Emerald Headingley Stadium: Event Plan (Inc Travel & Transport)

1. Introduction

This Event Plan for Emerald Headingley Stadium (EHS) has been produced by representatives of Yorkshire
County Cricket Club (YCCC) and Leeds Rugby (LR). Both are committed to promoting measures to encourage
their employees and spectators to travel to EHS using alternative modes of travel to the private motor car. In
view of this both are aware that they need to;

i. Improve the experience of spectators attending cricket and rugby matches or other non-sporting
events at EHS.

ii. Reduce adverse impacts experienced by residents and local businesses with respect to
event related traffic congestion and car parking.

iii. Improve public safety with respect to the orderly arrival and departure of up to 20,000
people within a dense, residential neighbourhood.

iv. Provide a single travel plan that all parties understand and follow to promote greener,
cleaner travel choices.

1.1. Relationship between this plan and the 2008 YCCC Travel Plan

As part of the planning consent for the Carnegie Pavilion, YCCC undertook to implement a series of
measures as part of its commitment to sustainable travel. These were aimed at both employees and
spectators and included the following objectives;

i. Reduce the need to travel.

ii. Reduce car usage, particularly single-occupancy journeys.

iii. Maximise accessibility for walking, cycling and public transport as important transport
modes.

iv. Maximise transport choice through innovative measures.

This Event Plan describes amongst other things how these undertakings will be delivered.

1.2. Relationship between this plan and the Stadium Liaison Group

The Stadium Liaison Group (SLG) provides a forum for the exchange of information and a platform for raising
concerns with respect to the operation of EHS. The group meets in accordance with objectives and
composition defined by a historic planning agreement. The S106 states;

“The Council, the Club and the Company shall establish a liaison group comprising representatives of the
Company, the Club, the Council, the Police and Emergency Services, the Passenger Transport Executive and
residents from the Headingley, Kirkstall and Weetwood Wards as nominated by the Council, such liaison
group to be chaired by the Council and serviced by and at the expense of the Developers, such liaison group
to consider the operation of the Site on Match Days and to be consulted on the Travel Plan and which shall
meet no fewer than four occasions in any one calendar year.”

4
EHS Event Plan March 2018 final version
The SLG is chaired by Leeds City Council, currently Councillor Neil Walshaw. Other Elected
Members from the Headingley Ward attend the meetings as well as representatives from
resident groups and the stadium occupiers; LR, YCCC and Leeds Beckett University (LBU).

In the future, it is envisaged that the SLG will keep the Event Plan under review and where necessary,
make changes to the plan in response to changes in local needs and priorities.

This document has been forwarded to the SLG Chair, Councillor Neil Walshaw.

1.3. Relationship between this plan and the Safety Advisory Group

The Safety Advisory Group (SAG) is a body that meets quarterly to review all aspects of
stadium operations that impact on public safety. The SAG is a requirement under the Safety at
Sports Grounds Act 1975.

The Safety Advisory Group (SAG) chaired by Leeds City Council (LCC) is predominantly made up of all the
emergency services, other relevant bodies and event organisers from the EHS including the Grounds Safety
Officer. The purpose of the SAG is to provide a forum for discussing and advising on public safety at an
event. The group aim is to assist the stadium management team with the planning and management of all
events and to encourage cooperation and coordination between all relevant agencies. The stadium
management team and those running the event, retain principal legal duties for ensuring public safety at
EHS.

This document has been forwarded to the SAG Chair, Amarjit Mann.

Membership details of the EHS SLG, SAG and Travel and Transport Working Group (T&TWG) are set
out in Appendix A1.

1.4. Sports played at EHS

Three sports are played at EHS; cricket, rugby league and rugby union. Each sport has a different
season which means that at least one sport is played at EHS at any time of the year.

The below table demonstrates a typical season for each of the three sports:

1st team fixtures Jan Feb Mar April May June July August Sept Oct Nov Dec Total
Days
Cricket
 International 1 4 5
 Domestic 7 5 8 4 4 8 36
Rugby League 1 1 3 2 1 3 1 2 2 1 17
Rugby Union 1 2 2 1 2 2 1 2 13

Total days 2 3 5 10 7 11 5 10 12 2 1 3 71

Each year, over 70 days of sport is played by the three Clubs. Attendance at matches varies
considerably. For example, International cricket matches and rugby league games can attract
capacity crowds in the region of 18,000 people. Similarly, many domestic cricket matches are
attended by 1,500 (County Championship) to 15,000 (T20) spectators.

