addition etc..
8) The panels shall be manufactured with separate busbar chamber isolated from unit
feeder chambers and cable alleys, to provide extra safety for working personnel.
2.1.3 Dimensions:
Based on the SDL approved by E-I-C, Contractor shall prepare panel diagram. The
height of the panel will be as per the drawing but not be more than 2100 mm. Depth
of the panel will not be less than 350 mm and width of the panel will be given in the
particulars of panel specifications or as per actual site conditions. Shop drawings
shall have to be approved by the Engineer-in-charge before fabrication is taken up by
hand.
2.1.4 Adaptor Chambers for all cable entries:

Wherever necessary, sheet metal adaptor chambers with angle frame and minimum
depth of 350 mm will be supplied with panel. All the covers of adaptor box will be
removable type. The box can be mounted horizontally or vertically. The pattern of
cable entry, wherever not specified will have to be confirmed by the manufacturer/
Supplier/ Contractor in writing after placement of order. The cable entry shall be as
per actual site conditions and approved.
2.1.5 Powder Coating Treatment:
1) The cubicle will undergo the process of Powder Coating treatment to the satisfaction
of the Engineer-in-Charge.
2) The panels shall be treated for degreasing, de-rusting, phosphatizing and passivizing
by adopting seven/nine tank process. As per the Indian Standard Specification.
Powder coating process with a final coating shall be of 80-120 microns.
3) The painting of panel shall be carried out in a dust free atmosphere then baked in
oven.
2.1.6 Busbars:
1) The bus bars will be of copper with a current density of 1.0 Amp per Sq. mm. The bus
bars will be insulated with heat shrinkable sleeves and properly supported. All live
parts shall be shrouded by means of acrylic / steel /FRP sheets to ensure no
accidental contact with live parts during maintenance and provide simultaneous
inspection. The busbar supports will be designed to withstand short circuit current
equivalent to 35 MVA at 415 volts. The bus bars will be adequately insulated and
protected to prevent accidental contact during operation and maintenance.
2) Non-hygroscopic SMC supports shall be used for busbar to give better mechanical
and electrical strength and to ensure capability to withstand specified fault current.
2.1.7 Insulation:
The insulation between phases and between phases and ground of the power
conductors will be made of synthetic resin board/molding, resistant to dust and
dampness. All insulating material will be non-hygroscopic, fungus-proof and treated
with suitable synthetic varnishes. All live exposed busbar inside the panel shall be
guarded with insulating sheet like hylum sheet to protect direct contact of any person
after opening of panel door.
2.1.8 Terminals:
Upto 35 sq. mm cables, the terminal will be provided of clip-on type and above 35
sq. mm, cable end terminals will provide of brass stud type designed of rugged
construction.
2.1.9 Wire ways:
PVC extruded wire ways of required size will be provided for wiring in the control
panel.
2.1.10 Ferruling and colour code:

Cabling for power circuit should be red, Yellow and blue or otherwise proper colored
sleeving will be provided at both ends of cables. For control cables every conductor
will be provided with the identification ferrule matching with the one in the drawing.
All power and control wiring shall be done by using thimbles ferrules of proper size
and quality at both ends for identification. The wiring shall be neatly bunched for
easy identification.
2.1.11 Cable Termination:
Every cable, either for control or power duty will be provided with crimped type of
lugs of suitable size as specified.
All power and control wiring terminals shall be brought out in the cable Alley for
easy Cable Termination.
2.1.12 Cables (Internal Wiring)
All the cables will be PVC insulated FRLS of ISI approved and reputed make. The
cables will be copper conductor as specified in the drawings and will be stranded and
minimum number of strands will be three. The ratings will conform to IEE
regulations.
All internal wiring inside the cubicle shall be carried out with 1100V grade, FRLS
PVC insulated copper wires duly ferruled at either end. The power wiring above
100A shall be carried out through the PVC insulated aluminum links.
2.1.13 Earthing:
The earth busbars should be GI/AI unless otherwise specified. Bolts to be of
cadmium plated with washers. Earth busbars will be provided all around the cubicle at
the bottom with duplex external earth connection arrangement.
2.1.14 Cable Glands and Lugs:
The cable glands will be of brass cone grip type. These glands will be provided for
all the outgoing connections at both the ends for power as well as control circuits
provided in the panel and also for the incoming cable or cables. Lugs will be crimped
for termination of outgoing cable at both ends (i.e., load end and panel end) with
each outgoing feeder.
2.1.15 Feeder Units:
1) The feeder units shall be of compartmental design comprising of cubicles assembled
together and shall incorporate cubicle MCCB and MCB having rupturing capacity of
minimum 25 KA and 10 KA at 440 volts respectively unless specifically mentioned.
2) The MCCB shall be quick break and trip free type with magnetic thermal release or
as specified in the BOQ. Protection Devices shall be as specified in BOQ.
3) Individual MCCB (with ammeter, selector switch, CTs) small wiring where provided
should be easily removable from the front of the switchboard for servicing and
maintenance. The connections to MCCBs from the busbars and cables should be
terminated in pressure bolted joints inside the switch contacts.
4) The MCCB on main LT Panel shall have ratings: 63A, 100A, 125 A, 160 A, 200 A,

250A, 320A, 400A / 630A with 36 KA (minimum) rupturing capacity unless
specifically mentioned in the BOQ and as per requirement..
5) Bus bar should have sufficient mechanical strength to with stand the effects of short
circuit until it can be cleared by appropriate protecting device. All bus bars should be
clearly marked with appropriate colour code to enable immediate identification of the
phase and neutral.
6) The vertical bus bar should have a number of laminations to give appropriate current
rating and can be graded to suit the current rating required at each point by omitting
laminations at the points of current decrease.
7) Arrangements should be provided to receive PVC cables either from the topside or
from the bottom (as specified). End plates should be mounted inside the busbar at unit
level for cables from above or below
8) All sheet-steel parts used in the construction of a cubicle board should have
undergone rigorous rust proofing process which must comprise of alkaline
degreasing descaling in dilute sulphuric acid and a recognized phosphatizing process.
The steel work shall be finished with powder coating paint.
9) The equipment when assembled shall form a neat and compact unit and shall be
complete with supporting framework, mounting channels, and foundation bolts etc.
and shall be designed so as to ensure complete interchangeability of component

or shrink ferrules.
(xii) Continuity of spare cores shall be maintained at joints and at terminations, the cores
shall be connected to spare terminals.
(xiii) Solder shall be used only for connecting or terminating paper-insulated cables. All
other connections and terminations shall be by means of compression fittings or
mechanical clamps.
(xiv) Compression connectors and associated dies for compression tools shall be of correct
type and size. Tools shall be so designed that the correct compression must be
applied before it can be released.
3.3. Cable Identification:
i. For multi core cables, PVC ferrule type indicators or tags shall be provided at both
ends for core identification. For phase identification of 2/3/3.5/4 core cables,
coloured PVC tapes shall be used at both ends.
ii. All cables shall be provided with aluminium/Copper tags of approved design, spaced
not less than 7.5 meters. Apart and these shall contain the following:

