I. RATIONALE

Memorandum DM-OUHROD-2024-0037 Guidelines on the Conduct of the In-Service Training

for Teachers (INSET) for School Year 2023-2024 affirms the continuous pursuit of excellence in providing
quality professional development programs for teachers and school leaders side by side the National
Educators Academy of the Philippines (NEAP) issuance of the said training’s conduct on the 24-26 and 29-30
January 2024 as stipulated in DepEd Order No. 22, s. 2023 titled Implementing Guidelines on the School
Calendar and Activities for the School Year 2023-2024.
As INSET refers to a modality of professional development intervention organized either at the
school (school-based INSET) or division/district level (cluster-based INSET) to address and resolve areas of
need identified by the teachers or school leaders to continuously improve their competencies and as
emphasized on the Regional Memorandum No. 0036 s. 2024 that the said undertaking must be needs-based.
Thereby the Bacarra District II religiously follows the aforementioned legal bases to come up with the 3-Day
District INSET with the title “Reigniting the Flame in the Teaching Profession: Focusing on HOTS-SOLO in
the Classroom, Assessment, Research and Innovation through District-Wide In-Service Training for School
Heads and Teachers.”
In this light, the said INSET is also aligned with the Matatag Agenda which aims to take steps to
accelerate the delivery of basic education services and take good care of learners by promoting learner well-
being, inclusiveness learning, and positive learning environment all at the same time. These goals also
coincide to the 7 Key Initiatives of the Schools Division of Ilocos Norte for SY 2023-2024 which emphasize
on School Literacy, School Numeracy Agenda and Human Resource Career Programming to name a few.
However, the Matatag Agenda and the SDOIN 7 Key Initiatives will remain futile unless teachers are given
the support that they need. Thus, accepting that fact that teachers will always play the greatest role in the
educational system and reigniting their passion in the teaching profession is a must during these times of
addressing gaps and embracing new challenges.
Moreover, learning never stops in DepEd, in fact we are a community of learners. DepEd wishes
to continuously provide our teachers professional development programs through training, seminars,
workshops, symposiums and the like that will enable further honing of their teaching competencies consistent
with the Philippine Standards for Professional Teachers (PPST).
Finally, one of the priorities embedded in the Enhanced School Improvement Plan (ESIP) and
evident in the Annual Implementation Plan (AIP) of all schools in Bacarra District II is the professional
development of teachers which standards and parameters fit in today’s context. Basically, it encompasses the
further improvement of teachers’ knowledge, skills and attitude through the aforementioned. Thus, this
District INSET is ignited.

II. OVERVIEW

The 3-day district-wide INSET aims to reignite the passion of teachers in their teaching
profession which specifically focuses on Higher Order Thinking Skills (HOTS) side by side the new Structure
of Observed Learning Outcomes (SOLO) framework, assessment, research and innovation, the trends in
today’s educational context. "Reigniting the Flame in the Teaching Profession: Focusing on HOTS-SOLO in
the Classroom, Assessment, Research, and Innovation" is a comprehensive training program designed to
rejuvenate and inspire educators, ensuring their continued enthusiasm and commitment to the teaching
profession. This program centers around three key pillars: assessment, research, and innovation.
Furthermore, this undertaking is timely especially so that the Matatag Curriculum will start next
school year for Kindergarten, Grade 1, 2 and 7. Teachers would eventually acquire the necessary knowledge,
skills and attitude embedded in the training. The knowledge will equip them the skill to create well-
constructed test questions, applying the principles, format and guidelines. The familiarization of the HOTS-
SOLO will little by little integrated in the classroom. The understanding of how imperative for teachers to
craft both basic and action research in solving problems in their own context and innovation that are timely
and relevant are needs-based. Thus, making the INSET productive and effective.
Finally, teachers are expected to reflect on their practices, apply what they have learned in the
different sessions, create meaning from the assessments they give such as using the result to further improve
instruction and craft research and innovation to address issues and solve certain phenomena such as low result
of National Achievement Test (NAT), presence of instructional readers, low numeracy skills, and the like in
the long run.