2. Increasing the use of more sustainable methods of getting to the stadium
2.1. Greener, cleaner travel choices

YCCC and LR are committed to promoting greener, cleaner travel choices and therefore reducing the reliance
on the car. Many sustainable methods have and will continue to be introduced and promoted to our
spectators and employees to ensure both businesses achieve the targets and time frames as set out in
Appendix A2 and A3.

This section details the sustainable options introduced over recent years and how these have and will continue
to be promoted. Also included are the positive year on year results both Clubs have achieved.

2.2. Information on public transport options

West Yorkshire Combined Authority (WYCA) provides high quality information on public transport as follows:

i. A dedicated page on the WYCA web-site is maintained and provides high quality information on train
and bus times and maps to EHS.

ii. Local transport maps/plans are produced and displayed at bus stops and local railway stations. These
show the location of bus and train services in relation to the EHS.

Both Clubs ensure that high quality information on public transport options is made available through their
respective websites. We also promote the ‘Next Bus’ text information facility during live fixtures.

2.3. Increasing public transport capacity

Both Clubs currently work with Northern Rail to;

i. Ensure they are aware of the fixture dates at EHS.

ii. Plan and implement increases to the frequency and size of trains on major match-days to Burley Park
and Headingley stations from Leeds City Centre.

iii. Continue to share their appetite with Northern Rail to provide the implementation of a station at EHS

2.4. Bus routes

Scheduled bus routes that operate near EHS will continue to use their existing routes prior to,
during and after all major events.

2.5. Promoting walking and cycling to the stadium

LR operates a ‘Cycle to Work’ scheme to promote healthier journeys to work and reduce environmental
pollution. The 1999 Finance Act introduced an annual tax exemption scheme, which allows employers to
loan cycles and cycling safety equipment to employees as a tax-free benefit. The
exemption was one of a series of measures introduced under the Government's Green
Transport Plan.

EHS currently hosts bicycle racks that can accommodate up to 60 bicycles in total. These are sited to
the rear of the Carnegie Stand (LR) and in the concourse area beneath the Carnegie Pavilion (YCCC).

Both Clubs promote walking and cycling to the stadium through their websites by providing links to route
6
EHS Event Plan March 2018 final version
finding applications and journey planners.

2.6. Shuttle Bus Services to and from EHS

LR and YCCC announced plans to work in partnership with Yorkshire Tiger to provide transport links to EHS in
June 2014. The service offered competitive fares and a regular timetable, with routes ending directly outside
the Kirkstall Lane turnstile entrance. See Appendix A5 for a sample timetable.

These services have been promoted extensively by Yorkshire Tiger and both Clubs. Shuttle buses were
deployed at both LR and YCCC fixtures prior to the launch of the service, timetables were handed out to
spectators at these games and the players of both clubs were photographed on the buses so that social media
sites could be utilised to promote the newly launched service.

Take up numbers in 2015 were positive with up to 1,125 passengers using the service on an International
cricket fixture. The figures were less favourable for rugby fixtures where less than 50 spectators used the
facility at two of the largest games of the season.

YCCC have partnered with First Bus to provide a shuttle bus service from Leeds City Centre for their major
match days. As previous years, the buses will run from outside Leeds train station, directly to the stadium
(Kirkstall Lane gates) and back both before and after the game. They will be initially running a shuttle
service for the T20’s the Test Match and the ODI throughout the 2018 season including any potential T20
quarter or semi-finals.

2.7. New Generation Transport

YCCC and LR fully supported the Leeds New Generation Transport (NGT) trolleybus system and jointly engaged
in promoting the same. YCCC and LR were featured in the NGT video describing the benefits that the trolleybus
would have brought to EHS and the city.