iii. Sleeves shall be of the shrink type applied cold by mechanical device or by the use of
heat, they shall provide a sufficient thickness of insulation to suit the particular
application. Insulating tapes used in joints and terminations shall be compatible with

insulation. They shall be complying with BS 3925.
iv. Impregnated cotton tapes shall be double selvedge.
v. All tapes shall be stored in sealed containers until required.
vi. Resin filling should be, as far as is reasonably practicable, safe and without risk to
health. Each pack shall include warnings as to any hazards in its use, e.g., dermatic or
toxic properties with details of precautions, which the user must take to minimize
these.
vii. Hot pouring sealing compound shall be hard setting and comply with BS 1858:1973
(1986). Selection of the compound shall take account of the ambient temperature of
installation as well as characteristics of the joint.
viii. Care shall be taken to prevent voids occurring in consequence of too rapid cooling.
ix. Resin filling shall be used with PVC/ XLPE type cables and hot poured compound
shall be used with paper insulated lead covered cables.
3.4. Cable Supports:
i. Unless otherwise indicated the type of cable supports used shall be selected by the
Contractor to suit the circumstances of the installation, but they shall comply with

this specification and the following preferences shall be taken into account:

x. Where cables cross expansion and settlement joints in the building structure, they
shall be fixed 300 mm each side of the joint and sufficient slack left between to allow
for movement. Where the cables are buried in the building fabric suitable provision
shall be made to allow for movement of the structure. The contractor shall submit his
proposals for approval of Engineer-in-Charge.
3.11. Handling of cables:
Cables shall be handled with care and every effort made to avoid damage to the cables, to
other services and to building fabric. Recommendations or instructions available
from the cable manufacturers concerning the installation of cables shall be taken into
account. In particular co-axial cable shall not be bent in radius less than six times the
overall diameter. Any damage shall be reported immediately to Engineer-in-Charge.
3.12. Marking of cables:
i. Cables located in switch rooms, ducts and spaces designated solely for electrical
services or have orange over sheaths, they shall be identified by adhesive bands
coloured orange, complying with BS 1711. The bands shall not be less than 100 mm
long, located at least once within each separate compartment through which the cables
pass at intervals not exceeding 12 m.
ii. Except where cables are buried or enclosed in conduit, trunking or ducting, they shall
be permanently identified by discs. Discs shall be of laminated plastic materials with
black characters on white: characters shall be not less than 3 mm high. The inscription
shall indicate nominal voltage, designation of load, number and cross-sectional area of
cores and rated voltage of cable.
iii. Cable identification discs shall be attached to the cables with ties. Discs shall be
located within 500 mm of terminations and joints, at least once within each separate
compartment through which cables pass and at intervals not exceeding 24 m, they
shall coincide with the colour bands.
3.13. Laying Cables in Ground:
i. Cables shall be laid by skilled experienced workmen using adequate rollers to
minimize stretching of the cables. The cable drums shall be placed on jacks before
unwinding the cable. With great care it shall be unrolled on over wooden rollers
placed in trenches at intervals not exceeding 2 meters. Cables shall be laid at depth of
0.75 meters below ground level. The Bricks and a cushion of sand total of 250mm
shall be provided both above and below the cable, joint boxes and other accessories.
Cable shall not be laid in the same trench or alongside a water main.
ii. The cable shall be laid in excavated trench over 80mm layer of sand cushion. The
relative position of the cables, laid in the same trench shall be preserved. At all
changes in direction in horizontal and vertical planes, the cables shall be bent smooth
with a radius of bent not less than 12 times the diameter of cables. Minimum 3 meter
long loop shall be provided at both end of cable.
3.14. Laying in Pipes / Closed Ducts :

i. The size of the pipe shall be decided by the Engineer-in-Charge and shall not be less
than 10 cm, in diameter for a single cable and not less than 15 cm for more than one
cable. These pipes shall be laid directly in ground without any special bed except for
SW pipe which shall be laid over 10 cm, thick cement concrete 1:5:10 (1 cement : 5
coarse sand: 10 graded stone aggregate of 40 mm nominal size) bed. No sand
cushioning or tiles need be used in such situations. Unless otherwise specified, the
top surface of pipes shall be at a minimum depth of 1m from the ground level when
laid under roads, pavements etc.
ii. Where steel pipes are employed for protection of single core cables feeding A.C. load,
the pipe should be large enough to contain both cables in the case of single phase
system and all cables in the case of poly phase system.
iii. The pipes on road crossings shall preferably be on the skew to reduce the angle of
bend as the cable enters and leaves the crossing. This is particularly important for high
voltage cables.
iv. Manholes of adequate size as decided by the Engineer-in-Charge shall be provided to
facilitate feeding/drawing in of cables and to provide working space for persons. They
shall be covered by suitable manhole covers with frame of proper design.
v. Pipes shall be continuous and clear of debris or concrete before cable is drawn. Sharp
edges at ends shall be smoothened to prevent injury to cable insulation or sheathing.
vi. Pipe for cable entries to the building shall slope downwards from the building and
suitably sealed to prevent entry of water inside the building. Further the mouth of the
pipes at the building end shall be suitably sealed to avoid entry of water.
vii. All chases and passages necessary for the laying of service cable connections to
buildings shall be cut as required and made good to the original finish and to the
satisfaction of the Engineer-in-Charge.
viii. Cable grips / draw wires and winches etc. may be employed for drawing cables
through pipes/closed ducts etc.
3.15. Laying in Open Ducts:
i. Open ducts with suitable removable covers shall be preferred in sub-stations, switch
rooms, plant rooms, workshops etc.
ii. The cable ducts should be of suitable dimensions so that the cables can be
conveniently laid. If necessary, cables may be fixed with clamps on the walls of the
duct or taken in troughs in duct. The duct should be covered with removable slabs or
chequered plates of adequate thickness and size.
iii. Ducts may be filled with dry sand after the cable is laid and covered as above or
finished with cement plaster specially in high voltage applications.
iv. Splices or joints of any type shall not be permitted inside the ducts.
v. As far as possible laying of cables with different voltage ratings in the same duct
shall be avoided.