2.8. Car Sharing

Both Clubs will continue to encourage car sharing schemes to our spectators and employees. As per our
targets set out in Appendix A2 we are committed to analysing the data gathered and set targets for our
respective 2018 seasons.

The survey asks employees how they usually travel to work and provides an important year on year comparison
of commuting patterns within Yorkshire and our respective organisations.

2.9. Enterprise Car Club

Both Clubs will investigate the possibility of introducing a Enterprise Car Club scheme.

2.10. West Yorkshire Travel Plan Network

Both Clubs subscribe to Leeds TravelWise News and are members of the West Yorkshire Travel Plan
Network.

3. Reducing the impact of vehicles travelling to the EHS
3.1. Introduction

It is recognised that many people will choose to attend matches at the stadium by private car, mini-bus
and coach. Several commercial vehicles also visit site to deliver produce to service matches. For this
reason, a wide variety of techniques are deployed to ensure that the impact of these traffic movements
is kept to a minimum. These are as follows;

i. Provision of high quality signage to the stadium.

ii. Operation of quality car parking facilities.

iii. Restriction of parking in streets close to the stadium.

iv. Enforcement of parking restrictions.

3.2. Provision of high quality signage to the stadium

3.2.1. In general

Good quality, well located and appropriate signs play an important part in ensuring that both drivers
of vehicles, cyclists and pedestrians get to the stadium with ease. This means ensuring they get to
the right part of the stadium or car park at the first attempt.

The overall signage strategy is as follows;

i. Provide a core infrastructure of permanent signs used by both vehicle users and pedestrian visitors
to the stadium.

ii. Augmenting the permanent signs with temporary signs for use at major fixtures.

3.2.2. Permanent highway signs

There are two main routes to reach EHS that are signed via approximately 50 permanent road signs. These
routes are described on our respective websites are located on the main routes into the city to guide
spectators to EHS.

The signage strategy is to direct motorists from the North and South around the Ring Road and
approach EHS from Otley Road (rather than from Kirkstall Road) and by doing so reduce traffic on Cardigan
Road.

3.2.3. Temporary highway signs for use at International cricket matches

A further 15 signs are used to guide motorists to the car parks around the stadium. These are
currently used for International cricket matches only.

3.2.4. Permanent way marking signs for pedestrians

Approximately 20 signs are provided to guide people from Burley Park and Headingley Railway
Stations.

8
EHS Event Plan March 2018 final version
3.2.5. On Street parking signs

In conjunction with LCC, ‘Next fixture’ match day signage has been deployed on St Michaels Lane for
both major cricket and rugby matches. This signage notifies motorists of the next fixture date and is
updated after each major event by Traffic Management Services Limited (TMS Limited).

3.3. The operation of high quality vehicle parking facilities

3.3.1. General

A key element of match day operations is ensuring that spectators and drivers of vehicles that service
matches have access to high quality and well sign posted sites to park their vehicles.

There are 9 locations that are used for parking cars, mini-buses, coaches and commercial vehicles.

Car Park Location Capacity (in cars)

A Rear of the YCCC East Stand adjacent to the Gatehouse 96

*D & E Rear of the South Stand 150
F West of the South Stand 220
H To the rear of the Carnegie Pavilion 25
J Rear of ‘All Rounder’ cricket store 20
K Site of the former Elida Gibbs Sports Ground, 0.4 miles 400
Beckett Park 0.5 miles to the North of the EHS 1,500
Cinder Moor Hyde Park Road, Leeds 1.8 miles 800
Cumberland Court 0.3 miles to the South East (Cardigan Road) 40

3.3.2. Beckett Park

On days when International cricket is staged at EHS, LCC operate a car park at Beckett Park, Leeds which
is approximately 800m from the North end of the stadium (Kirkstall Lane entrance).

The purpose of this facility is to provide a pleasant, high quality and safe place for spectators,
coach and commercial drivers to park their vehicles. By doing so, it is hoped that drivers will use
the facility as an alternative to parking on the street.

This facility is supported by a coning plan and is promoted widely to spectators, coach drivers/operators,
members of the media and users of commercial vehicles.

The scheme is communicated with residents to avoid parking in areas subject to parking
restrictions. See Appendices A9, A10, A11 and A12.

3.3.3. Car Parks A, D, E, F, H, J and K

Both parties utilise all on site car parks. When capacity crowds are expected YCCC also utilise car park
K, the former Elida Gibbs Sports Ground situated on Stanmore Terrace.

*D & E will be closed for 12 months from September 2017 during the South Stand construction phase.

9
EHS Event Plan March 2018 final version
3.4. The restriction of parking in streets close to EHS

3.4.1. Vehicle parking

Vehicle parking is controlled in areas around EHS through a combination of permanent restrictions
and the use of Temporary Regulation Orders (TROs).

3.4.2 TROs

LCC will provide TROs to issue the necessary powers to implement an effective system of coning and
road/carriageway closures. This entails the following:

i. Prepare the necessary notices as required by the Road Traffic Regulation Act 1984 and the
regulations made thereunder.

ii. Use all reasonable endeavours to resolve objections as soon as reasonably possible.

iii. Resolve to make the TROs and complete the statutory formalities as soon as reasonably possible in
cases where there are no objections or where objections have been resolved.

iv. Keep both Clubs informed regarding any objections and the progress in the making of the TROs.

3.4.3. Coning Plans

In addition to the permanent parking restrictions already in force around EHS further parking
restrictions are imposed through a coning strategy implemented under a West Yorkshire Police (WYP)
‘authority to cone’.

For International cricket matches YCCC will, at its own cost ensure that traffic cones are placed in
accordance with the plan attached at Appendix A6.

LR will, at its own cost ensure that traffic cones are placed in the locations indicated by the coning plan
at Appendix A7 at all rugby league fixtures and major events.

3.4.4. YCCC and LR will ensure that the coning is undertaken as follows;

i. All vehicular accesses, driveways and road junctions to be left clear of cones.

ii. Cones to be placed at 06:00 hours on the day of the event, maintained throughout the event and
removed immediately after completion of the event.

iii. Cones to be placed in the carriageway adjacent to the relevant kerb line at a maximum
spacing of fifteen metres.

iv. Make a record of all vehicles that were parked prior to the cones being placed.

3.5. Enforcement of parking restrictions

LCC will ensure that Traffic Wardens patrol around EHS during International matches in order to
enforce parking restrictions. WYP will ensure that it enforces the temporary parking restrictions
imposed as a result of the TROs at its own cost.

10
EHS Event Plan March 2018 final version
3.6. Taxis

Taxi ranks for the use of the city’s Hackney Carriage are located on Kirkstall Lane. LCC are
responsible for liaising with the city’s Hackney Carriage operators and ensuring the proper use
of the facilities provided.

3.7. Bus stops (for scheduled services)

It is not envisaged that any of the permanent bus stops will be suspended for the duration of any rugby
or cricket matches.

3.8. Team buses

3.8.1. On International cricket days the following will take place:

On team practice and match days, team buses will drop off players outside the Carnegie Pavilion on Kirkstall
Lane in the existing bus pull-in. Once the drop-off has been completed the bus will be parked at another
location so that it does not cause an obstruction, usually car park F.

3.8.2. At rugby fixtures the following will take place:

LR ensure that the ‘away team’ coach parks within the stadium, usually behind the White Rose Stand. The
Grounds Safety Officer and his/her Deputy will ensure that the coach driver is fully aware of the parking
procedure adopted at EHS.

3.9. Improving driver information before setting off on their journeys

YCCC and LR provide travel information on their respective websites on how to get to EHS.

Both Clubs also advise visitors to use websites such as the West Yorkshire Combined Authority
www.wymetro.com , Leeds Travel Information www.leedstravel.info and www.roadworks.org which
provide real-time travel information, journey planners and travel news.

3.10 Coach parking at EHS

There is a provision for coach parking within dedicated bays on Beechwood Crescent and St Michael’s Lane.
In total this area accommodates 34 coaches. Both Clubs provide clear instructions on how to reach the
stadium. See Appendix A13 and A14.

In addition to this, both Clubs use coach parking facilities at Beckett Park and Cinder Moor.