vi. Where considered necessary, hooks or racks shall be provided for supporting the
cables in masonry / concrete cable ducts, cable troughs. Otherwise cables shall be
laid direct in the trench or trough etc. While deciding the layout of cables in such
ducts, care should be exercised to ensure that unnecessary crossing of cables is
avoided.
3.16. Protection of Cables:
The cables shall be protected by bricks laid on the top layer of the sand for the full length of
underground cable. Where more than one cables is laid in the same trench, the bricks
shall cover all the cables and shall project a minimum of approximately 80mm on
either side of the cables. Cable under road crossings and any other places subject to
heavy traffic shall be protected by running them through Hume Pipes of suitable size.
4.0. EARTHING:
4.1. Scope :
The scope of this section covers supply installation and testing of earthing system for all
non-current carrying metal parts of electrical installation.
The type and number of earth electrodes shall be as indicated and shall comply with
clauses as appropriate.
Dedicated earthing shall be provided for the Server Room equipments.
4.2. Earthing System & Equipment Bonding:
i. Unless otherwise indicated, earth plates shall be 600 mm x 600 mm minimum, of
solid or lattice copper not less than 3.15 mm thick and of GI not less than 6.3 mm.
ii. Earthing system shall comprise of earth electrode near sub-station. Test link boxes
shall be provided at each electrode for periodical resistance measurement. All such
earth electrodes shall be interconnected forming a main grid.
iii. Where the earth electrodes are formed with tape, the tape shall be to relevant IS, of
the size, length, depth below ground level and layout as indicated.
iv. If due to vary hard rock plate earthing will not be possible as per direction of E-I-C
copper bounded rod will be executed. It shall consist Supply, Installation & testing of
Earthing Station, consist of 3Mtr Copper Bonded Rod of minimum 17.2mm
diameter. with minimum 25Kg Resistance lowering compound Earthing. Copper
Bonded Earth Rod made from high tensile low carbon steel and each rod should
molecularly bonding 99.9% pure electrolytic copper to the low carbon steel core in
accordance with national and international standards such as BS6651, BS7430 and
UL467. comprises specifically selected compounds, which possess excellent
electrical conductivity. The earth electrode shall be provided in 100 mm dia boaring,
and providing masonary enclosure with cover plate having locking arrangement and
watering pipe etc complete as required.
4.3. Conductors:
i. Earthing conductors, main earthing bars and main equi-potential bonding conductors

shall be of the type, size and conductor material as indicated and shall comply with
the following clauses.
ii. Tapes shall comply with relevant IS. Where used to interconnect copper electrodes
the tape may be bare, but for interconnecting pipe electrodes and for all other
purposes the tape shall have an extruded PVC sheath.
iii. Main earthing bars shall comply with IS 3043 and shall be bare.
iv. Cables shall comply with IS 3043, without sheath, unless otherwise indicated.
4.4. Joints and Connections:
i. Joints in conductors shall be kept to a minimum.
ii. All contact surfaces shall be thoroughly cleaned and coated with an anti-corrosive
electrical jointing compound suitable for the conductor materials. For bi-metallic
joints, a separate abrasive shall be used to clean each metal.
iii. Connections shall be made as follows:
(i) To main earthing bars by phosphor bronze set screws and nuts;
(ii) To earth rods by bronze, gunmetal or copper clamps with phosphor bronze. Edges of
clamps shall be rounded;
(iii) To earth pipes by phosphor bronze bolts and nuts, direct to the flange of the pipe;
(iv) To earth plates by bolting, riveting or welding.
iv. Termination of cables shall be by connectors jointed to the cable conductor by the
thermit welding process or by compression joints complying with BS 4579.
v. Joints which are indicated as test points shall be bolted or clamped. Joints in tape,
other than at test points shall be made by the riveting and sweating. Overlap of
conductors shall be not less than 100 mm.
vi. Joints and connections shall be protected by a coating which will form a seal and
exclude moisture in all weather conditions. At connections to earth electrodes, the
coating shall cover all exposed conductors and in the case of earth pipes, to top
surface of the flanges. Protective coatings shall be of a waterproof, inert, tenacious
material and of one of the following forms:
(a) solvent cutback thixotropic corrosion preventative forming a film of resilient matt
petroleum wax;
(b) a fast drying durable rubberised sprayed coating;
(c) a heat shrink clear sheathing
vii. Screws, nuts, washers and rivets for copper conductors shall be of phosphor bronze,
naval brass or copper silicon; for aluminium conductors, they shall be of stainless
steel. The minimum provision shall be
(a) for flat strip--- two M8 bolts or four 5 mm diameter rivets;
(b) for sheet metal--two M8 bolts; where the sheet metal is less than 2 mm thick, it shall

be backed for an area of at least 1000 mm2.
4.5. Inspection Pits:
i. Unless otherwise indicated, connection between an earth conductor and its associated
earth electrode system shall be in an enclosure.
ii. The enclosure shall have a removable top cover which shall be flush with finished
ground level. The enclosure shall be a purpose made concrete inspection pit, a
galvanized steel inspection pit embedded in concrete, an earthenware pipe or similar,
as indicated. The earth electrode connection shall be just below the lid of the
inspection pit with adequate access for testing purposes.
4.6. Supports And Fixings:
i. Cables shall be supported and fixed in accordance with Section Cable laying.
ii. Tapes and bars shall be fixed by spacer bar saddles which shall be of non-metallic
material or corrosion resistant alloy compatible with the conductors. Fixing of
saddles shall comply with relevant clauses in Cable Laying section. The maximum
spacing off fixings shall not exceed 600 mm unless otherwise indicated.
iii. Main earthing bars shall be supported on insulators; they shall be not less than 25
mm clear of the building fabric.
iv. For general areas inside buildings, screws and nuts shall be of cadmium electroplated
steel or stainless steel; outside buildings, in plant rooms or other locations as
indicated, they shall be of stainless steel.
v. No shot firing shall be used and no drilling or welding structural steelwork shall be
done without the approval of the Engineer-in-Charge.
4.7. Installation:
i. Electrodes shall be installed in undisturbed ground. The distance between any two
electrodes shall be not less than 1.25 times the depth of the longer electrode.
ii. Excavations shall be carried out in accordance with BS 6031 and shall comply with
the construction (General Provisions) Regulations, 1961. Excavations shall be kept
free of water and protected against damage or collapse. The safety of persons and the
protection of structures, buildings, roads, sewers and services from damage shall be
ensured; all necessary sheeting, timbering, strutting and shoring shall be supplied,
erected and subsequently removed.
iii. Trenches shall be backfilled in layers and each layer shall be rammed. The first two
layers shall be 100 mm deep and rammed by hand the remaining layers shall be not
more than 200 mm deep and power ramming may be used. Warning tapes and covers
shall be included as specified in relevant clauses in Cable laying section. Where
applicable, top soil and turf shall be replaced and the final level shall be level with or
not more than 25 mm above the adjacent ground level.
iv. The earth resistance should be less than 2.0 Ohms. Earth Pits shall be treated
with salt, charcoal /chemicals to be achieve the required result.