EHS hosted the Ladbrokes Challenge Cup Semi Final between Warrington Wolves and Hull KR on the 1st
August 2015. This attracted over 85 coaches equating to approximately 4,000 travelling fans. With the
support of LCC, the use of Cinder Moor and controlled communications on the day the drop off and
collection of fans worked in an efficient and smooth manner.

3.11 Coach travel from EHS

To promote our objectives surrounding cleaner, greener travel and to reduce car usage, particularly single
occupancy car journeys LR have provided subsidised coach travel to some away games. This has equated to
nearly 2,000 spectators choosing to share transport to Super League games.
11
EHS Event Plan March 2018 final version
In 2015 the Club arranged and planned successful journeys to both the Ladbrokes Challenge Cup Final
(Wembley, London) the Grand Final (Old Trafford, Manchester) taking just fewer than 5,000 spectators on
105 coaches to these venues. Our Magic Weekend fixture assisted over 500 spectators in travelling to St.
James Park, Newcastle.

4. Improving pedestrian safety around the stadium

4.1. Introduction

There are 3 main entrances into EHS that are used at major events, two at either end of St Michael’s Lane and
one on Kirkstall Lane. The turnstile entrance to the South Stand will be closed to spectators during the
construction phase and reopen in September 2018.

To facilitate safety for all pedestrians road closures are in place for all major fixtures at EHS. WYP or an
approved contractor, usually TMSL manages the closures at the request of the Ground Safety Officer.

Temporary parking restrictions are in place on all major match days to ensure all vehicular traffic in and out of
Headingley is uninterrupted. This ensures timely arrivals for spectators, minimum disruption to residents and a
safe flow of traffic near EHS.

On International match days St Michael’s Lane operates a one-way system between Cardigan Road and
Newport View. The road is closed for all traffic coming from St Anne’s Drive and Newport View. Signage
deployed around EHS provides an alternative route for motorists and pedestrians.

Both Clubs inform residents of any disruption to parking and vehicle movement on a regular basis.

4.2. Keeping footways clear of obstructions

4.2.1. Wheeled bins

If the obstruction of footways becomes a concern, both Clubs contact LCC to request wheeled bins are returned
to the curtilage of the resident’s property. LCC ensure that its enforcement officers are present in the
neighbourhood at 08:00 hours on each day of an International cricket fixture in order to get residents and
businesses to remove any obstruction.

Both Clubs write to residents and local businesses located on a number of key streets prior to major events to
remind them of their obligations with respect to ensuring that they do not place obstructions on the footway
(unless they are required to do so by the Council’s waste collection service that day).

4.2.2. Distribution of flyers

The distribution of flyers on pavements around the stadium by individuals can lead to the congestion of the
footway. In the past distributors, have also parked on pavements close to the stadium. These
activities can also generate litter. Anyone distributing flyers should obtain the necessary approvals from LCC to
do so. The permit to hand out flyers should be worn around the neck on a lanyard.

Both Clubs will advise LCC if individuals are not displaying permits. LCC will respond by enforcing the
regulations on the distribution of flyers.

WYP will also intervene where individuals and their vehicles are causing an obstruction.
12
EHS Event Plan March 2018 final version
4.2.3. Maintenance of the ‘public realm’

LR and YCCC will wherever possible report items such as broken kerbs, local flooding potholes and
broken barriers to LCC’s Highways Contact Centre (0113 222 4407).

5. Provision for disabled spectators and other disabled visitors to the stadium
5.1. Introduction

Both Clubs accept their responsibilities to take all reasonably practicable steps to ensure that people
with special needs are catered for.

Considerable attention has been paid to the needs of disabled spectators and other visitors in new
developments at both the cricket and rugby grounds at the EHS. To ensure that disabled spectators
can access EHS, YCCC and LR have provided the following:

5.2. Access to information on what can be expected

YCCC will provide information to disabled spectators on how to access EHS from the start of each
season.

LR provides information on their website; holds annual post season disabled fans forum meetings
and has a dedicated Disabled Liaison Officer.

5.3. Car parking

YCCC has worked with LCC to ensure that the Beckett Park facility has areas available that can be
used by disabled drivers. At International cricket matches, the ‘Park and Ride’ bus is of a low access
design.

During the 2017 season LR issued 35 seasonal car park passes to Leeds Rhinos disabled
supporters, which included passes which are reserved for disabled supporters from the away
Club. LR operates a waiting list for individual games, and for some fixtures can offer up to 45
additional disabled car park passes. In addition to this, LR provided parking facilities to all its
Yorkshire Carnegie disabled supporters, on a seasonal or game by game basis.

YCCC optimise space behind the WRS for County Championship and Royal London One-Day Cup
matches for an average 45 disabled spectators. This won’t be the case during the 2018 season, as
the redevelopment works simply won’t allow it. However, the practice will resume again in
2019.

There are also disabled parking bays situated on Kirkstall Lane.

5.4. Pick up and drop off areas

Picking up and dropping off disabled spectators where stewards are available to assist can take place in the
following locations:

i. Kirkstall Lane

ii. St. Michael’s Lane

13
EHS Event Plan March 2018 final version
6. Communication with residents and local businesses

Several communication channels are adopted by both Clubs in advance of major events at EHS.
These are as follows:

6.1. Formal letter to residents and local businesses

YCCC write to residents and local businesses that are in the following streets to advise of major
events. See Appendices A9, A10, A11 and A12.

i. St. Michael’s Lane from the junction with Cardigan Road to the railway bridge and the length
of Newport View.

ii. Cardigan Road from the junction with Kirkstall Lane and the junction of St. Michael’s Lane.

iii. Headingley Mount, St. Ann’s Road, Batcliffe Drive and Beckett Park Drive the main route
of the Park and Ride bus.

iv. St. Ann’s Drive and the Stanmores.

6.2. Promotion of this Event Plan covering travel and transport matters

YCCC and LR will ensure that residents and local businesses are made aware of the Event Plan through various
communication channels including;

i. Sharing the Event Plan at resident’s meetings, including the Stadium Liaison Group

ii. Posting information on our respective websites.

iii. Providing copies to those who attend any travel related meetings at EHS.

iv. Providing monthly e-zine updates regarding fixtures and events.

7. The Travel and Transport Group

The preparation of this Event Plan has been possible through the assistance of a wide variety of
organisations that have formed the ‘Travel and Transport Working Group’ (TTWG). The TTWG, comprising
YCCC and LR representatives work with LCC, WYP and WYCA to respond to feedback received from spectators
and the Stadium Liaison Group to improve the match day experience for all parties.

Where possible and funding to do so permits, both Clubs will undertake surveys of its spectators to
assess the following:

i. Where people come from to attend EHS.

ii. How people got to the stadium.

iii. The degree to which spectators were satisfied with the experience.

iv. Any ideas they might have to make improvements.

of the group is to organise and plan the safety of all customers, spectators and employees attending fixtures
and events at Emerald Headingley.

The Stadium Liaison Group (SLG) provides a forum for the exchange of information and a platform for raising
concerns with respect to the operation of EHS.

The Travel and Transport Working Group (TTWG) is a group comprising of Leeds City Council, West Yorkshire
Police, Yorkshire County Cricket Club and Leeds Rugby that meets quarterly to agree a set of actions designed to
assist in the delivery of improvements to the transport and travel arrangements for spectators attending EHS.

Dear Occupier,

NOTICE OF CHANGES TO HIGHWAY AND PARKING ARRANGEMENTS AS A RESULT OF STAGING INTERNATIONAL

CRICKET MATCHES AND EVENTS AT THE STADIUM

Match info

Over the last few months Yorkshire County Cricket Club has worked closely with Leeds City Council and West Yorkshire
Police to devise a plan to reduce local traffic congestion and on-street car parking generated by international cricket
matches.

A number of decisions have been taken that have implications for occupiers on St. Michael’s Lane and Newport View as
follows:

i) St. Michael’s Lane from the junction of Cardigan Road to Newport View will become a one-way street
from 1100 hours to 1500 hours on the day of the match.

ii) St. Michael’s Lane will be closed from the junction of Newport View to St. Anne’s Road (i.e. the railway
bridge) from 1100 hours to 1500 hours on the day of the match.