vii. M.S./GI Fittings for pipes above 65 mm or and upto 150 mm dia shall be fabricated
from seamless pipe pieces of minimum 5 mm wall thickness. For tees and other
fittings where seamless sections are not available, the fittings shall be fabricated from
Electric resistant welded pipes as given in the Preffered Makes. However Galvanised
fitting will be screwed. The fittings shall have a minimum 5 mm wall thickness. The
fittings shall with stand pressure of upto 21 kg/cm2.
viii. Fittings below 50 mm or shall be M.S./ Galvanised Forged Screwed ends. The fittings
shall be threaded at both ends. The fittings shall withstand pressure of upto 21kg/cm2.
ix. For tapings of 50 mm/40mm/32mm/25mm from headers, half socket connections with
one side threading shall be employed. The half socket shall be welded at the centre of
the header, either on the side or on the top.
x. Wherever two horizontal headers are to run side by side, the two headers shall be
located at different levels, if possible, so as to avoid unnecessary bends at tapping off
from the headers. Accordingly, the supports shall also be staggered to support pipes at
two levels.
5.2. Pipe Support:
i. All pipe clamps and support shall be mild steel.
ii. Pipe shall be hung by means of expandable anchor fastener of approved make and
design (Dash Fasteners or equivalent). The hangers and clamps shall be fastened by
means of galvanized nut and bolts. The size/diameter of the anchor fastener and the
clamp shall be suitable to carry the weight of water filled pipe and dead load normally
encountered.
iii. Hangers and supports shall be capable of carrying the sum total of all concurrently

acting loads. They shall be designed to provide the required supporting effects and
allow pipelines movements as necessary. All guides, anchor, braces, dampeners,
expansion joints and structural steel to be attached to the building/structure, trenches etc
shall be provided by the contractor. Hangers and components for all piping shall be
approved by the Client/engineer. Anchoring fasteners shall be rated to take minimum
2 tons load and shall be of approved make.
iv. While all piping shall have clevis type hanger supports from the ceiling with
fasteners, for pipe headers of 100 mm dia and above, additional wall/column mounted
supports shall be taken. Clevis type hanger supports shall be at 3.0 m intervals and at
every turn, at both ends. MS angle supports at wall and columns shall be at 18 m
intervals. The angles shall be cut by gas cutter and evened out by grinder. All welding
to angles shall also be cleaned by grinder. Angles shall not be less than 40 x 40 x 6
mm size.
v. For fixing clevis hanger and angle support, only dash fasteners shall be used.
Exposing of steel reinforcement and welding to them shall not be permitted except in
exceptionable circumstances.
vi. Pipes in vertical shafts shall have MS angle brackets at alternate floor level. The
bracket shall be mounted behind the pipe. A base plate of 50 wide x 6 mm thick shall be
welded to the bracket. The base plate shall be fixed to the wall by means of fasteners
GI U clamps shall be used to fix the pipe to the bracket.
vii. Each riser shall also be anchored to the floor slab with MS angles mounted on the
slab. The angles shall be 40 x 40 x 5 size, one mounted before the pipes and the other
after the pipes. Extra cleat pipe pieces shall be welded to the pipes at this point which
shall be welded to the angle iron support.
viii. Wherever angle type supports are being used, profiled packing materials or wood or
materials as approved by the Engineer shall be used. The packing materials shall be at
least 25 mm thick and tight fitted with the pipe.
5.3. Hose Reel:
i. Wall mounting the swinging type first aid hose reel with drum shall conform to IS:
884-1985.
ii. The rubber tubing shall be 20 mm dia high pressure rubber hose 36.0 m long as per IS
: 444 with gunmetal shut off nozzle having 6.5 mm dia orifice and control valve, shut
off valve of approved make. The wall mounted bracket shall be fixed by means of
fasteners. The hose reel shall have a gun metal nozzle.
iii. The hose reel shall be connected directly to the riser by means of 25 mm dia MS pipe
with threaded bends, union & one no. ball valve.
iv. The drum can swing up to 180 degree.
5.4. Hose Cabinets:
i. Hose cabinet shall be fabricated from 16 gauge MS powder coated sheet of fully
welded construction with hinged single/double door partially glazed door with

suitable locking arrangement, stove enameled fire red paint with ‘Fire Hose’ written on
it prominently. Glass panes shall be 4 mm thick.
ii. The hydrant cabinet shall hold double headed hydrant, 2 nos. Hoses and 1 no. branch
pipe.
iii. The cabinet shall have two pipe studs of 200 mm dia in MS with base which shall be
fixed to the back of the cabinet and shall be used to hold the RRL hose.
5.5. RRL Hoses:
i. The hoses for the internal and external hydrant system should be rubber impregnated
woven jacketed type conforming to IS:636 Type-A. Each fire hose shall be provided
with quick coupling, branch pipes, nozzles, spanners etc.
ii. Hose pipes of all types shall be capable of withstanding an internal water pressure of
not less than 35 Kg/Sq.cm without bursting. It must also withstand a pressure of 21
Kg/Sq.cm without undue leakage or sweating.
iii. Each hose shall be fitted with instantaneous spring lock type couplings at both ends.
Hose shall be fixed to the coupling ends by copper rivets and the joint shall be
reinforced by 1.5 mm galvanized mild steel wires and leather bands.
5.6. Branch Pipes and Nozzle:
Stainless steel Standard Branch Pipe shall be used conforming to IS : 903 with Stainless
steel nozzle of 20 mm (nominal internal dia) to fit standard instantaneous type 63mm
dia hose coupling. Suitable spanners of approved design shall be provided in adequate
numbers for easy assembly and dismantling of various components like branch pipes,
nozzles, quick coupling ends.
5.7. Hydrant Valve:
i. Stainless steel Hydrant valve shall be of oblique pattern provided as per IS: 5290
complete with hand wheel, quick coupling connection, spring and blank cap and
chain.
ii. The hydrant shall have flanged inlet of 100 mm dia and 63 mm female instantaneous
type outlet. The hydrant shall have a rubber plug with chain fixed to the main body of
the Hydrant.
5.8. Pressure Switch:
i. The pressure switches shall be employed for starting and shutting down operation of
pumps automatically, dictated by lines pressure. The Pressure switch shall be
diaphragm type, it shall be suitable for line pressures upto 15 kg/cm2.
ii. The switch shall be suitable for consistent and repeated operations without change in
values.
iii. The enclosure shall be of aluminium and pressure element and wetted parts shall be of
stainless steel. The switch shall be snap acting type with 1 no. N O/NC contact.
5.9. Valves:

i. Sluice Valves:
a. Sluice valve of 65 NB and above shall be flanged valve with cast iron body. The
spindle, wall seat and wedge nuts shall be of bronze. They shall generally have non-
rising spindle and shall be of the particular duty and design called for. All sluice
valves will be provided with supervisory switch.
b. The valves shall be supplied with suitable flanges, non-corrosive bolts and asbestos
fiber gasket. Sluice valves shall conform to Indian Standard IS:14846: 2000 and
IS: 2906. Sluice valves for water works purposes suitable for seat test pressure of 16
Kg/Sq.cm.
ii. Butterfly Valve:
a. The butterfly valve shall be suitable for water works and tested to minimum of 15
Kg/Sq.cm pressure.
b. The body shall be of cast iron to IS : 210 in circular shape and of high strength to take
the water pressure of 10 Kg/Sq.cm. The disc shall be heavy duty cast iron with anti
corrosive epoxy or nickel coating.
c. The valve seat shall be of high grade elastomer or nitrile rubber. The valve in its
closed position shall have complete contact between the seat and disc throughout the
perimeter. The elastomer rubber shall have a long life and shall not give away on
continuous applied water pressure. The shaft shall be EN 8 grade carbon steel.
d. Butterfly valve shall be of best quality conforming to IS : 13095 of class specified.
e. The valves shall be supplied with manual gear operated opening/closing by lever.
f. The valves shall be supplied with supervisory switch.
iii. Gun Metal Valves:
a. Gun metal valves shall be used for smaller dia pipes, and for threaded connection. The
valves shall bear certification as per IS: 778-1984 and shall be rated to 15 Kg/Sq.cm
pressure.
b. The body and bonnet shall be of gun metal to IS: 318. The steam gland and gland nut
shall be forged brass to IS: 319. The hand wheel shall be of cast iron to IS: 210.
c. The hand wheel shall be of high-quality finish to avoid hand abrasions. Movement
shall also be easy. The spindle shall non rising type.
d. All valves shall be approved by the Authority Representative before they are allowed
to be used on the work.
iv. Non-Return Valve:
a. Non-return valves shall be cast iron dual plate type. An arrow mark in the direction of
flow shall be marked on the body of the valve. The valve shall bear IS: 5312
certifications.
b. The valve shall be of cast iron body and cover. The internal flap in the direction of water
shall be of cast iron and hinged by a hinge pin of high tensile brass of stainless steel.

Cast iron part shall be as per IS: 210.
c. The gasket shall be of high-quality rubber and flap seat ring of leaded gunmetal. At
high pressure of water flow the flapper shall sit tightly to the seat. The valve shall be
capable of handling pressure up to 15 Kg/Sq.cm.
v. Air Valves:
Provide 25 mm dia screwed inlet cast iron single acting air valves, on all high points in
the system as shown on the drawing.
vi. Drain Valve:
a. Provide 50 mm dia between steel pipe to IS : 1239 (heavy duty) with 50 mm gunmetal
full way valve for draining any water in the system in low pockets.
b. Drain valves shall be provided at low points of all water riser and mains to ensure
that all sections of pipe works and plant can be drained.
vii. Foot Valve:
a. Foot valves of water supply system shall be heavy duty construction
with integrated flanges connection and have cast iron body, all bronze trims with
stainless steel spring and stainless steel strainer.
b. The flow area on strainer shall be at least three times of Pipe size.
5.10. Gate Valve Chamber:
A masonry chamber of internal dimension 1.20m x 1.20m x 1.5m depth shall be built
to accommodate sluice valves placed in external ring main, 230mm thick walls shall
be of 75 class designation brick work in cement mortar 1:5 (1 cement : 5 fine sand)
with CI medium duty manhole cover. The top slab RCC shall be of 1:2:4 mix (1
cement: 2 coarse sand : 4 graded same aggregate 20 mm nominal size) and inside
plastering with cement mortar 1:3 (1 cement : 3 coarse sand ) 12 mm thick finished
with a floating coat of neat cement all complete.

7.2. Portable Fire Appliances Requirement, Type and Location as per Fire Authority:
Portable Fire appliances as mentioned below :-
(i) ABC Dry Powder fire extinguisher IS : 15683 – 2006 -6 Kg capacity .
(ii) CO2 Gas Fire extinguisher IS 15683 – 2006 – 4.5 Kg capacity.

12.2.1 Hand appliances shall be installed in readily accessible locations with the appliance
brackets fixed to wall by suitable anchor fasteners or by means of floor mounted
supports.
12.2.2 Each appliance shall be provided with an inspection card indicating the date of
inspection, testing, change of charge and other relevant data.
12.2.3 All appliances shall be fixed in a true workman like manner truly vertical and at correct
locations. Identical type of extinguishers shall be of same make and shall have similar
method of operation.
i. Switch on the terrace pump and test check. The diesel engine driven pump in the same
manner as the electrically driven pump.
ii. Check each landing valve, male and female couplings and branch pipes for
compatibility with each other. Any fitting which is found to be incompatible and does
not fit into the other properly shall be replaced by the contractor. Landing valves shall
also be checked by opening and closing under pressure.
10.0. Guarantee:
10.1. The contractor shall submit a warranty for all equipment, materials and accessories

supplied by him against manufacturing defects, malfunctioning or under capacity
functioning.
10.2. The form of warranty shall be as approved by the Engineer-in-Charge .
10.3. The warranty of all the components shall be valid for a period of five year (in DLP)
from the date of completion.
10.4. The warranty shall expressly include replacement of all defective or under capacity
equipment. Engineer-in-Charge may allow repair of certain equipment if the same is
found to meet the requirement for efficient functioning of the system.
10.5. The warranty shall include replacement of any equipment found to have capacity lesser
than the rated capacity as accepted in the contract. The replacement equipment shall be
approved by the Engineer-in-Charge .

SCOPE OF WORK
The Scope of work includes SITC (Supply, Installation, Testing, Commissioning)
and then handing over to client and to liaison and pursue the local bodies for
getting required certificates for functioning of Gearless lifts with Machine room
For Passenger Lift and Geared machine room less for Dumbwaiter Lift, complete
for the following lifts. The building wise lift details are as below:

1.0.GENERAL
The equipment and installation covered by specifications and drawings shall conform to
codes of practice and highest standards of workmanship and materials. This work shall
be done in accordance with the provisions of the Lifts Act, and subsequent provisions, as
also any state or local Act in force and latest Indian Standard 14665, 15330.
The Electrical wiring shall strictly comply with IS:732 and the entire installation shall be
in accordance with the Indian Electricity Act 2003 and Indian Electricity Rules 1956 as
amended to-date. The electrical works shall also conform to CPWD General
Specifications for Electrical works Part - I (Internal) 2013 , Part – II (External) 1994 and
Part -III (Lifts and Escalators) 2003 as amended up to date wherever relevant. All Lifts
shall have a minimum warranty of 5 years (in DLP). Bidders are requested to
quote accordingly.
The Contractor shall follow all statutory requirements as well as best trade practices in
the manufacture & installation of elevators. The Contractor shall arrange to obtain the
approval of the Inspectorate of Lifts for commissioning of the Lifts and getting RR
number and handover for operation after satisfactory tests as applicable...