These changes have partly come about due to a decision to end the practice of parking cars on the rugby pitch and the
desire to increase the area of the footway at the St. Michael’s Lane entrance to the stadium for reasons of spectator
safety.

For this reason we would be grateful if you ensured that your car is not parked on St. Michael’s Lane and that your
wheelie bin is not placed on the pavement during this period. You should also note that the City Council will not be
granting licenses for placing skips and scaffolding material on the street for the duration of the match.

Yours sincerely,

Sam Hinchliffe

A10. Resident and Business Letter, Cardigan Road

Dear Occupier,

NOTICE OF CHANGES TO HIGHWAY AND PARKING ARRANGEMENTS AS A RESULT OF STAGING INTERNATIONAL CRICKET
MATCHES AND EVENTS AT THE STADIUM
Match info

In accordance with the Transport and Travel Plan agreed by the Yorkshire County Cricket Club (in conjunction with Leeds
City Council and West Yorkshire Police) to reduce local traffic congestion and on-street parking generated by
international cricket matches I write to advise actions for the above match.

In order to reduce this congestion, St. Michael’s Lane and Newport View are to have a temporary one-way system
operating between the hours of 1100 and 1500 on the day of the match. A road closure will also prevent access from St.
Michael’s Lane to St. Anne’s Road (i.e. across the railway bridge).

This should:

• Maintain access for residents at all times

• Prevent traffic queuing on Cardigan Road when trying to access St. Michael’s Lane
• Prevent taxis from illegally waiting outside the Stadium, parking on the pavement and blocking drives and
accesses
• Remove the need for the Police to cone off Newport View to stop all parking
• Prevent non-residents from parking along St. Michael’s Lane

As part of this plan I would be grateful if you ensured that your wheelie bin is placed within the boundary of your
property. Also, please note that the City Council will not be granting licenses for placing skips and scaffolding materials
on the street on the day of the match.

Yours sincerely,

Sam Hinchliffe

CRICKET MATCHES AND EVENTS AT THE STADIUM

Match info

In accordance with the Transport and Travel Plan agreed by the Yorkshire County Cricket Club (in conjunction with Leeds
City Council and West Yorkshire Police) to reduce local traffic congestion and on-street parking generated by
international cricket matches and events I write to advise actions for the above match and event.

In order to reduce the parking close to the Stadium, a ‘Park and Ride’ scheme will operate from Beckett Park and
temporary signage will direct traffic to that service. To aid access for the bus between Beckett Park and the Stadium, the
Police will cone off some lengths of Batcliffe Drive, Batcliffe Mount, St. Anne’s Road and Headingley Mount on the day
of the match. Please try to help by not parking where the cones are situated and also not within ten metres of any
junction.

As part of this plan I would also be grateful if you ensured that your wheelie bin is placed within the boundary of your
property. Also, please note that the City Council will not be granting licenses for placing skips and scaffolding materials
on the street on the day of the match.

Yours sincerely,

CRICKET MATCHES:

Match info

Over the last few months Yorkshire County Cricket Club has worked closely with Leeds City Council and West Yorkshire
Police to devise a plan to reduce local traffic congestion and on-street car parking generated by international cricket
matches. A number of decisions have been taken that have particular implications for people in your neighbourhood as
follows:

i) St. Michael’s Lane from the junction of Cardigan Road to Newport View will become a one-way street
from 1100 hours to 1500 hours on the day of the match.
ii) St. Michael’s Lane will be closed from the junction of Newport View to St. Anne’s Road (i.e. the railway
bridge) from 1100 hours to 1500 hours on the day of the match.
iii) The land that used to be the Elida Gibbs sports ground will be used for parking cars on the day of the
match (although it will still be available for use by dog walkers). It won’t be used for the concert.
iv) Parts of St. Ann’s Way, Stanmore Terrace and St. Michael’s Lane will be subject to Traffic Regulation
Orders that will be denoted by an official notices located on the street and marked on the ground by
traffic cones. Police and Council Traffic Wardens also plan to increase their patrolling for the duration of
the 1-Day International.

These changes have partly come about due to a decision to end the practice of parking cars on the rugby pitch and the
desire to increase the area of the footway at the St. Michael’s Lane entrance to the stadium for reasons of spectator
safety. For this reason we would be grateful if you could try and ensure that your car is not parked on any of the
streets concerned and that your wheelie bin is not placed on the pavement during this period. You should also note
that the City Council will not be granting licenses for placing skips and scaffolding material on the street during the
period of the match.

[Train Station]
I raised to problem of getting from Headingley to the City Centre with the chief executive
after last year’s Test Match when both shuttle bus service and train service were poor.
Has any progress been made in discussions with the City Council? (The shuttle took
over an hour and the train composed only two coaches and was full to bursting when it
arrived at Burley Park station. There was talk of a new station near to the stadium.
More appropriate would be longer trains at 15-minute intervals at close of play. Whilst
this would be difficult when play ends early because of weather it should not be beyond
the wit of man. If London Underground can do it at Lords and The Oval surely Northern
Trains can do something similar.
42. [Game is over it always Clashes]
[Test Matches]
There is no apparent liaison with the train operating company - it is known a long time in
advance when Test matches are to be held yet in the 20+ years I have lived in
Harrogate - the trains at Test match time are packed! Surely there could be an extra
service or two put on. When the game is over it always clashes with the normal
commute home, so I often walk into Leeds to catch the train home from there (or get a
bus!!) There is a total need to review this!
43. [Ground]
Parking free nearby but also shuttle bus to ground and also back later
44. [Info]
Accurate traffic info on days when fixtures clash with Leeds events. Info not always
accurate.

the How To Get Here info has always been for car or train. Personally I don't need this
info except on special days e.g the Leeds Half Marathon - no helpful info from the club
(or Leeds Metro) meant I had an awful journey by taxi and long walk.

47. [Informed of the Time of Road Closures]
[Road Closures]
[Ground]
Last year I circled Leeds trying to get to the ground during the Marathon. It was chaos. If
YCC had informed us online that we needed to be in the ground before road closures
and at what times they would be, my day and many others would have had a less
stressful day.

[Road Closures]
[Better]
Spent a frustrating time circling Leeds last year on the day of the Marathon. If we had
been informed of the time of road closures by email, text etc I and many others would
have had a better day

59. [Parking is an Issue]
Parking is an issue. Happy to park at Beckett Park on England days, don't need the bus
but could any provision be made to enable parking there on County days? Even if I had
to pay it would be an advantage.

60. [Parking is an Issue]
Presently parking is an issue. I am using on street parking, but it is not ideal.
61. [Public Transport]
It doesn't matter if public transport is free or £20 the roads are grid locked. As for the
train not enough carriages on, surprised on one been hurt.
62. [Public Transport]
Public transport from Skipton is too difficult Buses are infrequent trains are a two-train
trip. What can you offer
63. [Road Closures]
Inform members of the road closures when, for example, there is the Leeds 10K race
occurring on a day when there is a fixture at Headingley
64. [Test Matches]
More liaison with rail operators to put on additional trains when Test matches are held
65. [Train Station]
from the train station, sure I have used the 'tiger' bus, or it may be called something else.
I think the pick up point moved last year.

[Ground]
Better information as to when buses from Leeds train station to the ground are on. Very
little information on the website last season.
67. [Train Timetables]
[Ground]
Train timetables & prices. Extra trains or buses, especially late at night after day/night
games. At present, to get home to LS26 by train I would have to leave the ground
possibly before the end of a day/night game.
68. [Train Timetables]
[Public Transport]
train timetables. Also, the public transport from Headingley is inadequate at the end of a
international day's play, It is impossible to get on a train, many more need to be
scheduled on big match days. I cannot get back home from a day night game the same
evening.

71. [Travel]
[Game is over it always Clashes]
I have been greatly inconvenienced when the Leeds Half Marathon clashes with a game
at Headingley. The club provide very little information for those of us travelling from
outside of Leeds. We don't all know the minor roads.
72. [Year on the Day of the Marathon]
[Ground]
Don't arrange a match on the same day (Sunday) as the Leeds marathon. Diversions
make it impossible to drive to the ground to park on the old training ground next to the
rugby stadium I gave up last year and went home!