The A.C. V.V.V.F. drive system shall control A.C. voltage and frequency concurrently
with the hoist motor to regulate the elevator’s actual performance to match closely the
ideal speed pattern to obtain maximum efficiency of operation and provide a very
smooth ride.
Frequency shall range fully between zero and rated value.
The Controller shall be provided with a self-diagnostic program to keep downtime to a
minimum possible.
The controller shall intelligently adjust door times in response to car calls, hall calls and
“Door Open” button operation.
The braking of machine shall be of regenerative type.
3.0. SAFETY
In the addition to other specifications the Lifts shall be provided with safety devices as
follows:
(i) Safety gear on car so that in the event of rope breaking or loosening the car will be
brought to rest immediately by means of grips on the guides.
(ii) The over speeding car shall be automatically brought to a gradual stop on
guide rails and power supply to the hoist motor shall be switched off.
(iii) Car gate lock so that in the event of car gate gets opened when passengers are in the car,
the elevator shall be brought to rest.
4.0. CAR
4.1. Cabin Size
The internal clear dimensions of the cabin shall not be less than those specified in IS
14665-Part I and as per CPWD General Specifications for Electrical works Part -III
(Lifts and Escalators) 2003 as amended up to date.
4.2. Car Display Panel
The Car Display panel shall be of LCD/OEM Standard.. This shall indicate the Car
capacity, floor indication, direction of travel, current time, and date at the minimum.
4.3. Frame and Safety Device
The car frame shall consist of steel channel top and bottom securely riveted or bolted
and substantially reinforced and braced to relieve the car enclosure of all strains when
the safety device comes into action due to over speed or when the capacity loaded car
is run on the buffer springs at normal speed.
The safety device mounted on the bottom members of the frame operated by a
centrifugal speed governor shall be arranged to bring the car to a gradual stop on the
guide rails in the event of excessive descending speed; and provision shall be made to
shut off the power supply to the motor.

4.4. Doors
Provision shall be made of SS and central opening
4.5. Door Operators
The door operators shall be VVVF inverter controlled heavy duty A. C. motor,
allowing variable opening and closing speeds, and with full synchronization of car
and landing doors.
4.6. Emergency Lighting
Emergency lighting with battery backup shall be provided.
4.7. Evacuation
An emergency key shall be provided on each landing to unlock the doors for
evacuation and maintenance.
The doors shall be capable of being opened manually during power failure from inside
the car when the car is within a landing zone.
4.8. Intercom
The intercom system in the lifts shall be capable of two way communication.
Necessary arrangements shall be provided for communication between the lift cars,
Fire Control Room, Reception and the room of other security as per direction of
Engineer-in-charge.
The main control for the Intercom shall be placed at Fire control room/Reception..
The intercom system shall be provided with a power backup of at least 30
minutes.
4.9. Manual Cranking Facility
Manual cranking facility shall be provided in the machine to facilitate evacuation of
passengers in case of power failure. The manual mode shall be in addition to
automatic car failure operation specified elsewhere.
4.10. Emergency Stop Switch
A stop switch in the top of car shall be provided for use by maintenance crew to
cancel all car and landing calls for a particular lift.
4.11. Maintenance Switch
On operation of the maintenance switch located on top of the car by the maintenance
crew, the car shall travel at slow speed not exceeding 0.85 m / sec by continuous
operation of a button
4.12. Overload Indicator
An overload indicator with buzzer shall be provided in the cabin to indicate to the
passengers that the car will not start as it is overloaded.
4.13. Operating Panels, Buttons & Switches
All buttons and switches shall be clearly legible with fade-proof text and figures, and
shall be easily accessible, especially for disabled persons.

5.0. PAINTING
All exposed metal work furnished in these specification, except as otherwise specified
shall be given one shop coat of anti-corrosive primer after approved surface treatment
of metal surfaces and two coats of approved enamel paint of approved shade.
6.0. TESTS AT SITE

SOLAR PHOTOVOLTAIC (SPV) PLANT SYSTEM
NOTE:
The components of the solar PV system (except structure) whether standard
module or non-standard module shall be certified by BIS/ IEC and the complete
structure shall be vetted by Institute as per Part A & Part B of NIT and as per
approval of Engineer-in-charge.
a. Tier-1 Solar Photovoltaic Module of capacity 540 Wp (lower & above module
capacity is acceptable subject to total requirement of solar power to be installed),
conforming to IS14286 / IEC61215, IS/IEC61730-Part-1,IS/IEC61730-Part-2. Solar
Photovoltaic Mono PERC Module conversion efficiency shall not be less than 20%.
PV modules used in solar power plants/systems must be warranted for their output
peak watt capacity, which should not be less than 90% at the end of 10 years and
80% at the end of 25 years. For mono PERC Panel the modules supplied shall be with
the certificate according to IEC TS 62804 for PID resistance.
b. Grid tied string inverter of 350 to 1000 VDC Input voltage range and
400VAC,three phase,4 wire, 50 Hz+/- 2.5 Hz, output voltage suitable to generate AC
Power with efficiency not less than 97%,total harmonic distortion less than 3% and
suitable for ambient temperature from 0 to 50 degree C. The PCU shall adjust the
voltage and frequency level to suit the Grid Voltage Frequency.
c. Data Monitoring System with remote monitoring using RS485 of BLE as required
complete with accessories. The system shall be IBMS compatible for energy
monitoring.
d. Array junction box & Main junction box with IP65 protection and termination
arrangement for incoming and outgoing cable along with glands, lugs and other
accessories etc. as required.
e. Lightning and surge voltage protection.
f. Inter connections with required size of XLPE insulated copper conductor1.1kVgrade
armoured power and control cables laid in GI hot dipped cable tray between solar
modules, main power cable to grid supply, PCU unit.
g. For AC connection, LT XLPE insulated copper conductor 1.1kVgrade shall be used of
suitable size and respective end termination.
3. TECHNICAL SPECIFICATIONS
3.1 SPV ARRAY:
The SPV array of suitable capacity shall consist of suitable no. of Solar Panels of 540
Wp wattage, wired in series-parallel configuration. The Solar Panels shall be fixed on
Aluminum/steel structure as per the area of installation. The Solar Panel shall have
suitable number of crystalline silicon solar cells connected in series and hermetically
sealed with high transmission toughened glass on top and suitable lamination material on
back using state-of- the-art technology. The following are the requirements area wise for
array system:
Rooftop Installation: Panels shall be framed using steel structure and a terminal block
shall be fixed on the frames for taking the electrical output.
The Solar Panel shall conform to the Prevailing IEC 61215 specifications.
3.7 The junction boxes shall be dust free, vermin and waterproof and made of FRP /
Thermo Plastic with IP65 protection. The junction box shall be equipped with SPD’s,
DC MCB, terminal strips etc. of suitable rating. The terminals shall be connected to
copper bus bar arrangement of proper sizes. The junction boxes shall have suitable cable
entry points fitted with cable glands of appropriate sizes for both incoming and
outgoing copper unarmoured sheathed cables. Adequate working space shall be
provided in JBs for easy accessibility of tools like spanners screw drivers etc.
Suitable markings shall be provided on the bus bar for easy identification and cable
ferrules shall be fitted at the cable termination points for identification. The junction
boxes shall have suitable arrangement for the following:
• Combine groups of modules into independent charging sub-arrays that shall be wired to
the controller.
• Provide arrangement for disconnection for each of the groups.
• Provide a test point for each sub-group for quick fault location.
• To provide group array isolation.
• The rating of the JB’s shall be suitable with adequate safety factor to interconnect
the Solar PV array.
Note: The rate of this item includes the rate of all Solar PV Panels Horizontal &
Vertical, supporting structure, frames, inverters, wiring and all other electrical and
electronic equipment and related civil works for erection and installation of Solar
power plant and necessary items required for its proper functionality and smooth
operation, nothing extra shall be paid whatsoever.

IP BASED CCTV SURVEILLANCE SYSTEM
SCOPE
1. The general character and the scope of work to be carried out under this contract is
illustrated in Specifications. The Contractor if not eligible shall engage associate agency
which will be by its own or by authorized System Integrator to providing an end to end
solution for the above. Scope includes design, supply, installation, testing and
commissioning, handing over and providing warranty (CCTV shall have a minimum
warranty of 5 years (DLP). Bidders are requested to quote accordingly) of the
CCTV surveillance system which shall be IP based. The bidders have to ensure the
planning and smooth execution of the project. The Contractor shall carry out and
complete the said work under this contract in every respect in conformity with the
contract documents and with the direction of and to the satisfaction of the Engineer in
charge. The contractor shall furnish all labours, materials and equipment as listed and
specified otherwise, transportation and incidental necessary for supply, installation,
testing and commissioning of the complete system through as described in the
Specifications.
(i) All cable terminations and tagging e.g., CAT 6A, OFC, VGA, HDMI, sound, etc.as
required. The rate quoted by the tenderer for equipment/ cable/ accessories shall
include this.
(ii) Making opening in false ceiling/ wall paneling/ furniture and repairing the same for
fixing of cameras, LED Display & connected accessories, etc.
(iii) Making arrangement for watch & ward of CCTV installation till its handing over to
client department.
(iv) All adjustment pertaining to CCTV installation shall be the responsibility of the
contractor.
(v) Contractor has to provide technical assistance as and when required for approval.
(vi) Program chart showing all activities and its progress should be provided within 15

days after award of work and updated on weekly basis. Outdoor Cameras shall be
installed on GI octagonal pole with arm of appropriate length of height not less than
3.5 mtrs as per the direction of E-In-C. The poles shall be erected using J bolts casted
in RCC foundation. The poles shall be of minimum OAF of 130mm at bottom and 70
mm at top with base plate of 12mm thick base plate of size not less than 200mm x
200mm and with 450mm long 'J' type GI foundation bolts (EN 8 grade) of min. 16mm
dia each with GI nuts, GI washers and grouting etc. The item shall be inclusive of
necessary mounts, brackets, screws required for installation of cameras.
(vii) To make complete system compatible for CCTV surveillance i/c cost of connectors,
convertors, end terminations, splicing of OFCs and other inclusions mandatorily
required to commission the system shall lie within the quoted rates.
(viii) The CCTV cameras and network switches shall be Layer 2 switches IP based and shall
be compatible with IBMS software without using any additional field devices. The I/O
summary of active components, IP cameras and field devices (wherever required) shall
be derived after the detailed design of surveillance system.
(ix) All IP based cameras shall be connected to LIU > Patch Panel > POE/POE+ IP based
layer 2 switches coming per floor and shall be connected to Distribution switch of the
building to Core switch. All floor switches shall be having a total occupancy of 80%
and rest shall be left spare for future provision.
(ii) The entire work of manufacture/fabrication, assembly and installation shall conform to
sound engineering practice.
(iii) All equipments and material to be used in work shall be manufactured in factories of
good repute having excellent track record of quality manufacturing, performance and
proper after sales service.
(iv) All equipments and materials to be used in the work shall be brand new having its date
of manufacturing not more than 6 months old from the date of delivery at site with
manufacturer’s certificates, warranty cards technical catalogues, instructions, manuals
and wiring diagrams etc.
(v) In order to ensure genuineness of equipments/materials, copy of invoice of each
equipments/materials, custom clearance paper in case of imported materials duly
authenticated by bidder shall be invariably produce to engineer-in-charge.

Note: The passive and active components of CCTV and LAN in hostel shall be

1.5. For basic layout refer respective Tender DRAWINGS. A CCTV surveillance layout
shall be submitted in reference with Master Layout drawings.
1.6. The whole CCTV system shall have compatibility to existing VMS system and shall
have seamless integration with IBMS software.
1.7. Active part (POE switch, POE+ switches for PTZ, LIU panels, patch panels, associated
racks and patch cords required shall be considered under the scope of contractor.
1.8. The EPC Contractor shall redesign CCTV camera location as per the site requirement
and as per the instruction of Eng-in-charge.
1.9. The new VMS system shall have seamless integration with the IBMS system.
1.10. The Contractor shall also provide sufficient quantity of not less than 2 Nos of 55 inch,
4K quality, Android operating system with 16 GB storage wall mounted display as per
given specifications. The NVR shall be having only 80% occupancy of the total
capacity and rest shall be left spare for future expansion.
1.11. The contractor shall also provide. CCTV client work station with minimum Intel®

NOTE: Contractor shall design the CCTV surveillance system for the building and
evaluate the required quantity of indoor (Dome/Bullet/PTZ) type and outdoor type
(PTZ/Bullet) type. Minimum quantity of camera is mentioned above with type
cameras and associated components required to commission the system shall be
installed. However, bidder is requested to evaluate the camera quantities (both
indoor and outdoor type) & associated components based on blind spot analysis
and scope of work. If the evaluated quantity exceeds the indicative (minimum)
quantity in the above table, the actual number of evaluated quantities shall be
provided by the contractor without any extra cost what-so-ever. Bidders are
requested to quote accordingly. If the evaluated quantities arrived is less than the
minimum quantity mentioned in the above table, the contractor shall at least
provide the minimum quantities mentioned above table as per direction of E-in-C.
Bidders are requested to quote accordingly.
Location mentioned in the above table are tentative and contractor shall provide
surveillance based on blind spot analysis, scope of work and general surveillance
requirements. Direction of E-in-C is binding on the contractor in this regard.
1.12. . Required External OFC cable shall be drawn to the hostel from the main server room
of NIT Jamshedpur campus..
1.13. The outdoor cameras power requirement is approx.. 50W/port which shall meet by
feeding the same from POE+ switches inclusive of power budget and total power rating
shall not be less than 780W for 24 port switches and likewise.
The contractor shall also provide a provision of remote monitoring of the system.

3.0. Additional specifications of switches and VMS:
The requirement of system is to work over IP backbone hence all networking equipment shall be of
minimum Layer-2. All the edge switches should be minimum Layer-2. All Layer- 2 switches
must finally be brought together using 100/1000 base T form manageable switch. Connection to
the servers and clients must be 100/1000 base T form 100/1000 base T ports. Connection
between Layer-2 and manageable switch should use fiber backbone.

Scope of work
Scope of work includes Designing, Planning, Supplying, Installing, Commissioning, Testing
and Handover of campus Local Area Networking including and WIFI networking in G+5
Hostel Building as per the scope given below.
i. LAN networking shall be designed for minimum 1039 node points covering rooms
as per scope of work mentioned.(Inventory given under scope of work).
ii. Will be on Structured cabling network having Consolidation points at respective
Low Voltage (LV) rooms/ racks.
iii. Main Network Control Room OF G+5 Hostel building will be located in Ground floor.
iv. Required Core Single Mode, Bend Insensitive Fiber Optic (SMFO) cable to be
laid from main Control .server room of NIT Jamshedpur .
v. The minimum numbers of LAN points requirement is mentioned in the
documents. As mentioned in the documents ,all hostel rooms,with one outlet for
each bed, will have LAN connection, besides other rooms as mentioned in scope
of work.. Over and above , there shall be wifi connectivity in whole building of
G+5 Hostel building.
vi. There should be outdoor Fiber distribution cabinet (box) - IP65 Rated with in &
out facility of Fiber. It will be located in inside the building from where the fibers
will branch out. The outdoor enclosure to be placed inside buildings of Hostel, to
meet the network requirement.
vii. Connectivity to the building will be through OFC with required no of cores.
Inside the building, further connectivity from main rack to other racks will be
through OFC/ UTP as per the distance and network load requirement.
viii. Network connectivity diagram will be based on the network requirements of the
Hostel building and has to be approved by E-in-C.
ix. Different path should be used if the same cable is returning from any tap off point.
One path is used for laying the cable till the destination and other path used for
return path,if any, for Data Network – Backbone Cable
x. All passive components for Network Cabling-including CAT6 Cable, Cat 6 I/O,
Face Plates, Copper patch panels, Fiber Patch Panels, Fiber pigtails, Fiber patch
cords, Fibre optic LIU,Racks etc. as required for structured cabling shall be
provided.
xi. Network Racks to be provided & place in respective LV area/room as per
requirement and direction of Engr-in-charge and in consultation with user
department..
xii. Storage of all equipment in proper environmental condition shall be done by the
tenderer.
xiii. Supply of all special tools and tackles as required for erection, testing,
commissioning and warranty, maintenance of system shall be provided at

The work shall be carried out as per CPWD General Specifications for Electrical Works Part-
I(Internal 2013, Part-II (External) 1994, CPWD General Specifications for HVAC works-2017
as amended, relevant IE rules & Acts , NBC 2016, & Local Bye Laws as applicable.
It is proposed to install 2000LPD Solar water heating system equipment’s at roof top of G+5
Boys Hostel, with 1000LPD(Comprising of 2 nos 500 LPD solar water heating equipment)
each to be installed at two ends of roof top ,for providing hot water supply to single bedded
and double bedded room common bathroom tapping point outlet
Brief Specification of each 500 LPD SOLAR WATER HEATING EQUIPMENT
(i)500 LPD Solar water heater tank-Heat Exchanger, hot water storage tank made out of SS
304 with TIG/MIG Welding having 1.0 mm shell thickness and 1.2 mm Dish thickness with
pre GI outer cladding after 50 mm PUF Insulation having density not less than 32 Kg/metre
cube.
(ii)With in-built Heat exchanger of SS 304,with provision of Electrical heater,2 nos. of 2KW
for each 500 LPD Solar water heater and having cold water inlet,hot water inlet,collector-
inlet and outlet and sacrificial anode with 4 nos solar Flat Plate collector of minimum
2030x1030 mm size for minimum 2.0 sq. mtr. Collector should be housed in Al.extrusion of
1.4 mm with 0.45 Al back sheet and covered with 3.2 mm toughend low iron solar thermal
textured glass.

(iii)Absorber material shall be ETP grade copper with Fin and tube ladder type construction
(copper fins and copper tube). Copper sheet/absorber shall be electroplated with nelson
black chrome.
(iv)The collector shall be as per IS:12933.
(v)Tank and collector stand shall be made out of mild steel of suitable size of angle iron, tank
stand angle iron shall not be less than 35 mm x 35 mm x 5 mm collector angle iron size shall
not be less than 35 x 35 x 3 mm. Complete stand shall be treated with red oxide before
epoxy painting as per direction of Engineer – in – charge.
(vi) Providing 02 Nos. 500-liter storage capacity water tank on MS stand, MS stand made out
of angle iron of size 40 x 40 x 5 mm thick and MS sheet 2 mm thick of height 3.6 meter and
0.6-meter width, complete stand shall be treated with red oxide before epoxy painting as
per direction of Engineer – in – charge.
(vii) Gun metal gate valve with CI wheel having screwed end of 20 mm / 25 mm as per
requirement.
(viii) GI pipes (15/ 20 / 25 mm) complete with GI fittings and clamps including making good
the walls etc. concealed pipe, including painting with anti-corrosive bitumastic paint, cutting
chases and making good the wall – of required length as per site requirement from tank to
hot water outlet point inside toilet.
(ix) Providing insulation on the existing piping duly insulated with nitrile rubber insulation 9
mm thick to with stand temperature of 100 degree centigrade, duly cladding 28 SWG
aluminum sheet complete as required.
(x) Providing and fixing GI union in GI pipe including cutting & threading the pipe as
required.
